The Shenduruney Wildlife Sanctuary is the prime resource of Thenmala. The Wildlife Sanctuary is of about 100 sq. km. enriched with large varieties of flora and fauna. • Thenmala is the first planned eco-tourism destination in India • The Thenmala dam is built across River Kallada and the Waterfall Palaruvi is the prime attraction of the place. All right reserved ASSESSING INSTITUTIONAL COMPETENCIES OF ECOTOURISM; SPECIAL REFERENCE TO THENMALA ECOTOURISM PROJECT KERALA, INDIA VINODAN A1 Indian Institute of Tourism and Travel Management, Nellore, India Ecotourism is an approach to tourism development to meet the sustainable development initiative globally. In order to meet the sustainability through resource appropriation a clear and well-knitted framework is very essential. The present study made a detailed investigation on destination management with reference to Thenmala Ecotourism Project, India’s first planned ecotourism. Further, it evaluates the competencies of institutional arrangements to meet the policy objectives of ecotourism through SWOT analysis of the destination. The study shows that the destination level framework is (a). Thenmala Ecotourism Promotion Society (TEPS) at the administrative level and (b) community based organizations like Eco Development Committees (EDC) under Forest Development Authority (FDA) and Self Help Groups (SHG) under Kudumbashree Programme at the operational level which have certain operational weakness leading to sustainability failures. Study further suggests for an integrated efforts to revitalize these grass root level institutions. Thenmala ecotourism, eco-development committees, self- help groups INTRODUCTION Good governance is essential for sustainable development. Sound policies, solid democratic institutions responsive to the needs of the people and improved infrastructure are the basis for sustained economic growth, poverty eradication, and employment creation. Freedom, peace and security, domestic stability, respect for human rights, including the right to development, and the rule of law, gender equality, market-oriented policies, and an overall commitment to just and democratic societies are also essential and mutually reinforcing.

This has contributed to the degradation, deforestation, poaching and other harmful actions in the vicinity of the forests in India. Non Timber Forest Products (NTFP) are important source of livelihood for many Indian communities. Several thousand tones of NTFPs are removed annually from India’s forests. About 60 percent of NTFPs go unrecorded and are consumed or bartered by about 15 million people living in and around forests.2 The lack of a consistent policy on this matter has worsened the situation further. Many reasons have been cited to redraw the forest policy with immediate effect. The arguments supplementing the reasoning are given as below: • Degradation, not deforestation, is currently the major problem in the forest in India, though deforestation was more important in the past. • Data on forest cover, its rate of change and the demand and the supply of forest products are unreliable • The shrinking common property resource base, the rapidly increasing human, livestock population and poverty are responsible for the tremendous degradation pressure on the existing forest cover.

The aquifer systems in Kerala are being mapped as part of this Programme and this report pertains to aquifer mapping of the hard rock terrains of Kollam district. The target scale of investigation is 1:50,000 and envisages detailed study of the aquifer systems up to 200 m depth, to ascertain their resource, water quality, sustainability, and finally evolve an aquifer management plan. The report titled “Aquifer Mapping and Management plan of hard rock areas of Kollam district, Kerala” gives a complete and detailed scientific account of the various aspects of the hard rock aquifers in the area including its vertical and horizontal dimensions, flow directions, quantum and quality of the resources, of both - the shallow and deeper zones of the hard rock aquifers. Voluminous data were generated consequent to hydrogeological, ground water regime monitoring, exploratory drilling, geophysical studies etc. in the district, and incorporated in the report. The information is further supplemented by various data collected from State departments.
