Assessments for Scientific Pre- Closure of Deonar Dumping Site, Mumbai and Development of Project Monitoring Plan” Expression of Interest (EOI) for “Assessments for Scientific Pre- Closure of Deonar Dumping Site, Mumbai and Development of Project Monitoring Plan” Work Location: Deonar Mumbai CSIR-NEERI, Nagpur, Maharashtra, India invites “EOI” from the experienced and knowledgeable internationally respected/recognized Engineering Consultants in the field of site assessment work for scientific closure of Municipal Solid Waste Dumping site, preparation of plans, drawing and cost estimate including ‘Project Monitoring Plan 1. BACKGROUND The Government of India issued Notification for proper storage, collection, treatment, and disposal of Municipal Solid Waste through Solid Waste Management (SWM) Rules, 2016. As per SWM Rules 2016, existing dumpsites need to be closed scientifically. In accordance with these rules, CSIR-NEERI is undertaking the task for suggesting appropriate technology for scientific closure of certain portion of the site, bio-mining / bio remediation and disposal of legacy waste by preparation of appropriate plan by examining all kinds of feasibilities for closure of the site and making available portion of the site for Solid Waste Processing facility by analyzing the site characteristics and overall study by themselves and through also experienced Engineering consultant. It is also necessary to prepare “Project Monitoring Plan” at a later stage. Accordingly, CSIR-NEERI proposed to conduct a detailed study to select the appropriate technology for the closure of the landfill depending on site survey, contour mapping, topographical, geological and hydro-geological studies conducted at the dumpsite. Therefore, in order to carry out precise work, CSIR-NEERI is inviting “Expression of Interest (EOI)” from renowned Engineering consultants having experience in this field and willing to undertake the work as defined in the scope by themselves or in association with other agencies for conducting the work. The consultants are allowed to engage agency /agencies for carrying out various activities and they can also be associated with the expert agency of designing closure of dumping site, bio-remediation and developing high quality standard documentations and plans including bid documents for execution of the work to be undertaken by MCGM at a later stage. 2. PURPOSE Located in the eastern suburb of the city, Deonar dumping ground is India’s oldest and largest dumping ground which was set up in 1927. The dumping ground is managed by the city's civic 1 body, i.e., Municipal Corporation of Greater Mumbai (MCGM). The Deonar dumping ground extends approx. over 132 hectares of land and was receiving 5,500 metric tons of waste daily and 25 metric tons of bio-medical waste daily. There is a separate plant for disposal of biomedical waste set up within this dumping site for catering the services to the Hospitals, dispensaries in the municipal limits for disposal of Bio-Medical waste. As per the estimate, 17.5 million tons of Municipal Solid Waste must be lying on the dumping ground and the heap of dump reached to a height of 35-40 meters approximately. N Fig. 1: Satellite View of Deonar Dumping Ground The major issue that occurs is frequent fires especially during summer season and causes health hazards in the nearby localities because of environmental pollution. There are incidents like sliding of waste mass towards creek area and damaging the ecology including destruction to mangroves to some extent. Moreover, increasing waste being dumped at Deonar has created health issues for the residents from Mumbai's neighborhood of Chembur, Govandi, and Mankhurd and there are lots of litigations filed before the Hon’ble Court. Recurrent fires have caused conditions unfit for habitation for residents in the adjacent area. To tackle these increasing problems caused by the Deonar dumpsite, proper closure plan needs to be designed and implemented. CSIR-NEERI and CESE, IIT Mumbai have jointly been awarded the work for effective implementation of appropriate technology for the proper closure of the Deonar landfill on a Project Management Consultancy (PMC) mode. 2 3. OBJECTIVES The major objective of the proposed study is to develop the “Closure Plan” for the dumpsite, including advice on appropriate technologies to be used for the dumped waste at Deonar including preparation of bidding documents. To meet the envisaged objective, a comprehensive study would be carried out through extensive field investigations, data collection from primary and secondary sources, laboratory analysis, historical records concerning dumpsite and data processing’s. These investigations would include the following work elements: • To identify and establish the appropriate study area and its geographical boundaries for the closure of the existing landfill site. • Contour survey and aerial monitoring of the study area with “Drone Mapping”. • Review of geological data of the site, depth of groundwater, volume and types of waste disposed at the dumpsite, previous studies and reports, historical records concerning the dumpsite including operations, unusual events such as fires and land sliding, etc. • Identification of existing land-use pattern around the dumpsite and points of leachate seepages and ponding within and beyond the disposal facility. • To quantify and characterize solid waste dumped at dumping site through aerial monitoring. • Strategy development for maximizing the productivity of proposed Waste to Energy plant. • Safety and Risk analysis of the existing dumping site. • Geotechnical investigations (both static and dynamic) for assessing the stability of the existing dumpsite. • Cost estimation and Preparation of Bill of Quantities for the selected technology for closure. • Implementation of the designed closure technology/plan in the supervision of NEERI/IIT. Based on the study, a closure plan including a detailed report, drawings, estimation would eb developed. Further, CSIR-NEERI will assist MCGM in implementation of the developed closure plan as a separate project on mutually agreed terms and conditions. 