Preface Under Section 4 of the Water Act, 1974 Government of Gujarat Constituted ‘Gujarat Pollution Control Board’ on 15Th October, 1974 Preface Under section 4 of the Water Act, 1974 Government of Gujarat constituted ‘Gujarat Pollution Control Board’ on 15th October, 1974. The Gujarat Pollution Control Board has been entrusted with the added responsibilities under various Environmental Acts. GPCB continued its efforts towards environment protection and better pollution control management. This Annual Report of GPCB is the statutory documentation of the activities carried out during the year 2016-2017. I am glad to share the following specific achievements of the GPCB: 1. Twenty seven regional offices & Four (04) Vigilance offices of the Board are functioning within the state at different locations to monitor and control the pollution sources from a shorter distance. 2. The Gujarat Pollution Control Board divided RO Kutch in to RO Kutch-West & RO Kutch-East to monitor and control the pollution sources from a shorter distance and also started the Laboratory at RO Kutch-West. 3. The Gujarat Pollution Control Board aims to develop all-round capabilities of the Board’s employees in the field of pollution prevention & control, Board induced more officers for the knowledge based training organized by CPCB, GPCB and other national and international organizations. 4. The Gujarat Pollution Control Board plays its role not merely as a regulator but off late, also developed a face as a facilitator. 5. In order to provide XGN system with ease to small & medium scale units (MSME), the Board has introduced avail free facility through Help Desk created at all Regional Offices including Head office. 6. Gujarat is leading in the country for the development of CETPs having total 31 operational CETPs with hydraulic capacity of approximately 556 MLD of serving approximately 5834 individual units. Among 31 operational CETPs, there are specific 9 CETPs for Textile Sector, 1 CETP for Electroplating Sector, 2 CETPs for Rice Mills and 1 CETP for Fish Processing units. In terms of augmentation of existing as well as new CETPs. 13 operational CETPs are under augmentation whereas 25 new CETPs are under planning. 7. Gujarat is leading in the country for the development of TSDF site. Out of total 27 common TSDF sites in the country, perhaps Gujarat is first with 17 sites (7 are in operation, 3 are closed and capped and 7 are proposed facility) amongst all other states. In addition to that there are 14 captive TSDF sites (At present 11 are in operation and 3 of them are sending their waste to common TSDF site) operated by individual industries. Total 10 common hazardous incineration facility (06 are in operation/03 are proposed/ 01is closed), 19 CBMWTF, 16 e- 1 | Page waste registered dismantler/ Recyclers (14 are in operational & 02 are in proposed), 04 Common Facility for Decontamination of Discarded Hazardous Container, 07 E-waste Authorized Producer – Importer, 03 Producer under EPR of E-waste, 02 Manufacturer Registered Dismantler/Recyclers and 01 E-waste Authorized Common Collection centre of E-waste in Gujarat. 8. GPCB took various initiatives and provided platform to the hazardous waste generators/ facility operators and cement / steel industries for adopting co- processing concept under ‘Utilization of Waste’ so far till March – 2017, total 1,17,58,436 MT of hazardous waste & non-hazardous waste have been co- processed in the cement industries. To boost up this concept of co-processing of waste in cement plants, a regulatory forum (RF) is constituted under the Chairmanship of the Member Secretary, GPCB as well as Member Secretaries of SPCBs of Andrapradesh, Rajasthan, Orissa, Tamil Nadu and Karnataka including representative of MoEF&CC, CPCB, CMA and IIP. 9. The Gujarat Pollution Control Board initiated to grant ‘Consent’ for seven years(5+2) to the applicant accredited with ‘Responsible Care Management System’ and has paid fees through fast track. However it is mandatory for the applicant to procure ISO 9000 & ISO 14000. 10. Cleanliness cum awareness drive was taken up under Mahatma Gandhi Swachchata Mission on four major pilgrimage routes of Ambaji Padyatra covering 440 K.M. area and 700 Seva Kendras, collected @ 96 MT of Municipal Solid waste and disposed of scientifically during post Ambaji Padyatra in month of September, 2016. 11. While playing the ‘Regulator’s Role ‘and keeping it intact, an additional element of ‘Facilitator ‘has been adopted. The Board adopted novel approach of ‘Environmental Clinic’ & “Open House” for efficient and better environment management in the State. During the Year 2016 – 17, 115 Environmental Clinics & 102 Open Houses were conducted on Pollution Control & Management related issues in different parts of state. 12. To facilitate the Businesses, the Board has adopted third party certification for compliance of Orange category of Industries & self certification of compliance by the Green category of industries. 13. During the year under report, Gujarat Pollution Control Board has collected 20818 water samples, 4492 air samples and 377 hazardous waste samples. In addition to this total 566 industrial units have installed effluent treatment plants and 720 industrial units have installed air pollution control equipments. 