FY 2007-2012 Proposed Highway Improvement Program HIGHWAY DISTRICT 2 TABLE OF CONTENTS Program Summary State Project Descriptions Local Project Descriptions MAPS District 2 Rock Island and Vicinity Rockford and Vicinity Jobs For Illinois Program Program Descriptions Program Map HIGHWAY PROGRAM SUMMARY ILLINOIS DEPARTMENT OF TRANSPORTATION REGION 2, DISTRICT 2, DIXON Overview Highway District 2 encompasses 10 counties in northwestern Illinois and includes the cities of Rockford, Rock Island-Moline, Geneseo, Rochelle, Dixon, Freeport, Spring Valley, Belvidere, Kewanee, Sandwich and Sterling-Rock Falls, plus many smaller communities which serve as satellites for the larger employment centers or as focal points of this farming area. The state highway system in District 2 consists of 1,617 miles of highways and 897 bridges, supporting 10.8 million vehicle miles of travel daily. State Program The program for state and local highways will average $1.738 billion annually for the FY 2007-2012 period. Approximately $583 million will be provided during FY 2007-2012 for improvements to state highways in District 2. The following table summarizes anticipated accomplishments on the state highway system in District 2 during this time frame. A corridor study, engineering for contract plans and land acquisition are programmed during FY 2008-2012 at a cost of $19.6 million. SAFETEA-LU provided $4.7 million in HPP funds, $7.5 million of NCII funds and $3.5 million of TI funds. Iowa is the lead agency with Illinois sharing the costs. • Interstate 74 from 0.5 mile south of Interstate 80 to north of Illinois 17 in Henry County. Resurfacing on 17.2 miles is programmed during FY 2008-2012 at a cost of $24.1 million. • Interstate 80 from the Mississippi River to 0.8 mile north of Illinois 5/92 in Rock Island County. Reconstruction of 2.4 miles and a median crossover are programmed during FY 2007-2012 at a cost of $14.5 million. Of this total, $500,000 is programmed in FY 2007 for a median crossover. • Interstate 280 from the Mississippi River to Airport Road in Rock Island County. Bridge rehabilitation, bridge new deck, bridge replacement and engineering for contract plans are programmed during FY 2008-2012 at a cost of $21.7 million. 2-i • US 20 (Rockford Bypass) from Falconer Road west of Rockford to Interstate 39/US 51 in Rockford. Resurfacing on 2.7 miles from Falconer Road to Meridian Road southwest of Rockford, engineering for contract plans and bridge work are programmed during FY 2007-2012 at a cost of $3.7 million. Of this total, engineering for contract plans is programmed in FY 2007 at a cost of $120,000. Resurfacing on 8.1 miles from southeast of Cunningham Road to Interstate 39/US 51 in Rockford, bridge work, land acquisition, median crossovers, engineering for design, location and environmental studies and engineering for contract plans are programmed during FY 2007-2012 at a cost of $22.6 million. Of this total, resurfacing on 8.1 miles, median crossovers, engineering for design, location and environmental studies and engineering for contract plans are programmed in FY 2007 at a cost of $4.5 million. • US 20 Business (West State Street) from Pierpoint Avenue to Rockton Avenue in Rockford. Widening and resurfacing on 1.9 miles, intersection improvements, land acquisition, utility adjustments, railroad crossing improvements, engineering for contract plans and associated work are programmed during FY 2007-2012 at a cost of $20.5 million. Of this total, land acquisition and engineering for contract plans are programmed in FY 2007 at a cost of $3.6 million. • US 20 from Galena to Freeport. The final Environmental Impact Statement (EIS) and design report for this project has been approved by the Federal Highway Administration and the Record of Decision was signed September 22, 2005. Engineering for contract plans and land acquisition for the Galena Bypass are under way. • US 20 (Galena Bypass) from Illinois 84 northwest of Galena to Horseshoe Mound Interchange southeast of Galena. The proposed bond program provides $13.2 million for utility adjustments, land acquisition, archaeological survey and engineering for contract plans. SAFETEA-LU provided $7.4 million in HPP funds for this work. (Northwest Region) • US 20 (Freeport Bypass) from US 20 Business west of Freeport to west of Illinois 26. The proposed bond program provides $20.5 million for additional lanes for 4 miles, a new bridge, land acquisition, utility adjustments and engineering for contract plans. SAFETEA-LU provided $760,000 in HPP funds for this work. (Northern Stateline Region) • US 52/Illinois 64 from east of the Plum River at Savanna to east of Mount Carroll. Resurfacing and shoulder repair on 9.2 miles, turning lanes, a bridge replacement, utility adjustments and land acquisition are programmed in FY 2007 at a cost of $8.6 million. • Illinois 2 from 1 mile south of Madison Street in Oregon north to Beltline Road south of Rockford. Resurfacing on 18 miles, reconstruction on 2.2 miles from south of Mud Creek Road to Fair Street in Oregon, turning lanes, utility adjustments and land acquisition are programmed during FY 2007-2012 at a cost of $16.4 million. Of this total, resurfacing on 0.9 mile and land acquisition are programmed in FY 2007 at a cost of $1.5 million. • Illinois 75 from 0.3 mile north of US 20 northeast of Freeport to 0.4 mile east of Illinois 70 south of Durand. Resurfacing on 16.8 miles, shoulder reconstruction, utility adjustments, land acquisition, a bridge replacement, culvert replacements, intersection reconstruction at Illinois 70 south of Durand and associated work are programmed during FY 2007-2012 at a cost of $13.3 million. Of this total, resurfacing on 8.8 miles, shoulder reconstruction, utility adjustments, land acquisition, a culvert replacement and associated work are programmed in FY 2007 at a cost of $4.3 million. • Illinois 75 from Illinois 70 to Interstate 90 in South Beloit. Resurfacing on 17.9 miles, culvert replacements, a bridge replacement, land acquisition, utility adjustments and associated work are programmed during FY 2007-2012 at a cost of $11.7 million. Of this total, resurfacing on 2.2 miles from Illinois 2 to Interstate 90 in South Beloit, a bridge replacement and land acquisition are programmed in FY 2007 at a cost of $2.4 million. 2-ii • Illinois 78 from Stockton to the north corporate limits of Mt. Carroll. Resurfacing on 19 miles, a culvert replacement, land acquisition, utility adjustments and associated work are programmed during FY 2008-2012 at a cost of $5.9 million. • Illinois 84 from 0.1 mile north of Garden Plain Road to 10th Avenue North (Riverview Drive) in Albany. Vertical realignment on 1.8 miles, a bridge replacement, intersection reconstruction, utility adjustments and land acquisition are programmed during FY 2008-2012 at a cost of $5.4 million. • Illinois 251 (Kishwaukee Street) from 15th Avenue to Harrison Avenue in Rockford.
