Its focus is on the ways in which services are to be developed and delivered, and it will be supplemented by detailed annual business plans, budgets and sets of performance indicators. As well as guiding the authorities, it will make local government more transparent, relevant and accountable by offering citizens an opportunity to assess the level of service given by local councils and encourage active citizenship. The delivery of local authority services takes place in a complex and ever changing environment. Local authorities are political organisations with legally defined structures. They are funded from multiple sources, they operate within a legislative framework and are subject to guidelines and policies that are determined at European, national, regional and local level. They are accountable to the community, their own governing bodies, the Department of the Environment, Heritage and Local Government, the Local Government Auditor, the Comptroller and Auditor General, the Ombudsman, the Information Commissioner, the Data Protection Commissioner and the courts. Their local nature makes them accessible to citizens and their public consultation processes ensure that the community has a clear influence on what they do. They co-operate with national government, other H E A D I C N O U R A public agencies and local communities in providing a range of services for the public benefit. In County D Kildare, these services have a current annual approximate monetary value of €260 million, but their N E E D W D G e r B R I in o o ich ha continuing contribution to economic and social wellbeing is worth very much more than the financial ead idir D cost of all services. The delivery of these public services must be undertaken in a planned and structured way, and so this document is a necessary part of the local authorities’ duty to the public. It can, however, serve another useful purpose by providing citizens with a means to understand, assess and participate in the process of local government. We welcome such participation as an essential element for the delivery of good public services.   • Arthur's Way Heritage Trail
    HERITAGE TRAIL Arthur’s Way is a heritage trail across northeast County Kildare that follows in the footsteps of Arthur Guinness. In just 16 km, it links many of the historic sites associated with Ireland’s most famous brewers – the Guinness family. Visitors are invited to explore Celbridge - where Arthur spent his childhood, Leixlip - the site of his first brewery and Oughterard graveyard - Arthur’s final resting place near his ancestral home. The trail rises gently from the confluence of the Liffey and Rye rivers at Leixlip to the Palladian Castletown House estate and onto Celbridge. It then departs the Liffey Valley to join the Grand Canal at Hazelhatch. The grassy towpaths guide visitors past beautiful flora and fauna and the enchanting Lyons Estate.     ________________________________________________________________________________ Chief Executive’s Management Report – March 2021 Kildare County Council Services and Arrangements During COVID-19 Access to Public Offices Restricted – Level 5 COVID-19 Restrictions The Council’s COVID-19 Team working with the Council’s Business Continuity Group continue to support Management Team to continue service delivery in a safe and sustainable business environment across all our premises. Members of the public continue to pre-book appointments with relevant services either online at www.kildare.ie/countycouncil/OnlineBookingSystem/ or by phone to 045 980 200 An appointment based approach is assisting in managing attendance at the offices in a safe way. With Level 5 COVID19 restrictions continuing, access to our public offices is restricted to appointment only and should be limited to urgent and necessary business. In accordance with Public Health advice staff are working remotely as much as possible and work is continuing to enable staff to deal with queries online and by phone on their laptops. All meetings are held online on Microsoft TEAMS. Some staff are required to attend the offices to carry out tasks that cannot be done remotely but this is being kept to a minimum.
