Dr. Beh Swan Gin Chairman Economic Development Board

Dr Beh was appointed Chairman of the Economic Development Board (EDB) on 1 December 2014. He also chairs the Boards of Directors of EDB Investments and EDBI. Dr Beh was Permanent Secretary of the Ministry of Law from 1 July 2012 to 30 November 2014. Prior to the Ministry of Law, he had been Managing Director of EDB from 1 August 2008 to 30 June 2012. He joined EDB in November 1992 and held various portfolios over the years including leadership roles in the development of Singapore’s Biomedical Sciences industry cluster, as well as overseas assignments in EDB’s North American operations. In 2006 and 2007, Dr Beh also held concurrent appointments as the Executive Director of the Biomedical Research Council at the Agency for Science, Technology & Research, as well as the Director of the Ministry of Trade & Industry’s Energy Planning Division. Dr Beh is a medical doctor by training and graduated from the National University of Singapore. He is also a Sloan Fellow with a Master of Science in Management from Stanford University’s Graduate School of Business, and completed the Advanced Management Programme at the Harvard Business School. He is a Board Director for Singapore Technologies Engineering Ltd. He is also a Board Director for Ascendas-Singbridge Pte Ltd, Enterprise Singapore, Human Capital Leadership Institute Pte Ltd, Lucas Film Animation Pte Ltd, Singapore Innovate Pte Ltd and Temasek Foundation Connects. He is a member of the Advisory Board for the University of St Gallen, and also a member of the Young Presidents’ Organisation.

Professor Tan Kong Yam Professor (), NTU Board member, Changi Airport Group And CRCT of CapitaLand Group

Professor Tan Kong Yam is presently professor of economics at the Nanyang Technological University (NTU) in Singapore. He is a board member of Changi Airport Group and CRCT of CapitaLand Group. He was the assistant director in charge of exchange rate policy at the Monetary Authority of Singapore (1984-87). From 1985-88, he was also the chief assistant to Dr Goh Keng Swee, the former deputy Prime Minister of Singapore invited by Mr Deng Xiaoping to advise on economic development strategy. From June 2002 to June 2005, he was a senior economist at the office in Beijing. In 2004, he was a member of the World Bank expert group on the eleventh five year plan (2006-2010) for the State Council in China. Prior to that, he was the chief economist of the Singapore government (1999-2002), vice dean and head of department of strategy and policy at the National University of Singapore business school. He is a graduate of Princeton (1975-79, class of 1931 scholar, Paul Volcker Thesis prize) and Stanford University (1980-83). His research interests are in international trade and finance, economic and business trends in the Asia Pacific region and economic reforms in China. He has published over ten books and articles in major journals, including the American Economic Review and World Bank Economic Review. He served as board member at the Singapore Central Provident Fund Board (1984-96) and the National Productivity Board (1989-90). He has also consulted for many organizations including Temasek, GIC, Citigroup, IBM, ATT, BP, ABN-AMRO, ExxonMobil, Ikea, Bank of China, People's Bank of China, EDB.

Dr. Choy Keen Meng Executive Director, Economic Analysis Department Monetary Authority of Singapore

Dr Choy Keen Meng is Executive Director of the Economic Analysis Department, which comes under the Economic Policy Group of the Monetary Authority of Singapore. After obtaining his MSc (Econ) from the London School of Economics and his PhD from the National University of Singapore, he taught at universities in Singapore before rejoining the central bank. Trained as an econometrician, his research interests and academic publications are in the areas of forecasting, , business cycles and the economic history of Singapore. He is the co-author with Tilak Abeysinghe of a book on the Singapore economy based on a large-scale macroeconometric model. His collection of papers entitled Studies on the Singapore Economy was published by World Scientific Publishing Company in 2012. 1

