No. (078) 304-6693; PDEA Hotline – 09178128699 4 DRUG PERSONALITIES BUSTED IN TWO SEPARATE ANTI- ILLEGAL DRUG OPERATIONS IN CAGAYAN AND NUEVA VIZCAYA Elements of PDEA Regional Office 2 Northern Cagayan and Nueva Vizcaya Teams collared four (4) drug personalities in two separate buy-bust operations yesterday, February 7, 2017 at about 6:30 PM and 11:30 PM in San Antonio, Aparri, Cagayan and Barangay Roxas, Solano, Nueva Vizcaya respectively. DIR III LAUREFEL P. GABALES, MDM, Regional Director, PDEA Regional Office 2 identified the suspects as MARK B. ALLARIAO @ “NONOY” (Watchlisted), 42 years old, married, jobless and a resident of Maura, Aparri, Cagayan and ERWIN R. MERAM, 54 years old, married, former Jail Guard of the Provincial Jail and residing in San Antonio, Aparri, Cagayan. Confiscated from the suspects were two (2) pieces of small heat-sealed transparent plastic sachet containing white crystalline substance believed to be “Shabu” weighing MOL .10 gram with an estimated market value of One Thousand Three Hundred Pesos (Php 1, 300.00) and one (1) unit mobile phone. Meanwhile, PDEA Set Nueva Vizcaya arrested REX PASCUA y BUTAC and LEONORA SALVADORA y REYES after conspiring with each other in selling one (1) piece small heat-sealed of transparent plastic sachet containing white crystalline substance suspected to be “Shabu” worth Two Thousand Pesos (Php 2,000.00). Confiscated during the operation were one (1) piece small heat-sealed of transparent plastic sachet containing white crystalline substance suspected to be “Shabu” and assorted drug paraphernalia. Elements of PDEA Regional Office 2 conducted buy-bust operation at Purok 6, Sto. Domingo Proper, Bambang, Nueva Vizcaya on February 22, 2017 at about 11:00 in the morning which resulted in the arrest of MARVIN ABELLO y GONZALES, 44 years old, married, farmer and a resident of Purok 2, Sto. Domingo, Bambang, Nueva Vizcaya and ALAN ESTEBAN y MANUEL, 49 years old, also a farmer and a resident of Purok 4, Sto. Domingo, Bambang, Nueva Vizcaya. Both Abello and Esteban are in the PNP/PDEA Watchlisted Drug Personalities in the province of Nueva Vizcaya. Confiscated from the suspects were two (2) pieces of heat-sealed transparent plastic sachets containing white crystalline substance suspected to be Methamphetamine Hydrochloride known as Shabu weighing MOL 0.2 gram with an estimated market value of Two Thousand Pesos (Php2,000.00) and assorted drug paraphernalia. Gabales, MDM, Regional Director, PDEA RO2 identified the suspects as GENARO NARAG y RAMOS @ “JERRY”, 32 years old, tricycle driver and a resident of Annafunan East, Tuguegarao City; DANIEL BAUTISTA JR. y LANGCAY @ “JONG”, 26 years old, married and a resident of Annafunan East, Tuguegarao City and MARICRIS BAUTISTA y BALISI, 25 years old wife of Daniel. Confiscated from the said operation were two (2) pieces of heat-sealed transparent plastic sachets containing white crystalline substance suspected to be Shabu weighing MOL 0.01 gram with an estimated market value of Two Thousand Pesos (Php2,000.00) and suspected dried marijuana leaves wrapped in white stationery paper weighing MOL 4 grams with an estimated market value of One Hundred Pesos (Php100.00).     Cagayan Riverine Zone Development Framework Plan 2005—2030 Regional Development Council 02 Tuguegarao City Message The adoption of the Cagayan Riverine Zone Development Framework Plan (CRZDFP) 2005-2030, is a step closer to our desire to harmonize and sustainably maximize the multiple uses of the Cagayan River as identified in the Regional Physical Framework Plan (RPFP) 2005-2030. A greater challenge is the implementation of the document which requires a deeper commitment in the preservation of the integrity of our environment while allowing the development of the River and its environs. The formulation of the document involved the wide participation of concerned agencies and with extensive consultation the local government units and the civil society, prior to its adoption and approval by the Regional Development Council. The inputs and proposals from the consultations have enriched this document as our convergence framework for the sustainable development of the Cagayan Riverine Zone. The document will provide the policy framework to synchronize efforts in addressing issues and problems to accelerate the sustainable development in the Riverine Zone and realize its full development potential. The Plan should also provide the overall direction for programs and projects in the Development Plans of the Provinces, Cities and Municipalities in the region. Let us therefore, purposively use this Plan to guide the utilization and management of water and land resources along the Cagayan River. I appreciate the importance of crafting a good plan and give higher degree of credence to ensuring its successful implementation. This is the greatest challenge for the Local Government Units and to other stakeholders of the Cagayan River’s development.

