CEP is a five-year program that runs from 2016-2021, with a budget of $12 million. The goal of the program is to improve public accountability by increasing and strengthening citizens’ role in the community development process. The program focuses on achieving three main objectives: 1) strengthened mechanisms of bottom-up social accountability, 2) improved effective collaboration among civil society organizations (CSOs), the Government of Mali (GoM), and the private sector to develop public policy and advance issues of common interest, and 3) increased citizen understanding of rights and responsibilities to feel empowered to engage with the GoM. To achieve these objectives and meet its goal, CEP provides sub-awards and technical assistance (TA) to a core group of CSOs responsible for advocating to improve the delivery of basic services across five regions of Mali (Kayes, Sikasso, Segou, Mopti, and Timbuktu) and the District of Bamako. CEP also works with sub- contractors to address community-specific needs related to civic engagement in target program areas and at the national-level. CEP supports local communities in playing an active role in fulfilling their part of the Malian social contract, and in giving communities the tools and resources they need to improve accountability in the governance system. Together with other projects in USAID/Mali’s portfolio, including the Sub-National Governance Project (SNGP); the Mali Justice Program (MJP); the Peace Stability and Reconciliation program (PSR), the EMERGE program of NDI; the LAFIA project, and other water, sanitation, and hygiene (WASH); health, agriculture; and education projects, CEP is supporting the full consolidation of civic engagement and of the democratic process in Mali, bringing citizens closer to their officials and reducing the underlying institutional weaknesses that have contributed to the fragility of the country. During the 2020 fiscal year (FY) / Year 4 (Y4) of CEP implementation, the program completed the following activities despite national security challenges - particularly those in the north and center of Mali: Under objective 1 of the program: Strengthened mechanisms of bottom-up social accountability During this Y4 of the program CEP: 1. Continued to implement through its CSOs partners its 8 GGB processes planned for the program. 2. Held through its CSOs and CBOs partners 237 forums to strengthen community groups’ participation in decision-making processes and improve access to information and the quality of health, education, and WASH services. These forums brought together a total of 7,753 people, including 5,205 men and 2,548 women, including 501 people with disabilities. The forums also enabled community-based organizations (CBOs) to propose and/or influence up to 66 local public policies, including 15 focused on promoting gender equality or non-discrimination against women or girls. 3. Conducted through its CSOs and CBOs partners 157 advocacy initiatives for the improvement of the quality of basic social services at the community level. Page 1 4. Established and facilitated through its CSOs and CBOs partners 282 mechanisms for external oversight of public resource use to improve transparency and accountability at the community level. Under objective 2 of the program: Improved effective collaboration among civil society organizations (CSOs), the Government of Mali (GoM), and the private sector to develop public policy and advance issues of common interest, During this Y4 of the program CEP: 1) Finalized a SCALE + Small Grant package (Technical Proposals and Budgets) that will be submitted soon to USAID for approval for the implementation of youth citizenship forums in partnership with the Ministry of Youth and Sports. 2) Finalized a SCALE + Small Grant package (Technical Proposals and Budgets) that is in the process of approval by USAID for the implementation of the capacity building of social services management bodies and their accountability in partnership with CPHDA and the Budget Monitoring Group (GSB). 3) Continued to monitor activities of the public-private partnership working groups in the CEP regions of intervention (Ségou, Mopti, Sikasso, Kayes, Timbuktu, and Bamako). 4) Continued with its efforts to mobilize government and elected officials to support and participate in the program activities. 5) Organized through its CSOs and CBOs partners 36 training sessions on conflict prevention and management techniques for 149 CBOs gathering 787 participants including 462 men, 325 women, and among them 56 people with disabilities 6) Participated in several meetings with other USAID partners for synergy actions 7) Continued communication efforts with its CSOs and CBOs partners to support effective collaboration between government, civil society, and the private sector. Under the objective 3 of the program: increased citizen understanding of rights and responsibilities to feel empowered to engage with the GoM: During this Y4 of the program, CEP: 1) Organized through its CSOs and CBOs partners 110 trainings sessions on transparency, accountability, local governance, and gender inclusion. These sessions reached 2,034 people including 1,149 men, 885 women among them 284 people with disabilities. 2) Held through its CSOs and CBOs partners 835 awareness sessions on local governance, local budgeting, accountability, advocacy on national legal texts and instruments on governance, improving service delivery, inclusion and strengthening civic engagement. These sessions reached 17,626 people, including 8,003 men, 9,623 women, including 1,074 people with disabilities. 3) Produced and broadcasted through Studio Tamani and community radios stations partners its civic engagement radio programs in the formats of radio magazines and “Grand dialogue” 4) Monitored activities of its subcontractors contributing to increase communities’ understanding of their rights and responsibilities to feel empowered to engage with the GoM. This report highlights CEP’s cross-cutting activities as well, which include ODA implementation works plans for its CSOs partners, gender and inclusion activities with CEP’s DPOs partners activities, and specific activities completed over the year on WASH. Page 2 THE COUNTRY POLITICAL AND SECURITY CONTEXT During this reporting period more than 1340 security incidents were recorded in Mali causing deaths among civilians and the military and increasing the number of displacements as well. The areas most affected by violent conflicts are in central and northern Mali where various radical armed groups have been very active and intercommunity conflicts often reported. While for instance, clashes between radical groups affiliated with the Islamic state and JNIM intensified in central Mali over their zones of influence or control, in southern Mali another radical group GOA has been very active. This year in March 2020, radical groups in Northern Mali kidnaped the Malian opposition leader detaining him for more than six months and this situation created more anger and distrust
