OFFICIAL USE Forum “Pan-Baltic capital market” - London, October 18, 2018 14.30-15.30 Keynote speech by Valdis Dombrovskis, Vice-President for Euro and Social Dialogue, Financial Stability, Financial Services and Capital Markets Union, European Commission Mr. Dombrovskis is a former Prime Minister of Latvia and current European Commission Vice- President for the Euro and Social Dialogue, serving since November 2014. In this role he is tasked with, among other things, steering the on-going reform of the Economic and Monetary Union, promoting social dialogue, developing proposals to encourage further structural reforms in Eurozone countries, reviewing fiscal and macroeconomic surveillance legislation and new budgetary rules, and steering the work of the Structural Reform Support Service. His mandate includes building a Capital Markets Union by 2019, for all 28 EU Member States, and maximizing the benefits of capital markets and non-bank financial institutions for the rest of the economy, particularly for SMEs. Speech by Jurgen Rigterink, First Vice-President and Head of Client Services Group, EBRD Mr. Jurgen Rigterink has been First Vice-President and Head of Client Services Group at EBRD since April 2018, overseeing the implementation of Banking and Policy objectives and ensuring that EBRD investments, policy engagement and advisory services deliver the maximum transition impact in EBRD’s countries of operations. He previously spent nearly a decade at FMO, the Dutch Development Bank in The Hague, where he was the Chief Executive Officer and Chairman of the Board. Before his time at FMO, he worked in the private sector at ABN AMRO where he ran the company’s activities in Kazakhstan and held a number of senior positions including Sector Head of Central and Eastern Europe, Middle East and Africa. OFFICIAL USE OFFICIAL USE Panel discussion: "Macro outlook in the Baltic States, the capital market development initiatives" Moderator: William Wright, Founder and Managing Director of New Financial The founder and managing director of New Financial is William Wright, the former Editor and a member of the founding team at Financial News, a specialist publication for the capital markets that is now part of the Wall Street Journal and Dow Jones. William was editor of Financial News between 2003 and 2011, and on his watch Financial News established itself as one of the most widely-read and respected publications for the investment banking and asset management industries. He played an active role in the sale of Financial News to the Wall Street journal in 2007. Before joining Financial News at its launch in 1996 he worked for the internal consulting group at a large UK bank. He was educated at Oxford, London, and INSEAD. Dana Reizniece - Ozola, Minister of Finance, Republic of Latvia Dana Reizniece-Ozola has been Minister of Finance since February 2016. She was Minister of Economics from 2014 to 2016. She has been elected as a Member of the 10th, 11th and 12th Parliament of the Republic of Latvia; worked as the Chairperson of the Commission on Education, Culture and Science; Member of the Legal Affairs Commission; and Member of the European Affairs Commission. During her tenure she came forth with initiatives for the improvement of professional education quality in Latvia and protection of vulnerable consumers in the process of market liberalization of the electricity sector. OFFICIAL USE OFFICIAL USE Migle Tuskiene, Vice- Minister of the Ministry of Finance, Republic of Lithuania Migle Tuskiene has been Vice-Minister of the Ministry of Finance of the Republic of Lithuania since August 2017. Prior to this appointment, she was the Financial Counsellor at the Permanent Representation of Lithuania to the EU and Brussels and Director of the EU and International Affairs Department at the Ministry of Finance. She has a Masters’ Degree in Economics from Vilnius University. Märten Ross, Deputy Secretary-General for Financial Policy and External Relations, Ministry of Finance, Republic of Estonia Märten Ross was appointed Deputy Secretary General for Financial Policy and External Relations on 7 October 2013. Mr. Ross has had a distinguished career in finance – before joining the Ministry, he served as the Deputy Governor and member of the Monetary Policy Committee at the Central Bank of Estonia for over a decade (2000-2011). He also held the position of adviser at the Central Bank of Finland (2011-2013). As the Deputy Governor in the early 2000s Mr. Ross was also involved in the process of preparing Estonia for joining the Eurosystem and the euro. 15.30 -16.15 Panel discussion “Development of Capital markets in the Baltics: Challenges and opportunities” OFFICIAL USE OFFICIAL USE Moderator: André Küüsvek, Director, Local Currency & Capital Market Development, EBRD André Küüsvek started his banking career