1 INTRODUCTION

1.1 WYG have been appointed by Banks Group to advise on the transport implications associated with a mixed-use allocation including up to 960 residential units, 8Ha of employment use and local retail on land east of Lady Lane (site reference H51) and east of Whinney Lane (site reference H70) in Harrogate. This report addresses the following issues:

i) Whether acceptable accesses to serve 960 homes off Whinney Lane and Lady Lane can be provided;

ii) Whether the allocations are in a sustainable location with regard to transport and accessibility. Suitability of Whinney Lane and the roads/ lanes leading to the A61 to accommodate the development generated traffic;

iii) Whether the likely impact of the development on traffic can be accommodated on the local roads within Harrogate; and

1.2 Control of Site H51 is split between Banks Group and Gladman Group. A co-operative approach to delivery of the development is envisaged by Banks Group and, this report will focus on the vision of the site that Banks Group have developed in consultation with Harrogate and County Council Officers and may therefore differ in some details from the vision developed by Gladman Group.

1.3 It is noted that the northern part of Site H70 is the subject of a planning application (ref 17/05595/OUTMAJ) which is supported by a Transport Assessment and Interim Travel Plan. The masterplan prepared for the comprehensive development of both H51 and H70, takes into account the planning application.

1.4 This report has been produced having due regard for policy and advice contained in:

• National Planning Policy Framework (NPPF) published by the Department for Communities and Local Government (DCLG) in March 2012.

• DCLG’s Transport Assessment and Travel Plan guidelines set out in Planning Practice Guidance.

2 EXISTING SITUATION

Site Location

2.1 The allocation site is currently situated on agricultural land, located on the south western side of Harrogate, on land at Whinney Lane and Lady Lane as shown at Figure 1, Appendix A. The roads surrounding the site are Beckwith Head Road to the northwest, Lady Lane to the west, Hill Top Lane to the southwest and Yew Tree Lane and Beckwith Road to the east.

Local Transportation Networks

Whinney Lane

2.2 Whinney Lane is a single carriageway road which has a north-east to south-west alignment between Pannal Ash roundabout in the north and a T-junction with Lady Lane and Hill Top Lane in the south. It has residential development on both sides of the road for the first 175m, south from Pannal Ash roundabout, then residential development only on the east side for a further 100m, thereafter the road is a rural character until the Squinting Cat public house where there is a small cluster of homes.

2.3 Whinney Lane has a variable carriageway width of between 5.0m and 5.5m, but has a centreline throughout. There is a footway on the western side with an approximate width of 1.0m separated from the carriageway by a 1.0m wide grass verge. There is grass verge on the east side of Whinney Lane which varies in width. There are no waiting restrictions on Whinney Lane except for the southernmost 350m which has At-Any-Time restrictions. From Pannal Ash roundabout, the road is subject to a 30mph speed limit for some 700m and is also lit by a system of street lighting. Further south, by the Squinting Cat, Whinney Lane has no street lighting and is subject to the National Speed Limit.

2.4 A traffic survey was undertaken on Whinney Lane in the vicinity of the proposed site access over a 7-day period commencing the 7th March 2015. An analysis of the survey results found the following:

Southbound Traffic

• The 7-day average flow for the 24-hour period was 371 vehicles;

• The average weekday AM peak hour flow was 98 vehicles, and the average weekday PM peak hour flow was 62 vehicles;

• Of these vehicles 91% were cars / LGV; and

• The 24hr weekday average 85th percentile speed was 42.3mph.

Northbound Traffic

• The 7-day average flow for the 24-hour period was 357 vehicles;

• The average weekday AM peak hour flow was 62 vehicles, and the average weekday PM peak hour flow was 55 vehicles;

• Of these vehicles 86% were cars / LGV’s; and

• The 24hr weekday average 85th percentile speed was 40.1mph.

2.5 The above information has been taken into account when considering the proposed site access arrangements from Whinney Lane.

Lady Lane/ Hill Top Lane / Hill Foot Lane

2.6 Lady Lane is an unlit, rural, single carriageway road which is subject to the national speed limit. It generally has a north-west to south-east alignment connecting to Beckwith Head Road/ How Hill Quarry Road junction in the north west to the Whinney Lane / Hill Top Lane junction. The carriageway has a variable carriageway width of between 4.5m and 5.4m with wide grass verges either side of the carriageway which range from between 0.9m and 3.8m wide along its eastern side and from 1.9m to 6.3m wide along its western side.

2.7 Hill Top Lane, later named Hill Foot Lane, is an unlit, rural, single carriageway road which has a variable carriageway width of between 4.1m and 5.5m. Hill Top Lane has a north to south alignment from the T-junction with Whinney Lane to Fall Lane which continues west to east as Hill Foot Lane. The road is subject to the national speed limit for 750m south of the Whinney

Lane T-junction which then changes to a posted 40mph speed limit for 860m. The speed limit then changes to 30mph through Burn Bridge village. Hill Top Lane forms the south-eastern continuation of Lady Lane to a mini-roundabout junction with Burn Bridge Lane on the outskirts of Burn Bridge village. Burn Bridge Road has traffic calming in the form of speed cushions from the mini-roundabout junction with Hill Foot Lane to the mini-roundabout with Malthouse Lane. Burn Bridge Lane forms a T-junction with the A61 to the south of Burn Bridge village which provides a route to Leeds.

