FD687-14-15 EXHIBIT A CONSOLIDATED FIRE PROTECTION DISTRICT OF LOS ANGELES COUNTY SPECIFICATIONS FOR 19,000# MINIMUM GVWR 4X4 4-DOOR DIESEL CHASSIS-CAB TRUCK (PATROLS) SPECIFICATIONS FD720-16-17 1. STATEMENT OF SOLICITATION The Consolidated Fire Protection District of Los Angeles County, hereinafter District, is desirous of purchasing 19,000# minimum GVWR 4X4 4-door diesel chassis-cab truck. Vehicle vocations – Fire Service patrol style body utilizing a fire pump and water tank. At this time, bids are only being solicited for the chassis-cab. Two (2) sealed proposals are desired from reputable factory authorized automotive dealers for vehicles equipped in accordance with these specifications. Bid prices must be guaranteed for the current model year. 2. NOTICE TO BIDDERS When submitting bids, bidders are required to indicate opposite each item of these specifications when the unit offered differs from the unit described. Terms such as, "As specified," "To meet specifications," "Per your specifications," or "Omission of detailed information" will be interpreted as being in complete compliance with specifications. Bidders may not take exception to items in these specifications where the term “No exceptions” is specified. Bids will be considered on vehicles complying substantially with these specifications as determined by the District, provided each deviation is explained in detail and the substitution is described. The determination of “equal” rests solely with the District. All warranties, expressed or implied, must be submitted in writing and will be evaluated as part of the bidder’s formal bid offering. Delivery time must be submitted in writing and will be evaluated as part of the bidder’s formal bid offering. Bidders are required to state the unit price complete, exclusive of sales tax, in this bid. Prices quoted shall be F.O.B. Los Angeles. FD687-14-15 EXHIBIT A When submitting bids, bidders are required to submit detailed literature of the vehicle they propose to furnish. Failure to adhere to the aforementioned requirements for bid submission is sufficient cause for rejection of the bid. A. Indemnification Successful bidder and/or fire departments participating in this solicitation agree to indemnify, defend and hold harmless District and County, and their elected and appointed officers, employees, and agents from and against any and all liability and expense, including defense costs and legal fees, arising from or connected with claims and lawsuits for damage relating to the execution of this solicitation, subsequent purchases or contract, or lawsuits and damages relating to the products, equipment and/or apparatus purchased under said agreement. B. Formal Approval for Contract Acceptance of a proposal does not constitute a contract with the District. A contract shall be created only by formal approval by the Board of Supervisors of the County of Los Angeles or issuance of a purchase order by the County Purchasing Agent. C. District Option to Reject All Proposals The District may, at its discretion, reject all proposals submitted in response for bids. Under no circumstances shall the District be liable for any costs incurred in connection with the preparation and submission of any proposal. 3. LIQUIDATED DAMAGES All time limits stated in the purchase order are of the essence. Should the delivery not be completed on or before the time stipulated, it is mutually agreed by and between the successful bidder and the District that: A delay would seriously affect the public and the operation of the District; that a reduction in the unit price of Fifty Dollars ($50) per calendar day for each and every day for each unit which exceeds the delivery time set forth in the purchase order is the nearest measure of damages for each delay that can be fixed at this time; therefore, the District and the successful bidder hereby establish said reduction in the unit price of Fifty Dollars ($50) per calendar day for each and every day of delay for each unit as liquidated damages and not as a penalty or forfeiture for the breach of agreement to complete delivery by the successful bidder on or before the time specified in the purchase order. Liquidated damages shall not apply to time elapsing between date of delivery and date of notification to the successful bidder or rejection of sub- FD687-14-15 EXHIBIT A specification material. The above conditions may be evoked if deliveries exceed the specified time or if replacement of material not meeting specification exceeds the specified time. Should the successful bidder be obstructed or delayed in the work required to be done herewith by changes in the work or by default, act, or omission of the District, or by strikes, fires, acts of God, or by the inability to obtain