Project Description February 1, 2019

1.0 PROJECT DESCRIPTION

Premia Capital (applicant) is proposing to develop the 1180 Main Street Office Project (proposed project) in the City of Redwood City, California (City). The proposed project would be developed on two adjacent parcels identified as Assessor Parcel Numbers (APNs) 053-147-060 and 053-147-070 located at 1180 and 1190 Main Street near the City’s downtown area (see Appendix A; Figures 1, 2, and 3). The project site is approximately 1.31 acres and is partially developed, with a concrete foundation and a vacant one-story commercial building. The proposed project would demolish the existing structures and construct a three- story commercial office building of 109,375 square feet with a two-level underground parking garage and on-site amenities, including a shipping container café and a public park of 10,000 square feet.

The project is located near the City’s downtown area; adjacent to Elm Street, Lathrop Street, Maple Street, Main Street, and the corridor. It is approximately 0.5 mile west of the Redwood City Caltrain station on James Avenue. Regional access is provided by U.S. Highway 101, approximately one mile north of the project site, and Highway 84, approximately 0.5 mile east of the project location.

2.0 RECORDS SEARCH AND LITERATURE REVIEW

2.1 RECORDS SEARCH

Stantec conducted a records search of the project location and a surrounding ¼-mile radius at the Northwest Information Center (NWIC) (NWIC File No. 18-0981) of the California Historic Resources Information Center (CHRIS) on November 27, 2018 (Appendix B). As an affiliate of the State of California Office of Historic Preservation (OHP), the NWIC is the official state repository of cultural resource records and reports for the region that includes San Mateo County. The records search included a review of previous studies, records, and maps on file, as well as the following resources:

• California Inventory of Historic Resources (California Department of Parks and Recreation) for San Mateo County;

• California Historical Landmarks (California OHP);

• Historic Property Data File (California OHP) for Redwood City;

• The Redwood City Historic Resources Inventory.

The records search identified seven previous cultural resource studies conducted within or adjacent to the project location (see Table 1), and an additional 16 archaeological studies conducted within ¼-mile of the project location (see Table 2).

resources (P-41-000506/CA-SMA-358/H and P-41-002293/CA-SMA-397H) are archaeological sites, and the remaining 39 are historic-era buildings, structures, and/or elements of the Stambaugh-Heller Historical Residential District (SHHRD) (P-41-002422).

P-41-000506/CA-SMA-358/H was first recorded in 2001 as part of a telecommunications project (Brown 2001). The resource was described as a large scatter of historic and prehistoric/protohistoric artifacts and contained both a surface and subsurface component (Brown 2001). Artifacts encountered included chert debitage, nails, glass fragments, butchered (mammal) bone, and marine shell. It was noted that the entire site has been disturbed by historic and modern construction activities, possibly as early as the 1850s; however, the possibility of intact subsurface deposits “is still possible” (Brown 2001). Site P-41-000506/CA- SMA-358/H is located approximately 475 feet south-southeast of the project location.

The site was revisited in 2010 during an archaeological survey conducted for the San Francisco to San Jose segment of the proposed California High-Speed Train project (Martinez, Moore, and Zelazo 2010). Test units were excavated within that portion of the site closest to the railroad tracks (the expected area of impact) (approximately 500 feet southeast of the project area). The same variation of artifacts initially encountered in 2001 were recovered from all depths of these test units. These test excavations indicated that a historic-era archaeological deposit and prehistoric deposit were present within the Caltrain right-of- way (Martinez, Moore, and Zelazo 2010). Martinez, Moore, and Zelazo (2010) recommended CA-SMA- 358/H as eligible for listing on the National Register of Historic Places (NRHP) under Criterion D as it is likely to yield information regarding important questions in prehistory and history.

P-41-002293/CA-SMA-397H consists of a historic-era debris scatter containing ceramic and glass fragments and construction debris, indicating a date range spanning from the 1840s-1920s. This resource is approximately 1,000 feet south of the project area; at the intersection of El Camino Real and Chestnut Street. It has not been evaluated for NRHP or California Register of Historical Resources (CRHR) eligibility.

The SHHRD (P-41-002422) is a roughly six-block area in Redwood City containing residences and a church built between approximately 1860 and 1915. The western boundary of the SHHRD extends approximately 180 feet east of the project location. The 21 contributing buildings to the SHHRD presented below (Table 3) are primarily one- and two-story homes (WSA 2017).

2.2 LITERATURE REVIEW

In addition to the formal records search, Stantec reviewed the following resources:

• Nationwide Environmental Tile Research (NETR) database for available aerial imagery and topographic maps of the project location (NETR 2019); • Geologic Survey (USGS) historic topographic maps, Palo Alto Quadrangle (USGS 2019).

