I The Executive Training Program is sponsored by the National Institute of Law Enforcement and criminal Justice (NILECJ), the research center of the Law Enforce­ I ment Assistance Administration, United States Department of Justice. The National Institute supports wide-ranging ,research in the many legal, socio­ logical, psychological, and technological areas related to law enforcement and ,I criminal justice. It also follows through with the essential steps of evaluating research and action projects and disseminating information on ,them to encourage early and widespread adoption. I The Executive Training Program is one of the Institute's priority efforts at trans~erring researc~ results to actual application in police departments, courts, and correctional institutions across the country. In this program, top criminal I justice administrato~s and other decisionmaking officials of courts, corrections, and police agencies in each state are selected to participate in workshops and other training activities held across the country. The aim of the Executive I Training Program is to help states and local jurisdictions develop the caB~city to use new proqedures derived from research findings or designed and develop'ea""CC-C' by the Institute's Office of Technology Transfer through its Exemplary Projects I Program and Prescriptive Package publication series. Goals I The primary goal of the Executive Training Program, is to enable criminal justice executives and policyshapers to bring about adoptibn of improved court, correc­ I tions, and police practices identified or developed by the National Institute. As LEAA's research, evaluation, and technology transfer a~, the Institute works 'to devise improved methods to control crime and strengthen the criminal justich\ I ~\\ystem and to train law enforcement and criI.ninal justice personnel to use theJe ",-? '\ , more promising approaches. .r TIP introduce the new practices throughout the nation, the Institute's Executive I T:raining Program: I' I v I • Informs influential policymakers about new practices and their potential for improving the criminal justice system, and I • Gives them'the knowledge and skills needed to apply these methods in their jurisdictions. I Approach Techniques that have been shown to work or that promise improved effectiveness or I effici.ency are presented to key criminal justice executives and decisionmaking officials in Training Workshops, Field Test Training, Follow-On Training, and Research and Development Seminars. Eight topics have been identified by the I National Institute for training sessions that began in late 1976 for selected senior staff and officials of state and local agencies. I The Executive Training Program was designed, and is conducted and managed, by University Research Corporation (URC), a national training organization based in Washington, D.C. I URC curriculum designers, trainers, and logistics staff are working with the National Institute, selected criminal justice experts, and local projects that have successfully carried out advanced practices. Some portions of the training I are conducted under URC's supervision by consulting firms experienced in criminal justice training. I· Program Activities Three types of activities are being carried out during the two-year program to facilitate the transfer of advanced practices to local jurisdictions. I 1. Training Workshops I Eight Workshop series are being presented across the country. Each Workshop runs for about three days. It is devoted to one topic, a,nd is open to 60 top criminal justice policymakers from throughout the I geographical area of the Workshop presentation. At the first fow~ Workshop series, participants learned new techniques for programs on: I • Managing Criminal Investigations • Juror Usage and Management • Prison Grievance Mechanisms • Rape and Its Victims I Beginning in September 1977, Workshops are being presented around the country on: I • Managing Patrol Operations • Developing Sentencing Guidelines I • Health Care ih Correctional Institutions • Victim/Witness Services I vi I I Nationally known experts assist in developing training and present portions I of the Training Workshops. Trai.ning designers work with the Institute, the national experts, and researchers from Exemplary Projects or Prescriptive Packages to ensure clear presentation of concepts and appropriate guidelines I for implementation. Participants receive individual program planning guides, self-instructional materials, handbooks, and manuals. Certificates acknow­ ledging the competence of participants to implement the new procedures are awarded at the conclusion of training. In cases of special need, local I training support may be provided after the participants begin the. implemen­ tation process in their jurisdictions. I The train-ing topics were selected from amonq' the most prom~s~ng models developed under NILECJ auspices, including models derived from: I • Research Results - Improved criminal justice practices derived from research findings. • Exemplary Projects - Projects that show documented success in I controlling specific crimes or that have demonstrated measur­ able improvement in criminal justice service. I • Prescriptive Packages - Syntheses of the most advanced techniques, including operational guidelines, that can be followed in locales I throughout the country. Following each Training WorkdlDp, up to six days of follow-on training are available, on a regional

Poland’s communist successor party has seen its opinion poll ratings increase in recent months. This upturn in support came after the revival of debates about the country’s communist past prompted by government legislation affecting the interests of its core electorate. But as Aleks Szczerbiak writes, the party’s leadership has failed to develop any new ideas or initiatives that can attract broader support beyond this declining group of former communist regime beneficiaries and functionaries. Without a political game-changer, the left will remain a marginal actor in Polish politics. However, the Alliance has been in the doldrums since its support collapsed in the 2005 parliamentary election following a series of spectacular high-level corruption scandals. It contested the most recent October 2015 election – won decisively by the right-wing Law and Justice (PiS) party, the first political grouping in post-communist Poland to secure an outright parliamentary majority – as part of the ‘United Left’ (ZL) electoral coalition in alliance with the ‘Your Movement’ (TR) grouping. The latter was an anti-clerical social liberal party led by controversial businessman Janusz Palikot, which came from nowhere to finish third with just over 10% of the votes in the 2011 election but failed to capitalise on this success and saw its support decline steadily.

