Department of Justice, is charged with the duty of investigating violations of the laws of the United States and collecting evidence in cases in which the United States is or may be a party in interest.
The Division does not have investigative jurisdiction over violations of Counterfeiting, Narcotic, Customs, Immigration, or Postal Laws. - y However, the Division of Investigation will immediately institute inves tigations of alleged violations of Federal Laws other than those listed above.
The following list indicates some of the major violations over which the Division has investigative jurisdiction:-
National Motor Vehicle Theft Act National Bankruptcy Act White Slave Traffic Act Impersonation of Government Officials Larceny of Goods in Interstate Commerce Cases involving transportation in interstate or foreign commerce of any persons who have been kidnapped Theft, Embezzlement or Illegal Possession of Government Property Antitrust Laws National Bank and Federal Reserve Act Violations, such as embezzlement, abstraction or misapplication of funds Crimes on any kind of Government reservation, including Indian Reserva tions or in any Government building or other Government property Neutrality violations, including the shipment of arms to friendly nations Frauds against the Government Perjury, embezzlement, or bribery in connection with Federal Statutes or officials Crimes on the high seas The location of persons who are fugitives from justice by reason of vio lations of the Federal Laws over which the bivision has jUrisdiction, of escaped Federal prisoners, and parole and probation violators. .
It will be appreciated if information in the possession of law-enforce ment officials concerning the above listed violations is promptly forwarded to the Special Agent in Charge or the nearest ield office of the Division of Investigation, U. S. Department of JUstice. If the information indicates that immediate action is necessary, telegrams marked "Government Rate Collect" or telephone calls will be accepted. In his address to members of the Emergency Crime Committee of the InterġĢtional Association of Chiefs of Police, recently assembled in Washington, The Attorney General of the United states said in part :
"We are trying to put new life into the administration of justice, trying to humanize it and liberalize it, and at the same tiģe make it more effective and more successful. Each one of you know5 what your own problĤm id and we have our Federal problems and our state problems and our municipal and local problems.
"Primarily, what I am hoping to accomplish is to bring about more complete heartfelt and friendly cooperation and coordination amongst the various law enforcing agencies of the country than ever existed before . Now, I think we can do that not perhaps on account of any particular merit of our own , but because we have the support, I think , now in fuller measure than I have l²nown it in my time of the people of the country.
"I have been too many years engaged in battling with crime , as your President personally knows , to have any illusions about the difficult, the long persi stent , unre lenting pressure , that has got to be exerted by the law enforcing agencies . Everything that you can think of that will help in this campaign should be coordinated and systemized and made effective . Not only should there be a study of de vices and plans of detecting and preventing those who have been guilty of offenses, but neVi methods should constantly be studied and within our own ranks there should be greater morale."
One of the new methods of fighting crime , as mentioned by the Attorney General , is aptly illustrated by the Single Finger print File in the Identification Unit of the Division of Investi gation, devoted to known or suspected kidnapers and extortioners .
Every law enforcement official in the country is urged to make use of this file . In order that this file may be made as complete as possible, it is requested that law enforcement officials who can furnish from the ir files names of gangsters or individuals associated in the past with crimes of kidnaping and extortion, submit to the Division for entry in its Single Fingerprint File, the names, arrest or commitment numbers and fingerprint classifications of these individuals in order that the Division 's file may be maintained as comprehensively as possible.