in his native Estonia where he was one of the first commercial bankers in the early 1990’s. After working for banks in Germany, he joined the EBRD in 1996 and has since worked for the Bank in four different countries, including as Country Director in Kazakhstan and Ukraine, and working in three different Vice Presidencies across Banking, Finance and Policy Partnerships. He is currently Director of the Local Currency and Capital Markets Development Team (LC2), based in EBRD Headquarters in London. Ivars Bergmanis, Head of Institutional Markets, LHV Bank Mr. Ivars Bergmanis serves as the Head of Institutional Markets at AS LHV Pank, Research Division. Prior to this, Mr. Bergmanis served as Managing Director at Emerging Nordic Research AS. Mr. Bergmanis has more than 20 years of global financial market experience. After working for four years on the buy side at Colonial Mutual Investment Management, he spent the rest of his time on the sell side. This included seven years at HSBC Investment Bank, where he was the Global Coordinator for natural resources research. Since 2004, Mr. Bergmanis has focused on the Baltics and has participated directly in almost every significant Baltics-related initial public offering and equity capital market transaction as a senior team member at SEB, Research Division from 2007 to 2008 and at AS Suprema Securities, Research Division from 2004 to 2006. OFFICIAL USE OFFICIAL USE Liene Dubava, Head of Issuer Services, Nasdaq Baltic Exchange; Member of Management Board Nasdaq Riga, AS Since April, 2012 Liene Dubava has become the Head of Baltic Issuer Services by taking over new responsibilities on an international level and managing the service providing to all listed companies in Baltics. Liene Dubava has been with the Nasdaq Riga exchange since 2003. Her first position was Issuer Relations Officer and Mrs. Dubava’s day-to-day job responsibilities included the surveillance of the stock exchange issuers as to their compliance with disclosure requirements and educating them on investor relations matters, as well the implementation of corporate governance recommendations. In 2006 Liene Dubava was appointed Head of Securities Trading and Listing Department and in addition to previous obligations – disclosure issues and surveillance of listed companies – she was put in charge of exchange trading as well, the responsibilities now covering member services to banks and brokerage companies, dissemination of market data and other issues. Mrs. Dubava was elected a Member of the Management Board in 2007. Max Ehrengren, Head of Treasury & ALM, Luminor Bank Max Ehrengren has been Head of Treasury & ALM at Luminor Bank since its inception in October 2017. Prior to this he worked at Nordea for ten years, as Management Partner of Group Funding, and then Chief Treasury Manager. Before Nordea he worked in various positions at the City of Stockholm Treasury in Sweden. AUGA Group, AB is the largest of companies of organic farming and agricultural investment in Lithuania and one of the largest in Europe. The group companies are guided by a vision that environmentally friendly and sustainably grown foods should be available to everyone. Kęstutis Juščius is also the founder and a Chairman of the Board at Baltic Champs Group leading field mushroom producer in the Baltic States. In addition, he serves as Chairman and Member of The Supervisory Council at Mycela SA. Vitalij Rakovski Group CFO at Maxima Grupė Mr. Vitalij Rakovski has been Group CFO at Maxima Grupė since March 2018. Prior to this he was a Board Member of Eurakras, UAB, and he previously worked as Head of the Investment and Finance Management Department of Lietuvos Energija, UAB. He spent over five years as a Senior Consultation at EY earlier in his career. In this role he is responsible for leading the TheCityUK's strategy development and day to day implementation of processes to deliver that strategy. Marcus's focus is on marshalling the company's resources to create maximum value for members and stakeholders. He has also been the CFO of TheCityUK since May 2011. Flora Coleman, Head of Government Relations, TransferWise Flora Coleman heads the Government Relations and Regulatory Strategy at TransferWise. She is an experienced government relations specialist and political communications professional, having spent three years as a Special Adviser to the UK Conservative Government prior to becoming Associate Director at MHP Communications. OFFICIAL USE OFFICIAL USE Mr. Andrius Biceika, Head of Business Development, Revolut Andrius Biceika is a FinTech professional and currently Head of Business Development at Revolut, one of the fastest growing FinTechs in the world. He joined Revolut to work on Revolut for Business product at London HQ and a year later took over as Head of Country Managers, followed by a current role.