Dr.Ker Sin Tze Adjunct Professor Lee Kuan Yew School of Public Policy

Dr Ker Sin Tze obtained his first degree from Nanyang University, and subsequently his Ph.D degree in Economics from the University of Manitoba in 1972. He is currently Adjunct Professor, Lee Kuan Yew School of Public Policy, National University of Singapore and Nanyang Technological University. He was a member of staff economists at the Economic Council of Canada in Ottawa during 1972-74. He taught Economics at the University of Singapore, 1974-80. He was elected and served as Member of Parliament and Minister of State in the Singapore Government, during the period 1992-2002. He subsequently served as Trade Representative, Singapore Trade Office in Taipei, Taiwan during 2002-07, and Consul-General of the Consulate-General of Singapore in Hong Kong 2008-2012. Apart from academic and public service, Dr Ker has also been actively involved in the private sector as senior business executive. He currently serves as Independent Director of some listed companies. He is currently Chairman, Board of Directors, MS First Capital Insurance Limited, a first tier insurance company in Singapore. Dr Ker’s earlier publications include some monographs and articles in academic journals in recent years, he wrote frequently on political and socioeconomic topics of Singapore, Hong Kong and Taiwan. These articles were published by the South China Morning Post in Hong Kong and the Straits Times Singapore.

Dr. David Lee Professor, SUSS Vice President, ESS

Professor David LEE Kuo Chuen, Visiting Fulbright Scholar (2015) at Stanford University and Professor, Singapore University of Social Sciences Co-Founder: BlockAsset Ventures, LeftCoast, Libai.io Prof David LEE Kuo Chuen, founder of several entities including LeftCoast in Silicon Valley, Libai.io for Chinese wealth management education, and BlockAsset for Fintech and Blockchain. He was the Director of the Sim Kee Boon Institute for Financial Economics at the Singapore Management University. He graduated with BSc, MSc and PhD from the London School of Economics and Political Science in . He was the Group Managing Director of OUE and Auric Pacific. He founded and managed Ferrell hedge funds from 1998-2012 and was the property developer for Ferrell Residences. He is also an independent director on several boards including one of the world’s largest FinTech companies. His operation and management experience include F&B, manufacturing, hospitality, hedge funds, stockbroker, property management, property development, REITs, medical plastic components, listing and de-listing of companies, start-ups and multinationals. He is the author/editor of the American Library Association Outstanding Award Reference Book titled “Digital Currency” by Elsevier. His latest two books entitled “Blockchain, Digital Finance and Inclusion” are published by Elsevier with a new book on Inclusive Fintech on Blockchain, Cryptocurrency and ICO by World Scientific launched in 2018. His current interest is in decentralised technology for financial inclusion.

Mr Teo Eng Cheong Chief Executive Officer International Surbana Jurong Pte Ltd

Mr Teo Eng Cheong joined Surbana Jurong Group as CEO International on 1 January 2016. He spearheads Surbana Jurong’s efforts to expand its international footprint in Singapore, Southeast Asia and North Asia. Surbana Jurong is a planning, design and engineering consultancy which provides total solutions for urbanisation, industrialisation and infrastructure development. Eng Cheong was previously the CEO of International Enterprise Singapore, Competition Commission of Singapore, and Singapore Customs. He also spent many years in Economic Development Board, the Monetary Authority of Singapore, the then Ministry of Community Development, Youth and Sports, and had a two-year stint overseas working on the ChinaSingapore Suzhou Industrial Park project. For his service with the government, he was awarded the Singapore National Day Medal for Public Administration (silver) in 2006. Eng Cheong currently serves as a Director on the SMEC

Dr Teh Kok Peng Senior Adviser China International Capital Corporation Limited

Dr Teh is Senior Adviser of China International Capital Corporation Limited, a joint-venture investment bank listed on HKSE. Before his retirement in 2011, he was President of GIC Special Investments from April 1999 to June 2011. Prior to this, he was concurrently Deputy Managing Director of Monetary Authority of Singapore (MAS) and Deputy Managing Director of GIC. He began his career with the World Bank. He is currently the chairman of Azalea Pte Ltd and Lu International Pte Ltd as well as a board member of Sembcorp Industries Ltd and Fullerton Health Corporation. He recently became the Chairman of East Asian Institute, National University of Singapore. He is an Advisory Board Member/Adviser to CMC Corporation, Jasper Ridge Partners and Campbell & Lutyens. Dr Teh did his undergraduate studies at La Trobe University, Melbourne, and his graduate studies at Oxford University.

