Subject to Commission authorization, XO plans to discontinue the Affected Services on or after March 31, 2022, in the contiguous United States and Washington, DC.1 The Affected Services are not sold to residential or consumer customers, and these services are not voice services or plain old telephone service (“POTS”). Customers will be able to obtain alternative services and products from Verizon or other providers that may suit customers’ needs depending on the customers’ particular applications. 1 Modifications in service offerings for customers with existing contracts are subject to the terms of their contract or of the product guide. 1 Consistent with Section 63.71(a) and (c) of the Commission’s rules, XO provides the following information: 1. Name and Address of Carrier (47 C.F.R. §§ 63.71 (a)(1), (c)(2)): XO Communications Services, LLC XO Virginia, LLC One Verizon Way One Verizon Way Basking Ridge, NJ 07920 Basking Ridge, NJ 07920 2. Date of Planned Service Discontinuance (47 C.F.R. §§ 63.71(a)(2), (c)(2)): Subject to the Commission’s authorization, on or after March 31, 2022, XO will discontinue the Affected Services. 3. Points of Geographic Areas of Service Affected (47 C.F.R. §§ 63.71(a)(3), (c)(2)): Subject to the Commission’s authorization, XO will discontinue the Affected Services in the contiguous United States and Washington, DC. 4. Brief Description of Type of Service Affected (47 C.F.R. §§ 63.71(a)(4), (c)(2)): In February 2017, Verizon acquired XO, which provides various communications services to small and medium sized companies, enterprises, national and government customers, and other carriers, both on a managed and wholesale basis.2 XO does not provide mass-market retail services to consumers.3 The private line (also known as dedicated transport) services XO seeks to discontinue are: DS-1 Service is a point-to-point digital private line service. DS-1 service is a digital transmission facility of 1.544 Mbps with a capacity of up to 24 analog or digital channels. DS-1 Service is further described in XO’s Interstate Access Service Product Guide, Sec. 5. This service is also known as DS1 Non - Muxed; Local T1 Channelized DS1 24 channel; T-1; Local Access (LA) DS1 / Local Loop (LL) DS1; DS1 Muxed; Private Line Network Access DS1; DS1 Metro End Link DS1 Service; and DS1 National End Link. Fractional DS-1 Service is a point-to-point digital private line service with available speeds of 128 Kbps, 256 Kbps, and 384 Kbps. Fractional DS-1 Service is further described in XO’s Interstate Access Service Product Guide, Sec. 6. Alternative Services and Products: Customers today can obtain alternative services and products from Verizon or other providers that may suit customers’ needs depending on the customers’ particular applications. Possible alternative products and services include: Ethernet Access and Ethernet Private Line; Private IP (MPLS); Internet Dedicated Ethernet: Wavelength Services Solution; 4G LTE and 5G (where available). Verizon will work with affected customers to find suitable alternative solutions. 5. Brief Description of the Dates and Methods of Notice to All Affected Customers (47 C.F.R. § 63.71 (c)(3)): Customers that currently subscribe to the Affected Services were sent notices by U.S. mail on or before April 15, 2021. Representative copies of the notices are attached as Exhibit A. Separately, on or before April 15, 2021, copies of this Application were sent by U.S. mail to the governor and public utilities commission of each affected state, to federally-recognized tribal nations in each affected state, and to the Department of Defense Chief Information Officer, as required by Section 63.71(a) of the Commission’s rules. 3 6. Regulatory Classification of Carrier (47 C.F.R. § 63.71(c)(4)): XO is classified for regulatory purposes under the Commission’s rules as non-dominant with respect to the services to be discontinued.