Beckwith Head Road

2.8 Beckwith Head Road is a rural single carriageway road with a carriageway width of approximately 5m and approximately 4 – 5m wide grass verge on either side from Lady lane to its junction with Cardale Park, the western access to the Central House Technology Park. From its junction with Cardale Park, Beckwith Head Road has a 5.5m wide carriageway with a grass verge and footway on its east side and a grass verge along its west side.

2.9 Beckwith Head Road forms a cross road junction to the north with the B6162 Otley Road and Crag Lane. At its southern end it also forms a cross road junction with Lady Lane/Howhill Quarry Road and a private road.

2.10 Beckwith Head Road is subject to a speed limit of 40mph and has a weight restriction prohibiting vehicles of over 7.5T MGVW, except for access, south of its junction with Cardale Road.

Beckwith Road

2.11 Beckwith Road forms the western arm of the Pannal Ash roundabout which runs in a north west to south east alignment to form a priority junction with the B6162 Otley Road. It has residential development on both sides of the road and is a bus route. Beckwith Road is a street-lit, single carriageway road with a carriageway width of approximately 7.3m and 2.0m wide footway on both sides. There are no waiting restrictions on Beckwith Road and it is subject to a 30mph speed limit with traffic calming along the route in the form of speed cushions.

Pannal Ash Road

2.12 Pannal Ash Road forms the northern arm of the Pannal Ash roundabout and runs broadly northwards to a signalised crossroads junction with the B6162 Otley Road and Manor Drive. Pannal Ash Road has residential development on both sides of the road and serves Rossett Sports Centre, Rossett Acre Primary School and . It is a bus route and, in part, a cycle route. The road has a carriageway width of approximately 6.1m and 2.0m wide footway on both sides for most of the route and at least on one side for the full length.

2.13 There are no waiting restrictions on Pannal Ash Road and there is white edge of carriageway lines along both sides of the road. Pannal Ash Road is subject to a 30mph speed limit for 340m from its junction with Otley Road to Rossett Holt Drive and then subject to a 20mph speed limit for 640m to Pannal Ash roundabout, including Rossett Acre Primary school. There is a Puffin pedestrian crossing at the entrance to Rossett Acre Primary school, Rossett School and Rossett Sports Centre.

Green Lane

2.14 Green Lane forms the eastern arm of Pannal Ash Roundabout and has a north-west to south­ east alignment from the roundabout to a priority junction with Leadhall Lane. It is largely residential in character, but serves Rossett School, a local secondary school for around 1,400 pupils, on the north side adjacent to the roundabout, and Ashville College, an independent school for around 500 pupils between the ages of 4 and 18.

2.15 The road is a street-lit, single carriageway road with a typical carriageway width of 7.3m. There is a continuous 1.5m wide footway along the south side of the road, and a similar width footway on the north side between Pannal Ash roundabout and Rossett School. There are no waiting restrictions on Green Lane, except for No Stopping outside the Rosset School and Ashville College entrances, and it is subject to a 30mph speed limit.

Yew Tree Lane

2.16 Yew Tree Lane has a north-east to south-west alignment from the Pannal Ash Roundabout to form a mini-roundabout with Burn Bridge Road and Spring Lane. Approximately 1km of the northern section of Yew Tree Lane has residential development on both sides, with an access to Ashville College car park, and Ashville College sports fields, with 700m of the southern

section being rural in character, before entering Burn Bridge village. The residential section of Yew Tree Lane is a street-lit, single carriageway road with a typical carriageway width of 6.0m with 2.0m footway on both sides for 650m and continues on the east side with a varied width.

Burn Bridge Road

2.17 Burn Bridge Road runs generally south east from its mini-roundabout junction with Yew Tree Lane, past a mini roundabout junction with Hill Foot Lane through Burn Bridge to a junction with the A61. The route is a single carriageway road with a 30mph speed limit. The residential section of the route has carriageway widths of approximately 5.6m, with 1.5m wide footways to the eastern side.

2.18 There is traffic calming on the route with speed humps, a chicane south of the junction with Malthouse Lane and a pinch point by the Black Swan pub with priority for northbound traffic. Footway provision terminates to the south of the pinch point.

2.19 The remainder of the route is approximately 800m long and rural in nature, is unlit with carriageway widths of approximately 5.2m wide, with hedgerows on both sides of the route. The route terminates at the give-way junction with the A61 where a right turn ghost island layout is provided.

B6162 Otley Road

2.20 The B6162 Otley Road has a broadly east to west alignment which begins at the A61 Leeds Road/ A6040 York Place roundabout. To the west, the B6162 Otley Road meets a roundabout with Pot Bank where the B6162 then continues southwards through Leathley where it is named the B6161 Leathley Lane. From this point, the B6162 continues eastwards to form a priority junction with the A658 north of Pool in Wharfedale.

2.21 Within the Harrogate built-up area, the B6162 Otley Road serves mainly residential areas of Harrogate from a number of priority junctions, as well as the RHS Harlow Moor Gardens, andCardale Park – a major employment area. Within Harrogate, the B6162 is street-lit, has a typical carriageway width of 7.3m with 2.0m-3.0m wide footway on the south side with 1.5m­ 1.8m wide footway on the north side and is a bus and cycle route. On the south side of the B6162, there are areas of residential on-street parking separated by double yellow line waiting restrictions, which are more extensive on the north side. The B6162 has a posted speed limit

of 30mph within Harrogate which changes to National Speed Limit, some 25m west of the Beckwith Head Road junction.

