▪ Fully traffic controls are implemented in Hubei province now, city is traffic closed

▪ 14 cities, counties and states in Hubei implemented restriction on highways; 17 cities, counties and states in Hubei province announced suspension of public transport

▪ Freight channel and “green channel” remain clear for supplies

▪ China Traffic Administration issued passport for “Vehicle of Epidemic control supplies and personnels transportation”. Vehicle with such passport can go through “Green channel” in all provinces and cities with “No stop, No inspection, No charge”.

▪ Wuhan City

From the morning of 23 Jan, 49 toll stations on 17 highways in and out of Wuhan have taken traffic control measures, leaving only the “green channel” for epidemic prevention and control materials. Wuhan city is traffic closed.

From 18:00 on 25 Jan, 2020, Xianning City implemented isolation to 8 toll stations on 3 highways (G4, S78, S33) and prohibited vehicle traffic (except for emergency, disaster relief and materials vehicles).

From 6:00 on 25 Jan, 2020, traffic control is implemented to the city’s express highways and normal highways: 1. All highway entrances in the city are closed, except for “green channel”. 2. All exit road from the county, state, district in the city are closed. 3. All provincial highway between county, state, district in the city are closed. 4. All country road in the city are closed. 5. The control of roads within county, state. District in the city is decided by the local government.

From 14:00 on 25 Jan, 2020, 10 toll stations on 4 express highways are closed, leaving only freight channels and “green channels”. Contr ol methods are implemented to live poultry transportation vehicles. 2 toll stations on Da Guang Highway in Huangshi City remain open normally.

From 1:00 on 25 Jan, all express highways and national highways in the city are all closed.

▪ Enzhou City

From 14:30 on 25 Jan, 2020, traffic control is implemented to express highways and normal highways in the city: 1. Except for “green channel”, all exits of express highways are closed. In total 12 toll stations on 3 express highways (G50, S7, S38) 2. Normal highways (national highways) are closed. In total 9 stations on 8 highways.

From 15:00 on 24 Jan, all the exit from Tianmen City on all express highways are temporarily closed.

▪ Enshi State

From 0:00 on 26 Jan, 2020, traffic control is implemented to express highways and normal highways in Enshi: 1. All toll stations on express highways in Enshi are closed except for “green channel”. 2. Traffic control is taken to gates on national and provincial highways in Enshi. 3. Traffic control on country highway within Enshi is decided by Epidemic Prevention and Control Administration of each county.

From 24 Jan, 2020, exits of highway and West Xiantao Railway station closed. All entrance and exits of national and provincial roads closed.

City

From 0:00 26 Jan, 2020, all gates on express highways in Xiaogan City are closed. All gates of counties, districts are closed. National and provincial highways between counties and districts are closed. Traffic control of roads within counties, districts is decided by local government. During the road closure period, transportation of epidemic prevention materials and daily supplies will not be affected.

▪ Qianjiang City

From 25 Jan 24:00, 2020, all exits of highways closed. All entrance and exits of national and provincial roads, country roads connected nearby cities/ counties closed. All ferries closed. All vehicles and person are restricted except for permitted trucks which ensure supply and official vehicles.

From 25 Jan 14:00, 2020, all highways closed except “green channel”. All national, provincial and county roads closed except for trucks which ensure supply and life necessities. All passenger and vehicle ferries on and inland river closed.

From 25 Jan 14:00, 2020, G50 & G55 closed. Trucks which ensure supply and life necessities is permitted.

From 26 Jan 8:00, 2020, all highway entrance and exits closed, 3 exits (North Jingmen, , South Jingshan) set as green channels. All entrance and exits to downtown closed except for 5 green channels in G347 (Chuanhua highway logistics), G348 (, West Avenue), G207 (Tuanlin, Anzhankou).

: No closure of highway toll stations.

: On all roads and waterways to Shanghai, physical temperature measurement and personal information registration are carried out to every flight, vehicle and ferry. From 10 Feb, principally persuade personnel who has no residence, no job in Shanghai to postpone coming to Shanghai

▪ Guangdong Province: No closure of highway toll stations. From 0:00 on 8 Feb, vehicle to Shenzhen shall in advance submit online vehicle/driver/passenger information. After online submission, vehicle can go through fast passage of body temperature check.

:. On 1 Feb, Chongqing traffic administration announced all vehicles from Hubei will be persuaded to come back and non-Chongqing vehicle shall book on-line. From 0:00 on 4 Feb, booking can be made through “Chongqing highway ETC” wechat 2 days in advance. ▪ : Express highways in Tianjin all remain open normally.

Province: Till 12 Feb, about 174 gates of 34 express highways closed including 32 in , 13 in , 9 in , 10 in , in . The rest toll stations remain open normally. Taicang city requires people come home for spring festival not to return before 24:00 on 9 Feb, especially Hubei province people will be persuade not to return. People return to Taicang city shall show identity card to epidemic inspection authority. People return to Taicang within 14 days shall be registered. Suzhou advises to provide customized charted bus for companies that have staffs in centralized locations based on BUSHIGUANJIA platform.

