The urgent need for this project arises from the increased congestion inside trains and loss in transit time due to crossing from a train travelling in opposite direction. The presence of a double track is a prerequisite for introducing block signalling that can considerable speed up trains and reduce transit time. The existing track capacity utilization of this line is over 100 percent and the every existing single line is saturated, leading to congestion and slow movements of trains. The successful implementation of this project will ensure smooth movements of trains without many disruptions. In addition to that, the better operational efficiency of railway system will reduce the journey time and hence this will be an advantage for every passenger. 1.2 Location The proposed project is intended to for the doubling of Railway line from Thiruvananthapuram to Nemom. The 14.8067 Hectares of land that is considered to be acquired for this project belongs to four villages in Thiruvananthapuram district, namely Thycaud, Thirumala, Nemom and Pallichal. 1.3. Size and attributes of land acquisition An extent of 14.8067 Hectares of land collectively from the villages of Thycaud, Thirumala, Nemom and Pallichal is required for the implementation the project. The land identified for the project for doubling of Railway line from Thiruvananthapuram to Nemom is spread over 759 survey numbers. 1.4 Alternatives considered The proposed project aims at the doubling of Railway line from Thiruvananthapuram to Nemom and construction of terminal. Since the project is for doubling of railway line, only lands adjacent to the existing line can be acquired. Hence, no alternative land has been considered for the proposed project. Centre for Management Development, Thiruvananthapuram 1 SIA of Land Acquisition for the Doubling of Trivandrum-Nemom Railway Line and Construction of Terminal 1.5 Social impacts Land under 759 survey number spread over 14.8067 hectares of land from Thycaud, Thirumala, Nemom and Pallichal villages need to be acquired for the project. The major social impact will be the displacement of families residing in the area. In addition to that some commercial institutions, government organisations etc. are also present. Loss of land for these organisations and institutions can be considered as a negative impact as the people who are employed in the institutions, which will be lost completely, will face a loss in livelihood. The proposed area includes land owned by the CSIR-NIIST, SBI, SIDCO, Government Women & Children’s Hospital, Thycaud. 1.6 Mitigation measures To mitigate the social impact of the proposed land acquisition, R&R package should be provided to the families as per the Policies issued by Revenue(B) Department, Government of Kerala vide G.O.(MS)No.485/2015/RD dated 23/09/2015 and G.O.(Ms)No.448/2017/RD dated 29/12/2017 for the rehabilitation and resettlement package for land acquisition in the state in lieu of RFCT in LAR&R Act 2013. The authorities should take necessary actions to ensure that the existing water bodies such as canals, streams etc. in the vicinity of the project area will not be affected during and after each stage of the implementation of the project. Reconstruction of livelihood of people is an important factor in this project. It is a very difficult task to the people to recreate their commercial enterprises in a new area. So, the assistance should be provided to them in order to successfully recreate their livelihood. The families who are losing the courtyard of their house demanded the reconstruction of proper boundary wall. Safety of the people during the construction phase of the project and healthy disposal of wastages which may arise out of construction should be ensured. Centre for Management Development, Thiruvananthapuram 2 SIA of Land Acquisition for the Doubling of Trivandrum-Nemom Railway Line and Construction of Terminal Retaining the natural drainage system is very important as majority of the land near the project area will face severe water logging problems during rainy seasons. Maintaining roads, pathways, bridges present on the proposed land should be given priorities as the people residing on the boundary of the proposed land will face difficulties for free passage. Centre for Management Development, Thiruvananthapuram 3 SIA of Land Acquisition for the Doubling of Trivandrum-Nemom Railway Line and Construction of Terminal CHAPTER 2 DETAILED PROJECT DESCRIPTION 2.1 Background of the Project including Developer’s Background and Governance/Management structure This project is for the doubling of Railway line from Thiruvananthapuram to Nemom in Thiruvananthapuram district and Construction of Terminal. The project intends to improve the commute between the two sates through developing a well structured railway network. The project requires a total area of 14.8067 hectares of land spread over Pallichal, Nemom, Thycaud and Thirumala Villages of Thiruvananthapuram District. The District Collector Thiruvananthapuram as per letter no. K 13-183091/19 dated 24/04/2019 invited proposals to conduct Social Impact Assessment prior to the Land Acquisition for the project. The Centre for Management was entrusted with the work by the Government of Kerala vide GO(P)No.44/2019/RD dated 30/07/2019 (Kerala Gazette No. 1766 – Vol. 8 dated 05/08/2019) to conduct the Social Impact Assessment. 2.2 Rationale for Project, including how the project fits the public purpose criteria listed in the Act. Centre for Management Development, Thiruvananthapuram 4 SIA of Land Acquisition for the Doubling of Trivandrum-Nemom Railway Line and Construction of Terminal As per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 Section 2(vi), the project can be considered as a public purpose. 2.3 Details of Project size, location, capacity outputs, production targets, costs and risks The affected area belongs to four different villages in Thiruvananthapuram district namely, Thycaud, Thirumala, Nemom and Pallichal villages. The project completion requires 14.8067 Hectares of land from various survey numbers to be acquired. This project aims for the doubling of Railway line from Thiruvananthapuram to Nemom and Constructon of Terminal. By implementing this project, the operational efficiency of Railway transport systems will be improved to a great extent.
