Due to the emerging demands for the excessive use of energy by vehicles (including car-sharing system vehicles), the authors carried out research to determine factors that affect the energy consumption. Due to the occurrence of a research gap related to the lack of reliable scientific information regarding real electricity consumption by vehicles used in car-sharing systems, the authors attempted to determine these values based on the proposed research experiment. The purpose of the research was to identify factors that increase energy consumption while driving in the case of car-sharing systems and developing recommendations for users of car-sharing systems and system operators in relation to energy consumption. Based on data received from car-sharing system operators and to their demands that users move cars uneconomically and use too much energy, the authors performed a scientific experiment based on Hartley’s plan. -

Agenda Item 11.A COUNTY OF SAN MATEO Parks Department DATE: September 22, 2014 COMMISSION MEETING DATE: October 2, 2014 TO: Parks and Recreation Commission FROM: Ramona Arechiga, Natural Resource Manager SUBJECT: Natural Resource Manager Report RECOMMENDATION: Review and accept report. BACKGROUND: This report covers research and activities since the Commission’s August 7, 2014 meeting. DISCUSSION: County-wide Initiatives Stormwater San Pedro Creek and Pacifica State Beach Bacteria TMDL (total maximum daily load) Monitoring and Best Management Practices (BMP) Implementation Plans are required by the Regional Water Quality Control Board (RWQCB) as part of the Basin Plan Amendment. The finalized plan was submitted to the RWQCB on August 15, 2014. Follow-up revisions have been requested by the RWQCB and will be completed in coordination with the City of Pacifica by October 20, 2014. Building the Natural Resource Stewardship Program Collaboration Meetings with relevant stakeholders, Friends’ groups, and staff concerning current natural resource management practices and concerns have been ongoing since March. Outreach has been made to various other agencies and non-profit groups to develop a relationship and identify ways to collaborate on natural resource management issues. Discussions with the San Mateo County Resource Conservation District concerning invasive species and sediment issues have occurred and will be detailed further by District. Collaboration on a small mowing project between the Parks Department and the Golden Gate National Recreation Area (GGNRA) recently occurred at the new Wicklow addition to Quarry Park. Potential for long-term maintenance sharing agreements with adjacent agencies will be investigated to leverage effective use of resources. -

Mountain Lake Enhancement Plan Environmental Assessment
1. Introduction The Mountain Lake Enhancement Plan and Environmental Assessment is a cooperative effort between the Presidio Trust (Trust), the National Park Service (NPS), and the Golden Gate National Parks Association (GGNPA). The Presidio Trust is a wholly- owned federal government corporation whose purposes are to preserve and enhance the Presidio as a national park, while at the same time ensuring that the Presidio becomes financially self-sufficient by 2013. The Trust assumed administrative jurisdiction over 80 percent of the Presidio on July 1, 1998, and the NPS retains jurisdiction over the coastal areas. The Trust is managed by a seven-person Board of Directors, on which a Department of Interior representative serves. NPS, in cooperation with the Trust, provides visitor services and interpretive and educational programs throughout the Presidio. The Trust is lead agency for environmental review and compliance under the National Environmental Policy Act (NEPA). GGNPA is administering project funds and coordinating phase one of the project. The San Francisco International Airport has provided $500,000 to fund the first phase of the Mountain Lake Enhancement Plan under the terms and conditions outlined within the Cooperative Agreement for the Restoration of Mountain Lake, 24 July 1998. The overall goal of the Mountain Lake Enhancement Plan is to improve the health of the lake and adjacent shoreline and terrestrial environments within the 14.25-acre Project Area. This document analyzes three site plan alternatives (Alternatives 1, 2, and 3) and a no action alternative. It is a project-level EA that is based upon the Presidio Trust Act and the 1994 General Management Plan Amendment for the Presidio of San Francisco (GMPA) prepared by the NPS, a planning document that provides guidelines regarding the management, use, and development of the Presidio. -
