  • 2021 Legislative Update Week 6
    2021 Legislative Update: Week 6 Overview For the first time since the session began on February 2, the Legislature met for two legislative days this week. As of this writing, representatives and senators have met for 14 legislative days out of a possible 30 and will return next week for two more legislative days before a planned one-week Spring Break. While the time spent in the House and Senate Chambers may have been less than usual, the week started with a surprise and included plenty of work in committee and on the floor. Gaming Bills As promised, Senate Bill 214, the comprehensive gaming bill introduced by Sen. Del Marsh of Anniston, made its return to the Senate floor on Tuesday. Behind the scenes, the legislation had been the subject of much discussion between proponents and politicos over the past few weeks, with much of the conversation focusing on where casinos would be located and how new tax revenues would be distributed. But after a lengthy debate on the Senate floor, which included the adoption of several amendments, including one that increased the number of casinos to 10, Marsh’s legislation fell two votes shy of what was needed for passage. The final vote was 19-13, but since the bill was a proposed constitutional amendment, a total of 21 votes were necessary. Importantly, two Senators, Sen. Priscilla Dunn of Bessemer and Sen. Malika Sanders-Fortier of Selma, were absent due to health reasons, and a vacancy exists in one Senate district, District 14, due to former Sen. Cam Ward’s appointment as Director of the Board of Pardons and Paroles.

    ACCA Final Legislative Report: 2016 Legislative Session Tuesday, May 31, 2016 The Association of County Commissions of Alabama (ACCA) has once again had a very productive legislative year. Nine bills and one resolution identified as ACCA bills have now become law. Many more bills that could have negatively impacted county government failed to pass before the legislative session came to an end. And with the help of county officials and employees, the ACCA staff was able to amend several dozen bills to benefit counties in small and significant ways. The Legislature worked at a furious pace this session, leading to final adjournment in early May. However, Governor Bentley has hinted at the possibility of a special legislative session in the coming months. Clearly, the Governor’s proposed prison bond issue as well as Medicaid would be the focus, but several other bills are also likely to come back up if a special session is called. The attached report references all the laws enacted this session that could impact the operation of county government, including local bills. In the coming days, the Association staff will provide a separate report outlining those bills that failed this session, but are expected to come back up in the future. Additionally, the ACCA staff will continue to keep county officials and employees updated about a special session and any bills that might be brought back up that could impact county government. In 2019, our state lawmakers chose to fund library State Aid at more than $1.00 per capita for the first time since 2009 because they understand how imperative quality public library services are to the health of Alabama’s communities large and small. Additionally, Alabama legislators thoughtfully chose to expand the Alabama Supercomputer Authority’s (ASA) role in providing blazing fast internet throughout the state to allow 116 public libraries to also tap into this broadband network. Take the opportunity this 2020 legislative session to inform your legislators how much their support means to the vitality of your library. Last year was a banner year, but the new year brings us a host of topics to discuss, including the census, suporting workforce development, and continued funding for the ASA broadband initiative.
