In the lead-up to the elections, Uganda held the first presidential debates. See an analysis of Twitter Activity around the debates. Excitement about the election was palpable in online commentary on the eve of the elections. However, on the morning of the Election Day, many were unable to access social media sites including Facebook and Twitter, the popular money transfer service Mobile Money, and the mobile-based texting platform Whatsapp. The national communications regulator, Uganda Communications Commission (UCC), had instructed service providers to block access to these platforms in a bid to “protect public order and safety”. This action instead resulted in users turning to Introduction Virtual Private Networks (VPNs) in order to circumvent the blockage and exercise their right to freedom of expression, access and share information on the voting and vote tallying processes. It will go away. Because some people misuse those pathways. You know how they misuse them, telling lies. On the 31st March 2016, we delivered our decision in line with the Constitutional timeline imposed on the Court to render its judgment within 30 days from the date of filing the petition. We were not, however, in a position to give detailed reasons for our 15 findings and conclusion. We found that the 1st Respondent was validly elected as President in accordance with Article 104 of the Constitution and Section 59 of the PEA. Accordingly, we unanimously dismissed the petition. We made no order as to costs. 20 We promised to give the detailed reasons at a later date, which we now give in this judgment. Background The 18thFebruary 2016 General Elections were the 3rd since the re-introduction of multiparty politics in Uganda as the country 25 shifted from the movement system.

    8 The Experience and Recollections from the Faculties, Schools, Institutes and Centres Makerere’s Institute of Economics: New Programmes and a Contested Divorce The Harare-based African Capacity Building Foundation (ACBF), had been sponsoring a Masters degree in Economics, which taught African Economics at postgraduate level to assist African governments improve economic policy management for a number of years. McGill University in Montreal, Canada was running the programme for the English speaking African countries on behalf of the ACBF. However, after training a number of African economists at the university for some time, the ACBF was convinced that it made sense to transfer the training to Africa. McGill was not only expensive, it had another disadvantage: students studied in an alien environment, divorced from the realities of African economic problems. This necessitated a search for suitable universities in Anglophone Africa which had the capacity to host the programme. Acting on behalf of the ACBF, McGill University undertook a survey of universities in Anglophone Africa and identified two promising ones which met most of the conditions on ACBF’s checklist for hosting and servicing a regional programme of that kind. Earlier in 1996, Dr Apollinaire Ndorukwigira of the ACBF had visited Makerere to explore the possibility of Makerere participating in the new Economic Policy Management programme. On this particular visit, he said he was not making any commitments because McGill University was yet to undertake a detailed survey of a number of universities in Africa and, based on the findings, McGill University would advise the ACBF on the two most suitable universities which would host the programme.

May 19, 2010, in English ''Mao denies being Museveni's agent'' by Alfred Tumushabe and I Khisa • Democratic Party [DP] President General Norbert Mao yesterday denied claims that he is on a mission to weaken the opposition's hand ahead of next year's general election. • Speaking in Mbarara as public verbal exchanges sniping between the opposition's umbrella Inter-Party Cooperation (IPC) and DP seemed to escalate, Mr. Mao said he is not a mole of the ruling party. • Mr. Mao's reference to talk that he may be a government plant, comes days after the IPC expressed irritation at DP's refusal to join a single front against President Museveni's bid for a fourth elective term in office. The DP, meeting in Bwebajja, Wakiso last week, turned down a proposal to front a single opposition presidential candidate, but said it could cooperate with the IPC at parliamentary and local council levels. The IPC is composed of the Forum for Democratic Change (FDC), the Uganda People's Congress (UPC), the Justice Forum (JEEMA) and the Conservative Party (CP). • A few weeks ago Mr. Mao caused debate when he lavished praise on President Museveni in Gulu and when he recently when he said the FDC was yet to get past the "military mentality" after the latter fronted two former soldiers for its flag bearer race.
