Datgania Cymunedol a Ieithyddol ` Maes Bleddyn Affordable Housing Statement Development: Land adjacent to Maes Bleddyn, Rachub Address: Llwyn Bleddyn Road, Bangor, LL57 3EG Developer: Cartrefi Cymunedol Gwynedd Document Title: DEV-054 Affordable Housing Statement Prepared by: Kirstie Eckford Date: 03.06.19 Checked by: Date: 1.0 REGARDING CARTREFI CYMUNEDOL GWYNEDD (CCG) 1.1 As the largest north Wales housing association, CCG provides good quality services and homes to residents and endeavours to safeguard and strengthen the culture and heritage of the communities that it serves. 1.2 As a registered social landlord, the main purpose of CCG is to offer affordable homes to those in need. We are an independent not for profit organisation which is registered and managed by Welsh Government. As a not for profit organisation any surplus income is returned to the business to enable us to continue to provide homes and services and deliver our objectives. 1.3 At present CCG has 6,287 of affordable rented homes and we manage and maintain these properties. During the last eight years we have invested £137 million in our homes to achieve the Wales Housing Quality Standard (WHQS). 1.4 However, there is demand for more affordable units in Gwynedd. To meet this need CCG is building new homes and has implemented an ambitious ‘development’ programme. 1.5 CCG recognises that affordable housing is a vital element in regenerating communities and strengthening social inclusion. 2.0 THE PROPOSED DEVELOPMENT 2.1 The proposed scheme aims to provide good quality homes on the outskirts of Bethesda. The scheme will offer mixed tenures which includes modern properties and will support the continuous growth of the area and the population. 2.2 The present proposal is for the following mixture of units Affordable Units 6 2 Bedrooms 4 Person House 4 2 Bedrooms 3 Person Bungalow 4 3 Bedrooms 5 Person House 1 4 Bedrooms 7 Person House Open Market Units 7 3 Bedrooms 5 Person House 8 2 Bedrooms 4 Person House 2.3 According to the Anglesey and Gwynedd Joint Local Development Plan, implemented in July 2017, any development of 2 or more properties in Bethesda must contain at least 10% of affordable units (POLICY TAI 15: Threshold and Distribution). The current proposal for this development is far beyond this requirement, with the proposal including the potential to deliver 50% of affordable units on the site. 3.0 AFFORABLE HOUSING 3.1 CCG is committed to providing 15 affordable units in this scheme, that is 50% of the development which is an improvement to the current policy. The tenures will be dependent on the community needs when further developing the scheme and the level of social housing grant available. 3.2 In order to successfully provide this percentage of affordable units and ensuring that their rent levels are as per the affordable housing parameters the development will be dependent upon receiving social housing grant from Gwynedd Council and the Welsh Government. 3.3 If additional grant or funding is made available CCG will consider increasing the number of affordable units available on the site. 3.3 To qualify for social rented units applicants will need to be registered with the Gwynedd Common Housing Register or candidates for Intermediate Rent and varios other schemes units will need to register their interest for approval through Tai Teg. Please find below the figures on the need for affordable housing. 4.0 HOUSING NEED - SOCIAL RENTED PROPERTIES 4.1 Social rented housing are properties that are let with affordable rent in a safe manner to those with a housing need and they are provided by local authorities and Registered Social Landlords (RSL), whereby rent levels are aligned with the rent guidelines and the Welsh Government’s rent threshold. Social housing properties are allocated based on need. Gwynedd uses an allocation scheme which awards points to prioritise applicants based on their situation and needs. For an applicant to be considered for social housing they must be registered with the Gwynedd Common Housing Register. These are mostly located across three estates – Maes Bleddyn, Bron Bethel and Tan y Garth – all of which are within 300m of Rachub and only 6 miles from the conveniences of Bangor City Centre. Current CCG stock in Rachub 4.5 By providing properties along a convenient and regular public transport network allows people to connect to and from Bangor and Bethesda with ease therefore reducing car dependence. 4.6 Providing 2 and 3 bedroom properties will offer an opportunity to families that are currently in unsuitable dwellings to gain a home with a private garden situated within an amiable location. This would facilitate young families to establish a home in the area by improving the living conditions for all members. 