materials, equipment or labor due to federal government restrictions arising out of the defense or war program, then the time of completion shall be extended for such periods as may be agreed upon by the District and the successful bidder. If there is insufficient time to grant such extensions prior to completion date of the contract, the District may, at the time of acceptance of the work, waive liquidated damages which may have accrued for failure to complete the work on time, due to any of the above, after hearing evidence as to the reasons for such delay and making a finding as to the cause of same. In the event that the successful bidder is on strike at the time of the award of the bid, the District reserves the option to accept the first acceptable bid from a manufacturer that is not on strike. 4. COMPLIANCE WITH CODES AND STATUTES The vehicles shall conform in every respect with the latest editions of the Motor Vehicle and Administrative Codes and Regulations of the State of California, Federal Motor Vehicle Safety Standards and all applicable provisions of the California Occupational Safety and Health Act. THIS VEHICLE IS USED FOR RESPONDING TO EMERGENCY FIRE CALLS AND IS EXEMPT FROM THE REQUIREMENTS OF CALIFORNIA LAW FOR MOTOR VEHICLE POLLUTION CONTROL DEVICES AS PER SECTION 27156.2 OF THE CALIFORNIA VEHICLE CODE. 5. INTENT OF SPECIFICATIONS It is the intent of these specifications to obtain vehicles that will meet the rigorous requirements of fire department service. These specifications are intended to describe the type, size and quality of vehicles desired and to cover the furnishing and delivery to the purchaser of complete vehicles equipped as hereinafter specified. These specifications are intended to describe the District’s “Minimum” requirements. Minor details of construction and materials, where not otherwise specified, FD687-14-15 EXHIBIT A are left to the discretion of the manufacturer, who shall be solely responsible for the design and construction of all features. 6. REFERENCES References are listed to indicate the specific type, quality, function and/or durability of the item or items required. Bidders may offer superior or an approved equal product or item. The District will make the final determination on comparability of item offered. If the item or items offered is not comparable, the bidder shall provide the item specified or an approved equal at no additional cost. 7. INFORMATION REQUIRED A. The following printed material shall be furnished with EACH vehicle at the time of delivery: 1 – Operator's Manual 1 – Complete Set of Maintenance Manuals 1 – Complete Set of Parts Manuals 1 – Warranty Book and/or Card 1 – Delayed Warranty Start Date Form 2 – Dealer’s New Vehicle Report Of Sale 1 – Smog Certificate 1 – Invoice for Vehicle Received Registration documentation shall indicate the legal and registered owner as: CONSOLIDATED FIRE PROTECTION DISTRICT LA CNTY 1104 N EASTERN AVE DOOR 33 LOS ANGELES CA 90063 Failure to provide any of the printed material specified above shall be cause for rejection of the bid. 8. GENERAL A. The complete vehicle, including the body, finish, fittings, components and accessories shall be the latest model, shall be new and shall not be used in demonstrator or other service, and shall be factory standard or factory provided in all respects not in FD687-14-15 EXHIBIT A conflict with specific requirements. B. The design of the vehicles shall be such that it does not hamper or restrict subsequent installation and use of emergency equipment and light bar siren configuration to the satisfaction of the District. C. When the specification for particular items is not defined, manufacturer's standards are either satisfactory, or they are not applicable to this vehicle. D. All “standard” equipment shall appear on the vehicle as listed or reflected in the manufacturer’s current sales brochure. E. Successful bidder to provide verification of dealer order within fifteen (15) days of receiving purchase order. The verification is to be forwarded to the District’s Division Chief of Fire Fleet Services. F. The completed vehicle’s laden ride height shall not drop below the manufacturer’s loaded frame height when loaded to payload capacity. 9. WARRANTY A. Manufacturer’s standard warranty shall be provided. Three (3) years / 36,000 miles minimum bumper to bumper on vehicle cab, chassis and drive train. Five (5) years / 100,000 miles minimum engine. 1. Warranty work will be performed at any dealership convenient to the District. 2. Use of other than original equipment parts shall not void the warranty. 3. Routine required service inspections will be performed by District mechanics and shall not void the warranty. B. Manufacturer’s standard warranty shall be provided.

