Air Force Next-Generation Bomber: Background and Issues for Congress Jeremiah Gertler Specialist in Military Aviation December 22, 2009 Congressional Research Service 7-5700 www.crs.gov RL34406 CRS Report for Congress Prepared for Members and Committees of Congress Air Force Next-Generation Bomber: Background and Issues for Congress Summary As part of its proposed FY2010 defense budget, the Administration proposed deferring the start of a program to develop a next-generation bomber (NGB) for the Air Force, pending the completion of the 2010 Quadrennial Defense Review (QDR) and associated Nuclear Posture Review (NPR), and in light of strategic arms control negotiations with Russia. The Administration’s proposed FY2010 budget requested no funding specifically identified in public budget documents as being for an NGB program. Prior to the submission of the FY2010 budget, the Air Force was conducting research and development work aimed at fielding a next-generation bomber by 2018. Although the proposed FY2010 defense budget proposed deferring the start of an NGB program, the Secretary of Defense and Air Force officials in 2009 have expressed support for the need to eventually start such a program. The Air Force’s FY2010 unfunded requirements list (URL)—a list of programs desired by the Air Force but not funded in the Air Force’s proposed FY2010 budget—includes a classified $140-million item that some press accounts have identified as being for continued work on a next-generation bomber. It became famous not only for its performance in the skies of WWII, but also for its unusual appearance. The Lightning, designed by the Lockheed team led by Chief Engineer Clarence 'Kelly' Johnson, was a complete departure from conventional airframe design. Powered by two liquid cooled inline V-1710 engines, it was almost twice the size of other US fighters and was armed with four .50 cal. machine guns plus a 20 mm cannon, giving the Lightning not only the firepower to deal with enemy aircraft, but also the capability to inflict heavy damage on ships. The first XP-38 prototype, 37-457, was built under tight secrecy and made its maiden flight on January 27, 1939. The USAAF wasn´t satisfied with the big new fighter, but gave permission for a transcontinental speed dash on February 11, 1939. During this event, test pilot Kelsey crashed at Mitchell Field, NY. Kelsey survived the cash but the airplane was written off. Despite this, Lockheed received a contract for thirteen preproduction YP-38s. The first production version was the P-38D (35 airplanes only armed with 37mm cannon), followed by 210 P-38Es which reverted back to the 20 mm cannon. These planes began to arrive in October 1941 just before America entered World War II. The next versions were P-38F, P-38G, P-38H and P-38J. The last of these introduced an improved shape of the engine nacelles with redesigned air intakes and cooling system. -

In contrast, working in cooperation with ground forces, as tactical forces later did, was viewed as a subordinate role to the army‘s infantry and therefore upheld notions that the AAC was little more than an alternate means of delivering artillery. When President Franklin Delano Roosevelt called for a significantly expanded air arsenal and war plan in 1939, AAC strategists saw an opportunity to make an impression. Eager to exert their sovereignty, and sold on the efficacy of heavy bombers, AAC leaders answered the president‘s call with a strategic air doctrine and war plans built around the use of heavy bombers. The AAC, renamed the Army Air Forces (AAF) in 1941, eventually put the tactical squadrons into play in Europe, and thus tactical leaders spent 1943 and the beginning of 1944 preparing tactical air units for three missions: achieving and maintaining air superiority, isolating the battlefield, and providing air support for ground forces.