Session 3: “The Future of International Relations” Panelists

Professor Danny Quah Li Ka Ching Professor (Economics) Lee Kuan Yew School of Public Policy NUS

Danny Quah is Dean and Li Ka Shing Professor in Economics at the Lee Kuan Yew School of Public Policy, NUS. His current research takes an economic approach to world order, studying the supply and demand of world order: on the one hand, what international system the world’s superpower provide, and on the other, what world order the global community needs. Quah uses this to recast analysis of global power shifts, the rise of the east, regional order, and models of global power relations. Quah is a member of the Spence-Stiglitz Commission on Global Economic Transformation. He is the author of “The Global Economy’s Shifting Centre of Gravity”. Quah gave the third LSE-NUS lecture in 2013, and TEDx talks in 2016, 2014, and 2012. Quah was previously Assistant Professor of Economics at MIT, and then Professor of Economics and International Development, and Director of the Saw Swee Hock Southeast Asia Centre at LSE. He had also served as LSE’s Head of Department for Economics, and Council Member on ’s National Economic Advisory Council. Quah studied at Princeton, Minnesota, and Harvard.

Dr. Yeo Lay Hwee Director European Union Center (S)

Dr YEO Lay Hwee is Director of the European Union Centre in Singapore. She is also Council Secretary and Senior Research Fellow at the Singapore Institute of International Affairs (SIIA), and Adjunct Fellow at the S Rajaratnam School of International Studies (RSIS), Since 2011, she is the Co-Editor in Chief for the Asia Europe Journal. Lay Hwee sits on several Academic Advisory Boards including Centre for European Studies at the Australian National University (ANUCES), the KU Leuven’s Master in European Studies (MAES) Programme; and as an International Advisory Council member of the Leiden Asia Centre in Leiden University. An international relations expert, her research interests revolve around comparative regionalism, principles of multilateralism and governance networks. She has written extensively on issues pertaining to 3

About the Sessions’ Panelists and Chairpersons Asia-Europe relations in general, and in particular, the ASEM process and relations between the European Union and ASEAN. She participates actively in both policy dialogues and academic exchanges and contributes regularly commentaries and essays in the media and journals. For her exemplary record in research and policy work on issues pertaining to Southeast Asia and Europe, she was awarded the Nakasone Yasuhiro Award. She has also been awarded short term visiting fellowships and grants taking her to Brussels, Leiden and Aalborg. Prior to her current positions, Lay Hwee had taught at the University of Macau, and worked in various think tanks including the Institute of Policy Studies in Singapore and the Danish Institute of International Affairs in Denmark.

Dr, Choi Shing Kwok Director ISEAS-Yusof Ishak

Choi Shing Kwok is the Director of the ISEAS-Yusof Ishak Institute. Before his retirement from the civil service, he was Permanent Secretary of the Ministry of the Environment and Water Resources (MEWR) for 5 years from July 2012. He also served 7 years as Permanent Secretary of the Ministry of Transport and 9 years as Director of the Security & Intelligence Division in the Ministry of Defence. Shing Kwok obtained his Bachelor and Master’s degrees in Engineering Tripos from Cambridge University in 1981 and 1985 respectively. He also received a Master of Public Administration degree from in 1994 as an Edward Mason Fellow. During his military career, Shing Kwok held a variety of command and staff appointments in the SAF. Promoted to Brigadier-General in 1996, he took early retirement from the SAF in 2000 and was absorbed into the Administrative Service. Shing Kwok has also held a variety of board appointments in public and private sector entities in the past and is currently a board member of Singapore Power Limited. While in the SAF, Shing Kwok received the SAF Command Appointment Award in 1989 and the Public Administration Medal (Silver) in 1993. For his distinguished service in the Ministry of Defence, he received the Meritorious Service Medal in 2000.