These resources provided additional context for researching and evaluating the built-environment resource recorded during the field survey (see Section 3.0, Field Survey) and the results of this map and aerial imagery review can be found in that section.

Stantec also reviewed the Cultural, Biological, and Paleontological Resources Assessment Report, 1180 Main Street Project, Redwood City, San Mateo County, California (WSA 2017). This report, provided to Stantec by the client (Premia), was prepared as part of the due diligence efforts in advance of environmental documents for the present project. The archaeological assessment included an archival and records search of the proposed project area and a surrounding ¼-mile radius at the NWIC, a Sacred Lands File search at the Native American Heritage Commission (NAHC), and a pedestrian archaeological survey (WSA 2017). The data provided in that report served as a confirmation of the data obtained independently for the present study. The results of the NWIC records search completed for that project were nearly identical to the results received for the present study (several more built environment resources have been recorded within ¼- mile of the project area since then; but no resources were identified within the project area). No new or previously recorded archaeological resources were encountered within the project area during the pedestrian survey completed for that project (WSA 2017). The conclusions and recommendations provided later in this report reflect those provided in this earlier study.

On November 13, 2018 Stantec Archaeologist Joanne Grant conducted an intensive archaeological pedestrian survey of the entire project location (see Figure 4). The project location is roughly triangle- shaped and is bounded by the Caltrain Railroad (RR) tracks along the northeastern edge, Main Street along the southeastern edge, Elm Street along the southern edge, Lathrop Street along the southwestern edge, and Maple Street along the northwestern edge.

The survey consisted of walking roughly parallel 10-meter-wide transects in an east-west direction, beginning at the northern tip of the parcel (near Maple Street and the RR tracks). During the field survey, the entire project location was examined for the presence of historic or prehistoric site indicators. Historic site indicators include, but are not limited to, glass and ceramic fragments, metal objects, milled and split lumber, and the remnants of structures or features such as building foundations, fence posts, and discrete trash deposits such as wells, privy pits, or dumps. Prehistoric site indicators include, but are not limited to, obsidian or chert flakes, grinding and mashing implements (i.e. groundstone, mortars, pestles, handstones, and millingstones), bone, and discolored soils, which could contain lithics, bone, shell, other organics, and/or fire‐affected rocks (burned or unburned); shell, flaked stone, ground stone, or human bone. The archaeologist investigated rodent burrows for any indicators of color/texture changes that could indicate buried deposits and employed periodic trowel and boot scrapings to clear small patches of vegetation in areas with poor ground visibility.

Documentation of the site included digital photographs of the entire survey area, the surrounding neighborhood, and ground surface. Appendix C of this report contains photographs taken during the field survey.

Vegetation in the project location consisted primarily of non-native grassland and plant cover. Dominant species include wild oats (Avena sp.), black mustard (Brassica nigra), fennel (Foeniculum vulgare), and yellow star thistle (Centaurea solstitialis). Ground visibility was generally good (approximately 75%), with dried grasses and low-lying shrubbery obscuring portions of the surface, particularly in the southern portion of the project area. Trowel and boot scrapes revealed the soil to be dry and crumbly silt, with approximately 20% gravelly inclusions. The soil color throughout the project area was dark yellowish brown, and the Munsell readings were either 10YR 4/4 or 10YR 4/6. Modern trash such as food/plastic wrappers, various bottles/bottle fragments, and concrete/construction debris were observed throughout the project area.

An irregular shaped, rebar reinforced concrete foundation is situated along the eastern side of the channelized creek, at the northernmost point of the project location, close to Maple Street. This foundation is modern and not studied as part of the effort. According to the property owner, this pad was constructed approximately 10 years ago (Arteaga personal communication November 14, 2018).

3.1.2 Findings

No prehistoric or historic-era archaeological resources, or indicators of buried cultural deposits, were identified during the archaeological field survey. The built environment resources on the project parcel are discussed below:

1190 Main Street

A single-story building, 1190 Main Street, is located on the southeast corner of the property, at the intersection of Elm and Main Streets. Research indicates that it was constructed in 1952 (WSA 2017). It appears to have been used as a commercial space, with a showroom space facing Main Street (the building is now vacant). This building is slated for demolition as part of this project. Although the building is over 50 years of age, it has not been evaluated, due to the City’s policy of not evaluating post-war buildings. Should the historic eligibility of the building need to be determined, it will be done under a separate task.