A campaign to organize unions amongst the operators in motion pic- ture theatres brought forth an epidemic of bombs , first of the stench variety, then the phosphorus type , followed closely by the dynamite spe cies . In one instance a five gallon alcohol can containing 21 sticks of dynamite with detonators was found suspended from the ceiling adja cent to the projection room. Thi rty-five hundred persons we re in the audience and it still is a mystery why it did not explode. Bombs ex ploded in three theatres , having been placed in the corridor after closing ; prope rty damaged but no personal injury done . With the phos . phorous bombs several persons in the audience were burned and a stam pede followed causing the audience to Ğriot and trample one another in the excitement. In the case of the theatre whe rein was found the bomb of which photograph is shown above (Exhibit No . 1), the Manager received an anonymous phone call after closing that he would find a bottle of dynamite on the second balcony . He proceeded and found the bottle filled with cement that had hardened and a fuse attached . Fuse stopped burning th ree inches from detonator and therefore an explosion was again my ster iously prevented . In this case it is conceded that the cement in set ting forced moisture into the cap to which fuse was attached and caused deterioration of powder core used to carry flame to detonator. The pho tograph clearly shows the cement bomb with the glass removed and har-m less from outside appearances . However, an X-Ray photograph revealed the vertical position of dynamite in the center of the cement, together with a detonator containing fulminate of mercury. - :3

This package was accompanied by written in structions, Viz., place tingers in top and teel loose piece ot wood and turn same to right, this released panel. Further remove block and you are over your second step to great surprise and next and last pull velvet tassel and you had reached surprise. Progress had been made to the tassel when safety became the -byword, so X-Ray photos were taken showing down ward and side views. In 1920, President Wilson, his Cabinet members, several Sen ators and same State Officials were the recipients of bombs contained in wooden cylinders wrapped and labelled: "Gimbel Bros., New York, N.Y." The detonator used in these bombs was of a chemical nature, viz., a vial of acid and a . . mixture of sugar and. potash. Consisted of a wooden box (similar to a larg cigar box) inside of which was a glass preserving jar used as a container for the dynamite. A hole was punched in the metallic cap to allow the passing through of the wire leads to the electric detonator. petonator was placed in the center of ._-jar about one and one-half inches from top. -- Electricity was -obtained from a "Radio e" battery. The positive wire from battery lead directly to detonator or electric fuse. The negative Wire was connected to cabinet hook on front of box, being soldered to make contact positive. The natural motion of opening box would be to move hook to right which in this case closed the circuit causing an explosion.
X-Ray photograph gives _ n de:tail:the construotion of the bomb, clearly showing it to be of electrical detonation and the position of the explosive substances. The availability of this X-Ray would have enabled the dismantling - 01' the bomb without danger. A powder expert from the Dupont Company was a killed in attempting to open one of the boxes. ,., - 6

This was a wooden box simulated atter a cabinetmaker's lunch box, two compartments, one fo·r the explosive and the other for the detonator. A spring (similar to a rat trap) was set when the box was put in position. The detonators were pin fire cartrid ges,(sensitive exploding tyPe) held in position by hinges. A person lifting the box for examination would allow a peg to drop through hole in bottom. The spring would then be re leased and strike cartridges which in turn would explode the T. N. T. in second compartment. The deaths of numerous watchmen and special otficers have been a tributed to this type ot bomb. - 9

.. On November 15, 1933 , the Division of Investigation received a telegram from the Police Department at San Antonio, Texas , making inquiry relative to a possible criminal record exis.ting in the case of Andrew Carson. The complete fingerprint classification also was supplied. The records of the Ident.ification Unit wer.e c.hecked carefully Upon the receipt of this request and it was found that the Andrew Carson , in whom the San Antonio officials were in.terested, was possibly identical with the person wanted at the present time by the Police Department at Atlanta , Georgia, the A.me rican Express Company in New York City and the State Bureau of Criminal Identification at St . Paul , Minnesota, for forgery and uttering . The Division 's records also reflected that this person had been arrested on June 24 , 1930 by the offici-als of New Scotland Yard , London, England , as a suspicious person and.remanded for further action. The information disclosed through ·the re.cords was communicated by . telegram to the San . . Antonio Officials , with the suggestion that. Carđon.'s fingerprints b.e for warded immediately for verification ..
On November 17 , t·he Ē,ctual fingerprints were received in the Identification Unit from the San Antonio authorities and the identification made by telegram was substantiated. The San Antonio officials informed the Division of Investigation in a letter accompanying the fingerprints ·that G.arson is now confined in a hospital in that city. seriously wounded, after a gun fight with another person, who died in a San Antonio hospital on Novembe r 15th . The officials of that city indicated that Carson had also . been found to be wanted by the o,uthori ties at Mount Carmel ., Pennsylvania for a stock swindle. Carson's criminal record contained in the Identificaē tion files extends to 1913, when he was arrested by the Police Department at Kansas City, Missouri and fined $500 for confidence game. It appears that during the intervening years he has been arres.ted o.n several occG).sions char.ged with suspicion, "bunco" and confidence game in various sections of .. the United States and in England , as indicaĔed above .
This case illustrates the effi cacy of the centralization of criminal identifying reco.rds in an organization opere,ting upon a national and international scale, and proves further the value of forwarding to the Identification Unit advice as to the fugitive status of an individual .

