21 RULES AND REGULATIONS FOR ALL EQUINE AND LIVESTOCK CLASSES

SHOWGROUND HOLDING NUMBER: 20/059/8000

In these showing rules: Livestock means sheep, cattle, goats and pigs. Equine means horses, ponies and donkeys. Inspector means a person authorised by the Society to carry out inspections and other duties in accordance with the schedule regulations. Exhibitor means the person responsible for entering any animal in the Show at point of entry and thereafter. Participants means all owners, exhibitors, fitters, agents, attendants, handlers, riders and other participants in the showing of an animal. Steward means a volunteer appointed to support the running of the Show by the Kent County Agricultural Society. Showing Rules means the rules and regulations as listed in the Schedule. Society means Kent County Agricultural Society. Show means the Kent County Show.

Any classes where the closing date differs from the above will have the closing date listed at the start of the section / class description. The Society reserves the right to close entries early where places are limited.

For an entry to be accepted the following must be completed and received in the Show Office prior to or on the deadlines for the appropriate section. Entries received after the above dates will not be accepted. • All entry forms (including those for further competitions if required) signed by the exhibitor or his agent. • Any additional certificates required. • Entry fee in full.

All entries must be made in writing by post, fax, scanned copy by email or online. Telephone entries cannot be accepted. All amendments to entries must be made in writing by post or email.

2. ACCURACY OF ENTRY DETAILS Every exhibitor shall be held responsible for the correctness of their entry and the correctness of documentation brought to the Show. If when queried, correctness cannot be proven, the entry in question shall not be accepted. If already accepted the entry may be cancelled or the exhibit may be disqualified and any award made to it cancelled.

If any wilful misstatement or incorrectness shall at any time be proved to have been made in any certificate, either in connection with the Shows of this Society or any other Agricultural Society, the offenders shall (at the discretion of the Show Manager) be disqualified from exhibiting at the Shows of this Society. If such certificate relates to an animal which has been or shall be awarded a prize at this Society’s Show, the prize shall be withheld. Entry will not be granted to any animals that have not provided the correct information prior to the Show or to any animals that arrived without correct documentation.

22 3. OWNERSHIP All livestock must be the bona-fide property of the exhibitor at the time of entry. In the event of death of an exhibitor the Executor(s) will be deemed to succeed as such.

4. AGE OF ANIMAL ON ENTRY. The date of birth of cattle and goats (in the case of horses, ponies and sheep, the year of birth) must be correctly stated on the entry form. Should any question arise as to the age of any exhibit the Stewards may, at the request of the Judge, have the state of dentition of the exhibit examined by a competent authority. If in the opinion of such authority the state of dentition shall indicate that the stated age of any animal does not agree with the dentition test, the Stewards shall have power to disqualify such animal. Any animal having failed to pass the dentition test at any other Show shall forthwith be disqualified.

5. REJECTION The Show Manager, supported by the Council reserves the right to reject or cancel the entry or entries made by any person if they shall deem fit to do so. No reason has to be provided.

6. AMALGAMATION OR CANCELLATION OF CLASSES Classes will be cancelled or amalgamated unless there are at least three exhibitors.

7. REFUNDS Refunds will only be considered if an animal is medically unable to compete. If exhibitors are unable to compete, a refund request will have to be completed. A valid vet’s certificate must support the refund request. There will be no refunds prior to the Show, all requests will be considered after the Show.

8. RULES AND REGULATIONS Exhibitors must have read and understood the Rules and Regulations for Equine and Livestock and those specific to each section.

All handlers, riders and drivers must be competent and experienced to compete at the level of competition in which entered.

Respectful language and attitude will be expected at all times towards volunteer stewards, judges and other competitors.

Riders should be the appropriate weight for the horse or pony they are riding. Any riders not deemed the appropriate size may be asked to leave the class at the discretion of the Kent County Show Veterinary Officer.

JUDGING 9. JUDGING No person but the Stewards and authorised officials shall enter any of the rings or have any communication with the Judges during the time the judging is taking place. All participants acting in opposition to this rule shall forfeit such premiums as may be awarded to their exhibits.

The Judges may withhold any prize where there is evident want of merit. Where there is only one entry shown in a class, the judges may award the first, second, third or fourth prize according to the merit of that entry.

Once a class has started, late competitors will only be allowed entry into the ring if the Judge is prepared to accept them.

