The analyst examined those organized crime syndicates that direct their criminal activities at the United States, namely Mexican narcotics trafficking and human smuggling networks, as well as a range of smaller organizations that specialize in trans-border crime. The presence in Mexico of transnational criminal organizations, such as Russian and Asian organized crime, was also examined. In order to assess the extent of terrorist activity in Mexico, several of the country’s domestic guerrilla groups, as well as foreign terrorist organizations believed to have a presence in Mexico, are described. The report extensively cites from Spanish-language print media sources that contain coverage of criminal and terrorist organizations and their activities in Mexico. -

Abstract1 This paper uses data from the First Wave of the Mexican 2000 Panel Study to elaborate a calculus of voting model of turnout that seeks to address two puzzles resulting from the presidential election. Both the low aggregate level of turnout, and its stark partisan pattern run contrary to socio-economic, resource and mobilization models of participation, as well as to typical characterizations of abilities of Mexican parties to drive out the vote. Instead, this paper proposes a modified calculus of voting model which renders the following key results: While Vicente Fox was most likely to be trailing Francisco Labastida in voting intentions four and a half months before election day, he had by then already secured a more solid basis of support among voters identified with his own party than the one the PRI candidate had backing him. Also, the model shows that the greater the expected difference in the utility that a citizen would derive from her top ranked candidates, the more likely that she would actually cast a ballot. Likewise, the greater political engagement of a voter, as explained by his interest in politics, political knowledge, media exposure and the exogenous influence of party mobilization, the more likely that he would cast a vote. Mexicans with a greater level of trust in their peers were more likely to participate, and younger people showed a lower propensity to turn out, ceteris paribus, as were citizens living in an urban setting. -

The Resilience of Mexico's
Mexico’s PRI: The Resilience of an Authoritarian Successor Party and Its Consequences for Democracy Gustavo A. Flores-Macías Forthcoming in James Loxton and Scott Mainwaring (eds.) Life after Dictatorship: Authoritarian Successor Parties Worldwide, New York: Cambridge University Press. Between 1929 and 2000, Mexico was an authoritarian regime. During this time, elections were held regularly, but because of fraud, coercion, and the massive abuse of state resources, the Institutional Revolutionary Party (PRI) won virtually every election. By 2000, however, the regime came to an end when the PRI lost the presidency. Mexico became a democracy, and the PRI made the transition from authoritarian ruling party to authoritarian successor party. Yet the PRI did not disappear. It continued to be the largest party in Congress and in the states, and it was voted back into the presidency in 2012. This electoral performance has made the PRI one of the world’s most resilient authoritarian successor parties. What explains its resilience? I argue that three main factors explain the PRI’s resilience in the aftermath of the transition: 1) the PRI’s control over government resources at the subnational level, 2) the post-2000 democratic governments’ failure to dismantle key institutions inherited from the authoritarian regime, and 3) voters’ dissatisfaction with the mediocre performance of the PRI’s competitors. I also suggest that the PRI's resilience has been harmful in various ways, including by propping up pockets of subnational authoritarianism, perpetuating corrupt practices, and undermining freedom of the press and human rights. 1 Between 1929 and 2000, Mexico was an authoritarian regime.1 During this time, elections were held regularly, but because of fraud, coercion, and the massive abuse of state resources, the Institutional Revolutionary Party (PRI) won virtually every election. -

THE SYSTEM EDUCATION IN MEXICO Over the last three decades, a significant amount of research has sought to relate educational institutions, policies, practices and reforms to social structures and agencies. A number of models have been developed that have become the basis for attempting to understand the complex relationship between education and society. At the same time, national and international bodies tasked with improving educational performances seem to be writing in a void, in that there is no rigorous theory guiding their work, and their documents exhibit few THE references to groups, institutions and forces that can impede or promote their programmes and projects. As a result, the recommendations these bodies provide to their clients display little to no comprehension of how and under what conditions the recommendations can be put into effect. The Education System in Mexico directly addresses this problem. By combining abstract EDUCATION insights with the practicalities of educational reforms, policies, practices and their social antecedents, it offers a long overdue reflection of the history, effects and significance of the Mexican educational system, as well as presenting a more cogent understanding of the relationship between educational institutions and social forces in Mexico and around the SYSTEM world. Peña Nieto has affirmed on different occasions that the PRI is no longer the same one which governed Mexico; in view of this statement, it is necessary to point out that Mexico is neither the same, that society and business people are aware of and up-to-date with what is happening, since formal and informal media and the social networks help to have a better understanding of the actions of our rulers and of national and international events. -

COMUNICADO DE PRENSA NÚM. 501/21 26 DE AGOSTO DE 2021 PÁGINA 1/2 Próxima publicación: 28 de septiembre INDICADORES DE OCUPACIÓN Y EMPLEO CIFRAS OPORTUNAS DURANTE JULIO DE 20211 (Cifras originales) El INEGI informa sobre los principales resultados de la Encuesta Nacional de Ocupación y Empleo, Nueva Edición (ENOEN) para julio de este año, los cuales indican que 59 millones de personas de 15 y más años de edad son Población Económicamente Activa (PEA), lo que representa una Tasa de Participación de 59.9 por ciento2. Dicha población es superior en 6.6 millones respecto a la de julio de 2020. Por su parte, el complemento, la Población No Económicamente Activa (PNEA) fue de 39.5 millones de personas, cifra inferior en 3.4 millones a la de julio del año previo; a su interior, la PNEA disponible se redujo 3.6 millones. De la PEA, 56.4 millones de personas (95.6%) estuvieron ocupadas en el séptimo mes de 2021, cifra que aumentó en 6.8 millones de personas en su comparación anual. A su interior el subuniverso de personas subocupadas, es decir, que declararon tener necesidad y disponibilidad para trabajar más horas, representó 7.5 millones (tasa de 13.2% de la población ocupada) y significó un decremento de 1.6 millones de personas frente a julio del año pasado. En el mes de referencia, la población desocupada3 se estableció en 2.6 millones de personas e implicó una tasa de 4.4% de la PEA. Respecto a julio de 2020 la población desocupada disminuyó en 218 mil personas y la Tasa de Desocupación (TD) fue menor en 1 punto porcentual.