A61 Leeds Road

2.22 The A61 Leeds Road is located to the east of the site provides a direct route to Harrogate town centre. To the north of Harrogate the A61 provides a route towards the A1(M) and Ripon/ Thirsk and to the south it provides a route towards Leeds.

2.23 Leeds Road is a wide single carriageway, although it does widen to two lanes on the entry/ exits to its junction with Leadhall Lane after which it reverts to wide single carriageway towards the centre of Harrogate. Wide footways are provided on both sides of the carriageway with some sections of verge provided on the west side of the carriageway. It is streetlit and is subject to a 30 mph speed limit.

Public Rights of Way and Cycle Provisions

2.24 Within the vicinity of the two sites there are a number of footways and bridleways that provide existing routes across the sites. There is a right of way that runs east-west across site H51 connecting Lady Lane in the west with Whinney Lane in the east. There are also rights of way that pass through site H70 between Whinney Lane in the west and Yew Tree Lane in the east. There is also an existing right of way that passes adjacent to the allocation boundary for site H51, which runs between the eastern end of Whinney Lane and Larkfield Road to the north of the site.

2.25 The above routes would be incorporated into the site layout where possible and would enhance the proposed pedestrian access measures by providing links to the surrounding network.

2.26 The Harrogate Ringway runs to the south of the site and is a 20-mile circular walking route around Harrogate, with 3-4miles of the route being on country lanes and pathways. The route is accessible from Yew Tree Lane and connects to Hill Top Lane, approximately 300m south of the public right of way which runs along the rear of H70. To the north, connections to the B6162 Otley Road can be made, and to the south, the public right of way routes to Pannal before following a route around the town with connections to other rights of way from this route to the wider areas of Harrogate available. The route also provides a connection to the

Knaresborough Round route to the north-eastern side of Harrogate. The existing walking catchment in the vicinity of the site is shown in Figure 2 in Appendix A.

2.27 There is a local cycle route which provides access to the National Cycle Route 67 (NCN67) that is accessible from St. George’s Road, Westbourne Avenue, Alderson Road and St.James’ Drive. NCN67 is situated to the east of the site and can be accessed via the existing footway provisions, through on road-cycle access and via the public right of way routes. This route runs locally from Ripley along the Nidderdale Greenway to the north of Harrogate before continuing through the town, past the showground and southwards towards Wetherby where it links to the wider national cycle network.

2.28 National Cycle Route 636 is situated to the north east of the site and runs between Harrogate and Knaresborough and is approximately 4 miles in length. The route is a combination of urban / rural and runs along Bilton Lane, commencing at Dragon Cycleway and provides a link between the two towns without the requirement to use the A59. The potential cycling catchment from the site is shown in Figure 3 at Appendix A.

Public Transport

2.29 The nearest bus stops to the two sites are situated to the north and to the east of the development sites and can be seen in Figure 2 of Appendix A.

2.30 A bus stop is located on Pannal Ash Road 60m north of the roundabout junction with Yew Tree Lane. This stop is approximately an 800m walk from the centre of the two sites. This stop is a flag stop, with timetable information with no bus stop lay-by or cage provisions and no existing shelter or access provisions. This stop is serviced by bus numbers 6 and X6 operated by Transdev.

2.31 Another bus stop is provided on the eastbound approach to the roundabout junction on Beckwith Road and is approximately 750m walk distance from the centre of the two sites. This stop is also a flag sign with timetable only with no shelter or access provisions currently in place. This stop is serviced by bus numbers 6 and X6 operated by Transdev.

2.32 The services available from these stops are discussed in more detail in Section 4 of this report.

Extant Planning Permissions

2.33 Based on discussions with NYCC we are aware of two sites that should be considered as committed developments, which are likely to have a cumulative impact on traffic flows in the area. The sites comprise:

• Bluecoat Park (Ref: 15/00798/EIAMAJ): A development of 450 houses with mixed use local centre (including primary school); and

• Police Training Centre (Ref: 14/02970/FULMAJ).

2.34 The cumulative impact of these developments would need to be considered as part of any planning application associated with sites H51 and H70.

2.35 In addition to the above schemes that have been identified through discussions with NYCC there is currently a planning application submitted for 130 residential units on part of site H70 (Application Ref. 17/05595/OUTMAJ). The combined impact of this application and the rest of the allocation sites is considered later in the report.

Planned Transportation Schemes

2.36 A number of junctions in the vicinity of the proposed allocation are identified as requiring improvement measures in the January 2018 Draft Harrogate Infrastructure Delivery Plan (IDP) in order to accommodate draft Local Plan allocated sites. These junctions include:

• A61 Leeds Road/ Hookstone Road traffic signals

• A61/ Station Road Pannal

• B6162 Otley Road/Crag Lane junction upgrade

• B6162 Otley Road/ Pot Bank roundabout

2.37 The above schemes are classified as ‘critical’ in the IDP with funding to be provided by developers, although the allocations considered in this report are not specifically identified in relation to the above junctions. It is therefore assumed that a contribution towards any proposed improvements would be required for the proposed allocation based on its

proportional impact, along with other allocated sites. Further consideration is given to the impact of the allocation on the network in Section 6 of the report.

