University of the Western Cape Faculty of Education A History of the Ottery School of Industries in Cape Town: Issues of Race, Welfare and Social Order in the period 1937 to 1968 By Nur-Mohammed Azeem Badroodien A thesis presented in fulfilment of the requirements for the degree of Doctor of Philosophy in the Faculty of Education, University of the Western Cape March 2001 2 Abstract The primary task of this thesis is to explain the establishment of the ‘correctional institution’, the Ottery School of Industries, in Cape Town in 1948 and the programmes of rehabilitation, correctional and vocational training and residential care that the institution developed in the period until 1968. This explanation is located in the wider context of debates about welfare and penal policy in South Africa. The overall purpose is to show how modernist discourses in relation to social welfare, delinquency, and education came to South Africa and was mediated through a racial lens unique to this country. In so doing the thesis uses a broad range of material and levels of analysis from the ethnographic to the documentary and historical. The work seeks to locate itself at the intersection of the fields of education, history, welfare, penality and race in South Africa. The unique contribution of the study lies in the ways in which it engages with the nature of welfare institutions that took the form of Schools of Industries in the apartheid period. The thesis asserts that the motivation for the development of the institution under apartheid was not just the extension of crude apartheid policy, but was also inspired by welfarist and humanitarian goals. -

City of Cape Town Metropolitan Municipality Executive summary Introduction The 2015 Municipal Economic Review and Outlook (MERO) report is presented in a generally constrained macro- economic environment. Whilst more challenging, this ups the imperative of unlocking opportunities for growth and jobs. The MERO’s objective is to provide economic intelligence at the local level in the Western Cape Province, which can assist with evidence-based decision making and in building an environment conducive to private sector growth and employment creation. The reality is that six years from the onset of the recovery from the 2009 Great Recession, world economic growth is as yet not on a solid footing. Growth projections 25 Municipal Economic Review and Outlook 2015 have been scaled down at the global, national and provincial levels. ‘Secular stagnation’ is the term being used to describe a ‘new normal’ in respect of the world economy. The macro-economic context was discussed in Section A of the report. In this section of the report, five chapters are devoted to the economic review and outlook for the Cape Metro economy. The first chapter provides a dedicated regional economic outlook. Thereafter, the focus is on sectoral growth, employment and skills demand trends in seven selected economic areas in the Metro; a sectoral forecast over the 2015 - 2020 period at the metro level is also motivated. The third chapter focuses on the topic of integration into global value chains, Special Economic Zones (SEZs), as well as two small case studies on, firstly, The Atlantis Green Technology Industrial Park and, secondly, the Cape Health Technology Park (CHTP). -

For more information about the projects program at WPI, please see; http://www.wpi.edu/Academics/Project I Abstract The City of Cape Town has not found a permanent, successful solution to accommodating the large chronically homeless population living there. The sponsoring organization, Streetscapes, employs the sector of the population that struggles with substance abuse. In this project, we interviewed Streetscapes’ employees about what are considered important physical and emotional elements of a home. Streetscapes can use this information to improve their therapeutic programs and housing application processes to better meet an individual’s needs. Personal safety and being able to accommodate family were the top-ranking elements of importance. The survey tool and database produced from this project can also be used by city NGOs to annually track improving or worsening scores.