Mr Manu Bhaskaran Partner Centennial Group

Mr Bhaskaran is a Partner of the Centennial Group, a strategic advisory firm headquartered in Washington DC and, as Founding CEO of its Singapore subsidiary Centennial Asia Advisors, he co-ordinates the Asian business of the Group which provides in-depth analysis of Asian political and macro-economic trends for investment institutions, government agencies and companies with interests in Asia, leveraging off his more than 30 years of studying Asia. Mr Bhaskaran is also Adjunct Senior Research Fellow at the Institute of Policy Studies in Singapore where his main interests are in analyzing macro- economic policy frameworks in Singapore. Prior to Centennial, Mr Bhaskaran held senior positions at Societe Generale’s Asian investment banking division where he supervised Asian economic and investment strategy analysis and was a member of the Executive Committee, in charge of Asian equity research. In 12 years with the firm, Mr Bhaskaran helped to establish its business presence in Southeast Asia and in South Asia while also helping to develop the firm’s highly-rated equity and economic research. Prior to that, Mr Bhaskaran worked for the Singapore government, supervising a team that prepared strategic political and economic assessments of Asia for senior Singapore government officials. Mr Bhaskaran holds a range of other positions. In terms of public service, he served as Chairman of a high-level government committee reviewing the regulation of moneylenders in Singapore and is also Member of the Competition Appeals Board, Singapore. In addition, he is a Member of the Regional Advisory Board for Asia of the International Monetary Fund; Trustee of the Asia Foundation in Asia; Member of the Board of Advisors, School of Economics, Singapore Management University; Council Member, Singapore Institute of International Affairs (SIIA); and Vice-President, Economics Society of Singapore. In the latter capacity, Mr Bhaskaran helped to organise the first French-Singapore Economic Roundtable with Le Cercle des Economistes of France. Mr Bhaskaran also serves on the board of several companies whose businesses span the ASEAN region. Mr Bhaskaran was educated at Magdalene College, Cambridge University where he earned an MA (Cantab) and at the John F Kennedy School of Government at Harvard University where he obtained a Masters in Public Administration. He is also a Chartered Financial Analyst.

Professor Ling San Provost and Vice President (Academic) Nanyang Technological University

Professor San Ling is Provost and Vice President (Academic) at Nanyang Technological University (NTU), Singapore. He joined NTU Singapore in 2005 as the Founding Head of Division of Mathematical Sciences in the School of Physical & Mathematical Sciences (SPMS), after 13 years at the National University of Singapore. He assumed the roles of Chair of SPMS in April 2008, and Dean, College of Science, in August 2011, at NTU Singapore. Professor Ling obtained his BA and MA in Mathematics from the University of Cambridge, and PhD in Mathematics from the University of California, Berkeley. The honours he has received include: the Singapore National Science Award (Team) in 2003, Public Administration Medal (Silver) by the President of the Republic of Singapore in 2013, and Fellowship of the Singapore National Academy of Science in 2014. He has also been a visiting scholar at institutions such as the University of California at Berkeley, INRIA, the Technion, Macquarie University and Hanyang University. Professor Ling’s research interests are in applications of algebra and number theory to coding theory and cryptography. He has published more than 180 papers, 2 textbooks and edited several conference proceedings. He has also received more than S$20 million in research funding. Professor Ling has served on several professional bodies, and as a reviewer for research funding agencies in several countries.

Professor Tan Thiam Soon President Singapore Institute of Technology

Professor Tan Thiam Soon is the President of Singapore Institute of Technology (SIT). Prior to joining SIT, he was with National University of Singapore for more than 26 years and was a Professor of Civil Engineering. His main research interests are in land reclamation, deep excavation and soil improvement. He was awarded the Public Administration Medal (Silver) in 2008 and (Gold) in 2017, Minister of Transport’s Distinguished Innovation Award in 2008 and Ministry of National Development’s 2015 Minister’s Award (Team). Professor Tan is a registered Specialist Professional Engineer (Geotechnical), a member of the Future Economy Council and sits on the board of the Land Transport Authority.

Mr Vikram Khanna Associate Editor, The Business Times Vice President, ESS

Vikram Khanna is Associate Editor of The Business Times, Singapore's financial and business daily, where he has worked since 1993. He has been a columnist for the paper and also coordinates the prestigious full-length interview series, The Raffles Conversation. Over the last 23 years, he has personally conducted more than 250 one-on-one interviews with global CEOs, central bank governors, entrepreneurs, Nobel laureates and other thought leaders from around the world. Prior to joining The Business Times, he was an economist at the International Monetary Fund in Washington DC for seven years. He is Vice President of the Economic Society of Singapore. Vikram has B.A., M.A. and M.Phil degrees in economics from the University of Cambridge.