2.38 In addition to the schemes identified in the IDP a number of other highway schemes have been identified as part of the National Productivity Investment Fund (NPIF) bid submission by NYCC which includes a range of improvements in West Harrogate including the Otley Road corridor and A61/ Burn Bridge Road junction. If the funding bid is successful the schemes would be implemented between 2018 – 2020.

2.39 It is also understood that NYCC are currently considering the need for a comprehensive package of sustainable transport measures to support local plan allocations in Harrogate, however the results of this review are not expected to be available until summer 2018.

3 SITE ACCESS

Concept

3.1 The Concept Masterplan layout for the allocation is shown in the Pegasus Design drawing included at Appendix A and comprises residential development to the east of Whinney Lane, residential development between Lady Lane and Whinney Lane and employment areas adjacent the northern boundary of the allocation.

3.2 The concept for highways access is to focus access to the majority of the housing areas into one principle access point, off an improved Whinney Lane in order to minimise impacts and changes to the character of the rural roads to the south of the site. There are opportunities for secondary accesses to the west and east although the location and capacity of these may be restricted by the geometry of the road and impact on the existing residential areas.

3.3 The proposed employment should be considered as an extension of the existing, accessed solely off Beckwith Head Road and the A61, in order to limit impacts of peak hour traffic and HGV’s on the more residential character roads within and to the east of the site. Ideally a bus only connection will be made to Beckwith Head Road via the employment land in order maximize the operation and long term viability of a high quality service serving both employment and residential. Should such a link not be possible then this may require linkage via the north western section of Lady Lane. in order to the in the form of a roundabout. These concepts are shown on the Concept Masterplan and discussed in more detail below.

Vehicle Access

3.4 The residential parts of H51 and the whole of H70 would be accessed via a 32m compact 4­ arm roundabout junction onto Whinney Lane to serve the residential areas of the allocation. The proposed site access junction layout is shown on WYG Drawing A081951-3/C005 in Appendix A. The junction layout has been designed to provide access to the recent planning application on site H70, whilst also accommodating access to serve the H51 allocation at a later date. The roundabout both provides the entrance feature to the site, with the opportunity to create a strong sense of place, and provides a natural end to the more urban form of the improved Whinney Lane.

3.5 The existing carriageway width on Whinney Lane is currently between 5.0m and 5.5m wide. To accommodate future bus access it will be widened to 6.5m, as per the Local Distributor Road type in the NYCC Design Guide, adjacent to the allocation site frontage. This would be provided as part of the current planning application 17/05595/OUTMAJ on site H70, should it receive planning approval. The proposed bus route within the site would also be designed to appropriate standards.

3.6 The proposed site access junction drawing also shows the provision of a new half width bus layby on Whinney Lane adjacent to the roundabout junction. Additional bus stops would also be provided within the development in order to accommodate provision of bus services through the site.

3.7 The employment area would be accessed via a separate access onto Beckwith Head Road via the Beckwith Knowle site. This access would connect to the residential areas of H51 but access would be limited to buses, pedestrians and cyclists so that the employment/ industrial traffic is clearly separated from the residential areas. This link would also enable extension of planned bus services serving the Bluecoats development through the site, providing a higher quality service throughout the area and enhancing its long-term viability.

Pedestrian/ Cycle Access

3.8 The location of the site provides significant opportunities to connect and enhance existing pedestrian and cycle linkages in the surrounding area, with a specific focus on Whinney Lane. In developing the masterplan for the allocation site a movement strategy has been developed for access by sustainable modes, which considers both routes within the allocation site and linkages to existing routes and facilities in the surrounding area and beyond such as Harrogate Town Centre and Hornbeam Park railway station.

3.9 The Movement Strategy is shown at Figure 19 in Appendix A for the masterplan, and for the wider area at Figure 20. The main features of the strategy are north/south pedestrian-cycle link between Lady Lane and Beckwith Road, and east/ west pedestrian-cycle connection between Yew Tree Lane and Beckwith Head Road, and an east/west bus link between Whinney Lane and Beckwith Head Road.

3.10 On the west side of Whinney Lane an improved 2m footway is provided to tie-in to the existing footway provision opposite Castle Hill Drive. This will form the key pedestrian route to schools

and the local facilities and may justify providing a formal crossing on this major desire line. A 2m footway is also provided to the north of the access on the east side of Whinney Lane to its tie-in point with the existing footway provision to the south of Castle Hill Drive.

3.11 Refuge splitter islands are to be provided on each arm of the roundabout to facilitate pedestrians crossing Whinney Lane and the site access.

3.12 In addition to the proposed pedestrian access measures provided at the main site access junction on Whinney Lane, as well as the existing public rights of way, a number of other pedestrian access points would be provided as part of the Masterplan proposals. These include additional pedestrian accesses onto Whinney Lane to the south of the site access junction, and a separate pedestrian route and access onto Beckwith Head Road.

3.13 The concept masterplan layout provides a network of routes for pedestrians and cyclists within the site to accommodate both east-west and north-south movements within and through the site. These routes also provide connections to the surrounding network in order to accommodate pedestrian and cycle trips to local facilities and the wider network.