4. SCOPE OF WORK FOR CONSULTANCY Step Activity Description of the work Time- line 1 Baseline Study • Field Visits, identification of the study area, 1-3 survey of the site by drone for area assessment Months 3 delineation of the dumpsite and for scientific designing of the closure plan. • Contour Survey & aerial monitoring of the site • Topographical and Geo-technical study which includes Geo-Physical investigation, Soil testing, Ground water testing, Rock strata etc. 2 Months 2 Data collection • Gas generation potential of existing dumped and Analysis waste at various points and depths using grids (5 Nos. and at 10, 20, 30, 40- and 50-meter depth) • Determination of gas migration and leakages using gas pump test for designing of the passive gas venting system. The instrument for pump test and guidance will be provided by NEERI/IIT Mumbai • System hydraulic monitoring and assessment study 3 Costing, Bid • Preparation of cost estimate based on the design, 2 Months Preparation & drawing, detailing of the closure plan including Tendering Bill of quantities. • The consultant will assist NEERI for conducting Bid process management. 4 Project • The consultant will frame the guidelines for 1-2 Management conducting the inspections during the Months Consultancy construction period including quality control and quality assessment • The consultant shall assist NEERI in monitoring the work during construction phase with mutually agreed terms after award of the work to the developer agency. (The terms on which this work will be awarded will be finalized at a later stage.) Note: All the works shall be carried out simultaneously and the total period shall not exceed more than 9 months. 5. QUALIFICATION & EXPERIENCES FOR CONSULTANT QUALIFICATION APPLICATION The consulting organization may be a company/firm with sound knowledge of various techniques for Municipal Solid Waste Management especially for projects of large cities and big towns. The consultants are allowed to be Associates experienced in Scientific Closure, Bio-mining/ Bio remediation, Design, Drawings, Cost estimation, Tender preparation etc. However, the high- quality timely deliverables will be the responsibility of the main consultant. The experience of Associates will be considered if all their expert team and documentation will also be submitted with the EOI. 4 Minimum Qualification Criteria 6.1 The applicant must have over the last five years undertaken or must currently be undertaking consulting engineering services with respect to Municipal Solid Waste Management for More Than 2 municipalities/ municipal Corporations in India. The applicant must attach copies of work orders/agreements/certificates. OR The applicant must have over the last five years undertaken or must currently be undertaking consultancy services with respect to master planning including detailed engineering and Construction Supervision with respect to Municipal solid Waste Management services for More Than 2 Municipalities / Municipal corporations in India. The applicant must attach copies of work orders/agreements/certificates. 6.2 The applicant must have experience in designing, collection and analysis of data, techno- economic analysis and preparation of detailed project report for at least two Municipalities / Municipal Corporations in India. Prof. 1Department of civil engineering, 1Vidya vikas education trust Universal college of engineering, Vasai, India Abstract : One of the main current challenge in many urban areas of the world, both in mega cities and in smaller villages, is considered to be municipal solid waste management . Due to rapid urbanization, economic development and population growth, the waste generation rates are increasing in several cities of the world, leading to diverse challenges. The ways in which solid waste is generated by human activities are handled, stored, collected and disposed off can pose different levels of risks to the environment and to the public health. In early pre-industrial times, waste generation was not an issue as populations were smaller. Waste was disposed off in the ground where it would turn to compost to improve soil fertility. Waste management issues are coming to the forefront of the global environmental agenda at an increasing frequency, as population and consumption growth result in increasing quantities of waste. The production of different constituents of waste varies from season to season and place to place, depending on the lifestyle, food habits, standard of living, extent of industrial and commercial activities in the area, and so on. The amount of waste collected from the regions is way too high than the space available for dumping. In Indian scenario, the mentality of people is different and the waste is mixed (Dry and Wet).

Let’s first begin with the recognitions; our Founder- President Mrs. Rajanitai Paranjpe was honoured by DIYA, Mumbai for contribution to Child Education, Tejaswini Puraskar by International Inner Wheel District 313 Cops 2013-14 and Lokmat Sakhi Sanman Puraskar. Our Co-Founder, Mrs Bina Sheth Lashkari featured in the Vodafone Foundation’s third edition of the book ‘Women of Wonder’. The Duke and Duchess of Cambridge, Prince William and Kate Middleton, who were on an official visit to India, chose to meet Door Step School children. Children who interacted with them were bowled over by their humility and kindness. ‘Naming the Street’ was a campaign run by Door Step School where the idea was to name the unnamed bylanes in the slums with the names of children who have continued or completed their education through difficult circumstances. The initiative won four gold awards at Emvies 2016 organised by The Advertising Club in Best Media Innovation Categories (Out of House, Ambient Media and Events and Best Implementation Team). Talking about growth, we grew in terms of the geographies in which we have Door Step School presence now in Mumbai and Pune both. In Pune, we extended the Grow With Books programme in 28 Zilla Parishad Schools taking the total number of schools we work with in Pune to 240.
