Introduction According to 2012 population census figures, Turkey has a population of 75.6 million, just over three-quarters of which lives in urban locations, i.e. province and district centers, while the rest resides in villages and rural municipalities. With an official population of 13.8 million, the Istanbul province is not only Turkey’s most populated province, but it also stands out from the rest of the provinces with an urbanization rate of 99 percent and a population density of 2,666 people per square kilometers. During the past six decades, Istanbul – like many western provinces of Turkey – has received millions of internal migrants from the rest of the country, especially from the north and east where employment opportunities have been more limited. Although up-to-date figures on the share of those born outside the province are unavailable, the share of those whose population registry is in another province gives a rough idea of the predominance of the migrant population. According to 2012 figures, only 16 percent of Istanbul residents are listed in the Istanbul population registry. Due to its unique characteristics, the Istanbul province promises to be an appropriate setting to observe whether political outcomes are dependent on quantifiable socio-demographic characteristics of the different areas that make up the province. Migration from rural to urban areas in Turkey, particularly to Istanbul, has been the subject of a large body of research in many areas of social sciences. While economists have focused on socio- economic implications from a macro perspective, sociologists have mainly examined the life styles of internal migrants, their patterns of integration, as well as their influence on the cultural structure of the recipient localities.

They tend to develop marketing strategies to have a competitive advantage over the others. Cultural tourism, one of the main motivations behind these marketing strategies, has been widely adapted as an urban policy. This paper discusses how cultural tourism has become a tool for urban regeneration and how a sustainable and profitable cultural tourism can be compatible with urban regeneration policies in Istanbul. This study also evaluates Istanbul 2010: The European Capital of Culture, which has been one of the agenda topics in the last few years. Thus, we regard the European Capital of Culture event as a stage to present developments in cultural tourism and its effects on urban regeneration. This thesis is a comparative research, which distinguishes it methodologically from the rest of the Turkish literature. Contrary to the mainstream literature, I will show that gated communities interact with their surroundings, rather than being isolated housing developments. For this purpose, I selected the communities of Istanbul Istanbul and Kasaba built by the same developer company in Gokturk and Omerli. I have four main interests in this research. First, I examine the relations established with the residents in nearby communities, the local populations and municipalities which lead to economic, political and cultural changes in Gokturk and Omerli. Second, I examine how residents establish boundaries with different groups. In doing this, I argue that gated communities are the reflections of different class and cultural groups so that each social group has its “socially situated symbolic capitals” relevant for that group. Third, I also examine how space is shaped by and shapes people’s lives. For this purpose, I examine the competition between imaginary and real spaces, i.e. “designed” and “lived” places, which gives interesting results about how residents experience their homes leading to the re- evaluation of “sign-value”.

Currently, more than 3.9 million foreign nationals are present in Turkish territory. To gain valuable insight into their presence, flows, locations, intentions and vulnerabilities of refugees and migrants living in Turkey, International Organization for Migration’s (IOM) Migrant Presence Monitoring Programme (MPM), part of the global Displacement Tracking Matrix (DTM), conducted a MPM Baseline Assessment. This Baseline tracks migrant presence in Turkey and creates a database that enables the Government of Turkey (GoT), humanitarian aid organizations and other migration-related stakeholders to understand and address the scale and complexity of the current migration flows to and through Turkey as well as the stock of refugees and migrants present in the country. The Baseline Assessment took place in İstanbul between October and December 2018, with the engagement of 12 team leaders and 33 enumerators. In line with the established methodology, the data collection of Baseline Assessment consists of two phases: Baseline 1 and Baseline 2. Baseline 1 is the initial phase of the Baseline, during which the MPM team gathers official data on migrant presence, at provincial and sub-provincial level, in coordination with the DGMM.

Update of ESSN (WFP/TRC): The Co-Chairs World Food Programme (WFP) and Turkish Red Crescent (TRC) provided an update of the ESSN to date noting that as of 9 April, a total of 429,000 applications were registered; 3,638 applications were not assessed; 226,966 applications were deemed eligible and 198,396 applications were ineligible. Approximately, 38.16% of the applications were registered by 9 TRC Service Centres. A total of 1,258,489 beneficiaries received ESSN assistance in March (51% female/49% male). Inclusion rate is 52.5%. Average household size is 5.84. It is noted as stable compare to last month. In March, 1,325 Turkish citizens assessed for demographic criteria. On 9 March, 403 accounts were swept back: 150 uncollected cards (3+ months) and 253 dormant accounts (6+ months). Beneficiaries are called to find out why they have not collected their cards. According to MoFSP, refugees under temporary SGK, such as ISKUR trainees and interns, will not be excluded from the ESSN programme as of April payment.