3.14 The masterplan layout provides a number of access points for cyclists on Whinney Lane, Lady Lane Beckwith Head Road and Larkfield Road. These provide a range of connection points to the surrounding network providing a permeable layout within the allocation site.

3.15 Beyond the site the proposed cycle provision connects to existing routes towards central harrogate to the north and east of the site as well as adjacent employment areas. Routes to the east of the site via Whinney Lane and Yew Tree Lane provide access to surrounding schools, residential areas and also to Hornbeam Park Rail Station and Business Park.

Conclusion

3.16 Suitable access arrangements for vehicles, including public transport, pedestrians and cyclists, which are acceptable in transportation terms, could be provided to sites H51 and H70.

4 SITE ACCESSIBILITY

4.1 At bullet 11 of paragraph 17 NPPF explains planning “should make the fullest possible use of public transport, walking and cycling” and in paragraph 10 it advises “plans and decisions need to take local circumstances into account, so they respond to the different opportunities for achieving sustainable development in different areas”.

4.2 A Movement Strategy has been devised to assess the local opportunities to maximise access by walking, cycling and by public transport. The Movement Strategy has been discussed with Harrogate BC and NYCC, who are developing a range of sustainable transport improvements to facilitate the local plan.

Walking

4.3 WYG have analysed walking for all purposes as the main mode of travel (from home) by interrogating data collected through the 2010 National Travel Survey (NTS), to calculate the average and 85th percentile distances travelled.

4.4 The analysis has revealed the average distance people walk is 1.2km and the 85th percentile distance is 1.95km. The NTS data is available on request.

4.5 Accessibility on foot from the development site to local facilities and amenities within the 1.2km and 1.95km walk distances has been assessed. These have been assessed with due consideration to the local public rights of ways, the existing pedestrian connections discussed in Chapter 2 and the proposed pedestrian access arrangements identified in Chapter 3. The pedestrian catchment from the site is shown in Figure 2 in Appendix A.

4.6 The internal footway networks on both sites would connect to the proposed 2m wide footways running from the site accesses northbound along both sides of Whinney Lane as discussed in paragraph 3.6. This would provide the main focus for pedestrian routes from both sites to local schools and facilities in the Pannal Ash area.

4.7 There are existing public rights of way which provide routes between Whinney Lane and Yew Tree Lane. The footway network within the development could link directly onto this right of

way connecting into the existing footway network on Yew Tree Lane and on to the wider right of way routes from this point.

4.8 At the Pannal Ash roundabout, there are currently dropped kerbs and tactile paving on Green Lane and Pannal Ash Road crossing points. To further facilitate movements across the junction there is potential to provide a pedestrian crossing refuge by extending the existing splitter island into the area of hatching on the approach from Beckwith Road, with dropped kerbs and tactile paving provision provided on the approaches. This will facilitate movements to the eastern side of Pannal Ash Road and to the northern side of Beckwith Road where there are existing bus stops as well as providing accessible routes towards the schools and facilities situated along these routes.

4.9 On Pannal Ash Road there is a signalised pedestrian crossing at the junction with the Rossett School site access allowing controlled pedestrian movements across the carriageway and access from the existing bus stop to the south of the access junction.

4.10 The nearest primary school is Rossett Acre Primary School which is approximately 1.1km from the centre of the site in a northbound direction via Whinney Lane and Pannal Ash Road. This school is accessible via the existing pedestrian network and the proposed footway along the eastern side of Whinney Lane.

4.11 Rossett School is the nearest secondary school with a sixth form and is situated to the northern side of Green Lane. This school is approximately 950m from the centre of the site via Whinney Lane. This school is accessible via the existing pedestrian network and the proposed footway along the eastern side of Whinney Lane. There is also a public footpath between Whinney Lane and Yew Tree Lane, and a public footpath between Yew Tree Lane and Green Lane, which could be used to facilitate access to the school.

4.12 Ashville College, an independent school, is located to the south east of the development between Yew Tree Lane and Green Lane, with the primary access being from Yew Tree Lane. This site can be accessed within approximately 800m walking distance through the existing right of way to the rear of the site in conjunction with the existing footway provisions.

4.13 Both the Stagecoach Harrogate Theatre Arts School and the Rossett Sports Centre are located to the north of the proposed development to the rear of the Rossett School. The Theatre Arts School provides opportunities for 14-18 year olds to participate in drama, music and theatrical

classes. The Sports Centre provides access to a range of indoor and outdoor sporting facilities including tennis pitches, gymnasiums and artificial sports pitches. These sites are approximately 1.2km north of the site via Whinney Lane.

4.14 The nearest convenience store is the Pannal Ash Convenience Store located south east of the site to the east of the junction with Yew Tree Lane and Rossett Green Lane. Although the store is not within accessible walking distance via Whinney Lane, using the existing public right of way which runs through the old Police College to Yew Tree Lane, the store can be reached within approximately 900m-1.0km walking distance in conjunction with the existing footways provided along Yew Tree Lane.

4.15 In addition to off-site facilities local retail facilities are also proposed as part of the site allocation and would be within walking distance of the site as well as adjacent residential and employment areas.

4.16 The Squinting Cat is the nearest public house which also offers a restaurant. The site itself is situated to the south of the proposed development boundary and is within close walking proximity within approximately 750m via Whinney Lane.

