ANNUAL REPORT 2016-2017 NATIONAL HUMAN RIGHTS COMMISSION, INDIA Chairperson NHRC F o r e w o r d The National Human Rights Commission is pleased to present to the Parliament and people of India, its twenty-fourth Annual Report for the period from 01 April 2016 to 31 March 2017. 2. The National Human Rights Commission has completed 24 years of its pioneering work in the promotion and protection of human rights since its establishment on 12 October 1993 under the Protection of Human Rights Act, 1993. Since then, the Commission has consistently worked towards bringing a human rights-centered approach in the Government at Central and State levels, as well as towards creating human rights awareness and sensitization amongst public authorities and civil society. Through the years, the Commission has channelized its efforts towards broadening the ambit of human rights to ensure the protection of the civil and political rights of the people as well as safeguard their economic, social, and cultural rights. 3. In a society as diverse as ours, the indivisibility and inter-connectedness of human rights, whether civil and political or economic, social and cultural, is self-evident, especially in respect of the most vulnerable, including people belonging to Scheduled Castes, Scheduled Tribes, Women, Children, Disabled and other vulnerable groups. The deprivation, problems and concerns that confront each of these groups, remained an important area of concern for the Commission during the period under review. 4. Accordingly, during 2016-2017, the Commission continued to intervene in matters concerning civil and political rights, on the basis of suo motu cognizance of media reports as well as complaints received. -

Palanivel Thiagarajan Releases His 'Progress Card'
Palanivel Thiagarajan releases his ‘progress card’ MLA P.T.R. Palanivel Thiagarajan. He completes one year as the MLA of Madurai central constituency Completing one year as the elected member to the Legislative Assembly from Madurai central constituency, P.T.R. Palanivel Thiagarajan of the DMK has released his ‘progress card’ to the electorate. Giving a four-page copy published in Tamil to the public, the MLA recalled that during electioneering in 2016, he had promised to submit a ‘progress card’ on the works done for the people from his constituency every six months. Irrespective of whether the party was elected to govern or sit in the Opposition, he had proposed to submit an assessment so that the electorate may appraise his performance. After installing grievance boxes in 28 locations covering 22 wards in his constituency, he opened them periodically and ascertained the needs. The MLA swiftly analysed the causes, which included delay in getting old age pension, ration card, government assistance, drinking water shortage, unhygienic public toilets and others. As and when the letters were processed, the MLA had taken up with the authorities concerned and ensured that they were redressed. For the benefit of senior citizens and differently-abled persons, the MLA provided an exclusive mobile phone number 73055-19999. In all, during the last 365 days, the MLA’s office had redressed 580 petitions at different government offices. Organising a career guidance counselling for the students in Corporation and government-run schools, Dr. Thiagarajan pointed out that such counselling should begin as early as from eighth/ninth standard as the children may have a vision to achieve goals. -