▪ Fujian Province: Inspection is carried out to every vehicle and driver/passenger from other provinces to Fujian. Till 12 Feb, Quanzhou city implemented temporary closure of 16 low volume toll stations, only allowing vehicle to enter not exit at these gates, for epidemic inspection. Vehicle to shall in advance submit online vehicle/driver/passenger information.

Province: Some toll stations are controlled or closed for inspection.

▪ Zhejiang Province: Part of toll stations on express highways are temporarily closed including 15 in Huzhou, 1 in Taizhou and 2 in Zhoushan. The rest toll stations remain open normally. Till 12 Feb, has 29 express highway exits closed full day and 6 exits closed part of day. temporarily closed 44 toll stations, 11 remain open normaly. Companies in Wenzhou city cannot start work before 24:00 on 17 Feb. Express highways in Yueqing and Rui’an are closed.

Province: Till 12 Feb, express highways, national highways and provincial highways are under traffic control, over 70 gates on 31 express highways are closed. city announced that logistics company (freight, ecommerce and warehouse) that provide service to manufacturing industry resume work on 17 Feb.

▪ Shandong Province: All vehicles from Hubei are required to come back. In case driver is not willing to come back, he/she will be retained for observation. 11 police inspection offices surrounding Beijing start fully inspection. Enhanced control methods are carried out in key places including stations, airports, docks and highways. Inspection and registration to person coming to Shandong from other provinces. Till 12 Feb, more than 160 gates of 30 express highways closed involving city, city, Rizhao city, city, Binzhou city, Heze city, etc.

▪ Zhejiang Province: Part of toll stations on express highways are temporarily closed including 15 in Huzhou, 1 in Taizhou and 2 in Zhoushan. The rest toll stations remain open normally. Till Feb 12th, Hangzhou has 29 express highway exits closed full day and 6 exits closed part of day. Wenzhou temporarily closed 44 toll stations, 11 remain open normally. Companies in Wenzhou city cannot start work before 24:00 on 17 Feb. Express highways in Yueqing and Rui’an are closed.

▪ Anhui Province: Till 12 Feb, express highways, national highways and provincial highways are under traffic control, over 70 gates on 31 express highways are closed. Hefei city announced that logistics company (freight, ecommerce and warehouse) that provide service to manufacturing industry resume work on 17 Feb.

▪ Shanxi Province: Till 12 Feb, part of gates on express highways are closed involving city, Jincheng city, Linfen city. ▪ Province: Till 12 Feb, part of gates on express highways are closed.

▪ Guizhou Province: closed 99 low volume and slight impact express highway toll stations, in order to concentrate epidemic inspection at the other toll stations

▪ Liaoning Province: Till 12 Feb, 155 toll stations on express highways are closed involving city, city, city, city, Dandong city, etc.

▪ Jilin Province: All expressways toll in Jilin province have been opened, and the temporary transport ban measures adopted in the national and provincial roads should be cancelled. (Notice no. 5 On Epidemic Prevention and Control in Jilin Province)

▪ Heilongjiang Province: Temporary close 93 toll stations on express highways.

▪ FTL shipment of large and medium-sized enterprises is still 20% compared to the same period last year, with no growth. ▪ LTL market is still in a state of shutdown, with less than 10% of the transfer hubs in the TOP30 largest LTL enterprises returning to work, and less than 1% of the business flow in small and medium-sized LTL enterprises. ▪ The number of main logistics parks in China increased by 26 on 11 February, with a total opening rate of 45%. ▪ On 31 Jan, WHO declared novel corona virus epidemic as “Public Health Emergency of International Concern, PHEIC”

▪ Till 12 Feb, provinces include Hubei, Anhui, Henan, Jiangsu, Liaoning, Zhejiang, Chongqing, Hunan, Guizhou, Shandong, etc. have implemented traffic control on express highways and national highways. Non Chongqing vehicle shall book online to enter or exit Chongqing highways

▪ Drivers from Henan, Hubei, Anhui cannot come back to work on time due to rail / road passenger transport suspended and epidemic control. Drivers from other province also be delayed to come back to work.

▪ Till 12 Feb, local government officially announced delay of return to work. Hubei no early than 13 Feb. Companies in Wenzhou city cannot start work before 24:00 on 17 Feb. ▪ Restrictions to Logistics Industry:

➢ Logistics company (freight, ecommerce and warehouse) that provide service to manufacturing industry resume work on 17 Feb: Hefei, Zhengzhou, etc.

➢ Persuade personnels from severe epidemic area (7 provinces or 1 province and 9 cities) to return or take 14 day home quarantine: Shanghai/Zhejiang/Jiangsu - Shanghai, , Suzhou, Wuxi, Taicang, Yangzhou, , Nantong, , Nanjing, Ningbo, Hangzhou, Tonglu, etc.;Nationwide - Guangzhou, Shenzhen, Inner Mongolia, Zhengzhou, Huangshan, Nanning, Hefei, Xi’an, etc.

➢ Shanghai: in principle, persuade personnel who has no residence, no job in Shanghai to postpone coming to Shanghai. Keep pay attention on if any impact on truck enter into Shanghai

➢ Require passport to enter/exit from express highway. Company shall apply from local authority:Shanghai/Zhejiang/Jiangsu – Kunshan, Taicang, Hangzhou, Taizhou Pinghu etc. Nationwide — Fuqing, Zhangzhou, etc.
