    AN ANNOTATED GUIDE TO PHILIPPINE SERIALS THE CORNELL UNIVERSITY SOUTHEAST ASIA PROGRAM The Southeast Asia Program was organized at Cornell University in _the Department of Far Eastern Studies in 1950. It is a teaching and research program of interdisciplinary studies in the humanities, social sciences, and some natural sciences. It deals with Southeast Asia as a region, and with the individual countries of the area: Brunei, Burma, Indonesia, the Khmer Republic, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam. The activities of the Program are carried on both at Cornell and in Southeast Asia. They include an undergraduate and graduate curriculum at Cornell which provides instruction by specialists in Southeast Asian cultural history and present-day affairs and offers intensive training in each of the major languages of the area. The Pro9ram sponsors group research projects on Thailand, on Indonesia, on the Philippines, and on linguistic studies of the languages of the area. At the same time, individual staff and students of the Program have done field research in every Southeast Asian country. A list of publications relating to Southeast Asia which may be obtained on prepaid order directly from the Program is given at end end of this volume. Bringing such theory into reality, this issue of Volume 84 of the PHILIPPINE LAW JOURNAL (PLJ), indeed, encapsulates such adage, with its multifarious scope of articles that will surely spark the interest of every law student and scholar, and with its editors’ impressive discernment of what legal concepts and topics the legal community is hungry for. This issue, from cover to cover, is truly a testament to the reality that the study of law is as fascinating as it is far-reaching. The purpose of a law journal is to provide relevant legal analysis to its readers, and to focus on legal issues that are timely, and legal concepts that are innovative. At present, it is obvious that Filipinos are becoming more aware of the issues that beleaguer Philippine society, with the advent of the Internet, more efficient telecommunication facilities, more aggressive media practitioners, as well as the continuous work of numerous advocates of the freedom of information. Consequently, our people now have a firmer stand and learned opinion of the socio-political and economic concerns of the country such as economic inequities and social equality, regional conflicts and terrorism, globalization and human rights, social justice, and environmental degradation. The complexity of these issues and their significance underscore the need for more information materials to stimulate our people’s intellect and passion to participate in positive change. This issue of the PLJ remarkably addresses this demand, and effectively serves as a catalyst for a healthy debate on the subjects of the published articles.

    From Colonialism to Neoliberalism: Critical Reflections on Philippine Mining in the “Long Twentieth Century” Alvin A. Camba1 Preprint Version. The article can be found at: https://www.sciencedirect.com/science/article/pii/S2214790X15000507 Abstract Through an analysis of archival data and findings from interviews with industry leaders, I explore the genesis, rise, and fall of the various Philippine mineral regimes of the twentieth century. Specifically, I examine the background of successive and overlapping colonial and neocolonial powers in three eras: late colonial (1901–1941), national developmental (1945– 1964), and state authoritarianism (1965–1985). I also briefly examine the current neoliberal mineral regime (1986–present). I argue that, to date, capitalist enterprises and neocolonial powers have pursued two contradictory paths to extract precious (gold and silver) and base (chromite, iron, copper, nickel, magnesium, and ore) metals in the Philippines. On the one hand, mining companies appropriated expansive land, underpriced labor and inexpensive food to subsidize capital expenditure and mineral operations. The appropriation of basic inputs – or what is referred to as “cheap natures” – allowed these companies to reduce their sunken investments and operational costs. But on the other hand, as the sector developed more, it became increasingly difficult to appropriate such “cheap natures.” While initially profitable because of successful appropriation of “cheap natures,” companies eventually experienced decreasing returns because of the problems this caused. 1.
