December 11Th, 2019 Annex I: Enhanced Ambition in National Climate Plans Under the Paris Agreement, Parties Have Been Requested December 11th, 2019 Annex I: Enhanced ambition in national climate plans Under the Paris Agreement, Parties have been requested to present new or updated Nationally Determined Contributions (NDCs) by 2020. In this context, 103 countries are responding to the urgent need to reduce emissions in the next decade by having communicated an enhanced NDC or signaling their intention to work towards enhancing the ambition of their NDCs by 2020. In addition, 11 Countries have started internal processes in their national plans and policies to boost ambition by 2020. The decisions to trigger the transformation to achieve the objectives of the Paris Agreement must be taken now; for this reason, other countries are encouraged to express their intention to join this list. Under the Paris Agreement, Parties should communicate long-term, low- greenhouse gas emission development strategies which target the middle of the century. 120 Countries plus the EU (full list below) are demonstrating genuine leadership either by having developed plans to achieve net zero CO2 emissions by 2050, by having identified this target as a long-term national goal, or by advancing consultations on a long-term strategy for climate-neutrality in line with the Paris Agreement. The overall goal is clear and needs to be net-zero CO2 emissions in line with latest scientific information. However, the deep transformation towards net zero CO2 emissions requires the mobilization of all actors across all segments of society. Fortunately, 15 Regions, 398 Cities, 786 Businesses and 16 Investors (full lists below) are united behind this same target because they recognize the benefits of the low-carbon transition and, accordingly, are included in the alliance. Regions in the Under2 Coalition – which brings together more than 220 governments, representing over 1.6 billion people and 45% – are in a particularly unique position to accelerate climate action, because they work at a level that allows for rapid action and experimentation. In total, there are 15 states and regions in the Climate Ambition Alliance, including 12 in the Under2 Coalition, which have committed to reaching net-zero emissions by 2050 or earlier. Cities consume over two-thirds of the world’s energy, accounting for more than 70% of global energy-related CO2 emissions and are therefore critical to delivering a climate safe future. Megacities under ‘Deadline 2020’, as well as local cities under ‘The Argentinian Network of Municipalities’ – representing over 660 million people – are following a pathway that would deliver emissions reductions consistent with 1.5°C. Moreover, ICLEI – a global network of local and regional governments – will work on a process to strengthen the criteria and alignment of climate neutrality targets, by developing additional guidance to maximize emissions reduction impacts of its local and regional governments worldwide. Businesses are similarly pledging net zero emissions, publicly committing to adopt science-based emissions reduction targets under the Business Ambition for 1.5˚C - Our Only Future campaign. 177 businesses have signed this pledge, accounting for emissions roughly equivalent to 83 coal-fired power plants, or the annual total emissions of France. Entire sectors are also demonstrating signs of progress, as exemplified by the Fashion Industry Charter for Climate Action, whose 85 signatories share a fundamental commitment to drive the fashion industry to net-zero emissions in line with the goals of the Paris Agreement no later than 2050. Meanwhile, 532 B Corporations – organizations that meet the highest standard of social and environmental performance – have announced their commitment to reach net zero by 2030, 20 years ahead of Paris Agreement targets. Finally, networks are adding to this momentum, with the Chambers Climate Coalition of more than 2,000 chambers of commerce, representing millions of local businesses, supporting action aligned with limiting global temperature rise to 1.5°C and reaching net-zero emissions by no later than 2050. Investors too are delivering on a bold commitment to transition investment portfolios to net-zero GHG emissions by 2050. Representing nearly US$ 4 trillion in assets under management, the United Nations-convened Net-Zero Asset Owner Alliance shows united investor action to align portfolios with a 1.5°C scenario, addressing Article 2.1c of the Paris Agreement. The Alliance will accompany asset owners throughout the process of aligning their portfolios to the needs of an economy that is compatible with a stable climate.     PLAN DE ORDENAMIENTO URBANO Y TERRITORIAL DEL MUNCIPIO DE ALTA GRACIA 2008 - 2018 INTRODUCCIÓN Las ciudades son fenómenos complejos que concentran una población caracterizada por una determinada composición demográfica, social y étnica, en los que se realizan actividades básicamente residenciales, de producción, comerciales y de servicios, que se asientan sobre un territorio con características propias, tanto por su ubicación específica como relativa, que ocupan el espacio según un determinado modo de apropiación y una cierta tecnología, con un uso intensivo y diversificado del territorio; todos estos factores se suman para darle a cada centro urbano una particular identidad, un determinado grado de desarrollo y cierto nivel de calidad de vida. Esa identidad se manifiesta espacialmente, en la estructura físico-funcional de cada centro urbano. En ella existe, además, un conjunto de espacios disponibles –en general, tierra no ocupada– con condiciones diferenciadas tanto en lo referido a las características propias del sitio –ambientales, topográficas, de suelo, de dimensiones, etc.– como a las derivadas de la localización, es decir, del área de emplazamiento y la capacidad instalada de la misma en cuanto a infraestructura, equipamiento y servicios, accesibilidad, etc. Estas condiciones se traducen en áreas con ventajas y/o desventajas comparativas para el desarrollo de determinadas actividades. Por lo tanto, es necesario tener un enfoque integral de la localización de proyectos, que compatibilice los requerimientos específicos de las actividades a localizar, y los de la estructura urbana en general y de las áreas en donde se materializarán, en particular. Por lo tanto, la planificación del ordenamiento urbano constituye una herramienta indispensable para definir, evaluar y resolver problemas que permitan a las ciudades ser más competitivas y atractivas y generar un entorno ambientalmente sustentable y socialmente equitativo.
