PoliticallyPolitically MotivatedMotivated BlacklistsBlacklists Blacklisting a State's aircraft from one's skies is nothing new. During war, the airlines of a belligerent State are banned. During most of the Cold War, the US refused to allow the world's largest airline, Aeroflot, to fly to the US, while the Soviet Union banned most western aircraft from its vast airspace. After Fidel Castro came to power in Cuba, its airlines were banned from serving US cities.[1] [1] Overflight rights also were denied Cuba's airlines until Cuba brought a complaint before the ICAO Council. Both the US and Cuba had ratified the multilateral Air Transit Agreement, conferring First and Second Freedom rights to the other; hence, the US ban on Cuban flights was unlawful. Ultimately, the US capitulated. -