Alice Hodges was gardening columnist. I had a new house and plants from my grandmother and mother. When Alice left, the managing editor, Don Pickles, asked if anyone could write the column until he could find another “real horticulturist.” I was successfully growing elephant ears and monkey grass. I said, “I'll do it!” Since it was a temporary assignment, Beverly Harris, my editor, gave me permission to do a humorous column, “The Lazy Gardener” — a la Erma Bombeck. Don didn’t care as long as I gave him what-to-do-each month tips, like Alice did, to tape to his refrigerator. I wrote of my gardening successes (and failures) and interviewed plant society members. What an education! The column continued, I became a Master Gardener and, later, I teamed up with Sally McQueen Squire, the Bulb Lady, a master horticulturist and a stickler for doing things right. (Through her River Bend Co., my horticultural education continues to this day.) Back then our plants came mainly from California and Florida. Weakened by our heavy spring/fall rains, intensely hot summers or prolonged droughts, they were prey to insects and disease.

    A MESSAGE FROM CHIEF DANE On behalf of the staff of TYPE OF INCIDENT Brandon Fire & Emergency Services (BFES) it is my Alarms pleasure to submit to you the department’s 2012 Annual Ambulance Report. 2012 has been a very busy year for our department Fires - Structure which has included numerous significant changes. Fires - Other We are settled in our new Investigation building, and operating business as usual. It is still a Resc ue - MVC popular place for the public to come through for tours. Other Our archive committee still meets, and provides tours through the building with some added historical information. We have provided 80 tours to over 1,100 people in 2012. The announcement of four provincially funded staff through the Regional Health Authority was received in late 2012. The staff will be on shift by the end of January 2013. Negotiations progressed through 2012 to work towards a new collective agreement. The last agreement expired as of Dec. 31st, 2011. We hope to reach a new agreement in 2013. Our department is always busy participating in public events including the Career Symposium, Take Our Kids to Work Day, Babysitting Course, Child Safety Seat Clinics, Fire Prevention Week, Road Shows and Rodeos, National EMS week, and Fire Prevention Week. By participating in these events we are able to provide valuable information to the public. We hope you find the 2012 Annual Report interesting and informative.     The International Harvester Company produced a long line of the McCormick-Deering Farmall tractor. The first Farmall was manufactured in 1924, and the most popular model, the M, was produced from 1939 to 1952. 1931. This Farmall advertisement was obtained and used by permission from the Wisconsin Historical Society, which houses the McCormick-International Harvester Collection, image number WHi-11755. 154 The Road I Grew Up On FARM EQUIPMENT When one thinks of farm machinery, the images that come to mind depend a lot on how much one knows about farming as well as what era and level of agricultural sophistication one is envisioning. In Grant Wood’s 1930 painting “American Gothic” the implement in the hand of the somber Iowa farmer is a pitchfork. Implements of a similar nature from that time period included the heavy steel scoop shovel, spade, scythe, hoe, rake, and bushel basket. There were also barn accessories such as ropes, pulleys, hay slings, horseshoes, horse collars, and harnesses. Dad got his college degrees in agricultural and mechanical engineering and had little, if any, interest in the technology of barns, putting up hay, or draft horses. I used to enjoy hanging out in his shop, watching him invent such things as an eight-row corn planter in the early 1950s or a bicycle rack for my car in the 1970s. He had angle iron, flat iron, channel iron, galvanized pipe fittings, structural pipe, wheels and bearings from old machines, roller chains, ag link chains, cables, iron strapping, mesh wire, reinforcing bars, bolts and washers, electric motors, hydraulic hose, old tires, used vehicles, and other items stashed away in his shop, the grove, and other places around the farm.
