This thesis shifts the ground of the discussion. Not in an attempt to win the contest in a fight for the dominance of ideas, but to question that very ‘contest’ itself. By challenging the problem solving model’s claim to rationality, the validity of the problem-focus in public policy is undermined. A critical analysis of attribution theory, from the discipline of social psychology, proves fruitful in this endeavour. -
Water Reform and the Right for Indigenous Australians to Be Engaged
The Journal of Indigenous Policy – Issue 13 WATER REFORM AND THE RIGHT FOR INDIGENOUS AUSTRALIANS TO BE ENGAGED CHRISTINA SON Introduction Since working for conservation back in the late 1980s I observed a consistent nagging discrepancy: Indigenous communities were rarely engaged, if at all. This held true for water rights as it did for any of the land management or property rights issues. Probably the most contentious case for South Australia in this regard was Hindmarsh Island Bridge.1 However there clearly will be more cases with the announcement in April 2009 by the Ngarrindjeri traditional owners of the Coorong and Lower Lakes regions that a weir at Wellington would be in breach of their native title rights.2 The fact is that Indigenous communities still suffer from participation poverty — a social exclusion where they cannot fully participate in society. True reconciliation many argue, including Dodson,3 cannot occur until Indigenous Australians enjoy the same opportunities and standards of treatment as other Australians and this must include their right to be engaged as key stakeholders in the current water reforms. Therefore, on the 4th April 2009, when the Australian Government issued a statement supporting the UN Declaration on the Rights of Indigenous Peoples,4 it provided an opportunity to revisit this issue. As part of the Declaration, Indigenous Peoples have called for substantive Dr Christina Son, BA; BSc (Hons); LLB (Hons); PhD, was recently appointed Senior Policy Officer with the Department of Water, Land and Biodiversity Conservation, South Australia. Prior to this she was teaching in the Law Faculty, Flinders University and, as a legal practitioner, worked for the Native Title Unit and the Aboriginal Legal Rights Movement and in 2003 prepared the Senate Inquiry position paper on Legal Aid and Access to Justice on behalf of the ALRM. -

Return to the Ration Days The NT Intervention: grass-roots experience and resistance A discussion paper prepared by Paddy Gibson Senior Researcher, Jumbunna Indigenous House of Learning University of Technology Sydney June 2009 1 Background and Acknowledgements Research for this paper was undertaken on the lands of the Aboriginal people of the Central Australian desert, primarily the s, Warlpiri, Luritja and Waramungu. It was written on the lands of the Eora nation. I have been active in the campaign opposing the Northern Territory Intervention since its announcement by the Howard Government in June 2007. This has included working from my home city of Sydney to bring speakers from affected communities down to southern cities to address public meetings and rallies. From June 2008 – January 2009, I was based in Alice Springs, undertaking research for the Jumbunna Indigenous House of Learning at UTS. My research was primarily focused on interviewing and collecting the statements of people living under the Intervention. Return to the Ration Days is based around transcripts from a selection of these interviews. I also share some stories of my own experiences with the implementation of intervention policies. The purpose of this work is to try and give readers an understanding of what life is like under the Intervention – how discriminatory policy plays out in everyday experience. There is also some analysis about the current policy commitment to ‘assimilation’ of Aboriginal people and its implications. The coercion and racism of the Intervention is not simply being endured by Aboriginal people – they are challenging implementation at every step and fighting for control over their lands, lives and communities. -
