Position Summary: Under the direction of the Employment Services Manager, the Employment Counsellor assists immigrants in setting and meeting their employment goals through developing and delivering in-house employment programs and services, providing individualized instruction in the labour market, providing education and training equivalency, job search techniques and interview strategies. Duties may include but are not limited to: working with local Saskatchewan businesses, coordinating a virtual job fair, and building partnerships with external stakeholders. Candidates under consideration will be required to participate in an assessment process consisting of any/all of the following: interview, abilities test, case study and/or presentation. Only qualified applicants with proof of English proficiency will be contacted for an interview. 1. Knowledge Skills and Abilities Basic knowledge of employment counselling theories, techniques, and a demonstrated ability to apply them. Proven ability to conduct interviews, gather information, make assessments, identify problems, plan, and implement strategies to various situations. Fluent and literate in English; able to read, write, and interpret program regulations and guidelines. Proven ability to work with Saskatoon business, industry, and the employer-community and collateral agencies such as other service providers and educational institutions. Knowledgeable of current labour laws and regulations; occupational standards and licensing and certification requirements and the Privacy Act. Considerable knowledge of the immigrant job seekers experience and settlement issues. General knowledge of the practice and process of equivalency assessment and recognition. Demonstrated ability to work independently and on a flexible work schedule; balancing multiple priorities. Demonstrated ability to establish and maintain working relationships with clients while setting appropriate boundaries and acting as a role model. Demonstrated effective listening skills. Strong computer skills; keyboard skills, word processing, and database applications. Demonstrated ability to promote services and programs to broader community. Demonstrated ability to work with the external business community to building lasting and positive working relationships. Good judgment and reasoning when maintaining confidentiality. Education and Experience University degree in Commerce, Business Administration, or social sciences, humanities, public relations or adult education, and, one year of work experience providing employment counselling services, OR Graduate of post-secondary program (2 years minimum) in adult education, job-coaching, or career counselling, and two years’ work experience providing employment counselling services. Training in career counselling is not mandatory but is considered an asset. Working knowledge of the labour market and keeping informed of community events. Required Licenses and/or Certificates Criminal Occurrence Security Check – Must complete a Criminal Record and Vulnerable Sector Check in good standing and within three months prior to first day of employment. Proof of English proficiency by obtaining a completed Canadian education, minimum CLB level 8, or IELTS 6.5. .

During the quarter ending March 31, 2012 41 Registered Adults and Dislocated Workers exited the system with a ROI of 390%. Through three quarters of the program year we have exited a total of 129 Adults and Dislocated Workers with a 444% ROI.

Sure Start North West was supported from the outset by Sunderland North Community Business Centre (SNCBC) through Job Linkage. Backup North (The Sunderland Action Team for Jobs) and the nearest Job Centre (Southwick) were also represented on the Partnership. These projects emphasised the need for more opportunity and support to be given to parents of young children. Sure Start North West has provided funding for an Employment Counsellor, employed by SNCBC. The post was taken up in November 2002 on a 30-hour a week basis, as a secondment from Job Linkage. 2.     Chapter 4 The ins and outs of long-term unemployment Efforts to reduce the duration of unemployment spells should be a key element in strategies to reduce overall unemployment. There is some evidence that the long-term unemployed are relatively more likely to become very-long-term unemployed in some countries, while they are more likely to exit the labour force in others. In European countries, the shares of prime-aged males in long-term unemployment and in potentially- avoidable disability and early retirement appear to be similar. A special analysis of longitudinal data for European countries is used here to examine the role of recurrent unemployment and explore alternative measures of long- term unemployment. Conventional measures understate the extent of long-term unemployment insofar as many short-term unemployed will go on to accumulate 12 months or more of unemployment before their spell ends. Multiple spells of unemployment are common, but in many of the countries considered secondary spells of unemployment do not add many unemployment-months to the total experienced over a four-year period. A second section examines issues of timing in the design of active labour market policies. Should interventions intensify as the duration of unemployment spells increases, or should policy concentrate on preventing long-term unemployment before it arises? Are “profiling” procedures, for the early identification of individuals who need intensive assistance, effective? Do the minimum contribution and maximum benefit periods in unemployment insurance systems encourage cycling between benefits and short-term employment? When programmes are targeted on the long-term unemployed, how do the authorities define long-term unemployment? Can very-long-term unemployment or cycling between benefits and labour market programmes be reduced by creating permanent jobs for the most disadvantaged unemployed? References to national practices and experiences in this chapter illustrate and to some extent answer these questions.