Exhibitors are particularly requested to note the name of the Judge appointed for the classes they wish to enter and are advised, in the interests of all concerned, not knowingly to enter an animal bred by or that has been owned by the Judge appointed.

23 In the event of a judge knowingly encountering an animal in which he/she has had a past or present financial or breeder interest, the Kent County Agricultural Society will arrange for the placement of that animal by another judge. The decision of the Judge is final.

PRIZE MONEY 10. PRIZE MONEY The following prizes will be awarded for each class for cattle, sheep and goats (unless otherwise listed): 1st £40 2nd £30 3rd £20 4th £10

All prize money will be paid to the exhibitor listed on the entry form within four weeks of the Show date.

In all cases where the prizes are offered conditionally, they shall be withheld until the exhibitor shall have proved to the satisfaction of the Council that the conditions have been fulfilled.

11. PRIZE CARDS Prize cards will be allocated for the above places for Livestock classes. Additional prize cards for champion and reserve champion will be allocated. A number of classes have special prize cards or rosettes for specific winners. See individual sections for details.

12. TROPHIES Trophies will be engraved and sent to exhibitors within two months of the Show date. All trophies are perpetual and must be returned prior to the following years Show.

13. RESERVE AWARDS In awarding prizes, the Judges are instructed to add a reserve number in each instance (provided there is sufficient merit), stating the next best animal or pen of animals, in case any animal or pen of animals to which a prize has been awarded should be disqualified.

In the case of any prize animal being disqualified, the winner of the next succeeding prize in that class shall take the prize that has been awarded to the disqualified animal. The lowest prize in the class shall go to the reserve number provided a reserve card has been awarded.

14. ROSETTES No animal will be allowed to wear rosettes or ribbons and no prize cards may be displayed other than those issued by the Society.

Equine only - In awarding prizes, the judges have been requested to award six rosettes in each class, provided there is sufficient merit.

15. TEMPORARY ACCIDENT Any animal suffering from an accident, having temporary consequences only, will not be disqualified on that account.

16. PROTESTS Any exhibitor wishing to make a protest, having reference to any exhibit at the Show, must make it in writing to the Chief Steward of the appropriate section and deposit the

24 sum of £20.00, which may, at the discretion of the Council be forfeited to the funds of the Society, if the protest should appear to them to be frivolous or unreasonable. All protests must be delivered to the Show Manager before 5.00pm on the day of judging. After that hour no protest will be received unless a special and satisfactory reason can be given for the delay. The Council will consider any such protests at its meeting if required at 10.30am on the following day at which time any person making a protest or their authorised agent must be available to answer questions if required. Protests lodged against awards made on the third day of the Show will be considered at a time and place which will be fixed by the Council. The decision of the Council shall be final.

SHOWGROUND REGULATIONS 17. EXHIBITORS’ TICKETS A free admission ticket will be sent to each exhibitor not a member of the Society and also passes for the participants in charge of the stock. In case of the transfer or improper use of a ticket it will be immediately cancelled and the full price of admission charged. Exhibitors will be expected to pay the full price for admission to the Show if tickets are lost, stolen or not presented at the gate for whatever reason. No refunds will be issued.

18. FORAGE Straw for first litter will be provided free of charge on Thursday 6 July; subsequently exhibitors must provide their own, together with all provender required during the time their animals are on the Showground.

19. SECURITY All animals must be brought properly secured to the satisfaction of the Stewards of the section, or they will not be admitted to the Showground.

20. NO SMOKING Strictly no smoking in any buildings or marquees on the Showground.

21. ADVERTISING No person shall be allowed to fix any placard in the Showground without the written permission of the Show Manager and no exhibitor shall be allowed to distribute flyers anywhere in the Showground.

22. PUBLIC VIEW Any participant shutting out his exhibits from the public view by letting down or affixing canvas, or in any other way except with the sanction of the Stewards, or refusing to conform to the instructions of any Steward, or failing to parade or exhibit their animals when so directed, will be fined £25.00 for each occurrence outlined by the Stewards.

Fines will be deducted from any prizes which may be due to the exhibitor, or be recovered as per debts to the Society.

23. EVICTION The Stewards shall have power to remove from the Showground the stock belonging to (and cancel the tickets of) any participant who does not comply with the instructions given by the Stewards, without any responsibility attaching to the Stewards or the Society in consequence of such removal.