In the selection of Facebook pages, those openly affiliated with a specific political party were omitted, including the Facebook pages of individual candidates. Aleks Szczerbiak writes that the victory secured by the right-wing opposition party Law and Justice stemmed from widespread disillusionment with Poland’s ruling elite. He notes that the usual strategy employed by the ruling party, Civic Platform, of trying to mobilise the ‘politics of fear’ against Law and Justice was not successful this time. The election result heralds major changes on the political scene including a leadership challenge in Civic Platform, the emergence of new ‘anti-system’ and liberal political forces in parliament, and a period of soul searching for the marginalised Polish left. Poland’s October 25th parliamentary election saw a stunning victory for the right-wing Law and Justice (PiS) party, previously the main opposition grouping. The party increased its share of the vote by 7.7 per cent – compared with the previous 2011 poll – to 37.6 per cent, securing 235 seats in the 460-member Sejm, the more powerful lower house of the Polish parliament. This made Law and Justice the first political grouping in post-communist Poland to secure an outright parliamentary majority. At the same time, the centrist Civic Platform (PO), the outgoing ruling party led by prime minister Ewa Kopacz, suffered a crushing defeat, seeing its vote share fall by 15.1 per cent to only 24.1 per cent and number of seats drop to 138.

    Polish Political Science Yearbook vol. 45 (2016), pp. 205–218 DOI: 10.15804/ppsy2016016 PL ISSN 0208-7375 Krystyna Leszczyńska Maria Curie-Skłodowska University in Lublin (Poland) The 2015 Elections to the Senate of the Republic of Poland Abstract: The discussion about justification for the very existence of Senate, as it was the case in previous years, also took place prior to the 2015 parliamentary elections. Postulates for the second chamber of parliament to be abolished are the inseparable element of election campaigns in Poland. Announcements of total abolishment or change of: form, competencies or number and the election prin- ciples for members of Senate, although they found their expression in the 2015 election programs of some of the political parties, but they were never applied after elections. The single member Senate constituencies secured seats almost ex- clusively for candidates supported by one of the two strongest political parties, that is the Law and Justice (PiS) and the Civic Platform (PO). Even if in the result of 25 October 2015 elections four independent candidates were elected for senators, three of them used support of political parties, using a rule well proven four years earlier: there is not senator without a political party protector. The 40% support for PiS which turned into 61% of seats indicates that the election system for Senate leads to overrepresentation of election winners. During that time, its composition changed 10 times. Analysing data on the work of senators of particular terms of office, one should remember that three of them were much shorter than the four other terms. The Sen- ate of the First Term worked from June 1989 to November 1991, the Senate of the Second Term – from November 1991 to May 1993 and the Senate of the Sixth Term – from October 2005 to November 2007. The remaining terms of office lasted four years each. This had a fundamental effect on the number of sittings and other statistical data on the work of the Senate. The Senate of the First Term held 61 sessions (lasting 90 days in total) and its committees held 882 sessions. The Senate of Second Term held 40 ses- sions (69 days) and its committees held 736 sessions. During the Third Term, 107 sessions (177 days) of the Senate and 2,519 sessions of its com- mittees took place. The Senate of the Fourth Term held 90 sessions (188 days) and its committees held 2,000 sessions. During the Fifth Term, there were 88 sessions (175 days) of the Senate and 2,367 sessions of its commit- tees.

    Poland: A skirmish before the decisive battle michał kotnarowski and mikolaj czesnik introduction Elections to the European Parliament (EP) in Poland took place on Sunday, May 26th 2019. As in 2014-2015, they were part of a long ‘election marathon’ during which Poles elected their representatives in local government (October-November 2018), MEPs (May 2019), MPs and senators to the national parliament (most likely Octo- ber 2019) and the President (most likely May 2020). Such serial electoral contests have several precedents, as this is the fourth time it has happeneds in the history of EP elections in Poland. The circumstance is not without consequences. The 2019 EP Polish elections are one of the skirmishes in the long ‘electoral wa- r’of 2018-2020 among the main protagonists of Polish politics. Because of this, the- se elections had primarily a national character. The political discourse was prima- rily concerned with domestic and internal issues (discussed in detail below); EU and European issues were invisible. In this sense, the 2019 European Parliament elec- tions in Poland were typical second-order elections (Reif and Schmitt, 1980). Poli- ticians defined them – and voters accepted this definition – as a tool of domestic po- litics, serving political accountability and aggregating the interests of particular seg- ments of the electorate. main actors and electoral campaign In the 2019 European Parliament Elections in Poland, only six national committe- es – which submit lists in all constituencies – were registered. This is the smallest num- ber in the history of EP elections in Poland; never before have so few (national) elec- toral committees registered lists in all the constituencies.

Poles are choosing between two right-wing politicians. What is the cause of this situation and what role does the left play in all of it? It is easier to understand current situation in Poland if you are a Canadian or American than a European. Most of European countries got used to a power structure with at least several strong political parties, including a strong left. For more than 15 years in Poland two right-wing parties have been taking turns in charge: Law and Justice and Civic Platform. The first one – after having won the parliamentary election in 2015 – has thoroughly dominated almost the entire Polish political stage: they have had a president, a prime minister and a majority in the parliament.