Professor Sun Sun LIM is Professor of Communication and Technology and Head of Humanities, Arts and Social Sciences at the Singapore University of Technology and Design. She has researched extensively on the social implications of technology domestication, authoring more than 70, articles, book chapters and books. Her latest books include Mobile Communication and the Family - Asian Experiences in Technology Domestication (Springer, 2016) and Asian Perspectives on Digital Culture: Emerging Phenomena, Enduring Concepts (Routledge, 2016). She serves on the editorial boards of ten journals and has contributed actively to public bodies including the Media Literacy Council and the National Internet Advisory Committee. She has won eight awards for excellent teaching. She frequently offers expert commentary in print, broadcast and online media, on issues pertaining to the social impact of technology. Mr Ernie Teo CTO, Jupiter Chain and JEDTrade

Ernie Teo is a tech economist with a specialization blockchain and fintech; with a keen interest in building inclusive socio- economic systems. He is Chief Technology Officer at JEDTrade, where he leads the research and development of the blockchain platform, Jupiter Chain. Ernie is active in the blockchain community in Singapore, giving talks and seminar both in the industry and at universities. He is also adjunct lecturer at the National University of Singapore where he teaches a course on “Blockchain and Distributed Ledger Technologies”. His last position was as a Research Scientist at the IBM Center for Blockchain Innovation. Ernie received his PhD in Economics from the University of New South Wales, Australia. He’s also held academic positions in Nanyang Technological University and Singapore Management University.

Associate Professor Linda Low Associate Professor (Economics) School of Business, SUSS

Linda Low is Associate Professor, School of Business, Singapore University of Social Sciences. Prior to SUSS, she was a Senior Research Fellow for Asia Competitiveness Institute in Lee Kuan Yew School of Public Policy, National University of Singapore and Senior Economic Adviser for Abu Dhabi Council for Economic Development. Beside teaching and research, her other professional affiliations include consultancy work and involvement in many projects and committees in public policy-making. Mr Gerald Giam Treasurer, Worker’s Party (WP) 6

Gerald Giam is the Treasurer of the Workers’ Party (WP) and Director and Solutions Architect at an IT solutions company. He was a Non-Constituency MP from 2011 to 2015 and contested in two General Elections as part of WP’s team in East Coast GRC. In Parliament, Mr Giam has spoken on healthcare, transport, housing, manpower and population policies. In 2013, he tabled an adjournment motion in Parliament on healthcare affordability, where he proposed ways to ease the burden of healthcare expenses on Singaporeans and contain costs in the healthcare system. His book, Singapore 2.0: Alternative proposals for a better Singapore, was published in 2010 and he continues to blog on policy issues at geraldgiam.sg. He was one of the founding members of socio-political website The Online Citizen, serving as deputy editor until 2009 when he joined WP. Mr Giam has an MSc in International Political Economy from the Rajaratnam School of International Studies at Nanyang Technological University and a BSc in Electrical Engineering from the University of Southern California. He attended Anglo-Chinese School (Independent) and Anglo-Chinese Junior College. He is married to a chartered accountant and they have two children.

Mr Charles Phua Chao Rong Lee Kong Chian Scholar, NUS President, Association for Public Affairs

Charles Phua Chao Rong is Lee Kong Chian scholar at National University of Singapore (NUS) and President, Association for Public Affairs. As an academic, he was a Fulbright Fellow at Brookings Institution, and non-resident Senior Fellow at East West Institute. Charles also served as Assistant Editor for Comparative Public Policy Series (Cambridge University Press) and Editor-in-Chief of Asian Journal of Public Affairs. He was schooled in International Relations at London School of Economics, and Public Policy at Lee Kuan Yew School of Public Policy, with an interest in Singapore studies. An educator at heart, he spent the last five years of his 16-year stint with Ministry of Defence training Captains and Majors in research work. He holds a Postgraduate Diploma from National Institute of Education, and ACTA, and will be training working professionals in strategic analysis. Charles' 16-year civil-society leadership record from London to Singapore included spearheading seven civil society ‘start-ups’. Most recently, the nation-wide SG100 (self-raised $200,000 sponsorship from public-private-people sectors) for Singapore’s youths to discuss vision and policy recommendations for SG100 nation- building (a conduit between Government Ministers and youth leaders). He has served as chief judge of Singapore Model Cabinet and Parliament series organised by government since 2015. Charles is a Singapore Scout Council member, and Singapore chair for Global League of Intrapreneurs

Associate Professor Eugene Tan Kheng Boon Associate Professor of Law School of Law, SMU

Eugene K.B. Tan is associate professor of law at the Singapore Management University (SMU). At SMU, he teaches courses at the law, business, and social sciences schools at the undergraduate, graduate, and executive education levels. Eugene’s inter-disciplinary research interests include constitutional and administrative law, law and public policy, the regulation of ethnic conflict, business ethics and corporate social responsibility, and the government and politics of Singapore. Eugene was educated at the National University of Singapore, the London School of Economics and Political Science, and Stanford University where he was a Fulbright Fellow. He actively engages the local and international media and regularly contributes op-eds to various media outlets, including The Straits Times, TODAY, Lianhe Zaobao, The Business Times, Reuters BreakingViews, Nikkei Asian Review, and the South China Morning Post. About the Sessions’ Panelists and Chairpersons