4.17 There are therefore a number of local education, employment, retail, health and community facilities which could be reached on foot from the development site and pedestrian access will be facilitated by the opportunities identified in the Movement Strategy. These include Cardale Park located to the north of site H51.

Cycling

4.18 WYG have analysed cycling for all purposes as the main mode of travel (from home) by interrogating data collected through the 2010 NTS, to calculate the average and 85th percentile distances travelled.

4.19 The analysis has shown that the average distance people cycle is 4.3km and the 85th percentile distance is 7.25km. The NTS data is available on request. Figure 3 in Appendix A shows the extent of the cycling catchment from the site.

4.20 Residents at the development site could cycle to a wide range of education, employment, retail, health and community opportunities, some of which they may view as beyond a

reasonable walk distance. A 10-minute bike ride (5km) reaches all of those destinations which are within a 25-minute walk (2km).

4.21 To the north-east of the site, all of Harrogate Town Centre is accessible within the 85th percentile cycling catchment. Within this catchment access to additional education facilities can be reached which includes , St John’ Fisher Catholic High School and St Aiden’s Church of High School in addition to further retail and employment opportunities both within the town centre.

4.22 To the south, Pannal and Burn Bridge can also be reached where there are a number of additional food-stores and local shops including a Co-op Food-store as well as Pannal Primary School also being accessible within approximately 3.5km.

4.23 In addition to education and retail facilities, healthcare is accessible within a 5km cycle catchment with the nearest doctors’ surgery being Leeds Road Surgery, with Harrogate District Hospital also being accessible within the catchment area.

4.24 At the outermost extents of the cycle catchment, further access to retail opportunities is available which includes Harrogate Retail Park, situated to the north of the site where there is a B & Q and Pets at Home store. Plumpton Retail Park is located to the north-east of the site where a Morrison’s, Homebase and PC World are situated along with a number of smaller retail units.

4.25 Hornbeam Park Railway Station is situated south of Hookstone Road and is accessible within a 3km cycle ride from the centre of the site and has cycle storage facilities. Rail services from Hornbeam Park include those to Leeds, Knaresborough and York. The allocation would provide enhanced cycle facilities between the site and Hornbeam Park by connecting with existing cycle routes in the vicinity of the site and station.

4.26 There are therefore a range of education, employment, retail, health and community opportunities which could be reached by bike from the development site and cycle access will be facilitated by the opportunities identified in the Movement Strategy.

Public Transport

4.27 Walking distances have been analysed for those trips where walking was the 1st stage mode of travel and bus was the 2nd stage mode of travel. The NTS data from 2002 to 2012 was used to calculate the average and 85th percentile walking distances to a bus stop. The analysis showed that, outside of London, the average distance people walk to a bus stop is 580m and at the 85th percentile people walk 810m. However, North Yorkshire County Council accessibility guidance advises a walk distance to a bus stop of 400m.

4.28 The nearest existing bus stops to the two development sites are shown on Figure 2 in Appendix A and are located on Beckwith Road and Pannal Ash Road.

4.29 The bus stop located on Beckwith Road is 820m walking distance from the centre of the site, with the bus stop on Pannal Ash Road an approximate 775m walking distance, both of these stops are served by the No 6 and X6 services. Although these stops are beyond the normal target distance of 400m, they are within the 85th percentile walking distance recorded in the NTS data. Both stops have a flag / pole design with timetable information provided.

4.30 Table 4.1 below summarises the local bus services.

4.31 Bus services number 6 and X6 services offer regular and frequent journey opportunities to Harrogate Town Centre where local facilities can be accessed, with the X6 providing a frequent service to Cardale Park which is situated to the southern side of the B6212 to the north west of the development.

4.32 To provide an acceptable level of access to public transport services it will be necessary to provide a bus with a 30-minute service frequency directly to serve the proposed housing sites so that all parts of the development are within a reasonable walking distance of a bus stop.

4.33 This level of service could be achieved via an extension of the 6/X6 service or a new service between Harrogate town centre and the site via the site as shown on the Movement Strategy. From discussions with Transdev it is understood that there is limited scope to extend the existing services in the vicinity of the site due to the introduction of electric vehicles on these routes and restrictions of the existing timetable. It is therefore likely that additional vehicles would be required in order to extend the routes to serve the site whilst maintaining the existing service frequencies on these routes.

4.34 The layout of the Concept Masterplan for the allocation provides an appropriate route for bus services from the site access with Whinney Lane through the residential and employment areas to Beckwith Head Road. Improved infrastructure would also be provided through enhanced bus stop provision within the site in order to ensure that all areas of the site were within 400m of a bus stop. The proposed provision for bus services within the allocation site would not prejudice provision of improved services to the adjacent Bluecoats development site, should this be required at a later date.

Conclusion

4.35 The development site is accessible on foot or by bike to a range of local destinations via the existing network of paths and routes. The existing pedestrian and cycle network would also be enhanced by the proposed masterplan and Movement Strategy for the site and enhanced pedestrian/ cycle linkages.

4.36 Current bus services operating in the vicinity of the site provide an appropriate level of service, however existing stops are not located within an appropriate walk distance from the whole of the allocation site. It is therefore likely that an extension of the existing 6/X6 services would be required in order to provide an appropriate level of service that is accessible from the whole of the allocation site.

