RECORDING OF MEETING To establish if it is the intention of any person present to record the meeting. 2. APOLOGIES FOR ABSENCE 3. DECLARATION OF INTEREST To receive Members’ declarations of Disclosable Pecuniary Interests (as defined by the Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012) where these Disclosable Pecuniary Interests: a) Have not already been entered into the register and b) Relate to a matter to be considered To note that such interests so declared must be formally notified to Town Clerk and the Monitoring Officer at East Hertfordshire District Council of the interest within 28 days. THE MINUTES To approve the minutes of the Sub-Committee meeting held on 17th May 2021. 5. LICENSING APPLICATIONS To consider current licensing applications in the Hertford area 10. CONSULTATION ON DRAFT STATEMENT OF LICENSING POLICY 2021 - 2026 To consider the Councils response to the consultation on East Herts Council’s draft statement of licensing policy 2021 – 2026 – PAPER E (page 9) 11. CORRESPONDENCE Appeals – to receive details of pending appeals and appeal decisions. Copies of any appeal decisions are provided to members of the Planning Sub-Committee for reference. 12. ITEMS FOR FUTURE AGENDA 2 PAPER A Planning Sub Committee Action Plan from 17th May 2021 Action Required By Lead officer Status Enforcement Matters Development of ‘rare breed farm’ at the Ongoing N. Kirby 14 Aug 2020: Further update received from East Herts Council (EHC). Case is corner of junction Bramfield Road / ongoing, site visits being undertaken and matters being looked into. North Road December 20 – Brief update received from EHC. EHC have been asked whether an officer could attend a meeting to provide this information on what and isn’t permitted. 4 Jan 2020 -An update was requested for the next meeting. As a Ward Member Cllr Lynch will send a follow up letter to the Head of Planning at East Herts as he had no reply from a letter sent in 2020. 15 Feb 2021 -EHC have confirmed there are no further updates to this item. Once lockdown is lifted inspections will resume. 4 May 2021 Planning enforcement have visited & Committee awaiting update. Internally illuminated sign at 14th N. Kirby 03 Dec 2020: Town Council have written to request that the light is turned off, Poundstretcher, Maidenhead Street December repaired or replaced with an externally illuminated sign in accordance with the 2020 EHDC retail frontage policy. Skips at the corner of Wareham’s Lane Ongoing N. Kirby To note it is understood that EHC are aware and investigating. 6 April 2021: It was noted that the number of skips had increased. Committee requested an update for the next meeting from East Herts Council. 4 May 2021: EHC investigating. Internally illuminated sign at Spice Hut, Ongoing N. Kirby Raised by Committee at the meeting of the 14th December 2020 Maidenhead Street Internally illuminated sign at Costa, Ongoing N. Kirby Raised by Committee at the meeting of the 14th December 2020 Maidenhead Street Jan 2020: Of the three listed, only Costa was illuminated on a recent visit by one Councillor. It was noted, if all three remained off this could resolve the issue 3 PAPER A Investigate the consent for erection of Ongoing N. Kirby Raised by Committee at the meeting of the 6th April 2021 high fence at land adjacent to the Committee were informed that if the fence was under 2m high no permission is quarry, St Marys Lane, adjoining Cole required. Green Way. 5th May 2021 Cllr Tarrega checked height and taken photo. Information has been sent to Planning enforcement to investigate. 17 May 2021 Committee expressed general concern regarding this high fence and the excessive excavation that appears to be taking place at rear of Cornerwood, including a loss of trees and damage to neighbouring structures. Planning enforcement have been made aware of these concerns.
