The HBF is the principal representative body of the house-building industry in England and Wales. Our representations reflect the views of our membership, which includes multi-national PLC’s, regional developers and small local builders. In any one year, our members account for over 80% of all new “for sale” market housing built in England and Wales as well as a large proportion of newly built affordable housing. We would like to submit the following answers in response to the Council’s consultation document. Q2. Should the authority explore other options for growth beyond the existing urban area? The currently adopted spatial strategy for the Borough focuses the majority of new development in and around the urban area of Hinckley, Burbage, Barwell and Earl Shilton. The adopted Borough settlement hierarchy identifies the urban area at the top of the hierarchy with a three-tier approach to rural settlements defined as key rural centres, rural villages, and rural hamlets. The strategy directs development to urban locations where services, jobs, public transport and other facilities are most readily accessible. Outside of the urban area, the strategy limits development to that necessary to keep rural settlements and communities viable and vibrant. The general principle is that less development is directed to settlements the further down they are in the hierarchy.

    Written statement in relation to Earl Shilton & Barwell Area Action Plan Village/Town Centre Redevelopment Developers have, in the background, been progressing with stakeholders as to the detailed form that the village centre improvements will take place. I question whether this should be a statutory part requirement upon the developers to continue to liaise with local groups to achieve the best outcome for residents? I would also note at this point that the Business Association has been dissolved, as there is a lack of interest in the incumbent business community to expand; strong interest has however been expressed by new parties looking to move to the area to take full advantage of the opportunities available. A key design philosophy for the Area Action Plan has been to retain and expand where practical the existing village centre. I would suggest that the Council’s stance is to afford relevant opportunities for both outcomes (of services in the Village Centre with preference over the SUE) is sustainable and wholly complicit with a desire to enhance the settlement as a whole. Highways Modelling and Related Issues Following changes to the modelling provided by Leicestershire County Council and the Highways Agency, I now question whether the new model meets future growth requirements? Specifically clear capacity issues exist within the A5 corridor as a result of the current situation, in particular caused by high capacity uses between the A47 junctions; can the HA clearly identify that the improvements identified are deliverable, or whether additional measures are required? By way of an example, provision of full access to premises such as Aldi and BP is not consistent with the good and proper flow of traffic through this narrow section of the A5, and each turning movement occupies several paths along the main route.

    Chapter 2 Demography Geographical context 2.1 Leicestershire is a landlocked county in central England. It takes its name from the heavily populated City of Leicester, traditionally its administrative centre, although the City of Leicester unitary authority is today administered separately from the County of Leicestershire. The county borders onto Derbyshire, Nottinghamshire, Rutland, Warwickshire, Staffordshire, Lincolnshire and Northamptonshire. 2.2 Much of the built-up area of Leicester City is continuous with adjoining built-up areas of Leicestershire County surrounding it, especially in the districts of Oadby & Wigston and parts of Blaby, Charnwood and Harborough. The built-up area of Leicester is defined for Strategic Planning Policy and known as the Leicester & Leicestershire Principal Urban Area (PUA). The whole of Leicestershire has a strong relationship with Leicester for migration, labour market, regeneration, planning, services and healthcare facilities. Population Estimates 2.3 A broad figure for the current total resident population is about 950,000, or, in very broad terms, nearly a million. According to current Office of National Statistics (ONS) figures, the total population estimate for 2008 is 940,500 for the sub-region of Leicester and Leicestershire, with the local authorities of Leicester City at 294,7001 and the Leicestershire County area at 645,800 resident population. ONS mid- year estimates of resident population are based on counts from the last (2001) census and are updated annually using data on births and deaths occurrences and estimated migration. Figures for local authorities in the area, for selected years, are shown in Table 2.1. The ONS population and migration evidence (referred to as ‘current’) in this report, is as published before their revisions to migration estimates in mid 2010.
