This TS provides transportation advice in support of an Outline Planning Application for the proposed redevelopment of Whitway Farm (the site) for residential development. The site is situated on the southern outskirts of Whitway, near Burghclere, Hampshire. It is accessed from White Hill (Winchester Road) as illustrated in Figure 1.1 . 1.2 The development proposals seek to demolish the existing buildings and storage areas on site and provide up to 5 residential units. Background 1.3 The site, in planning terms, is a previously developed ‘brownfield’ site. Whitway Farm was previously a working poultry farm comprising two large shed type buildings. The poultry farm operations ceased in the late 1980’s and was then used for B1(c) light industrial purposes as a Jam Packing factory. 1.4 The Applicant acquired the site in 1994 at which time planning consent had been granted to demolish the poultry shed and convert the remaining building for Class B1(c) purposes (Planning Reference: BDB/033328). The site was subsequently occupied by the Applicant’s own company until 1997 when they moved to an alternative site. 1.5 The site currently comprises 1 large building covering 739m 2 gross floor area (GFA). Further storage areas are situated on site within fixed HGV containers covering a total of 335m 2 GFA, combining to provide a total GFA of 1,074m 2. The site is currently occupied by two companies, DH classic spares and Product shop, who use the site for light industry, storage and distribution purposes. Planning History 1.6 Since occupying the site, the Applicant has previously submitted a planning application (Planning Reference: BDB/51424) for the demolition of the existing building and erection of two office buildings of 10,000sqft GFA with a new access. Planning consent was granted by Basingstoke and Deane Borough Council (BDBC) in October 2001. The Applicant has since decided not to pursue with the development due to a large amount of office space becoming STUART MICHAEL ASSOCIATES 1 Whitway Farm, Burghclere – Proposed Residential Redevelopment Transport Statement D Howard – Berkshire Pallets available on the local market, as a result of a major local employer relocating to purpose built premises. 1.7 A subsequent planning application was granted in April 2011 for the demolition of the existing buildings on site and erect a new purpose built B1(c) / B8 building of 1,540m 2 GFA, the formation of a new access road and additional landscaping. (Planning Reference: BDB/73663). In November 2013, a variation of Condition 2 of BDB/73663 to allow extension of time limit was granted (Planning Reference 13/01453/ROC). Scope of Report 1.8 This Transport Statement will assess the transport issues relating to the site. It will identify the measures which will be taken to deal with any anticipated transport impacts and improvements to accessibility and safety by all modes of travel. 1.9 T he remainder of the report is structured as follows: • Section 2.0: details the existing site and local road conditions and examines accessibility by non-car modes. • Section 3.0: describes the Applicant’s development proposals including the internal parking provision and access arrangements. • Section 4.0: discusses the estimated net travel demand for the proposed development and its potential contribution to the local network. • Section 5.0: provides a summary of the development proposals, the access strategy and the conclusions drawn from the assessments. STUART MICHAEL ASSOCIATES 2 Whitway Farm, Burghclere – Proposed Residential Redevelopment Transport Statement D Howard – Berkshire Pallets 2.0 EXISTING CONDITIONS Site Location 2.1 Whitway Farm (the ‘site’) is situated south of Whitway, near Burghclere, Hampshire. 2.2 The site is accessed via an unclassified road known as Whitway leading from White Hill (Winchester Road), which provides access to Whitway, Burghclere and Newbury to the north and Winchester to the south via the grade separated junction onto the A34 trunk road. The junction is at a cross roads with the Highclere Castle access. 2.3 The existing junction with White Hill (Winchester Road) was improved to satisfy a previous Planning Condition (BDB/033328), as illustrated in Appendix 1 . Two passing places have been constructed on the access road which allows vehicles to pass. Photograph 1 below shows one of the passing places along the access road. STUART MICHAEL ASSOCIATES 3 Whitway Farm, Burghclere – Proposed Residential Redevelopment Transport Statement D Howard – Berkshire Pallets 2.4 The site access road, Whitway, is signposted as a ‘no through road for vehicles’. Properties; Woodham House, Coed Ty and Brick Kiln Bungalow are also accessed from Whitway. Existing Employment Use 2.5 The Applicant has advised that DH classic spares and Product shop currently employ 9 persons who are on site at any one time, and who travel from local villages. Local and Strategic Road Network 2.6 Whitway Farm is accessible from a minor road, White Hill (Winchester Road), which links to the B4640 and the A339. These roads provide access locally to Newbury and Thatcham to the north. 2.7 White Hill (Winchester Road) is subject to a derestricted speed limit where it passes the site access cross road junction. No overtaking central lane markings are present along White Hill (Winchester Road) on both sides of the junction. 2.8 There are a number of local unclassified roads of a good standard that provide convenient access to the nearby villages. 2.9 The site benefits from being situated close to the A34 trunk road, which provides access to Southampton and Winchester to the south and the M4 motorway, Junction 13, Abingdon and Oxford to the north. Accessibility – Walking and Cycling 2.10 The locations of the Public Rights of Way (PROW) in the vicinity of the site have been obtained from Hampshire County Council (HCC) and these are shown reproduced on Figure 2.1 . 2.11 The site access road, Whitway, is a Byway Open to All Traffic from the junction with White Hill (Winchester Road). Photograph 2 shows the signposted Byway along the access road, Whitway. STUART MICHAEL ASSOCIATES 4 Whitway Farm, Burghclere – Proposed Residential Redevelopment Transport Statement D Howard – Berkshire Pallets Photograph 2: Byway Sign along Site Access Road, Whitway 2.12 There are several public footpaths in the vicinity of the site providing access on foot to nearby villages such as Burghclere to the north, as well as to Highclere Park to the west. 2.13 There is a footway present alongside White Hill (Winchester Road), which leads north of the site access cross road junction along the eastern edge providing safe pedestrian access to the Carnarvon Arms Hotel and Restaurant and a bus stop.