HEALTH & SAFETY 24. HEALTH AND SAFETY The Organisers of this Show have taken reasonable precautions to ensure the health and safety of everyone present. For these measures to be effective, everyone must take all reasonable precautions to avoid and prevent accidents occurring and must obey the instructions of the Organisers and all the Officials and Stewards.

25 25. THE WELFARE OF ANIMALS (IN TRANSIT) ORDER 2006 Livestock transported to the Show by a haulier must in general be accompanied by a current Transport Certificate.

All exhibitors must ensure that they comply fully with the current legislation issued by the Department for Environment, Food & Rural Affairs regarding the EU Welfare of Animals in Transport Regulation and are able to provide the appropriate documentation at the Show to the relevant governing authority.

For the purposes of this article, mammals shall not be considered fit for transport if they are; a) Unfit animals (see DEFRA website Annex 1 Chapter 1 of Council Regulation 1/2005). b) Pregnant female animals that have reached the latest stage of gestation (within 10% of the estimated time of the gestation before birth) and for a period of one week after giving birth. c) Very young animals except if the journey is less than 100 km, eg calves of less than 10 days of age, pigs less than 3 weeks of age and lambs of less than one week. d) Calves of less than 14 days of age on journeys exceeding 8 hours will not be permitted.

26. CONTAGION Every exhibitor of any animal which to their knowledge is suffering from any contagious or infectious disease, or which has been in contact with any animal suffering as such, shall pay the Society £50 as compensation and for liquidated damages for each and every animal so sent. In addition, in the event of the Society’s Veterinary Inspector certifying that any animal sent for exhibition is in his opinion a possible source of danger, such animal shall be removed with due speed by the Participant, from the Showground, or be otherwise managed as per the Veterinarian’s direction with a view to averting the spread of contagion.

27. VETERINARY TREATMENT It is a condition of entry that the Society’s Veterinary Officers may treat any animal in an emergency and agree the best course of action (including dispatch if necessary) whether or not the owner/exhibitor is present. If emergency veterinary treatment is required at the Show, exhibitors will be responsible for the cost of any medication or drugs used in the treatment of their animals and payment must be made direct to the veterinary officer at the time of treatment.

Any animal that is receiving veterinary treatment at the time of the Show should not be entered unless the owner has had the animal examined by their own Vet and it is safe for them to enter the Show. However, animals still showing evidence of disease will not be permitted to be shown; the ultimate decision will rest with the Kent County Show Veterinary Officers.

28. MISUSE OF DRUGS The Society reserves the right to take blood and urine samples from any animal at the Show to test for the presence of illegal or banned substances.

GENERAL 29. ARRIVAL AND DEPARTURE Livestock Arrival - Thursday 6 July 2017 All Livestock (Cattle, Sheep, Pigs and Goats) must arrive on site 7.00am - 5.00pm. If unexpected circumstances arise, resulting in the arrival after 5.00pm on Thursday 6 July 2017, please phone the Show Office (open until 6.00pm). Security will not allow access to vehicles delivering livestock after this time unless the Show Office has given permission. Livestock must complete the relevant bio-security checks prior to entering the Show.

Horses and ponies will be admitted and may depart during the Show opening hours.

26 Livestock Departure - Sunday 9 July 2017 Exhibitors will be allowed entry to the Showground from 5.00pm unless directed otherwise by the Society’s Chief Veterinary Officer or Health and Safety Consultant.

30. DOGS Exhibitors must ensure that their dogs are kept quiet, under strict control and on leads at all times whilst on the Showground itself, the Livestock Camping Area or the car parks. Members of the public will not be allowed to bring their dogs inside the exhibition areas. Therefore, exhibitors’ dogs will only be allowed in the exhibition areas outside of show opening hours.

31. PARADES The Grand Parade of Livestock will be in the Astor Ring at 2.30pm each Show day. This is subject to change and advice should be sought from the Chief Steward.

Livestock will be paraded at the discretion of the Stewards and exhibitors are requested to see that sufficient stockmen are in attendance for this purpose. All prize winners must be paraded by attendants in white coats when requested or prize money will be forfeited.

