List of Designees Republic of the Philippines UNIVERSITY OF RIZAL SYSTEM Province of Rizal TRANSPARENCY SEAL I. Position, designation and contact information • PROFILE OF KEY OFFICIALS DR. MARITA R. CANAPI University President Dr. Marita Rana Canapi is the second president of the Univers ity of Rizal System (URS). She is steadfast in her desire to assist the institution in its effort to elevate further the quality of education in the Province of Rizal. Previously, she served as Vice President for Academic Affairs at the University of Makati covering the period 2005 to 2011. She also briefly served as Vice-President for Academic Affairs at the Pamantasan ng Lungsod ng Marikina. She has been into educational management for a long time having become Dean of the College of Arts and Science, College of Education, and the College of Computer Science also at the University of Makati. She has been a Mentor for Graduate Scholars of Smart Education Program and has previously taught Education, Research, Management, Physics and Mathematics at the University of Makati, Philippine Normal University, and Arellano University. Dr. Canapi holds a doctorate degree and a master’s degree in Education with specialization in Educational Management. She was recipient of a National Scholarship from the Department of Science and Technology for the Baccalaureate Program in Physics for teachers from the Philippine Normal University in consortium with De La Salle University where she graduated Cum Laude. She was given a medal for excellence in science training by the Department of Science and Technology (DOST) a year after graduation. She was class valedictorian of Pedro Guevara Memorial High School in 1978 and graduated on top of her class at Santa Cruz Elementary School both in Santa Cruz, Laguna. She has co-authored a textbook in Research entitled “Research in Various Disciplines” published in 2008. Dr. Canapi is a member of the pool of assessors of the Regional Quality Assessment Team of the Commission on Higher Education (CHED). She has also been speaker and resource person in various seminars, conferences and workshops in education, research, educational management, leadership and communication nationwide. She is a member of the board of directors of the Philippine Association of University Women and is a member of Pi Lambda Theta, a national sorority of Women Educators. She is also a member of the UNESCO Asia Pacific Network for International Education and Values Education or UNESCO APNIEVE and is actively involved in the projects for Young Women’s Christian Association (YWCA). The organization was conceived by teacher educators, school adminis- trators and basic education teachers who attended the Seminar-Workshop held at the Philippine Normal University on “Theory, Values and Decision-Making: Focus on Foundations of Education in the Constructivist Perspective” on May 12-14, 2003. The participants saw the need to connect the foundation disciplines of Philosophy, Psychology, Guidance and Counseling, Research and Professional Ethics / Values to actual classroom practices so that these can be applied by learn- ers when dealing with varied issues and concerns in the context of diverse beliefs, cultures and practices. PATEF held its first National Convention on January 13, 2004 at the Philippine Normal Univer- sity with the following objectives: •To monitor issues, trends, developments, innovation and researches in the field of Educa- tional Foundations. •To disseminate and share research findings through conventions, seminar-workshops, publi- cations and other professional activities. •To assist members in their personal advancement and professional growth. A major concern during that period was the low performance of the test takers in the Licen- sure Examination for Teachers in the area of Educational Foundations which implies a lack of thorough grasp of the vital educational bases.

    University of Hawaii at Hilo 2nd International Conference on Multidisciplinary Filipino Studies November 16-18, 2018 Venue and Host: De La Salle University–Dasmariñas, Cavite, Philippines Profiles of the Speakers Dr. Bruce Mathews holds the degree of Doctor of Philosophy from the University of Florida. His MS degree is from Louisiana State University, and his BS degree from University of Hawaii at Hilo. He is a professor of soil science and agronomy at the University of Hawai‘i at Hilo (UH Hilo) and has worked there since 1993. He currently serves as Dean of the College of Agriculture, Forestry and Natural Resource Management (CAFNRM). His areas of research are plant nutrient cycling and soil fertility as affected by environmental conditions and crop management; assessment of the impact of agricultural and forestry production practices on soil, coastal wetlands, and surface waters; and development of environmentally sound and economically viable nutrient management practices for pastures, forests, and field crops in the tropics. He has traveled throughout the Philippines and Indonesia on several projects related to his work and did a sabbatical leave in the Philippines during 2001-2002. He received his Bachelor of Science in Agriculture, with high honors, in 1986 from UH Hilo. He received his Master of Science in Agronomy from Louisiana State University and his Doctor of Philosophy in Agronomy, with a minor in Animal Science, from the University of Florida. He has authored over 50 scientific articles and book chapters. His wife, Grenia, is a pediatric nurse originally from Cagayan de Oro, Philippines, and they have two children.

    Fostering Human Capital Development Through the Triple Helix Model of Innovation: Cases from Selected Local Colleges and Universities (LCUs) in Metro Manila Juvy B. Hermosura University of Makati (email: [email protected]) Abstract This study attempts to provide a modest contribution in the field of public administration by giving emphasis on human capital development which can be made possible through industry-academe-government collaboration otherwise known as the triple helix model of innovation. This model shows the dynamics arising from the interactions between the three principal institutional spheres in an economy – academe, government, and industry. The study examines the various partnership initiatives of identified Local Colleges and Universities (LCUs) in Metro Manila aimed at producing better quality graduates who can contribute to economic development. Using desk study and Key Informants Interview (KII) in gathering data, it was found out that LCUs are already into various engagements with the industry though still very limited as the usual partnership modes cited are on internship, scholarship, physical resources sharing, and faculty training. There are only few programs jointly designed by the university and industry with government participation but can be a good benchmark for other LCUs and local government units. The study draws the following suggestions for policy consideration: to promote triple helix model of innovation in human capital development programs; flexibility to design courses relevant to the community; government incentives for companies collaborating with universities; institutionalization of industry practitioners involvement in curriculum development; provision of timely and usable labor market data; and creation of LCUs particularly in the provinces and capacitating them using the triple helix model.