Channelized Section of Redwood Creek

A channelized, concrete-lined segment of Redwood Creek flows along the western end of the presently- vacant parcel. No additional features or artifacts were found in association with this resource. The channelized creek is gunite concrete-lined, with angled sides at roughly 45 degrees. The gunite concrete- lined banks exhibit cracking, with weeds growing in some areas. A large palm bush is growing alongside the canal at the point where it travels beneath Lathrop Street. Outside of the project boundaries, the canal flows under Maple Street to the north, and flows under Lathrop Street to the southwest. A two-rail, wood fence is located along the canal crest. The modification changing Redwood Creek from a natural waterway to an engineered, concrete lined channel occurred between 1961 and 1968 (NETR 2019). The original concrete lining has been replaced periodically over the years as routine maintenance. Due to the age of the channelized, concrete lined creek, it was recorded on a Department of Parks and Recreation (DPR) form as 1180RC-1 (Appendix D).

Redwood Creek is an approximately 10-mile long perennial stream that discharges into South San Francisco Bay. In 1851, it was discovered that the creek emptied directly into a naturally deep channel of water that, in turn, flowed into San Francisco Bay. Shortly afterwards, logging companies started using the creek to move the redwood logs (hence the name Redwood Creek) from the peninsula hills down to this deep-water channel. From this channel, the logs were transported to San Francisco, where they were ultimately milled into lumber (Redwood City Local History 2019; Redwood City History 2017).

Historically, the 1897 Sanborn map, as well as the 1897 USGS topographic map, shows Redwood Creek as flowing partially through the project location, from approximately 40 feet southwest of Maple Street, and exiting the project location at the intersection of Maple Street and Elm Street (Sanborn Map and Publishing Company 1897; USGS 1897). The 1897 Sanborn map also shows a foot bridge crossing the creek on Elm Street (Sanborn Map and Publishing Company 1897). By 1919, an additional wooden bridge was built across Redwood Creek at Maple Street (Sanborn Map and Publishing Company 1919). The creek and crossing remained relatively unchanged until the late 1940s, when a concrete bridge was identified as crossing over Redwood Creek at Lathrop and Maple Streets in 1950 (Sanborn Map and Publishing

Company 1950). In 1960, the creek remained largely as it had been; however, by 1968, the creek had been improved with concrete lining and channelized (NETR 2019). Redwood Creek continues to flow through Redwood City; however, throughout much of this urban area, it is through underground pipes (Kyle 2002), including south of the project location at El Camino Real, and north of the project location at Maple Street.

CRHR Determination of Eligibility

Under the California Environmental Quality Act (CEQA), public agencies must consider the effects of their actions on both “historical resources” and “unique archaeological resources.” In addition to assessing whether historical resources potentially impacted by a proposed project are listed or have been identified in a survey process (Public Resources Code [PRC] 5024.1 [g]), lead agencies have a responsibility to evaluate them against the CRHR criteria prior to making a finding as to a proposed project’s impacts to historical resources (PRC Section 21084.1 and California Code of Regulations (CCR) Section 15064.5 [a][3]). Following CCR Section 15064.5 (a) a historical resource is defined as any object, building, structure, site, area, place, record, or manuscript that:

Is historically or archeologically significant, or is significant in the architectural, engineering, scientific, economic, agricultural, educational, social, political or cultural annals of California; and meets any of the following criteria:

1. Is associated with events that have made a significant contribution to the broad patterns of California’s history and cultural heritage;

2. Is associated with the lives of persons important in our past;

3. Embodies the distinctive characteristics of a type, period, region, or method of construction, or represents the work of an important creative individual, or possesses high artistic values; or

4. Has yielded, or may be likely to yield, information important in prehistory or history.

To be considered a historical resource for the purpose of CEQA, the resource must also have integrity, which is the authenticity of a resource’s physical identity evidenced by the survival of characteristics that existed during the resource’s period of significance. Resources, therefore, must retain enough of their historic character or appearance to be recognizable as historical resources and to convey the reasons for their significance. Integrity is evaluated with regard to the retention of location, design, setting, materials, workmanship, feeling, and association. It must also be judged with reference to the particular criteria under which a resource is eligible for listing in the CRHR (CCR 14 Section 4852[c]).

