Not only must it contend with a competitive and saturated global marketplace, but it must also address conflict with Treaty 8 First Nations whose treaty rights and traditional territories were impacted by early development. Shale gas impacts are intensely local, but First Nations have struggled to gain meaningful influence in colonial decision-making processes to ensure development decisions respect community values and authority. This research, conducted in partnership with Fort Nelson First Nation, explores the challenges and opportunities faced by the Nation in their efforts to reshape governance of the shale gas industry in their territory to address its environmental impacts. The research is situated within a review of multiple literatures including political economy, Indigenous governance, and critical studies of natural resource governance, social conflict and co-management in Indigenous-settler contexts. Through interviews and participant observation with the Fort Nelson First Nation, the thesis documents how those involved in shale gas governance at the local level perceive existing processes, and investigates under what conditions a more localized governance might resolve shale gas conflict in northeast BC. It develops an argument that shale gas governance must be rescaled to address landscape scale impacts and enhance the authority of local First Nations interests and knowledge. While collaborative governance reforms like co-management may not wholly eliminate deeply seated colonial authority, they can be effective and empower local First Nations communities under certain conditions. However, this case poses a unique set of context-specific challenges to governance reform, which the Fort Nelson First Nation are confronting as they work towards their governance and land use goals for their traditional territory. As the Nation iv continues to move forward, it is uncertain how they will negotiate the non-renewable industry’s political economy, and the current pro-development shale gas politics in BC. V4K 3N2; e-mail: [email protected] 3 Corresponding author Abstract: The British Columbia Coastal Waterbird Survey is a citizen science long-term monitoring program implemented by Bird Studies Canada to assess population trends and ecological needs of waterbirds using the province’s coastal and inshore marine habitats. Standard monthly counts from more than 200 defined sites within the Strait of Georgia were analysed using route-regression techniques to estimate population indices and assess trends in 57 waterbird species over a 12-year period spanning the non-breeding periods from 1999–2000 to 2010–11. A power analysis was also conducted to validate the rigor of the survey design. Results indicate that the survey is detecting annual changes of 3% or less for populations of 29 waterbirds of a wide variety of guilds. Thirty-three species showed stable populations or no trend, 22 species showed significantly declining trends, and just three species showed significant increasing trends. We evaluate these results in the context of other long-term monitoring initiatives in the Salish Sea, highlighting specific birds to watch from a conservation perspective. Among those that showed a declining trend were a guild of piscivores, including Western and Horned Grebes, Common, Red-throated and Pacific Loons, and Rhinoceros Auklet; several sea ducks (Black and White-winged Scoters, Long-tailed Duck, Barrow’s Goldeneye, Harlequin Duck); two shorebirds (Dunlin, Surfbird); and Great Blue Heron.

Hence this Citizens’ Guide has been written to help the public ensure that the Special Management Zones will indeed achieve their potential. After over 125 years of forest development, British Columbia still contains extensive temperate forests. These wildlands contain an extraordinary range of plants and animals that are the envy of the world. Consequently, British Columbians have a global responsibility to steward the environmental values of our province. However, for many years British Columbia’s forests have been subjected to damaging logging practices and unsustainable overcutting. In the late 1980’s and early 1990’s, this led to increasing conflicts between the logging industry and conservationists. In places such as Carmanah Valley and Clayoquot Sound the tensions of these confrontations became intense. To help resolve these conflicts the B.C. government sponsored a series of land use planning processes to designate the landbase for the management of both economic and ecological values. The zones delineated through these public negotiation exercises included: Protected Areas, Integrated Management, Enhanced Resource Use and Special Management. In particular, the establishment of Special Management Zones to maintain and enhance values other than timber - such as environmental and social concerns - were critical to achieving success at the negotiation table.

    Natural Resource Use in Clayoquot and Barkley Sounds Nannette Huber GIS Certificate Program Introduction Clayoquot and Barkley Sounds (Appendix Figure 1) are two ocean inlets along the west coast of Vancouver Island in British Columbia. These two inlets are estuarine systems with input from both cold, salty ocean waters and from fresh waters that transit across the land, often entering the stream network before entering the larger waterbodies of the sounds. Thus any large-scale change people make to the area landscape is often noticed in the quality and quantity of water entering the sounds. Clayoquot Sound encompasses over 2,600 square kilometers between Esowista Peninsula and Hesquiaht Peninsula. It is home to a wealth of natural resources, including the largest intact watershed on Vancouver Island, old growth forests, salmon spawning habitat, and 29 rare plant species (Ministry of Forests, Lands and Natural Resource Operations 2011). Barkley Sound is an area of about 800 square kilometers just south of Clayoquot Sound. Barkley Sound forms the entrance to Alberni Inlet. In 1993, after the land use and development protests of the 1980s, the government of British Columbia developed a more restrictive land use policy in Clayoquot Sound (Ministry of Forests, Lands and Natural Resource Operations 2011) This new policy severely limits logging in Clayoquot Sound as well as calling for the designation of Clayoquot Sound as a United Nations Educational Scientific and Cultural Organization (UNESCO) Biosphere Reserve.
