A-2 Project progress highlights During the reporting period, considerable progress was made in the execution of project components. All the outputs: main and sub-components as outlined in the project’s Bid documents are included in the final estimation based on the route surveys etc. There are a few changes in the planned outputs, chiefly arising from revision in the scope (quantity) of select sub-outputs. These changes are attributed to detailed technical assessment conducted during the route/final surveys. The route surveys are a corollary of IEE, and forms the basis of the implementation. Among all the outputs, amendments are mostly in the line lengths under various categories. The Section 6, item 1.3 of the Bid document Vol. 1 outlines that quantities of supply of plant and services may vary to the extent of +/- 15% in terms of contact price. In this context, the effected changes with impact on the costs, are well within the acceptable limits thus mentioned. The details of outputs generated after the route and final surveys are as follows (Annexure 1A & 1B, Table A1). The progress achieved during the reporting period reflects the changes in the outputs (Table B2). Output 1 Expansion and up-gradation of the distribution system
Sub-output 1: Construction of one new 33 kV/11kV substation, install the associated terminal equipment, and associated 33 kV lines (4 km) and 11 kV (6 km): alternative site identification is still in progress as the planned site at Kharguli is no longer tenable. Delays are expected owing to paucity of suitable land. It is anticipated that the site will be finalized before the year end.
Sub-output 2: Construction of 130.22 km of new 33 kV line: following the route survey (RS) there is an increase in line length by 1.73 km with respect to the previous length 128.94 km,

the revised length being 130.22 km, within acceptable limit. This change has been effected at three (3) locations across three Electrical Circles (GEC I, Barpeta and Sibsagar). Material supply and pole erection in progress. Sub-output 3: Construction of 7 no. 33 kV railway line (1.15 km) and 2 no. river crossing (0.70 km): after the route survey, there is no change in the total crossings. Permission from Railways Department is waited. Sub-output 4: Construction of 12 new 33 kV bays at existing 33kV/11kV substations: no change in the number of bays. Material supply in progress and construction underway in Barpeta Circle. Sub-output 5: Construction of 7 km of 11 kV lines for the segregation of the rural and agricultural feeders: after RS, no change in line length. Material supply in progress and construction to commence after monsoons. Sub-output 6: Re-conductoring/ refurbishment of 1024.31 km of 33 kV lines (there is increase in line length by 68.31 km after the RS as compared to previous length of 956 km). Material supply in progress and construction to commence after monsoons; except for pole erection and stringing (7.35 km) completed in Rangiya EC. The Tangla feeder from Chirakhundi (Rangiya) GSS has been renamed to Rangiya GSS to Goreswar. Under GEC I and Barpeta EC, 6 km (Kahilipara GSS to Ulubari S/S) and 0.5 km (Simlaguri to Howly feeder Barpeta S/S), respectively removed from scope because of overlap with another scheme. Sub-output 7: Rehabilitation and renovation of six (6) new 33 kV bays at existing 33 kV/11kV substations: no change in the scope. Survey completed and approval is pending. Sub-output 8: Re-conductoring/ refurbishment of 1080.71 km of 11 kV lines (there is increase in line length by 80.71 km after RS as compared to previous length of 1000 km) in five Electrical Circles GEC I & II, Bongaigaon, Rangiya, Golaghat). Change is within the acceptable limit. Material supply and pole erection in progress. Sub-output 9: Re-conductoring/ refurbishment 1635.52 km of LT lines (there is increase in line length by 80.52 km after RS as compared to previous length 1555km in four Electrical Circles (GEC I & II, Bongaigaon, Rangiya) after the route survey but under the limit. Material supply, pole erection and stringing in progress. Sub-output 10: Replacement of 204 existing oil-filled distribution transformers with dry-type transformers: no change in number, however, change in location effected, from GEC II to a new location in Bongaigaon. Work yet to commence. Sub-output 11: Replacement of existing 14 km of overhead 11 kV & LT line with underground cable: change in scope anticipated as there is no resolution of the cable laying method yet. APDCL had requested the Public Works Department (PWD), Assam Govt.'s approval and estimate for reinstatement of roads in Guwahati for open cut trenches. In response, PWD recommended the Trenchless method for laying of all cables. To further explore the suitability of this method for Guwahati, APDCL visited an ongoing trenchless cable laying project in Bhubaneswar, Orissa. However, it was revealed that the trenchless method is not appropriate