5 TRIP GENERATION AND ASSIGNMENT

5.1 In order to consider the potential impact of the H51 and H70 allocation sites on the surrounding network a trip generation exercise has been carried out and the proposed development traffic has been assigned onto the surrounding highway network. The results of this assessment are summarised in the following sections.

Residential Trip Generation

5.2 A comparison of trip rates from the Harrogate Transport Model has been carried out with trip rates obtained from the TRICS database.

5.3 The TRICS database has been used to derive suitable trip generation rates for the proposed residential use. Trip rates have been derived for typical weekday AM and PM peak periods.

5.4 The following criteria were applied to the TRICS category “Houses Privately Owned”:

• Sites in London, Republic of Ireland, Northern Ireland or Highlands were excluded.

• Town Centre, Edge of Town Centre and Neighbourhood Centre sites were excluded, leaving Suburban and Edge of Town sites.

• Only surveys carried out on a weekday were included.

• Only sites in excess of 30 dwellings were included.

• Only the most recent survey was included for each site.

5.5 A total of 25 sites remained in the dataset based on the above parameters. Average vehicle trip rates from the sample for the AM and PM peak hours are respectively shown at Table 5.1, together with the predicted traffic generated by 960 homes. TRICS output files are in Appendix B.

5.6 As a comparison trip rates for residential developments adopted in the Harrogate Transport Model have also been considered and the trip generation for 960 units. The Harrogate model trip rates and trip generation are summarised in Table 5.2.

5.7 For consistency the trip rates from the Harrogate Transport Model have been adopted in order to consider the potential impact of sites H51 and H70 on the wider network. It is noted that the TRICS trip rates have recently been accepted by NYCC for the residential application on part of the H70 site.

Employment Trips

5.8 The trip rates for the employment area were taken from Beckwith Knowle planning application (Ref. 16/01067/OUTMAJ) which has the same range of land uses to those envisaged on the allocation site. The site area provided for employment use is approximately 8Ha and the overall GFA of the employment area is assumed to be 26,667sqm (based on one-third of the site area). The trip rates and generated traffic are shown at Table 5.3.

Residential Assignment

5.9 To more accurately assign the traffic generated by the proposed residential allocation we have taken into account different routing for work based, education based on other trip purposes to produce a layered assignment.

5.10 The trip generation rates adopted are for 08:00 to 09:00 and 17:00 to 18:00, and so data for these time periods from the National Travel Survey (NTS) has been reviewed.

5.11 Typically, journeys for work purposes comprise two-thirds of all vehicle trips during both the AM and PM peak periods. The remaining journey purposes are made up of education trips in the AM peak and other trip purposes such as shopping/ leisure in the PM peak.

5.12 Table 5.4 below distributes the traffic generated by the proposed residential allocation between the main journey purposes for the AM and PM peak hours separately.

Residential Journeys to Work

5.13 Work-related vehicle trips generated by the proposed development have been distributed on the local road network using the Census 2011 data for car-based trips among residents of the Harrogate 020 Middle Super Output Area (MSOA), in which the development is located, to workplace destinations.

5.14 Figure 4 in Appendix A diagrammatically shows the potential route choices available from the proposed development. The numbers of residential trips for Journeys to Work at Table 5.4 have been distributed on the surrounding road network using the assignment shown at Figure 5, which results in the AM and PM peak flows shown in Figures 6 and 7.

Journeys for Education

5.15 The majority of education vehicle trips will be made to Rossett Acre Primary School (70%), which is the nearest primary school to the site, and 10% have been assigned to Pannal Community Primary School. All high school vehicle trips have been equally split between Harrogate High School and Rossett Academy School (20%).

5.16 Figure 8 in Appendix A shows the Education-based assignment for the site, and Figure 9 in Appendix A shows the resulting traffic generations during the AM peak hour.

Journeys for Other Purposes

5.17 Trips for other purposes combine a range of journey purposes, however for the most part it is reasonable to assume these trips are to/ from facilities in nearby local centres and retail parks.

5.18 To the north-east of the site, within a 1½ mile drive, Harrogate Town Centre provides a wide range of shops, facilities and services.

5.19 To the east of Harrogate Town Centre there is a large Asda store on Dragon Road and Odeon Cinema on Station Avenue, both of which can be reached within an approximate 1½ to 2-mile drive of the development site.

5.20 To the north of Harrogate Town Centre Harrogate Retail Park includes a range of shops, including a DIY outlet and Pet Store etc. Harrogate Retail Park can be reached via an approximate 2½ to 3 miles from the development site. East of the site, Plumpton Retail Park is

also accessible from Hookstone Chase, via a 3-mile drive, and offers a Morrison’s supermarket as well as a number of DIY & computing shops.

5.21 The following splits have been assumed for “other” trips to/ from the above destinations:

• Local facilities in Harrogate Town Centre - 40%.

• Asda and Odeon Cinema – 30%

• Harrogate Retail Park - 10%.

• Plumpton Retail Park – 20%.

5.22 The number of vehicle trips for other journey purposes presented at Table 5.4 has been assigned on the surrounding road networks using the PM peak distribution shown at Figure 10, which results in the other journey type trips shown at Figure 11. The total residential development trips are shown in Figures 12 and 13 for the AM and PM peak periods.