Mr. K Kesavapany was the Director of the Institute of Southeast Asian Studies, Singapore from October 2002 until 28th February 2012. Prior to this, he was Singapore’s High Commissioner to Malaysia from 1997 to 2002. He served as Singapore’s Non-Resident Ambassador to Jordan from 2003 to 2015. He also served as Singapore’s Permanent Representative to the United Nations in Geneva and concurrently accredited as Ambassador to Italy and Turkey from 1991 to 1997. He was elected as the first Chairman of the General Council of the WTO when it was established in January 1995. Mr. K Kesavapany graduated from the University of Malaya with a Bachelor of Arts (Honors) degree and obtained a Master of Arts (Area Studies) degree from the School of Oriental and African Studies, University of London. He is an Adjunct Professor, Lee Kuan Yew School of Public Policy, NUS. Among the civic positions that he is holding are: a Governor on the Board of the Singapore International Foundation, member of the Hindu Endowment Board, Term Trustee of SINDA and a council member of the Inter-religious Organisation (IRO).

Mr Aubeck Kam Permanent Secretary Ministry of Manpower

AUBECK KAM is the Permanent Secretary of the Ministry of Manpower. He is also the Chairman of the Competition Commission of Singapore, and is a board member of the Civil Service College. Mr Kam joined the Singapore public service in 1989. He graduated with a law degree from King’s College London (1992), and was admitted to the Overseas Bar of Lincoln’s Inn (1993). He holds a Master in Public Management (2001) from the Lee Kuan Yew School of Public Policy. He has held senior appointments in various public sector organisations, including the Singapore Police Force (1989 to 2002; 2004 to 2006), the Ministry of Trade and Industry (2002 to 2004), the Deputy Secretary of the Ministry of Manpower (2006 to 2010), the Chief Executive Officer of the Media Development Authority (2010 to 2012), and Permanent Secretary of the Ministry of Communications and Information (2012 to 2016).

Professor Chew Soon Beng Professor, Economics & Industrial Relations Nanyang Technological University

Professor Chew Soon Beng had been Professor of Economics and Industrial Relations at Nanyang Technological University till Sept 2018. He received his Ph. D. from the University of Western Ontario, Canada. Prof Chew’s latest book is Labour Economics and Public Policy in Labour Markets: Managing Labour Markets for Competitiveness (World Scientific Publishing Company) in 2017. He has also published in journals such as the Singapore Economic Review and the China Economic Review. His recent publications include Union Social Responsibility in International Journal of Comparative Labour Law and Industrial Relations, and Strategic Collective Bargaining in Bulletin of Comparative Labour Relations. Over the past few months, Prof Chew has been writing commentaries for ChannelNewsAsia on labour market in Singapore. He has also been invited as special speaker on Labour Market issues by Russian Presidential Academy of National Economy and Public Admin and on Unions by NTUC. Prof Chew was a consultant to the following institutions: International Labour Organization, UNDP, World Bank, Asian Development Bank, Omani Ministry of Higher Education and MTI of Singapore.

Filippo di Mauro is Visiting Professor at the Business School (BIZ) of the National University of Singapore (NUS), where he teaches macro and international trade, and Consultant of the Monetary Authority of Singapore. Professor di Mauro is Chairperson of CompNet - a large research network on competitiveness and productivity among major international organizations, central banks and academic institutions in Europe - as well as Coordinator of the Productivity Research Network (PRN), based at the NUS-Singapore, specialising on productivity research for the Asia-Pacific region. His present research includes: 1) Productivity and resource reallocation using firm level data; and 2) Modelling global linkages, including global value chains. Professor di Mauro has more than 30 years of applied economic experience as economist and research manager in Central Banks (Bank of Italy (1984-1990, 1996-98), US Federal Reserve Board (May-September 2010), European Central Bank (1998-2016)) and International Development organisations (Asian Development Bank (1990-94), IMF (1986-88, 1994-96)). He joined the ECB since the start of its operations in 1998 where he directed for more than a decade the international economic analysis and the global economy forecast in its Economics department to then move to the management of its Research department. Professor di Mauro has a wide record of publications, including in academic journals such as the Journal of Applied Econometrics, Journal of International Money and Finance, Economic Policy. An economics graduate of University of Rome, he holds an MA and a PhD in Economics, from the University of Chicago and the American University, respectively.