Discussions between APDCL and the contractor are in progress to resolve this issue. Hence, no work in this regard has been initiated till date. Output 2 Strengthening institutional capacity of APDCL

B. IMPLEMENTATION STATUS B.1 Procurement Status Based on the discussions and information provided by the PMU, the package-wise procurement status is as follows. Package 1: the Contract Agreement was signed with M/s NECCON Infra & Power Ltd. On 16 December 2016, and the mobilization advance received on 28 April 2017. Subsequently, NECCON initiated the work and the review of technical design and drawings is under progress. The identification of new sub-station site is under progress following the withdrawal of Kharguli site owing to technical reasons. Package 2: Lot I contract was awarded to M/s Hemen Deka/JV M/s T&T Projects on 17 December 2016 but effective from 17 February 2017. For Lots II and III, M/s N.K. Power JV and M/s T&T Projects were successful bidders. Contract agreements were signed on 17 December 2016 with effect from 5 May 2017. The review of technical design and drawings are in progress for all the three Lots. Package 3: M/s NECCON Infra & Power Ltd. Signed the contract on 16 December 2016, and the mobilization advance was received on 28 April 2017. The technical design and drawings are complete and under review. Package 4: M/s NECCON JV, M/S Scope JV M/S Survalent Technology were recipients of this contract signed on 17 December 2016mobilization advance received on 28 April 2017.
Package 5: ADB’s No Objection on draft bid document for Smart Meters was received on 30 March 2017. This package now stands cancelled.

E. INSTITUTIONAL MECHANISM

To oversee responsibilities for monitoring all sub-projects in areas such as environmental, R&R and social safeguards, the PMU has designated One Assistant Manager in charge of ESMU. The duties of the ESMU include at a minimum (i) oversee field offices and construction contractors for monitoring and implementation of Numbers of Staff deputed/ mitigation measures, (ii)Liaise with the field officers and 1 employed for environment contractors and seek their help to solve environmental related safeguards issues of subproject implementation and (iii) preparation of environmental monitoring reports every six months (as required by ADB). Barnagar GSS – Howly to connect with existing 33 kV Pathsala feeder: In one of the span new 33KV lines under (near Barnagar GSS, 50 m approx.), there is crossing of existing 132kV transmission line. There Barpeta EC. may not be sufficient clearance between 132kV and the new 33kV lines. To rectify, the Contractor shall create required clearance and if found inadequate may consider laying this section of the 33kV line underground using XLPE cable. 2.Beki river crossing for Barnagar GSS – Howly 33kV Line using DB+6 Tower: Contractor has flouted the approved design/drawing by reducing the number and specifications of bars/reinforcement for the chimney/column of the tower. Strict instructions were issued to Contractor to dismantle all the constructed columns and rectify the mistake as per the approved drawing. Contractor was also advised to perform cube test for foundations and maintain the test cubes at site. Likewise, the Steel Tubular SP76 Poles were not erected as per technical specifications, thus

Further clear corridor for incoming 33 kV line is also not available. 5.33kV line - Buridihing River crossing: improper STUB member setting under foundation work for the two B+6 Tension D/C towers at 33kV Behiating – Khowang line river (Buridihing ) crossing. Contractor advised to submit proof that all the STUB members are properly installed and fitted in the sub structure as per above referred drawing.

The quality of the civil work for construction of Mast Tower foundation is found to be poor and no cube test has been conducted. 3. Jorhat Bidyut Bhawan (Control Center): The construction of Control Center is complete. However, fixing of Air Conditioner is not yet done. 4. 33/11kV Pulibor Substation: this Substation is now to be constructed afresh under a different scheme. Construction work is yet to commence. APDCL is requested to commence with the construction activities for this Substation immediately, so that the RTU can be installed in this Substation within the completion period of this package which is April 2019.