The channelized canal appears ineligible for the CRHR under Criteria 1, 2, 3, and 4. Research has not uncovered any evidence to suggest that the channelized canal is associated with a significant event or individual (CRHR Criteria 1 and 2), embodies distinctive characteristics of type, period, region, or method of construction, has high artistic value, or represents the work of a master (CRHR Criterion 3), or has recognized data potential (Criterion 4). Although Redwood Creek played an important role in the exportation of lumber and other products (such as grains and livestock) in the mid-late 1800s, the channelization of the canal within the project location in the mid-1960s occurred well outside of this potential period of

significance. The channelized canal’s features appear to be a standardized design for concrete-lined, channelized creeks. It appears to have been maintained and modified regularly since it was originally constructed in the 1960s. Although the channelized creek retains its integrity of location, setting, feeling, and association (the canal is in the same location, and its primary purpose as supporting a natural drainage network through an urban area remains), the canal has lost integrity of design, workmanship, and materials, as it has been subject to modifications and maintenance over the years, including the replacement of its original concrete lining. In all, the resource appears to lack significance of all criteria and is therefore ineligible for the CRHR.

4.0 CONCLUSIONS AND RECOMMENDATIONS

No prehistoric or historic-era archaeological resources, or indicators of buried cultural deposits, were identified in the project location. The City does not require documentation and/or evaluation of 1190 Main Street, the building on the property. The channelized creek appears to be ineligible for the CRHR under all criteria.

There is the possibility, however, that subsurface prehistoric or historic-era resources could be identified during project implementation. Prehistoric resources could be associated with nearby CA-SMA-358/H, as the boundaries for this resource could extend beyond what has previously been documented. Historic-era resources could be associated with the previous buildings and structures, including Redwood Creek, that once stood in the project location.

Although the project is not anticipated to have an impact on any known or potentially buried archaeological resources, subsurface construction activities such as trenching and grading associated with the proposed project could potentially damage or destroy previously undiscovered historical resources and/or unique archaeological resources. Stantec proposes the following inadvertent discovery procedures be followed if cultural resources are encountered during project-related construction activities.

4.1 INADVERTENT DISCOVERY PROCEDURES

4.1.1 Archaeological Deposits

If cultural resources (e.g., sites or artifacts) are encountered during ground disturbance or subsurface construction activities (e.g., trenching, grading), all construction activities within a 100-foot radius of the identified resource shall cease until a, archaeologist who meets the Secretary of the Interior’s Standards and Guidelines for Professional Qualifications in archaeology and/ or history evaluates the resource for its significance and records the resource on the appropriate State DPR 523 series forms. If the qualified archaeologist determines that the cultural resource appears eligible for inclusion on the CRHR, the archaeologist shall develop a plan for the treatment of the resource. This shall contain appropriate mitigation measures, including avoidance, preservation in place, data recovery excavation, or other appropriate measures outlined in PRC Section 21083.2.

4.1.2 Human Remains

There are no known human remains within the project area, and no indications that the project location has been used for burial purposes in the past. Therefore, it is unlikely that human remains would be encountered during construction. However, ground disturbance and subsurface construction activities such as trenching and grading associated with the proposed project could potentially disturb previously undiscovered human burial sites. If ground-disturbing activities uncover previously unknown human remains, Section 7050.5 of the California Health and Safety Code applies, and the following procedures shall be followed.

There shall be no further excavation or disturbance of the area where the human remains were found or within 100 feet of the find until the San Mateo County Coroner and the appropriate City representative are contacted. Duly authorized representatives of the Coroner and the City shall be permitted onto the project site and shall take all actions consistent with Health and Safety Code Section 7050.5 and Government Code Sections 27460, et seq. Excavation or disturbance of the area where the human remains were found or within 100 feet of the find shall not be permitted to re-commence until the Coroner determines that the remains are not subject to the provisions of law concerning investigation of the circumstances, manner, and cause of any death.

If the Coroner determines the remains are Native American, the Coroner shall contact the NAHC within 24 hours, and the NAHC shall identify the person or persons it believes to be the “most likely descendant” (MLD) of the deceased Native American. The MLD may make recommendations to the landowner or the person responsible for the excavation work, for means of treating or disposing of, with appropriate dignity, the human remains and any associated grave goods as provided in PRC Section 5097.98. If the MLD does not make recommendations within 48 hours, the landowner shall reinter the remains in an area of the property secure from further disturbance. If the landowner does not accept the MLD’s recommendations, the owner or the MLD may request mediation by NAHC.