OPENING REMARKS Provide any opening remarks that may assist in the review of this report. Civil society -non-government organizations and people’s organizations, together with the academe and the church- have long been in the forefront of environmental protection in the Cagayan Valley region since the 1990s. They were and still are very active in the multi-sectoral forest protection committee and community-based forest resource management (CBFM) activities. A shift towards a conservation orientation came as a natural consequence of the Rio Summit and in view of the observation that biodiversity conservation was a neglected component of CBFM. Aside from this, there began to be implemented in region 02 biodiversity conservation projects under the CPPAP- GEF, Dutch assisted conservation and development project all in Isabela and the German assisted CBFM and Conservation project in the province of Quirino. Alongside with this was the push for the corridor approach. The CEPF assisted project is a conservation initiative that has come just at the right time when there was an upswing of interest in Cagayan in biodiversity conservation and environment protection. It came as a conservation felt need for the province of Cagayan in view of the successful pro-active actions in the neighboring province of Isabela which led to the establishment of the Northern Sierra Madre Natural Park.

JICA selected and dispatched a study team headed by Mr. Hideki SATO of NIPPON KOEI Co.,LTD. (consist of NIPPON KOEI Co.,LTD. and NIKKEN Consultants, Inc.) to the Philippines, six times between March 2000 and December 2001. In addition, JICA set up an advisory committee headed by Mr. Hidetomi Oi, Senior Advisor of JICA between March 2000 and February 2002, which examined the study from technical points of view.

A case for violation of Section 5 (Sale) of RA 9165 is being prepared for filing in court. 2 WATCHLISTED DRUG PERSONALITIES ARRESTED IN SEPARATE BB IN APARRI After the arrest of a Watchlisted drug personality in Aparri last week, two more drug personalities are nabbed by PDEA RO II state agents together with star troopers of 17th IB, 5ID, PA, with the assistance of Aparri PS on November 9, 2017 in two separate anti-drug operations. At about 6:40 in the evening, state agents conducted buy-bust operation at Barangay Toran against JOHN PAUL GATOTOS y SIRIBAN,(watchlisted), 28 years old and single. Confiscated from the suspect was one (1) piece of heat-sealed transparent sachet with suspected shabu. Meanwhile, at about 7:00 o'clock in the evening, another team of state agents conducted buy-bust operation at Barangay Tallungan which resulted in the arrest of PHILIP MARCOS y BANASTAS after selling one (1) piece of heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu to a PDEA Agent who acted as poseur buyer.

BLANCO Of the Fish and Game Administration, Bureau of Science, Manila ONE PLATO In this paper is given the description of a new macrurus crus- tacean, Palasmon luzonemsis sp. nov. This commercial shrimp, known in Iloko as aramang. is taken in large quantities at the mouth of Cagayan River from August to January. A small drag seine (bannuar) is used in catching the aramang with the aid of a small boat (balasiany). The shrimps are usually dried in the sun along the beach, but during the rainy season they are generally salted and fermented into bagoony. The value of dried and salted products from the aramang fishery of Cagayan is estimated at 10,000 to 15,000 pe- sos ! annually. Dried aramang is packed in boxes or sacks and shipped to Manila and the Ilocos provinces, mostly by Chinese but also by a few Filipino dealers. From September to De- cember, 1937, about 720 cavanes, or 54,000 liters - of aramang, valued at 4,320 pesos, were shipped to Manila and the Ilocos provinces. So far there is 110 record of the value of dried ara- mang and bagoong made of aramang sold in the interior towns of Cagayan Valley.