4.7 Following recent changes to the benefits system, several tenants have suffered due to the bedroom tax because of under occupancy and wish to move to a smaller home. Two- bedroom properties would assist CCG to better manage its current stock and enable those applicants who wish to move to a smaller home, thus releasing a larger property to other applicants. This would also help families on the housing register who require 3 or 4- bedroom homes. 4.8 Based on the impact of the Bedroom Tax on families who claim housing benefits, the following numbers are under occupying their homes. These figures equate to 36% of CCG’s stock in the area Llanllechid/ Rachub: - Under occupying by 1 bedroom - 8 Under occupying by 2 bedroom - 11 5.0 HOUSING NEED - INTERMEDIATE RENT PROPERTIES 5.1 The purpose of Intermediate Rent is to offer an alternative to people who may have difficulties on the open market, however, due to circumstance are not considered a priority for social housing. These homes will be targeted at those who are in employment, not dependant on benefits, and earning between £16,00 and £45,000 a year. The levels of rent for intermediate rental units is determined by local market rents – usually, rated as 80% of the market rent for similar dwellings in that area. 5.2 A register of all the people who have applied for and meet the qualifying criteria for affordable units can be obtained through Tai Teg. 5.3 At present, there are 353 applicants on the Tai Teg register who wish to be considered for affordable housing in Gwynedd with the majority having expressed an interest in Arfon. 5.4 According to Tai Teg’s data base there are currently 301 applicants wanting to be considered for affordable home ownership in Gwynedd 5.5 According to Tai Teg’s data base there are currently 341 applicants wanting to be considered for intermediate rent in Gwynedd 5.6 Through advertising, promotion and marketing of the scheme, it is expected that more applicants will come forward. Experience shows that these figures will increase as the project approached construction phase. 6.0 FLEXIBILITY 6.1 The properties will be built according to Lifetime Homes standards which will provide flexibility to the properties including bathrooms on the ground floor. This will allow families to remain in their homes even if circumstances change; as the properties will be suitable for tenant with minor mobility problems. 6.2 As a number of applicants have registered their need for social let 2 bedroom bungalows four have been included in the perspective development. These bungalows are imperative in improving the lives of families that are affected by mobility issues due to age or disability by attending to their accessibility needs. 6.3 By ensuring that all the estate is being developed in accordance with the Welsh Government Development Quality Requirements visitors and tenants will be able to move freely around the estate.

History Nave retains small elements of C14 fabric at east end; chancel and transepts built in C16, the whole much restored by Henry Kennedy at the expense of Edward Douglas-Pennant, first Baron Penrhyn, in 1853 when the nave was lengthened, its windows replaced and the parapets above original string course rebuilt; the present central tower (replacing C16 one demolished in that year), west porch and north vestry were also added at this time. An earlier church, claimed to be of C6 origin, is said to have stood nearby. Exterior Cruciform parish church consisting of nave, chancel, central tower, transepts, north vestry and west porch. Roughly coursed rubblestone to nave, chancel and transepts with ashlar to parapets concealing shallow-pitched lead roofs; rock-faced ashlar to tower. Nave buttressed in 2 bays has mid-C19 3-light windows with panel tracery on both north and south, those to west with hoodmoulds; north side also has small rectangular window lighting gallery at west end; embattled parapets, including to west porch which has pointed and nook-shafted outer doorway with quatrefoils and trefoils to spandrels of square label; single-light trefoil-headed windows to sides and pointed inner doorway with Decorated-style tracery to door. Chancel has 5-light east window with hollow spandrels in 4-centred arch with hoodmould; similar windows in 3 lights to north and south but without hoodmoulds, north blocked; below and to right of east window is narrow infilled doorway with slate voussoirs (entrance to C19 burial vault).

Snowdonia National Park Authority (SNPA) is committed to the protection and conservation of all aspects of the environment, including the night sky, and as such supports the mission and goals of the IDA. The Authority believes that achieving IDSR status for the SNP will further raise the profile of the Light Pollution issue in Wales following the successful application from the Brecon Beacons National Park Authority in 2013. It will assist SNPA in gaining support in protecting the excellent quality of dark skies which we already have in Snowdonia from the general public, business, and politicians, and to improve it further where needed.