Any prize winner who fails to parade without authority loses any prize money unless a certificate is produced signed by a Veterinary Surgeon or a substantial reason is forwarded in writing and handed to the Chief Steward responsible for the Parade giving such reasons. The Chief Steward will report to the Council of the Society, whose decision shall be final as to the forfeiting of any prize money.

Handlers under the age of 13 years will NOT be permitted to take livestock into any Show Ring except in Young Handler classes.

32. DISCLAIMER Exhibits, the public and all participants are subject to the Rules and Regulations of the Society.

Neither the Society nor any of its officials will be responsible for anything that may happen from any cause or circumstances whatsoever to visitors or participants attending the Show, or through or to any animal or article exhibited at the Show and it shall be considered a condition of entry or admission to the grounds that each person shall hold the Society harmless and that they shall indemnify the Society against any legal proceedings arising from any such case or circumstances.

33. DISPUTES All disputes respecting the Rules and Regulations of the Society together with all questions, the consideration of which is not otherwise provided for, shall be referred to the Stewards or Council, whose decision shall be final.

34. AMENDMENTS The Society reserves the right to review and amend their rules and regulations prior to the Show. Any amendments will be listed on the Society website www.kentshowground. co.uk.

CONDITIONS FOR ENTRY 1. All jumping competitions will be held according to the rules and regulations of British Showjumping. 2. Entries in classes 400 to 403 and 406 to 409 are restricted to horses registered with British Showjumping and ridden by members in accordance with the 2017 British Showjumping Rule Book. 3. Entries close Friday 23 June 2017 or earlier in competitions where entries are limited. Entries will not be accepted after the closing date. 4. Each entry must be accompanied by the appropriate entry fee, which includes VAT. Entry cancellations must be made by telephoning 01622 633057 during office hours not later than 12 noon on Wednesday 5 July. Refunds of 50% entry fees will be made only if the telephoned cancellations are confirmed in writing by Friday 7 July latest. This refund will then be made within one month of the date of the Show. Please note that stable charges are not refundable. 5. Nomination entries will not be accepted. 6. Declarations may not be made by email, fax or telephone. Competitors are required to declare starters at the declarations office only, at least one hour before the advertised starting time. 7. Exhibitors/owners/riders British Showjumping membership numbers must be shown on the entry form together with the horses registration number. 8. A time limit will be adopted for all jumping competitions and will be announced before the competition starts. Automatic timing apparatus will be in operation. 9. When a standard has been reached competitors making more than a certain number of faults may be retired. 10. In the jumping classes a substitute entry will be accepted only in accordance with British Showjumping Rules 79.4. 11. The Committee reserves the right to alter or amend the programme if it should be necessary. 12. Rapping in the collecting ring or anywhere on, or in the vicinity of the Showground is strictly prohibited.

170 13. Dress. All competitors must wear uniform, hunting costume or appropriate hats and coats to comply with British Showjumping Rule 101.3. 14. The drawn order of jumping for each competition will be done on the day of the Show by the Declarations Secretary. This order of jumping will be displayed in the collecting ring and competitors must jump in this order. Any competitor missing his turn may be eliminated from the competition. 15. Competitors will be permitted to inspect the course dismounted only during the times allocated for this purpose and must be correctly dressed. Details will be posted on the collecting ring notice board. 16. The Society reserves the right to limit entries and to introduce a standard if necessary.

LEADING RIDER OF THE SHOW

PRIZE - £1,000 A cash prize of £1,000 will be awarded to the leading same horse/rider combination from the following Astor Ring competitions - 400 - 403, 406 and 407. Points will be awarded as follows; 1st - 8 points down to 1 point for 8th place. In cases of equality in any individual competition the points will be added together and then divided between the riders involved (eg 2 riders in equal 3rd place would score as follows; 6 points + 5 points divided by 2 = 5.5 points each).

Should there be equality of points when all jumping competitions have been completed, the winner will be the horse/rider combination with the most first prizes or, if still equal then the most second prizes and so on down the line.

To compete for the Leading Rider Prize competitors must compete over at least two of the three show days.

Eligibility: All horses/ponies eligible except Grade A horses and JA ponies. No horse or rider may compete in more than one team.

Scoring: One round - best three scores to count towards the team total. The first round will be timed and used if equality for lower placings.

Ties: Jump off for first place only. One nominated team member for each team to jump off. Equality of minor placing will be decided on the aggregate times of the three scoring members of each tying team.