Professor Lim Chong Yah Emeritus Professor NTU and NUS

Professor Lim Chong Yah retired from NUS as a Senior Professor at age 60 in 1992, and was conferred the Emeritus Professorship of the University. He joined NTU in 1992 as Professor of Economics, and was promoted to Albert Winsemius Chair Professor of Economics in 2005. NTU also conferred on him the prestigious honorary position of Emeritus Professor upon his retirement at age 80 in 2012. He has 29 books, 39 chapters in books, 51 articles in refereed academic journals and 74 international conference papers to his credit. Some of his academic publications have been translated into Chinese, Japanese and Malay. One has gone into Braille in Malaysia.

Professor David Chan Professor, Psychology Director Bahavioural Sciences Institute Singapore Management University

Professor David Chan is Professor of Psychology and Director of the Behavioural Sciences Institute at Singapore Management University and Adjunct Principal Scientist at A*STAR. He has received numerous international awards and is the first non-American to receive the Distinguished Early Career Contributions Award from the Society for Industrial and Organizational Psychology. He is the first scientist in the world to receive Elected Fellow status from all six major international psychology associations. His works have been cited extensively in various disciplines. He has served as Editor or board member on several journals. He is consultant to numerous organizations in the public, private and people sectors and serves on various national councils, advisory panels and board of directors in Singapore and . He is a recipient of the Outstanding Volunteer Award from the Ministry of Social and Family Development, the Special Recognition Honour Award from the Ministry of Home Affairs, and the Public Administration (Silver) Medal presented by the President of Singapore. He is an invited columnist for The Straits Times where he writes about social issues, and a consultant for Channel NewsAsia on several documentary and programme series.

Mrs Yu-Foo started her career with National Trades Union Congress (NTUC). She was Chairman of NTUC Central Committee, Deputy Secretary-General of NTUC, the first woman Mayor in Singapore before she became Minister of State for Ministry of Community Development, Youth and Sports. She retired after 27 years in politics. Yu-Foo Yee Shoon currently chairs the Publicity and Outreach Committee for the Lee Kuan Yew Fund for Bilingualism. She is a Justice of the Peace and Chairman of Traditional Chinese Medicine Practitioners Board, Founding Patron of Breast Cancer Foundation, Advisor to Hardware Network and Executive Council Member of Hainan University. Her present directorships include ARA Trust Management (Suntec) Ltd, KOP Limited and Singapura Finance Ltd. She is Senior Advisor (International Advisory Panel) to Hyflux Ltd, and Advisor to Nuri Holdings (S) Pte Ltd and Dimensions International College Pte Ltd. She graduated from Nanyang University with a Bachelor of Commerce and from Nanyang Technological University with a Master Degree in Business and was awarded the Honorary Doctorate of Education by Wheelock College of Boston, the United States in 2008.

Ambassador CHAN Heng Chee Ambassador-at-Large Ministry of Foreign Affairs

Ambassador Chan Heng Chee is Ambassador-at-Large with the Singapore Foreign Ministry. She is Chairman of the Lee Kuan Yew Centre for Innovative Cities in the Singapore University of Technology and Design (SUTD), and Chairman of the National Arts Council (NAC). Ambassador Chan is a Member of the Presidential Council for Minority Rights, a Member of the Constitutional Commission 2016, a Member of the Presidential Elections Commission, Deputy Chairman of the Social Science Research Council, a Member of the Science of Cities Committee, National Research Foundation and a Member of the Advisory Council on the Ethical Use of Artificial Intelligence and Data. She is a Trustee of the National University of Singapore and Member of the Yale-NUS Governing Board. She serves as a Member of the Executive Board of the China Cultural Centre and is a Member of the Advisory Council of Temasek Foundation Connects. She is Global Co-Chair of the Asia Society. Ambassador Chan served as Singapore’s Ambassador to the United States from July 1996 to 14 July 2012. She was Singapore’s Permanent Representative to the United Nations from 1989 to 1991 and was concurrently High Commissioner to Canada and Ambassador to Mexico.