Employment Assignment

5.23 The employment use trips have been distributed on the local road network following the same methodology as that in the Beckwith Knowle planning application and the distribution is summarised in Table 5.5.

5.25 Figure 17 in Appendix A shows the total numbers of vehicle trips for all journey purposes generated by the allocation during the AM peak hour. Figure 18 in Appendix A shows the total number of generated vehicle trips in the PM peak.

6 TRAFFIC IMPACTS

6.1 Based on the traffic flows generated by the proposed allocation, as set out in Figures 17 and 18, the following is a list of the primary locations on the surrounding network where the potential impacts of development traffic would need to be considered:

6.2 Further traffic data is needed before a full judgement can be made of the likely level of impact, due to the specific developments and the cumulative effects of the overall local plan strategies in order to confirm if, and what, mitigation measures may be needed.

6.3 However, an assessment of the impacts of the proposed local plan allocation sites has been undertaken by Jacobs on behalf of Harrogate Borough Council using the Harrogate District Transport Model and further consideration is given to the model outputs below.

6.4 Initial assessments of the impacts of the proposed allocations were carried out in October 2016 using the Harrogate District Transport Model with further testing carried out in January 2018 to consider a number of additional development sites.

6.5 The model area covers the local network adjacent the H51 and H70 sites, including the Whinney Lane, Lady Lane, Beckwith Road, Beckwith Head Road and Pannal Ash Road links.

6.6 In each of the modelled scenarios considered in 2016 the Harrogate Transport Model identified a number of the junctions at paragraph 6.1 above as being impacted as a result of the allocated sites. Further testing has also been carried out in January 2018, with additional development sites, and this has confirmed the impacts on the adjacent network identified in the 2016 assessments.

6.7 Whilst the modelling carried out by Jacobs identifies impacts at a number of junctions on the surrounding network it has also identified potential mitigation schemes in order to offset the impacts of the allocated sites. Additionally, junction improvements have been identified in the Infrastructure Delivery Plan in order to accommodate the draft site allocations.

6.8 It is therefore considered that further detailed assessment would be required in order to identify the impact of the proposed allocation on the wider network, however the proposed mitigation identified in the Harrogate Transport Model reports, and other potential improvements on the local network that are identified in the Infrastructure Delivery Plan or currently seeking alternative funding, would help to mitigate any impacts as a result of the H51 and H70 allocations.

Conclusion

6.9 The impact of the proposed allocation on the surrounding road network has been identified, but at this stage further detailed traffic modelling would be required to identify whether mitigation works will be needed and the type of improvements necessary. However, mitigation measures to accommodate the proposed site allocations have been identified by modelling undertaken by Harrogate Borough Council and a number of other highway schemes that would improve the operation of the surrounding network are also currently seeking funding.

7 SUMMARY

7.1 WYG have been appointed to assess the transport implications of a mixed use allocation of sites H51 and H70, including up to 960 homes, on land to the east of Lady Lane and east of Whinney Lane in Harrogate with particular consideration given to access, potential impacts on local roads and the accessibility of the site.

7.2 The proposals include the provision of a new site access junction onto Whinney Lane via a 4­ arm roundabout in order to serve the majority of the allocation. The proposed roundabout both provides both the entrance feature to the site, with the opportunity to create a strong sense of place, and provides a natural end to the more urban form of the improved Whinney Lane.

7.3 A separate access would also be provided to serve the proposed employment uses via Beckwith Head Road as well as a bus only link between the residential and employment areas in order to accommodate bus services through the site and to limit the impact of peak hour traffic and HGV’s on the residential roads within and to the east of the site. The proposed access arrangements are considered satisfactory to serve the allocation.

7.4 H51 and H70 sites are in a sustainable location, accessible on foot or by bike to a range of local facilities across the local and wider Harrogate area via the existing and proposed footway network. A Movement Strategy has been developed to identify key routes for pedestrian and cyclists to access local facilities including Harrogate Town Centre and Hornbeam Park railway station. .

7.5 Current bus services operate in the vicinity of the site, however existing stops are not located within an appropriate walk distance from the whole of the allocation site. It is therefore an extension of the existing 6/X6 services would be required in order to provide a high quality sustainable service that is accessible from the whole of the allocation site, serving both the residential and employment uses. A route through H51 from Whinney Lane to Beckwith Head Road has been devised so that both H51 and H70 are within a reasonable walking distance of the diverted service.

7.6 A trip generation and distribution exercise has been carried out for the proposed residential and employment uses on the allocation sites using previously approved trip rates and distributions where possible.

7.7 The impact of the proposed allocation on the surrounding road network has been identified, but at this stage further detailed traffic modelling would be required to identify whether mitigation works will be needed.

7.8 However, mitigation measures to accommodate the proposed site allocations have been identified by modelling undertaken by Harrogate Borough Council and a number of other highway schemes that would improve the operation of the surrounding network are also currently seeking funding. It is therefore considered that the impacts as a result of allocations H51 and H70 could satisfactorily be accommodated on the surrounding highway network, subject to appropriate mitigation.

7.9 The site is in a sustainable location, provides access for all modes, including public transport, and development can be accommodated on the highway network subject to the appropriate mitigation and there are therefore no outstanding highways or transportation reasons why the sites should not be allocated.