* P3a. Description: This resource is an intact historic-era deposit discovered in a single excavation unit at the above location. It was encountered at a depth of 30 centimeters below the current surface and extends to a depth of about 50 centimeters. Artifacts recovered include: white earthenware sherds; bottle glass; white, aqua, and amethyst glass; medicine bottle fragments; wall tile; brick; window glass; and a metal medallion. These artifacts indicate a date range spanning ca. 1840s-1920s. While most of the assemblage is fragmentary, some key indicators, such as glass color and maker’s marks, confirm both the mid-nineteenth-century and early- twentieth-century dates. Unfortunately, the current limited work effort was not sufficient to adequately define and characterize the entire deposit. Given the proximity of the unit to El Camino Real and the historic downtown of Redwood City, additional subsurface work and archival research should be conducted to identify potential additional intact deposit, buried features, and to properly assess the significance of the assemblage by associating it with historical events and occupations in the vicinity. * P3b. Remarks: One identifiable maker’s mark embossed on a medicinal bottle base identifies the Whital Tatum & Co. Glass Company, notable for their manufacture of druggist, chemist, and pharmaceutical bottles and in operation from 1857 to 1938. The particular formatting of the maker's mark narrows the specific bottle to a manufacture date of 1880-1895. In addition to the maker’s mark, the fragment also exhibits partial embossed lettering on the side panel: "…[RED]WOOD CITY/….[WI]LL FRISBIE". A notable pioneer of Redwood City, Will Frisbie, operated a successful drug store in the early 1870s. Frisbie was originally born in Connecticut and worked as a pharmacist before enlisting and serving in the Civil War. After the war Frisbie settled out west and eventually made his home in Redwood City where he served as a pharmacist, postmaster, coroner, and public administrator. The channelized creek is gunite concrete-lined, with angled sides at roughly 45 degrees. The gunite concrete-lined banks exhibit cracking, with weeds growing in some areas. A large palm bush is growing alongside the canal at the point where it travels beneath Lathrop Street. A two-rail, wood fence is located along the canal crest. Recent improvements include new concrete benches at the top of the canal banks and rebar set in board forms. Outside of the project boundaries, the canal flows under Maple Street to the north, and flows under Lathrop Street to the southwest.

L7. Integrity Considerations (continued):

Redwood Creek is an approximately 10-mile long perennial stream that discharges into South San Francisco Bay. In 1851, people discovered that the creek emptied directly into a naturally deep channel of water that, in turn, flowed into San Francisco Bay. Shortly afterwards, logging companies started using the creek to move the redwood logs (hence the name Redwood Creek) from the peninsula hills down to this deep-water channel. From this channel, the logs were transported to San Francisco, where they were ultimately milled into lumber (Redwood City Local History 2019; Redwood City History 2017).

Historically, the 1897 Sanborn map, as well as the 1897 United States Geological Survey (USGS) topographic map, shows Redwood Creek as flowing partially through the project location, from approximately 40 feet southwest of Maple Street, and exiting the project location at the intersection of Maple Street and Elm Street (Sanborn Map and Publishing Company 1897; USGS 1897). The 1897 Sanborn map also shows a foot bridge crossing the creek on Elm Street (Sanborn Map and Publishing Company 1897). By 1919, an additional wooden bridge was built across Redwood Creek at Maple Street (Sanborn Map and Publishing Company 1919). The creek and crossing remained relatively unchanged until the late 1940s, when a concrete bridge was identified as crossing over Redwood Creek at Lathrop and Maple Streets in 1950 (Sanborn Map and Publishing Company 1950). In 1960, the creek remained largely as it had been; however, by 1968, the creek had been improved with concrete lining and channelized (NETR 2019). Redwood Creek continues to flow through Redwood City; however, throughout much of this urban area, it is through underground pipes (Kyle 2002), including south of the project location at El Camino Real, and north of the project location at Maple Street.

California Register of Historical Resources (CRHR) Determination of Eligibility

The channelized canal appears ineligible for the CRHR under Criteria 1, 2, 3, and 4. Research has not uncovered any evidence to suggest that the channelized canal is associated with a significant event or individual (CRHR Criteria 1 and 2), embodies distinctive characteristics of type, period, region, or method of construction, has high artistic value, or represents the work of a master (CRHR Criterion 3), or has recognized data potential (Criterion 4). Although Redwood Creek played an important role in the exportation of lumber and other products (such as grains and livestock) in the mid-late 1800s, the channelization of the canal in the mid-1960s occurred well outside of this potential period of significance. The channelized canal’s features appear to be a standardized design for concrete- lined, channelized creeks. It appears to have been maintained and modified regularly since it was originally constructed in the 1960s. Although the channelized creek retains its integrity of location, setting, feeling, and association (the canal is in the same location, and its primary purpose as supporting a natural drainage network through an urban area remains), the canal has lost integrity of design, workmanship, and materials, as it has been subject to modifications and maintenance over the years, including the replacement of its original concrete lining. In all, the resource appears to lack significance of all criteria and is therefore ineligible for the CRHR.