FUGITIYE WITH EXTENSIVE CRIMINAL RECORD IDENTIėIED BY FINGEBPRINTS
According to the information appearing in the identification files of the Division of Investigation, the criminal career of. the person known variously as Lang McDonald , Colin Craig McDonald and George McClellan can be traced to 1914, when this person was received in the State Penitentiary , Huntsville , Texas , to serve six years for the offense of burglary . A notation in the identification files re flects that he .was pardoned on November 1, 1916.
The records reflect furthĘr that in 1922 , McDonald was received in the State Convict Department , Montgomery , Alabama , to se rve two to three years for burglary. In 1925 he was committed to the State Farm , Raiford , Florida , to serve eight years for breaking and entering robbery . Information appearing in the Division files reflects that Mc Donald alias McClellan escaped from the custody of the institution named in 1927 and was recaptured and returned in May , 1931 , after se rving a one-year terę in the State PĚnitentiary at Baton Rouge , Louisiana , for an additional charge of breaking and entering. However, he again escaped from the custody of the Florida officials on July 29 , 1933 , and a notice was forwarded to the Division of Investigation at that time, to be placed in the fingerprint files.
On October .31 , 1933 , the Division received a card from the Police Department at Burlingame , California, reporting the arrest of Curtis Walker on October 26, 1933, charged with investigation - posses ing burglar tools. When these fingerp rints were classified and searched, it was .found that Walker was identical with the escaped prisoner from the Florida institution and the interested officials were informed at once.of his arrest in California.
\ The identification. of the fugitive effected in this instance , is one of the approximately 350 identifications of fugitives now being made each month in the Fingerprint Unit . It is parti cularly interesting r to obse rve that McDonald had been sentenced to serve three prison terms before his incarceration in the State Farm at Raiford , Florida , and one term thereafter. . In this connection , it is noted· that this person since 1914 , according to the Division's records , has been received in penal insti.tutions on five diff.erent occasions, charged with felonies. - 11 -

USE OF FINGERPRINT CARD FORMS
The Division of Investigation suppl ies blank fingerprint cards to interested law enforcement officials for the purpose of transmitting fingerprint records for the files of the Identification Unit at Washington. Many agencies 'direct inquiries to the Division from time to time as to whether it is desired that these cards, which are issued without charge, are preferred by the Division, or whether the cards printed locally by the said agencies would not be equally acceptable.
It has been determined through experience in the Identification Unit that the best results can be accomplished when uniform systems and suppl ies are employed. It is the Divisionis wish, therefore , that wherever possible the law enforcement agencies who transmit fingerprints for the Identification files utilize the ąlanĆć fingerprint cards furnished by the Division for this purpose . The receipt of fingerprint record cards prepared in a uniform manner on the paper stock provided for these records, which is of a permĈnent quality, contributes materially to the expeditious and accurate handling of fingerprint records .
Any law enforcement agencies desiring additional supplies of these blank fingerprint cards will be furnished therewith upon receipt of a request forwarded to the Division. - 12
