SI/SR Template STATUTORY RULES OF NORTHERN IRELAND 2015 No. 416 ROAD TRAFFIC AND VEHICLES The Roads (Speed Limit) (No. 5) Order (Northern Ireland) 2015 Made - - - - 18th December 2015 Coming into operation - 14th January 2016 The Department for Regional Development(a) makes the following Order in exercise of the powers conferred by Articles 37(3), 37(4) and 38(1)(a) of the Road Traffic Regulation (Northern Ireland) Order 1997(b) and now vested in it(c). The Department has consulted such persons as it considered appropriate in compliance with paragraphs 1 and 2 of Schedule 5 to that Order. The Department has published a notice in compliance with paragraphs 1 and 3 of that Schedule. No written objection or other representation has been received. Citation and commencement 1. This Order may be cited as The Roads (Speed Limit) (No. 5) Order (Northern Ireland) 2015 and shall come into operation on 14th January 2016. Speed restriction on certain roads 2. The Department directs that each of the lengths of road specified in Schedule 1 shall be a restricted road. Application of speed limits 3. The driving of motor vehicles at a speed exceeding 40 miles per hour on the lengths of road specified in Schedule 2 is prohibited. 4. The driving of motor vehicles at a speed exceeding 50 miles per hour on the road and lengths of road specified in Schedule 3 is prohibited. Revocations 5. The provisions described in Schedule 4 are revoked. Tullyodonnell Road, Route C623, Rock, Cookstown, from a point 40 metres south of its junction with Galcussagh Road, Unclassified No. 827, to its junction with Rockdale Road, Route C623. 2. Dergbrough Road, Route B47, Plumbridge, from a point 150 metres south-west its junction with Culvacullion Road, Route B48, for a distance of 195 metres in a south-westerly direction. SCHEDULE 2 Article 3 Lengths of road subject to a speed limit of 40 miles per hour 1. Rockdale Road, Route C623, Rock, Cookstown, from a point 180 metres east of its junction with Tullyodonnell Road, Route C623, for a distance of 170 metres in an easterly direction. 2. (a) S.R. & O. 1956 No. 124 (b) S.R. 1996 No. 2 (c) S.R. 1997 No. 416 (d) S.R. 2001 No. 356 (e) S.R. 2003 No. 82 (f) S.R. 2007 No. 232 (g) S.R. 2010 No. 213 4 EXPLANATORY NOTE (This note is not part of the Order) This Order— (a) makes the lengths of road specified in Schedule 1 restricted roads; (b) applies a speed limit of 40 miles per hour to the lengths of road specified in Schedule 2; (c) applies a speed limit of 50 miles per hour to the road and lengths of road specified in Schedule 3; and (d) revokes the provisions in Schedule 4. In relation to the revoked provisions in Schedule 4— 1. The speed limit on the lengths of Ballynahinch Road, Lisburn (paragraphs 1 and 3 of Schedule 4) is now set at 50 miles per hour. 2. The speed limit on the length of Belfast Road, Carrickfergus (paragraph 2 of Schedule 4) is now set at 50 miles per hour. 3. The speed limit on the length of Whites Road, Dungannon (paragraph 4 of Schedule 4) is now partly 30 miles per hour (restricted by street lighting) and partly set at 40 miles per hour. 4. The speed limits on the lengths of Ballybeg Road and Mountjoy Castle Road, Brockagh, Dungannon (items 7 and 10 of paragraph 5 of Schedule 4) are now 30 miles per hour (restricted by street lighting). 5. The speed limit on the length of Mountjoy Road, Brockagh, Dungannon (item 9 of paragraph 5 of Schedule 4) is now partly 30 miles per hour (restricted by street lighting) and partly set at 40 miles per hour. 6. The speed limit on the length of Drumballyhugh Road, Rock, Cookstown (item 27 of paragraph 6 of Schedule 4) is now 30 miles per hour (restricted by street lighting). 7. The speed limit on the length of Oughterard Road, Rock, Cookstown (item 28 of paragraph 6 of Schedule 4) is now 30 miles per hour (restricted by street lighting). 8. The speed limit on the length of Rockdale Road, Rock, Cookstown (item 29 of paragraph 6 of Schedule 4) is now partly 30 miles per hour (restricted by street lighting) and partly set at 40 miles per hour. 9.     A Seed is Sown 1884-1900 (1) Before the GAA From the earliest times, the people of Ireland, as of other countries throughout the known world, played ball games'. Games played with a ball and stick can be traced back to pre-Christian times in Greece, Egypt and other countries. In Irish legend, there is a reference to a hurling game as early as the second century B.C., while the Brehon laws of the preChristian era contained a number of provisions relating to hurling. In the Tales of the Red Branch, which cover the period around the time of the birth of Christ, one of the best-known stories is that of the young Setanta, who on his way from his home in Cooley in County Louth to the palace of his uncle, King Conor Mac Nessa, at Eamhain Macha in Armagh, practised with a bronze hurley and a silver ball. On arrival at the palace, he joined the one hundred and fifty boys of noble blood who were being trained there and outhurled them all single-handed. He got his name, Cuchulainn, when he killed the great hound of Culann, which guarded the palace, by driving his hurling ball through the hound's open mouth. From the time of Cuchulainn right up to the end of the eighteenth century hurling flourished throughout the country in spite of attempts made through the Statutes of Kilkenny (1367), the Statute of Galway (1527) and the Sunday Observance Act (1695) to suppress it. Particularly in Munster and some counties of Leinster, it remained strong in the first half of the nineteenth century.

N Bratton reminded members that legislation, approved by NI Assembly will follow. M McCullagh advised that most areas will be fully enforceable after parking restriction poles and plates are in place. The Chair enquired about the timescale for the said legislation being approved.
