1 The Complexities of Sex Education in Utah Grace Sponaugle Occidental College, Urban & Environmental Policy Professor Cha, Professor Matsuoka, & Professor Shamasunder April 8, 2019 Sponaugle 2 Abstract Utah has a state-wide policy of abstinence education. Abstinence education programs have been proven to be ineffective at delaying the initiation of sex and changing sexual risk behaviors (Santelli et al., 2017), correlating with high rates of teen pregnancies and STIs ((Stanger-Hall & Hall, 2011)(McCammon, 2017)). Limiting the standards by which sex education programs are deemed “effective” to disease and pregnancy prevention, neglects the holistic view of sexual health as defined by the CDC. Therefore, in an attempt to understand the broader implications that sex education has had on youth in Utah, this study examined, through a survey and interviews, the social, cultural, and educational influences that youth in Utah attributed to their sex education. Additionally, this study analyzed how these influences have played a role in the youth’s self perception of their sexual knowledge and sexual health. This research revealed that abstinence education is inherently limited, calling for Utah to expand its sex education framework beyond abstinence education and embrace a comprehensive model for sex education. Introduction Previous work package reports on Denmark in this project have already discussed the Danish type of belonging and the resulting ‘civic/culturalist assimilation’ approach to cultural diver- sity and concomitant legislative and political responses (See WP1 and WP2). The field of education in general and primary school education in particular, is no exception to this ten- dency. As no group constituency favours any notion of multiculturalism – which is associated with illiberalism and value relativism – no or very few of the standard multicultural legislative 1 initiatives for the preservation of language, culture, and religion are seen in Denmark. Yet the system of Danish public education is facing cultural and linguistic diversity every day in a way that has to be dealt with. In a Danish political context of lacking political will to any sig- nificant degree of diversity politics this makes this sphere interesting as one of the areas in which the growing foreign/Muslim presence shows the most and in which the host society is directly confronted with cultural differences. -

Perceptions of a School-Based Sexuality Education Curriculum: Findings from Focus Groups with Parents and Teens in a Southern State S. Alexandra Marshall, Heather K. Hudson, and Lorraine V. Stigar Abstract School-based sexuality education is widely supported by most Americans. However, there is debate over the topics that should be taught. Also, a better understanding of desires adolescents and parents have for equipping youth to make healthy decisions is needed. This study gathered perceptions from parents and students about the sexuality education curriculum being implemented in selected, priority high schools in Arkansas. Separate parent and student focus groups were conducted at four of the fifteen priority high schools with high rates of sexually transmitted infection (STI) and teen pregnancy. Common themes included: 1) sex education should be comprehensive and is currently inadequate; 2) characteristics valued in friendships are not currently reinforced in schools leaving a disconnect for students when it comes to healthy romantic relationships; 3) students feel ill-equipped to pursue healthy dating relationships and lack realistic role models for healthy dating relationships; and 4) many teens are believed to be in abusive dating relationships. A comprehensive sexuality education curriculum is recommended to better address all relationship types and equip students to make healthy decisions in the context of their relationships. *S. On this journey, the Hungarian government, with the Parliament at its service, is reinterpreting the concept of fundamental rights. Under the slogan of effectiveness, new regulations are being adopted which secure more power, influence, rights, and tools for the state. This paper aims to present this trend from the perspective of education. I will present the most important new legal institutions, the chancellery, and consistory, as well as the constitutional right of the government to regulate by decree the operational and financial matters of HEIs, the central direction of schools, and the ministerial approval of pedagogical programs. Keywords: autonomy of higher education institutes, freedom of teaching, scientific freedom, self-governance, direct government control, illiberal state Introduction In spring of this year, a general election will be held in Hungary. After the previous three elections, the regulation of public and higher education was significantly modified. The oldest modifications were also related to autonomy, but the last two modifications, as well as the two new education acts (Act CCIV of 2011 on National Higher Education and Act CXC of 2011 on National Public Education), reduced the autonomy and self-governance of state educational organizations in Hungary. Most EU member states’ constitutions declare the autonomy of HEIs but do not provide as much of a constitutional framework for the operation of public education institutions. -

Why and how is that? An analysis of this region’s historical, social, and economic ties – from the industrial revolution to the present – reveals that the formation of a set of common philosophical and foundational principles led to Scandinavia’s present position. These principles center on the belief that the individual, regardless of gender or social- class, must be free to determine his or her own destiny; furthermore, it is society’s obligation to remove all barriers that may keep someone from fulfilling one’s human potential. -

Philosophy, History, and Methodology of Economics the antebellum South never built up any social capital—the natural and good fruit of civil society—but remained a Hobbesian world “held together by violence, coercion and force.” This is the violent world that Andrew Jackson understood and that he shared with the rest of the nation as president. When those organizations broke down, however, or were silenced by a patriarchal president, the civil space for “ritualized combat” collapsed, and real combat followed. Organizationally, McCarthy makes this point by following her chapter on Jackson with a chapter on the widespread civic unrest America experienced during and after his presidency. Her argument, again, is clear and well-substantiated: Once Americans had lost hope that their government would even listen to their peaceful protests in the vol- untary sphere—lost their faith in the American creed, in other words—they were forced to seek their ends through violent means. John Brown’s murderous rampages in Kansas and Harper’s Ferry—both of which received financial and moral support from wealthy East-Coast allies—are perfect examples of what frustrated abolitionists had to do to make their voices heard. In conclusion, McCarthy draws a distinction between what she calls “government” and “governance.” The former is the mechanism of political power that, depending on the people holding that power, may or may not respond to the interests of its citizens. The latter is a social ethos: a widespread faith that citizens can influence politics through institutions of their own making. Traditionally, scholars of American democ- racy have looked only at government and the supposedly growing power of the enfran- chised.
