This NOI was prepared in accordance with the general requirements of the NPDES RGP under Federal Register, Vol. 82, No. 12, dated January 19, 2017, and related guidance documentation provided by the U.S. Environmental Protection Agency (EPA). The completed NOI forms for a discharge up to 200 gpm is provided in Appendix A. Once EPA issues an RGP authorization for this project, and before the start of work, we will apply for a Town of Needham Department of Public Works (DPW) Street Occupancy Permit. Site Information This NOI has been prepared for the discharge of dewatering effluent during construction of the underground portion of the Eversource West Roxbury to Needham Reliability Project (WRNRP). The WRNRP is being constructed through West Roxbury, Dedham, and Needham, Massachusetts (Fig. 1). The Needham portion of WRNRP consists of construction of a new 2.5-miles-long underground electric transmission line in Needham, Massachusetts (the Project Area). -

Blouin Jr. Massachusetts State Library- George Fingold Library- State House, Boston 1972 MASSACHUSETTS STATE LEGISLATIVE DOCUMENTS l802-iaS2 During the nineteenth century, the Commonwealth of Massa- chusetts experienced an almost complete transformation. The changes which took place during those years touched all aspects of life and segments of society within the state. The popiolation, continually increasing, became in many ways diversified. The mobility of existing population and immigra- tion produced numerous changes in the political, social and intellectual life of the state. Once dependent on agriculture and shipping, the state by 1880 was one of the most industrial- ized in the nation. The nineteenth century population experienced rapid urbanization as nximerous new cities and towns arose throughout the state and population increased in those already in existence. By the l880*s the state seemed much smaller as canals and especially the railroad provided a transportation network which latticed the entire state. One of the more active participants in this process of change was the IVIass, General Court. Though perhaps as much an observer as participant, the General Court , through consider- ation of various petitions and reports placed before it, left behind a mound of legislative documents regarding various as- pects of political, economic, and social life in 19th century Massachusetts, In all more than 15,000 separate pieces of legislation were considered during the years 1802-1882, Most of these dociiments have remained lost between the covers of the enormous volvimes in which the bills and reports are bound. -

Gordon Submitted to the Department of Civil and Environmental Engineering on May 21, 2015, in partial fulfillment of the requirements for the degree of Master of Science in Transportation Abstract Many transit agencies are facing budgetary, institutional, physical infrastructure, and vehicle constraints, which all tend to restrict agency service growth. This research proposes strategies that allow transit agencies to ease these constraints to enable growth through increased private sector involvement. It suggests that the primary attractiveness of engaging the private sector is not to provide the same service at a lower cost, but to significantly increase service capacity and quality while facing these constraints. In the recent past, U.S. advocates of private production of transit services have generally promoted contracting primarily as a cost saving method. -

July 10, 2019 Ms. Shauna Little Environmental Protection Agency Office of Environmental Stewardship (OES) Water Technical Unit 5 Post Office Square, Suite 100 (OES4-SMR) Boston, MA 02109-3912 Re: Green Line Extension Project – Proposed Union Square Station Notice of Intent for Coverage under the Remediation General Permit for Massachusetts Discharge of Treated Groundwater to Millers River, Cambridge, Massachusetts Dear Ms. Little: On behalf of the Massachusetts Bay Transportation Authority (MBTA), GLX Constructors (GLXC), has prepared the attached National Pollutant Discharge Elimination System (NPDES) Notice of Intent (NOI) (Attachment A) for coverage under the Remediation General Permit (RGP) for a segment of the MBTA Green Line Extension (GLX) Project in Somerville, Massachusetts (the Project). This submittal is a request to discharge treated groundwater generated during Project construction activities at the proposed Union Square Station located on parcels 50 Prospect Street, 40 Bennet Street, and 51 Allen Street. Additional NOIs for the GLX project will be submitted under separate cover for the other sections of the Project where treated groundwater is proposed to be discharged to other surface water bodies. Site Plans and a Massachusetts Department of Environmental Protection (MassDEP) Priority Resources Map are provided in Attachment B as Figures 1 and 2, respectively. Excavation dewatering and discharge of treated groundwater are expected to begin in March 2019 and end in March 2021. Project Background The GLX Project will extend the existing Green Line Light Rail System on two new branches from the proposed relocated Lechmere Station in Cambridge to Union Square Station in Somerville and College Avenue Station in Medford. -