2 | Page 14. During the year under report, Gujarat Pollution Control Board, Paryavaran mitra Ahmedabad and Eco Sarjan a division of Society for Environment Protection jointly organized ETP operators training in which 1062 ETP operators were trained. 15. During the year under report, Gujarat Pollution Control Board has organized pre event vibrant Gujarat Wastech 2016 and international summit and expo on the theme “4R – The way to sustainability”. 16. During the year under report, the Gujarat Pollution Control Board, through its Head Office & Regional Offices organized various environmental awareness programmes including Earth Day, World Environment Day Ozone Day, Eco- friendly Ganesh Utsav celebration, etc. Moreover the board organized various workshops and seminars to create awareness among the people on pollution control and environment management with a view to protect the environment. The Government of India has enacted and entrusted the Central Acts and relevant Rules with a view to protect the environment by prevention and control of pollution as notified thereof from time to time. Starting with a staff of 25 in 1974, the Board today has staff strength of 416, which is far less than that required by the Board to implement aforesaid laws, effectively. As of today, there are 155 engineers and 124 scientist and analysts. There are 27 Regional Offices located in different parts of Gujarat.

Change detection is the process of identifying differences in the state of an object or phenomenon by observing it at different times. Coastal changes are attracting more focus since they are important environmental indicators that directly impact coastal economic development and land management. Both natural and anthropogenic processes along the coast control the erosion, and accretion activities of the coastal zones The study quantifies the changes along the Coast between Narmada and Kim River of South Gujarat, India by using geospatial techniques. The analysis of the multi-temporal remote sensing data shows that the coast is subject to important changes during years between 1978-2011 time interval including erosion and accretion. The study also demonstrates the applicability and efficacy of geospatial technique for quantitative assessment and monitoring of the coastal environment. Rajawat Space Applications Centre (ISRO), Jodhpur Tekra, Ambadi Vistar P.O., Ahmedabad – 380 015 Email: [email protected]; [email protected]; [email protected] (Received: Jun 21, 2013; in final form Feb 10, 2014) Abstract: Long term monitoring of morphological changes in river estuaries is useful for understanding the evolution of river mouth geomorphology. In the present study the morphological changes in the estuary of the Narmada river are monitored and analyzed by means of remote sensing satellite images. Analysis of multi-date maps and satellite images spread over a 37-year period was carried out. It revealed significant changes in the land use/land cover and morphological features. The Alia Bet area which appeared as an island in the toposheets from 1974 has been progressively welded to the left bank of the Narmada estuary due to the closure of the southern branch of the estuary channel by accretion as can be seen in the Landsat TM image from 1990 and IRS Resourcesat-2 LISS IV from 2011. The shoreline of Alia Bet in the estuary has retreated landward by almost 4 km in certain sections. The Kim river, which is located to the south of the Narmada estuary, has shifted further south. The study also revealed that the region has transformed from a natural to an industrial-urban dominated landscape. Human activity in the form of salt pans, industrial and settlement built up has consistently increased during past three to four decades.

    6.0 Activities of the Board, Objectives, Functions & Priorities 6.1 Objectives The major objectives of the Board are centred around the Pollution Control and the protection of the environmental quality. These are outlined as under: • Bring about all round improvement in the quality of the environment in the State by effective implementation of the laws. • Control of pollution at source to the maximum extent possible with due regard to technological achievement and economic viability as well as sensitivity of the receiving environment. This objective is being fulfilled through laying down the disposal standards as well as gaseous emission standards. • Identifications of sites and development of procedures and methods for the disposal of hazardous wastes. • Maximisation of re-use and re-cycle of sewage and trade effluent on land for irrigation and for industrial purpose after giving appropriate treatment and thereby economising and saving on the use of water. The practice also helps in stopping pollution of water due to reduction in discharges of waste into water bodies. • Minimisation of adverse effect of pollution by selecting suitable locations for the establishment of new industrial projects. • Co-ordination with other agencies of the State Government and local authorities to encourage the Common Effluent Treatment Plants and Treatment Stabilisation Disposal Facilities. • Close co-ordination and rapport with educational institutions, non government organisations, Industries Associations, Government organisations, etc. to create environmental
