Vehicle with such passport can go through “Green channel” in all provinces and cities with “No stop, No inspection, No charge”. 3 DB Schenker Greater China | Land Transport Traffic Restriction in Hubei Province - 14 Cities, Counties and States in Hubei Province Implemented Restrictions on Highways ▪ Wuhan City From the morning of 23 Jan, 49 toll stations on 17 highways in and out of Wuhan have taken traffic control measures, leaving only the “green channel” for epidemic prevention and control materials. Wuhan city is traffic closed. ▪ Xianning City From 18:00 on 25 Jan, 2020, Xianning City implemented isolation to 8 toll stations on 3 highways (G4, S78, S33) and prohibited vehicle traffic (except for emergency, disaster relief and materials vehicles). ▪ Yichang City From 6:00 on 25 Jan, 2020, traffic control is implemented to the city’s express highways and normal highways: 1. All highway entrances in the city are closed, except for “green channel”. 2. All exit road from the county, state, district in the city are closed. 3. All provincial highway between county, state, district in the city are closed. 4. All country road in the city are closed. 5. The control of roads within county, state. District in the city is decided by the local government. ▪ Huangshi City From 14:00 on 25 Jan, 2020, 10 toll stations on 4 express highways are closed, leaving only freight channels and “green channels”. Contr ol methods are implemented to live poultry transportation vehicles. 2 toll stations on Da Guang Highway in Huangshi City remain open normally. ▪ Shiyan City From 1:00 on 25 Jan, all express highways and national highways in the city are all closed. 4 DB Schenker Greater China | Land Transport Traffic Restriction in Hubei Province - 14 Cities, Counties and States in Hubei Province Implemented Restrictions on Highways ▪ Enzhou City From 14:30 on 25 Jan, 2020, traffic control is implemented to express highways and normal highways in the city: 1. Except for “green channel”, all exits of express highways are closed. In total 12 toll stations on 3 express highways (G50, S7, S38) 2. Normal highways (national highways) are closed. In total 9 stations on 8 highways. ▪ Tianmen City From 15:00 on 24 Jan, all the exit from Tianmen City on all express highways are temporarily closed. ▪ Enshi State From 0:00 on 26 Jan, 2020, traffic control is implemented to express highways and normal highways in Enshi: 1. All toll stations on express highways in Enshi are closed except for “green channel”. 2. Traffic control is taken to gates on national and provincial highways in Enshi. 3. Traffic control on country highway within Enshi is decided by Epidemic Prevention and Control Administration of each county. ▪ Xiantao City From 24 Jan, 2020, exits of highway and West Xiantao Railway station closed. All entrance and exits of national and provincial roads closed. ▪ Xiaogan City From 0:00 26 Jan, 2020, all gates on express highways in Xiaogan City are closed. All gates of counties, districts are closed. National and provincial highways between counties and districts are closed. Traffic control of roads within counties, districts is decided by local government. During the road closure period, transportation of epidemic prevention materials and daily supplies will not be affected. 5 DB Schenker Greater China | Land Transport Traffic Restriction in Hubei Province - 14 Cities, Counties and States in Hubei Province Implemented Restrictions on Highways ▪ Qianjiang City From 25 Jan 24:00, 2020, all exits of highways closed. All entrance and exits of national and provincial roads, country roads connected nearby cities/ counties closed. All ferries closed. All vehicles and person are restricted except for permitted trucks which ensure supply and official vehicles. ▪ Huanggang City From 25 Jan 14:00, 2020, all highways closed except “green channel”. All national, provincial and county roads closed except for trucks which ensure supply and life necessities. All passenger and vehicle ferries on Yangtze and inland river closed. ▪ Jingzhou City From 25 Jan 14:00, 2020, G50 & G55 closed. Trucks which ensure supply and life necessities is permitted. ▪ Jingmen City From 26 Jan 8:00, 2020, all highway entrance and exits closed, 3 exits (North Jingmen, Zhongxiang, South Jingshan) set as green channels. From 10 Feb, principally persuade personnel who has no residence, no job in Shanghai to postpone coming to Shanghai ▪ Guangdong Province: No closure of highway toll stations. From 0:00 on 8 Feb, vehicle to Shenzhen shall in advance submit online vehicle/driver/passenger information. After online submission, vehicle can go through fast passage of body temperature check. ▪ Chongqing:. On 1 Feb, Chongqing traffic administration announced all vehicles from Hubei will be persuaded to come back and non-Chongqing vehicle shall book on-line. From 0:00 on 4 Feb, booking can be made through “Chongqing highway ETC” wechat 2 days in advance. ▪ Tianjin: Express highways in Tianjin all remain open normally. ▪ Jiangsu Province: Till 12 Feb, about 174 gates of 34 express highways closed including 32 in Suzhou, 13 in Wuxi, 9 in Yangzhou, 10 in Jiangyin, in Nantong. The rest toll stations remain open normally. Taicang city requires people come home for spring festival not to return before 24:00 on 9 Feb, especially Hubei province people will be persuade not to return. People return to Taicang city shall show identity card to epidemic inspection authority. People return to Taicang within 14 days shall be registered. Suzhou advises to provide customized charted bus for companies that have staffs in centralized locations based on BUSHIGUANJIA platform. ▪ Fujian Province: Inspection is carried out to every vehicle and driver/passenger from other provinces to Fujian. Till 12 Feb, Quanzhou city implemented temporary closure of 16 low volume toll stations, only allowing vehicle to enter not exit at these gates, for epidemic inspection. Vehicle to Xiamen shall in advance submit online vehicle/driver/passenger information. ▪ Hunan Province: Some toll stations are controlled or closed for inspection. 8 DB Schenker Greater China | Land Transport Traffic Control in Other Provinces ▪ Zhejiang Province: Part of toll stations on express highways are temporarily closed including 15 in Huzhou, 1 in Taizhou and 2 in Zhoushan. The rest toll stations remain open normally. Till 12 Feb, Hangzhou has 29 express highway exits closed full day and 6 exits closed part of day.
