Facility All competition events and practice ice for Skate Kansas City 2012 will be held at the newest facility in the Kansas City area - The Independence Event Center, 19100 East Valley Parkway, Independence, KS 64055. The facility has two ice surfaces 85’ by 200’ and opened November 2009.

Rules and Eligibility Skate Kansas City 2012 will be conducted according to the current US Figure Skating rulebook unless otherwise stated in this announcement. Skaters must be eligible persons registered as members of the US Figure Skating and may compete at their test level as of February 19, 2012 or one level higher. Ages are as of February 19, 2012.

The ISU Judging System will be used to determine the event results for Juvenile through Senior Short Programs, Freeskates and Championship Events in singles and pairs. All competitors skating in these events need to submit the PROGRAM CONTENT FORM no later than February 19, 2012; late forms will not be accepted. All other events, including Open Juvenile and Adult events, will determine results using the US Figure Skating 6.0 System.

Please note: Entry fees do not include practice ice. Practice ice is purchased separately. A $25.00 fee will be charged for all returned checks. A $25.00 fee will be charged for any changes of events after February 19, 2012. Please be sure to mark the correct event.

Entry Regulations Online entries with secure credit card payment may be made at www.kansascityfsc.com (follow competition links). Electronic entries must be paid with a successful credit card transaction to be considered valid and must be completed by 11:59PM, February 19, 2012.

Paper entries must be postmarked on or before February 19, 2012 and must include all entry fees. Please make checks payable to "Skate Kansas City". A single check may be used to pay both entry and practice ice fees. The use of metered postage is not accepted as proof of postmark. Paper entries and requests for practice ice should be mailed to: Skate Kansas City 2012 14861 Walmer Overland Park, KS 66223 Any paper application postmarked after February 19, 2012 or any electronic entry after 11:59PM, February 19, 2012 will be considered a late entry. Late entries will be accepted only at the discretion of the competition committee and a late fee of $25.00 will be charged. A $25.00 service fee will be charged for checks returned for any reason.

No refunds will be made after the entry deadline of February 19, 2012 unless an event is cancelled or closed due to large number of entries. Two entries will be sufficient to hold an event. Open events may be combined with standard events at the same level (i.e., Open Juvenile and Juvenile) to make an event. Male and female skaters may be combined to make an event. Full refunds, minus the online processing fee, are available if withdrawal is prior to February 19, 2012. If you register online, the processing fee is not refundable for any reason. Refunds for paper entries withdrawn prior to February 19, 2012 will be assessed a $25.00 handling fee.

Registration and Check-In The registration desk will be located at the Independence Event Center. Skaters may check-in starting 1 hour prior to the first practice ice session. Please register immediately upon arrival. The registration desk will be open approximately 1 hour before the first event each day and will remain open until the completion of the final event of the day. Skaters should plan on being at the rink at least 45 minutes prior to their scheduled event. Always check the official bulletin board for announcements of any possible changes.

Practice Ice No practice ice is included with your registration. Practice ice will be scheduled at the rink starting on Thursday, March 31st or Friday, April 1st depending on the competition schedule. Every effort will be made to play every competitor’s music, but this cannot be guaranteed. Provided compulsory dance music will be played on any dance practice sessions. Practice ice sessions will be 30 minutes in length for singles, dance and pairs. Practice sessions for synchronized teams will be 20 minutes in length.

2 Skaters will be able to pick their own practice ice sessions online, but you must indicate the number of sessions you want on the Practice Ice Request Form or online when you register. You must pay for them with your entry form or when you register online. You will receive an email with a PIN number in order to access your practice ice records and select your sessions. Please indicate the number of sessions you would like online or complete the Practice Ice Request Form and return it, with payment (a single check for both entry fees and practice ice may be used), with your competition application.

Practice ice will be $12.00 if you pre-order the sessions. Pre-paid practice ice is non-refundable and may not be sold to other skaters. Additional practice ice sales may be available online for $15.00 per session after the schedule has been posted. Additional practice ice will be available for purchase during the competition and will cost $18.00 at the registration desk with the exception of final round practice ice which will be $12.00. Final round practice ice will be reserved and only open those skaters qualifying. Synchronized teams will be able to purchase practice ice for $95 per session.

Music Compulsory Dance music will be provided. Competitors must provide music for all other events, as appropriate. Only CDs (standard CD-R format only) will be accepted. CD-RWs will NOT be accepted due to compatibility issues. CDs must be clearly marked with the competitor’s name, event, and running time. The official competition CD must be turned in at the Registration Desk at the time of registration. CDs must only have one piece of music per CD. CDs may be picked up at the Registration Desk following each event. The official competition CD turned in at the Registration Desk is reserved for use during the event and may not be retrieved for Practice Ice use. Please keep adequate copies of your music.

