Pursuant to House Rule No. 23, the Clerk called the House to order. Representative Antani was selected to preside under the Rule. The journal of the previous legislative day was read and approved.

INTRODUCTION OF BILLS The following bills were introduced: H. B. No. 188 - Representatives Crawley, Cross. To enact sections 2131.03, 2131.031, 2131.032, 2131.033, and 2131.034 of the Revised Code to generally prohibit a person's blindness from being used to deny or limit custody, parenting time, visitation, adoption, or service as a guardian or foster caregiver, regarding a minor. H. B. No. 189 - Representatives Patterson, Blessing. Cosponsors: Representatives Riedel, Kent, West, Miller, A., Crossman. To amend sections 1711.53 and 1711.55 and to enact sections 1711.532, 1711.533, and 1711.552 of the Revised Code to revise the laws governing amusement ride operation and safety, to designate this act as "Tyler's Law," and to declare an emergency. H. B. No. 190 - Representative Smith, R. Cosponsors: Representatives Keller, Koehler, Lang, Carfagna, McClain, O'Brien, Strahorn. To amend section 184.10 and to enact sections 122.97, 122.971, 122.972, 122.973, 122.974, 122.975, 122.976, 122.977, 122.978, 122.979, 122.9710, 122.9711, 122.9712, 122.9713, 122.9714, and 5511.11 of the Revised Code to create the Ohio Broadband Development Grant Program, to encourage the Department of Transportation to work with telecommunications providers to lay fiber optic cable, and to make an appropriation. H. B. No. 192 - Representatives Scherer, Wilkin. Cosponsors: Representatives Arndt, Kent, Kick, O'Brien, Perales, Riedel, Smith, K., Strahorn, Schaffer. To enact section 5534.60 of the Revised Code to designate a portion of U.S. Highway Route 62 in Fayette County as the "PFC William Boggs, CPL Sam Boggs, and SGT Robert Boggs Memorial Highway." H. B. No. 193 - Representatives Scherer, Patterson. Cosponsors: Representatives Becker, Carfagna, Crossman, Hood, Lang, Lipps, Miller, A., Riedel, Rogers, Seitz, Smith, K., Strahorn, Upchurch, Weinstein. To amend sections 5747.01 and 5747.70 of the Revised Code to expand the income tax deduction allowed for contributions to Ohio's 529 education savings plans to include contributions to 529 plans established by other states. H. B. No. 194 - Representatives Greenspan, Kelly. To amend sections 109.572, 718.031, 3770.01, 3770.02, 3770.99, 3772.03, 5703.21, 5747.02, 5747.063, 5747.08, 5747.20, 5751.01, 5753.01, 5753.03, 5753.04, 5753.05, 5753.06, 5753.061, 5753.07, 5753.08, and 5753.10 and to enact sections 3770.30, 3770.31, 3770.32, 3770.33, 3770.331, 3770.34, 3770.35, 3770.36, 3770.37, 3770.38, 3770.39, 3770.40, 5753.021, and 5753.031 of the Revised Code to create a Sports Gaming Advisory Board, to legalize and regulate sports gaming in this state, and to levy a tax on businesses that provide sports gaming. H. B. No. 195 - Representatives Lanese, Weinstein. Cosponsors: Representatives Brent, Brown, Carruthers, Crawley, Cross, Ghanbari, Leland, Lipps, Miller, A., Miranda, Perales, O'Brien, Richardson, Riedel, Russo, Schaffer, Sheehy, Skindell, Smith, K., Sobecki. To enact section 5.52 of the Revised Code to designate June 12 as "Women Veterans' Day." Said bills were considered the first time.

MOTIONS AND RESOLUTIONS Representative LaTourette moved that the following resolution be read by title only and brought up for immediate adoption: H. R. No. 100 - Representative Merrin Recognizing April 2019 as the Month of the Military Child in Ohio. The motion was agreed to. The question being, “Shall the resolution be adopted?” The resolution was adopted.

MESSAGE FROM THE SPEAKER Pursuant to Ohio Revised Code Section 4901.021, the Speaker hereby appoints public member Steve Cuckler to the Public Utilities Commission Nominating Council.
