(NC ISAAC) UNCLASSIFIED/FOUO Background

Prior to 9/11, several law enforcement agencies had pieces of the puzzle that could have foretold the events that were planned but there was nothing tying the agencies and the information together.

Fusion centers were created to fill this void.

North Carolina officially opened its fusion center, the NhNorth CliCarolina IIfnformati on ShiSharing an d Analysis Center, in September, 2006. UNCLASSIFIED/FOUO Mission

ISAAC enhances and facilitates the collection of information from local, state and federal resources and analyzes that information so that it will benefit homeland security and criminal interdiction programs at all levels.

The center facilitates information exchange among various government agencies, works closely with the community, local law enforcement, and various task forces in the areas of homeland security, gangs, and high intensity drug related cases.

The Field Liaison Officer (FLO) Program develops and sustains meaningful integration of a region- wide network of law enforcement officers in order to combat organized crime, Drug Trafficking Organizations (DTO), gangs and terrorism.

Additionally, FLO will promote the ISAAC and its mission. FLO

A Field Liaison Officer (FLO) is an identified person (sworn or non-sworn) within the law enforcement, emerggyency services, ,p or private sector community, who is responsible for reporting and disseminating suspicious activity and other criminal information to their local agency and to ISAAC. Program Plan

Through a series of phases, the FLO Coordinator will:

Phase One: COMPLETE Phase Three: · Create an executive board · Provide training to FLO Coordinators · Develop a plan of operations · Activate FLO Coordinators into their AORs · Identify pertinent training · Coordinate quarterly meetings/training with FLO · Develop a Memorandum of Understanding Coordinators

· Develop a FLO Coordinator Handbook

· Identify and purchase FLO equipment Phase Four:

· Evaluate the success of the program through annual meetings with executive board Phase Two: COMPLETE · Identify funding sources to sustain the program · Develop a training program for FLO Coordinators · Identify and train additional FLOs from law enforcement · Identify and get commitments from eight FLO Coordinators · Identify and train FLOs from Emergency Management, · Obtain DHS security clearances for selected FLO Coordinators Military, and the private sector Qualifications

FLOs must: † Occupy a sworn or non-sworn position in Law Enforcement, Fire Services/Emergency Medical Services, Public Health, Emergency Management agency, or Private Sector entity † Maintain an agency or supervisory recommendation to be a participant in the FLO program † Qualify and pass a US Department of Homeland Security background investigation † Sign an agreement, to the Roles and Responsibilities of a FLO FLO
