  • A Collaborative Trans-Regional R&D Strategy for the South Korea Green New Deal to Achieve Future Mobility
sustainability Article A Collaborative Trans-Regional R&D Strategy for the South Korea Green New Deal to Achieve Future Mobility Doyeon Lee and Keunhwan Kim * Division of Data Analysis, Korea Institute of Science and Technology Information (KISTI), 66, Hoegi-ro, Dongdaemun-gu, Seoul 02456, Korea; [email protected] * Correspondence: [email protected] Abstract: In response to the COVID-19 pandemic, South Korea is moving to establish a national industry strategy to reduce regional inequalities within the country through the Green New Deal. Thus, it is important to closely integrate the aim of reducing greenhouse gas emissions from the Green New Deal with that of reducing deepening regional inequality from the Regionally Balanced New Deal. To accomplish these dual aims, this study provides a collaborative trans-regional R&D strategy and a precise framework with three key dimensions: regional, technological, and organizational. We demonstrate that future mobility is the most important project of the Green New Deal, comprising 1963 nationally funded projects worth USD 1285.4 million. We also illustrate the level of government investment in nationally funded research projects related to future mobility for 17 different regions and seven different technology clusters related to future mobility, and determine which research organizations played an important role in each cluster for all 17 regions between 2015 and 2020. Our results indicate that the capital region and Daejeon have high innovation capability in many future mobility-related research fields, whereas some regions have capabilities in specific research fields such as hydrogen infrastructure, indicating their relative competitiveness. • Toward a (Sub)-Regionalization of South Korea's Unification Policy – the Proposal of a Romantic Road for Gangwon Province
https://doi.org/10.33728/ijkus.2020.29.1.008 International Journal of Korean Unification Studies Vol. 29, No. 1, 2020, 189-216. Toward a (Sub)-Regionalization of South Korea’s Unification Policy – the Proposal of a Romantic Road for Gangwon Province Bernhard Seliger, Hyun-Ah Choi* 70 years after the start of the Korean War, the Korean Peninsula is still divided, and a peace regime is not in sight. The hopes of 2018, a year full of exciting summit diplomacy starting with the Winter Olympic Games in PyeongChang and culminating in terms of South-North relations in the Panmunjeom declaration of April 2018, have been dashed, and inter-Korean relations slid back to the familiar, but depressing pattern of stalemate and mutual recriminations. All initiatives taken as part of the Panmunjeom declaration, like the modernization and connection of railroad lines, are stalled or have failed. One reason for this might be that the approach taken for inter-Korean relations has always been highly centralized and focused on a few, large projects. These projects were prone to fail or were even, like in the case of the Iron Silk road, non-starters. The current debate to allow individual tourism is a reaction to overcome this centralized approach. Another important way to decentralize unification policies of South Korea is the sub-regionalization, i.e. the active involvement of provinces, counties and cities in unification policies. While there has been some precedent, like the mandarin shipments from Jeju province, the discretion for action by provinces or counties has always been very small.

  • A Predictive Model for Estimating Damage from Wind Waves During Coastal Storms
water Article A Predictive Model for Estimating Damage from Wind Waves during Coastal Storms Yeon Moon Choo , Kun Hak Chun, Hae Seong Jeon and Sang Bo Sim * Department of Civil and Environmental Engineering, Pusan National University, Busan 46241, Korea; [email protected] (Y.M.C.); [email protected] (K.H.C.); [email protected] (H.S.J.) * Correspondence: [email protected]; Tel.: +82-051-510-7654 Abstract: In recent years, climate abnormalities have been observed globally. Consequently, the scale and size of natural disasters, such as typhoons, wind wave, heavy snow, downpours, and storms, have increased. However, compared to other disasters, predicting the timing, location and severity of damages associated with typhoons and other extreme wind wave events is difficult. Accurately predicting the damage extent can reduce the damage scale by facilitating a speedy response. Therefore, in this study, a model to estimate the cost of damages associated with wind waves and their impacts during coastal storms was developed for the Republic of Korea. The history of wind wave and typhoon damages for coastal areas in Korea was collected from the disaster annual report (1991–2020), and the damage cost was converted such that it reflected the inflation rate as in 2020. Furthermore, data on ocean meteorological factors were collected for the events of wind wave and typhoon damages. Using logistic and linear regression, a wind wave damage prediction model reflecting the coastal regional characteristics based on 74 regions nationwide was developed. This prediction model enabled damage forecasting and can be utilized for improving the law and policy in disaster management.
