The Draft LT&SM Programme 2018-20 contains proposed schemes generated by requests for improvements from the public, public representatives and schemes identified within TransportNI. All the proposed schemes have been assessed in accordance with current procedures and are considered to be high priority and represent good value for money. The assessment procedure takes into account a number of factors including cost, traffic volumes and collisions. Based on current funding levels, it would not be possible to deliver all of the schemes included in the draft programme over the 2018-2020 period. The Division will however continue to bid for additional funding and plan ahead by developing schemes in terms of design and land acquisition to ensure that we are well placed to utilise additional funding should it become available. I hope you find the report and presentation interesting and informative. DfI values comments on the various scheme proposals included in the draft programme. An appendix is also attached updating progress on the current year’s programme and I hope you find this information helpful. Conor Loughrey Divisional Manager Page 3 of 24 DRAFT LTSM PROGRAMME Carriageway Improvements 2018 – 2020 B165 Bellspark Road, Clady – Carriageway Improvement Location: Corner on Eastern side of the junction of Clady GAA club The road is restricted in width and in conjunction with a sharp radius and the roadside boundary reducing the forward sight distance; it is difficult for larger vehicles to pass oncoming traffic on this localised stretch of the Bellspark Road. The aim of the scheme is to improve road safety and traffic progression by widening the road and providing a nearside verge to improve both the passing width of the carriageway and the forward sight distance around the bend. The estimated cost of the scheme is £30K. Page 4 of 24 DRAFT LTSM PROGRAMME Carriageway Improvements 2018 – 2020 A2 Clooney Road Route Management Strategy Location: Clooney Road from Caw Roundabout to Maydown Roundabout TransportNI commissioned an Options Study to identify engineering solutions to improve traffic safety along the study route. Along this 2.5km section of dual carriageway particular focus has been given to improvements at the Judges Road, Temple Road / Ardlough Road and Henderson Park junctions. Page 5 of 24 DRAFT LTSM PROGRAMME Sightline Improvements 2018 – 2020 C679 Drumlegagh Road North / C680 Drumlegagh Church Road Location: C679 Drumlegagh Road North and C680 Drumlegagh Church Road Crossroads, Drumlegagh. The existing junction has restricted sightlines in both directions along the Drumlegagh Road North when exiting from the eastern leg of the Drumlegagh Church Road due to roadside fencing and hedgerow. The scheme aims to create a safer environment for road users by improving the junction visibility splays in both directions. The estimated cost of the scheme is £45,000. Page 6 of 24 DRAFT LTSM PROGRAMME Sightline Improvements 2018 – 2020 B72 Liskey Road / C607 Camus Road, Douglas Bridge Location: B72 Liskey Road at the junction with the C607 Camus Road, Douglas Bridge At present the existing sightline on the Liskey Road is restricted in the southern direction by roadside boundary embankment and hedging which is impeding the motorist’s view when exiting the Camus Road. This scheme, to provide the junction visibility splay in the southern direction when exiting the minor road, will create a safer environment for road users. The estimated cost of the scheme is £15,000. Page 7 of 24 DRAFT LTSM PROGRAMME Sightline Improvements 2018 – 2020 B118 Tamnaherin Road / U1146 Highmoor Road Location: B118 Tamnaherin Road at the junction with the U1146 Highmoor Road. At present the existing sightline on the Tamnaherin Road is restricted in the northern direction by roadside boundary fencing and hedging which is impeding the motorist’s view when exiting from Highmoor Road. This scheme to provide the junction visibility splay in the northern direction when exiting the minor road will create a safer environment for road users. The estimated cost of the scheme is £95,000. Page 8 of 24 DRAFT LTSM PROGRAMME Footways 2018 – 2020 Strabane Footbridge Location: Downstream of Strabane Bridge, Strabane The existing road at Strabane Bridge provides the only pedestrian / cycle link between Melmount Rd and the town centre. The existing footways across the bridge are narrow and are hazardous for pedestrians with no dedicated facilities for cyclists. The aim of the scheme is to provide enhanced connections for pedestrians and cyclists between the Melmount Road area and the town centre as highlighted through the Sub Regional Transport Plan 2015. The footbridge is proposed downstream of the existing Strabane Bridge and will link the town centre to the bus centre and the general Melmount area. Page 9 of 24 DRAFT LTSM PROGRAMME Footways 2018 – 2020 C568 Temple Road Footway Widening Location: C568 Temple Road The existing footway along Temple Road from number 14 to the bottom of the access road at Westlake is 0.7 metres in width over a length of approximately 120 metres. The aim of the scheme is to provide enhanced connections for pedestrians and cyclists between the Clooney Road and Strathfoyle. The estimated cost of the scheme is £25,000. Page 10 of 24 DRAFT LTSM PROGRAMME Footways 2018 – 2020 U1134 Fincairn Road / U1153 Chestnut Drive Footway Link Location: U1134 Fincairn Road and U1553 Chestnut Drive The existing footway along Fincairn Road has no link with Chestnut Drive. However there is