  • Serbia: Biomass Heating Plant –
    Serbia: Biomass heating plant – construction starts in September Preliminary works on the construction of a biomass heating plant in Priboj will start in August, while construction works are scheduled to start on 10 September, said Deputy Mayor of Priboj Sasa Vasilic after the meeting with the contractor. The project also includes reconstruction of the heating pipeline and heating substations, according to Vasilic. The tender for the latter has yet to be published. In April, local company Energotehnika has been selected as a contractor to replace the equipment of the heating plant in Priboj in order to enable the switch from fossil fuel to biomass. The works are expected to start in autumn and should last one year, thus enabling the city to enter 2021/22 heating season with environmentally friendly district heating system. Last September, the municipality of Priboj signed an agreement on a full reconstruction of the district heating system with the Serbian Ministry of Energy and the German Development Bank KfW. The agreement is related to the construction of 8 MW biomass-powered heating plant, which, along with the municipality of Mali Zvornik, will be the first case of fossil fuels being fully replaced with biomass in Serbia. The project also envisages a full reconstruction of the heating pipeline system in Priboj and the construction of new substations. The agreement is worth 6 million euros, of which 16.5 % is financed by the Governments of Germany and Switzerland, while the rest is covered by a long-term loan from KfW, with the minimum interest rate of 1.1 % and a grace period of two years.

    Republic of Serbia Ministry of Education, Science and Technological Development as Contracting Authority Announce AN INVITATION TO SUBMIT BIDS IN INTERNATIONAL OPEN PROCEDURE FOR PROCUREMENT Performing construction, reconstruction and renovation works for the second group of schools within School Modernisation Programme – Component 3 number OP/R/01/15 Financial Agreement between the Republic of Serbia and the European Investment Bank, that approved a loan of EUR 50 million towards the modernization of education in Serbia, was published in the Official Gazette - International Agreements no. 8-10 and 12-15. The project consists of three components. Component 3 includes the new construction and expansion or modernization of schools in Serbia. Selection and priority of schools that are included in Component 3 is the result of evaluation of the schools based on jointly adopted principles between Ministry of Education, Science and Technological Development and the European Investment Bank, according to the Methodology (EIB Support to Serbian Education in Developing Methodology for Strategic Investment Planning for Educational Infrastructure), developed by consultant EC Harris employed by the European Investment Bank. The schools included in Component 3 will benefit from a complete framework package, comprising of full refurbishments or new construction, sports facilities, canteens, educational materials, furniture, equipment and IT equipment, etc. so as to allow schools to function properly and enable them to deliver a modern curricula. Procurement is conducted in open international procedure in accordance with EIB Guide to procurement. The start of the Works is expected in April 2016. An analysis of the profiles of small towns was performed and they were compared based on their spatial and population characteristics. The aim of this study is to determine the role of small towns in the development of settlement networks and the balanced population development of a country as a whole by identifying their specific features and establishing a ranking of their importance in local and regional contexts.