Awards Medals will be awarded for the top four placements in all events, including Championship Events. All awards will be distributed and pictures will be taken immediately following the posting of results. Medals may be engraved at an additional cost after the awards have been presented. The Skate Kansas City trophy will be awarded to the club accumulating the most points based on the following: four points for 1st place decreasing to one point for 4th place. All participating clubs are included. Pair/Dance teams must declare what club points are to be awarded to if both skaters are not from the same club.

Photography/Video No flash photography of the skaters on the ice is permitted. No tripods may be used and no rink power sources may be accessed. Only hand held video cameras are permitted. Individuals may tape their own skaters; however recording of other groups will not be permitted. Photos and videos will be available for purchase.

Competition Event General Rules Skaters may skate up one level higher than the highest freeskating (or corresponding) test passed as of the entry deadline. Skaters may enter either the Test Track or Well Balanced Free Skate events, but not both. Test Track and Well Balanced Free Skate events will be randomly seeded. Well Balanced Free Skate events may also be divided by age as of 2/19/2012. Age requirements for all events are per the rulebook using the date of 2/19/2012 (instead of September 1st) to determine age. Male and female competitors may be combined to make an event. Open events may be combined with standard events at the same level (i.e., Open Juvenile and Juvenile) to make an event.

ISU Judging System and Related Information The ISU Judging System will be used to determine the event results for Juvenile through Senior Short Programs, Freeskates, and Championship events in singles and pair events. All competitors in these events need to submit the PROGRAM CONTENT FORM no later than February 19, 2012. A separate form for each IJS event entered will need to be completed. Late forms will not be accepted. The Program Content Form can be filled out and printed from the Members Only section of the US Figure Skating website (www.usfsaonline.org), or downloaded from the Kansas City FSC web site (www.kansascityfsc.org). You should also expect additional time needed by the accounting room to process and post events results. PLEASE NOTE – THE 6.0 JUDGING SYSTEM WILL BE USED FOR ALL OTHER EVENTS - INCLUDING OPEN JUVENILE AND ADULT EVENTS.

Competitors will skate to music of their choice, vocal music permitted. The 6.0 judging system will be used for all Test Track events.

7 Compulsory Moves Eligibility is the same as for Free Skating. Compulsory moves are skated without music. The specified moves may be done in any order, but must be skated exactly as described. An axel is a single jump. Step sequences must be distinguishable from connecting steps. In Limited Beginner through Pre-Juvenile Compulsory Moves events where there are insufficient entries at particular level, groups may be combined and male and female entrants judged together.

Artistic Eligibility is the same as for Free Skating events. Choice of music (vocals allowed) is up to the skater. Themed costumes are encouraged, but not required. Hand held props that are controlled by the skater at all times, are allowed, however no on ice props are allowed. Judging will be based on originality, creativity, and musical interpretation which characterize the mood of the music. Jumps and spins will be judged on their artistic merit in the program, not on technical difficulty. There are no open events. Events/genders may be combined, based on the number of entries, at the discretion of the referee.

Skaters placing fourth and higher in Preliminary and higher artistic/showcase/interpretive solo events, including Adult events, will be qualified to enter the next National Showcase. Music Interpretation Eligibility is the same as for Free Skating events. Music Interpretation consists of a single program composed/choreographed entirely by the skater, demonstrating the ability to interpret music by combining moves, turns, footwork, jumps and spins. During the warm-up, skaters are not to converse with the coaches, parents, or fellow skaters. The skaters will hear the music twice during the warm-up. Following the warm-up, all skaters except the first skater will be escorted to a locker room or another area of the arena. The first skater will hear the music for a 3rd time and then will perform a program to the music. As each skater performs, the next skater in line will be allowed to hear the music a 3rd time before they perform to the music. The listening skater will not be allowed to watch the performing skater.

There is to be no instruction allowed during this event from coaches, parents or fellow skaters. Skaters are judged on originality, pattern, technical (ability to include jumps and spins) and music interpretation/expression. Jumps should be from the skating level or below.

Spin Events Spins shall be skated in a SIMPLE PROGRAM with no jumps of any kind and no extra or repeated elements. Connecting moves and short sequences of footwork may be used between spins and will not be judged. All events will be skated on half ice.

Beginner through Juvenile will skate on half ice, Intermediate through Senior on full ice. Jumps should be skated exactly as stated and in this order. Skaters will be given two opportunities to perform each jump with the better of the two jumps being judged. This is not a “mini-program”. Only the stroking and edges necessary to prepare for the jump will be allowed. Extra moves, such as spirals, pivots, etc. will be penalized.

Synchronized Skating General Rules: The 2012 Skate KC competition is sanctioned by U.S. Figure Skating and will be conducted under the rules set forth in the 2012 edition of the U.S. Figure Skating Rulebook and this announcement. Liability: U.S. Figure Skating, Kansas City , and Independence Events Center accept no responsibility for injury or damage sustained by any participant in these championships. This is in accordance with Rule 2300 of the 2012 edition of the official U.S. Figure Skating Rulebook.

Judging System: All events will be judged using the 6.0 judging system.