visible evidence of residents accessing Chestnut Drive via the common ground between both roads. This link will make it safer for pedestrians to access both roads by removing the need to clamber up a grass bank. Page 11 of 24 DRAFT LTSM PROGRAMME Parking Measures 2018 – 2020 Rossville Street Area Residents’ Parking Scheme Location: Rossville Street Area The Department for Infrastructure is proposing to introduce a residents’ parking scheme within the Bogside area of the city. Formal consultation is expected to commence within the coming weeks. This will allow residents and the general public to review and comment on the scheme. Page 12 of 24 DRAFT LTSM PROGRAMME Traffic Calming 2018 – 2020 Lonemoor Road – Traffic Calming Scheme Location: B524 Lonemoor Road, Londonderry Lonemoor Road will be traffic calmed as part of the resurfacing scheme being financed by Department for Communities. It is hoped that this scheme will be carried out in the 2017/2018 financial year. Page 13 of 24 DRAFT LTSM PROGRAMME Carriageway Improvements 2018 – 2020 Braehead Road – Traffic Calming Scheme Location: U1103 Braehead Road, Londonderry Braehead Road traffic calming scheme went through the public consultation exercise in early spring 2017. As a result of this DfI Roads received five objection letters. We are discussing these objections with the individuals who submitted them. Page 14 of 24 DRAFT BRIDGES PROGRAMME Bridge Schemes 2018 – 2020 Plumbridge Bridge Location: B47, Glenelly Road, Plumbridge. Bridge Number 61158 Description: This structure has been assessed and found to have a defect on its retaining wing-wall. We propose to carry out maintenance to repair the defective section. The scheme cost is estimated to be £10,000. Page 15 of 24 DRAFT BRIDGES PROGRAMME Bridge Schemes 2018 – 2020 Crew Bridge Location: C680, Crew Road, Crew. Bridge Number 60016 Description: This multi-span masonry bridge has been assessed and found to have scoured foundations in some localised areas. We propose to carry out maintenance to the bridge foundations, general vegetation removal and maintenance to its parapets. The scheme cost is estimated to be £40,000. Page 16 of 24 DRAFT BRIDGES PROGRAMME Bridge Schemes 2018 – 2020 Toneduff Bridge Location: C514, Kilcatten Road, Claudy. Bridge Number 30062 Description: This multi-span masonry bridge has scoured out foundations in some localised areas. We propose to carry out the necessary maintenance/scour protection to the bridge foundations. The scheme cost is estimated to be £15,000. Page 17 of 24 DRAFT BRIDGES PROGRAMME Bridge Schemes 2018 – 2020 Killymore Bridge Location: B46, Killymore Road, Newtownstewart. Bridge Number 61436 Description: This concrete bridge has defective concrete to the underside of the bridge deck. It is necessary to carryout concrete and steel reinforcement repairs to protect the bridge from further deterioration.

    Mainly Ulster families – “B” series – Smythe-Wood Newspaper Index Irish Genealogical Research Society Dr P Smythe-Wood’s Irish Newspaper Index Selected families, mainly from Ulster ‘SERIES B’ The late Dr Patrick Smythe-Wood presented a large collection of card indexes to the IGRS Library, reflecting his various interests, - the Irish in Canada, Ulster families, various professions etc. These include abstracts from various Irish Newspapers, including the Belfast Newsletter, which are printed below. Abstracts are included for all papers up to 1864, but excluding any entries in the Belfast Newsletter prior to 1801, as they are fully available online. Dr Smythe-Wood often found entries in several newspapers for the one event, & these will be shown as one entry below. Entries dealing with RIC Officers, Customs & Excise Officers, Coastguards, Prison Officers, & Irish families in Canada will be dealt with in separate files. In most cases, Dr Smythe-Wood has recorded the exact entry, but in some, marked thus *, the entries were adjusted into a database, so should be treated with more caution. There are further large card indexes of Miscellaneous notes on families which are not at present being digitised, but which often deal with the same families treated below.     STATUTORY RULES OF NORTHERN IRELAND 2016 No. 113 ROADS The Trunk Roads T7, T17 and T22 (Londonderry to Dungiven) Order (Northern Ireland) 2016 Made - - - - 4th March 2016 Coming into operation - 18th April 2016 The Department for Regional Development (a) makes the following Order in exercise of the powers conferred by Article 14(1) and 68(1), (3) and (5) of and paragraph 5 of Schedule 8 to the Roads (Northern Ireland) Order 1993( b) and now vested in it( c). The Department in accordance with Article 14(1) of that Order considers it expedient for the purpose of improving the trunk system that the road proposed to be constructed on the route described in Part I of the Schedule (in this Order referred to as “the new route”) and the lengths of road described in Parts II and III of the Schedule should be designated as trunk road. The Department in accordance with Article 68(4) of that Order proposes on completion of works providing alternative facilities for road traffic to— (a) abandon the lengths of road described in Part IV of the Schedule; and (b) stop-up the junctions described in Part V of the Schedule; and (c) stop-up the roads described in Part VI of the Schedule to road traffic; and (d) stop-up the junctions described in Part VII of the Schedule to vehicular traffic; and (e) stop-up the roads described in Part VIII of the Schedule to vehicular traffic.