SECTION 1: BASIC SKILLS / BEGINNER EVENTS For all events: No skaters may have passed higher than the preliminary test in any discipline, and the majority of the team must be “no test.”

A. Basic Skills Beginner 1 A team of 8-16 skaters. The majority of the team must be under 9 on the preceding July 1. Program duration: 1 ½ - 2minutes +/- 10 sec.

Required elements: a. Circle: 1 circle, include a 2-foot turn and a forward inside and/or forward outside edge glide b. Line: Cover the ice and include only forward skating skills. c. Block: Cover the ice and include only one configuration. d. Wheel: A 4-spoke wheel with backward pumps. e. Intersection: 2 lines facing each other, forward 2-foot glide at the point of intersection.

RESTRICTIONS: - No additional elements allowed. - Holds may only include shoulder-to-shoulder and hand-to-hand. - No changes or direction and traveling within elements. - No steps or moves in Basic 6 or higher.

10 B. Basic Skills Beginner 2 A team of 8-16 skaters. The majority of the team must be 9–11 years old on the preceding July 1. Program duration: 1 ½ - 2minutes +/- 10 seconds

Required elements: a. Circle: 1 circle, include the combination move* from Basic 8 b. Line: Cover the ice may include both forward and backward skating skills. c. Block: Cover the ice and include 1 or 2 configurations. d. Wheel: Wheel of choice with backward pumps. e. Required elements: a. Circle: 1 circle, include the combination move* from Basic 8 b. Line: Cover the ice must include both forward and backward skating skills. c. Block: Cover the ice and include 2 or 3 configurations. d. Wheel: Wheel of choice. e. Intersection: 2 lines facing each other, forward 1-foot glide or forward lunge at the point of intersection.

RESTRICTIONS: - No changes or direction and traveling within elements.

* The combination move is element C in Basic 8: Two forward crossovers into a forward inside mohawk, step down or cross behind, step into a backward crossover, step forward onto a forward inside edge glide. It does not need to be repeated, and does not need to be done in both directions. If there are not enough entries, Beginner 1 and Beginner 2 can be combined, at the discretion of the Referee.

A. Preliminary: A team of 8 to 16 skaters. All skaters must be under 12. The majority of the team must be under 10 on the preceding July 1. Program duration: 2 minutes. Well balanced program: Rule 7270

B. Pre-Juvenile: A team of 8 to16 skaters. The majority of the team must be under 12 on the preceding July 1. Program duration: 2 minutes. Well balanced program: Rule 7260

C. Open Juvenile: A team of 8 to16 skaters. The majority of the team must be under 19 on the preceding July 1. All skaters must have passed the pre-preliminary test. Program duration: 2 ½ minutes. Well balanced program: Rule 7250

D. Juvenile: A team of 12 to20 skaters. Skaters must be under 13 on the preceding July 1 and have passed the preliminary moves in the field test. Program duration: 3 minutes. Well balanced program: Rule 7240

E. Intermediate: A team of 12 to 20 skaters. Skaters must be under 18 on the preceding July 1 and have passed the pre- juvenile moves in the field test. Program duration: 3 ½ minutes. Well balanced program: Rule 7230

F. Novice: A team of 12 to20 skaters. Skaters must be under 16, with the exception that up to 4 team members may be 16 or 17, on the preceding July 1 and have passed the juvenile moves in the field test. Program duration: 3 ½ minutes. Well balanced program: Rule 7220

G. Junior: A team of 12 to16 skaters. Skaters must be at least 12 and under 19 on the preceding July 1. All skaters must have passed the intermediate moves in the field test. Well balanced program and short program: Rule 7210 Short program duration: Maximum 2 minutes, 50 seconds Free skate duration: 4 minutes

11 H. Senior: A team of 16 skaters. Skaters must be at least 14 on the preceding July 1 and have passed the novice moves in the field test. Well balanced program and short program: Rule 7200 Short program duration: Maximum 2 minutes, 50 seconds Free skate duration: 4 ½ minutes

I. Open Collegiate: A team of 8 to16 skaters. Skaters must be enrolled in a college or university as a full-time student, as of the entry deadline. Program duration: 3 minutes. Well balanced program: Rule 7290

J. Collegiate: A team of 12 to20 skaters. Skaters must be enrolled in a college or university as a full-time student, as of the entry deadline, and have passed the juvenile moves in the field test. Program duration: 4 minutes. Well balanced program: Rule 7280

K. Open Adult: A team of 8 to16 skaters. The majority of skaters must be 19 years or older on the preceding July 1. Program duration: 2 ½ minutes. Well balanced program: Rule 7520

L. Masters: A team of 12 to20 skaters. Skaters must be at least 25, and the majority of the team must be at least 35 on the preceding July 1. Program duration: 3 minutes. Well balanced program: Rule 7510

M. Adult: A team of 12 to20 skaters. All skaters must be at least 21 on the preceding July 1. All skaters must have passed either the preliminary moves in the field test, the adult bronze moves in the field test, the preliminary figure test or the preliminary dance test.
