The objects of the WAFCC are to: ▪ provide strategic leadership on female cricket for ; ▪ encourage female participation in cricket in Western Australia at a playing, coaching, umpiring and volunteering level, and as administrators, fans, spectators and viewers; ▪ appoint a representative on the Western Australian Cricket Association (WACA) Statewide Game Development Committee; ▪ represent the interests of the Competition and its cricketers; ▪ oversee and, as appropriate direct (with the support of resources of the WACA), the administration of the WA Female Premier Cricket Competition including playing conditions, rules and by laws; and ▪ make recommendations on persons associated with female cricket for WACA related or community honours.

The Premier Cricket Delegates Committee is a sub-committee of the WAFCC. The purpose of the Committee is to provide a forum for the WAFCC, WACA and clubs to develop, review and evaluate the female club competition. The Terms of Reference for this committee can be found of the WA Premier Cricket website here.

The key functions of the Committee are to: • Demonstrate a thorough knowledge of the competition such as the Rules & Playing Conditions, current policies and objectives of the WAFCC • Provide feedback and recommend improvements to the competition regarding its structures and procedures, such as Rules & Playing Conditions and Fixturing to benefit the wellbeing of the competition as a whole

Delegates are appointed by Clubs who have one or more teams participating in the Female Premier Cricket Competition. Each club appoints one delegate, who will share one vote.

The Microsoft Teams App will be used for the 2020/21 season as the main communication tool between WACA HP staff and Premier Cricket Clubs with female teams.

Invited to join from each Premier Cricket Club: • Coaches & assistant coaches for each team (A Grade, B Grade, Youth League); • Female Cricket Coordinators, Secretaries &/or Coaching Directors (as applicable for each PC club); • PCDC Delegates; • Other (please request if you have other personnel you would like to include).

Setting Up Teams • For mobiles, access is via the App (please download); • In Windows, click Start > Microsoft Corporation > Microsoft Teams; • On Mac, go to the Applications folder and click Microsoft Teams.

Create a Log In (if you already have a login, you do not need to do anything else).

Team Invitation We will send you an invitation to join the WACA - Female Premier Cricket 2020/2021 Team, which you will be able to access if you have created a Teams login.

We will assume your Teams login email is the one which we have on record for you, unless you advise us otherwise.

Using Teams There are numerous online tutorials about how to use Microsoft Teams, so please refer to these as required. WACA staff are also happy to provide assistance if needed.

A Premier Cricket Circular is distributed weekly by the Competitions & Operations Manager to all Club Presidents, Secretaries and Delegates. The email includes all updates for both the Men and Female Premier Cricket Competitions along with other key notices.

• The 2020-21 Premier Cricket Season starts on 1st July 2020, with all players deregistered. • Submit in Club Uniform Design changes for approval by 31st July 2020. • Complete 2020-21 Club Return Forms & Financials for prior season and return by 17th August 2020. • Complete Insurance Checklist for Registration (see MyCricket Administration below for process). • Player Registrations & Clearances open. All player registrations are deactivated and need to be re- registered for the upcoming season in MyCricket (see MyCricket Administration below for process). • Player Registrations & Clearances window will close at 5pm on 31st January 2021.

All club personnel involved in any junior teams or with junior players in an official capacity, including the Club President and other committee members, are required to hold a valid Working with Children Check.

Australian Cricket Child Safety Framework provides information and guidance about all relevant requirements and best practices to ensure a robust system is in place to create secure environment for all children & youth. Detailed information on the Policy & Action Plan can be viewed on the WA Premier Cricket website here. Log into MyCricket Administration interface. Click Administration tab on top right of the screen. Then, ‘Organisation > Insurance – Register’ and follow the instructions. Update ‘Insurance – Team Numbers’ tab as required. Insurance Details & Certificate of Currency can be obtained via the ‘Insurance Status’ tab.

Player Clearances open on 1st July each year. Clubs are able to register new players or re-activate player registrations for existing players from this date.

If a player has not previously played in any registered competitions in MyCricket, their new profile will need to be created. It can be done under Teams section in Players tab > Create a New Player > This will prompt you to look up a player name for any existing ID’s. Add in the details and use Clearance function if a player exists, otherwise click “Create New Person” and fill personal details as appropriate. Following the creation of this ID, the player will still need to be registered to the competition as per the process below.

SENIORS: In Administration section, go to ‘Online Registration > Management > Manual Registration’ and select Person Role as Player, Registration Period as 2020-21 & Association as Western Australian Cricket Association. Select relevant players (Bulk Selection works only on one page at a time). Use Bulk Action on top of the Player List to register players to 2020-21 as Senior Player under Western Australian Cricket Association with status set as Active.

JUNIORS: All junior players are required to register individually via the PlayCricket website by looking up their local club as using relevant registration forms set up by the club. Club Administrators shall set up appropriate registration forms for junior players under ‘Online Registration > Management’ and then use ‘Product Manager & Form Manager’ tabs to set up relevant forms. Banking details can also be set up to receive registration payments via MyCricket.

All Overseas Players must obtain a one-year permit from the Competitions Manager to play in any senior matches. The permit is applied by the players club of choice via MyCricket. Under ‘Teams’ section, go to Players tab > Permits & Clearances > Apply for Player Permit > Select Parent Organisation as Western Australian Cricket Association > Search Appropriate Player Name > Under Permit category, apply for a ‘Non-Resident’ permit and provide relevant commentary. The Competitions Manager will review and process the permit accordingly.

An overseas permit will expire at the end of the season unless terminated earlier with the consent of the club. At expiry of the permit, the player will remain registered with the club and will either need to re-apply the following season to play for the club or require a clearance as per General Rules 6.3 to play for another club.

No club may play more than 1 overseas player per team in a match, unless prior written approval is obtained.

All clubs shall enter their team lists in MyCricket no later than 5pm on the Friday prior to the start of a match.

Player Movement Permits apply to WAFCC General Rules 6.7 & 6.8.

Under Rule 6.7.1, unless approved by the Competitions Manager, no player who has played with any grade of the Senior Grade Competition in five (5) or more matches shall be allowed to play in a lower grade of the Senior Grade Competition match during the remainder of the Season.

Under Rule 6.7.2, a player who holds a professional contract in an Australian Domestic Cricket Competition is only eligible to play in the A Grade 50 Over and A Grade T20 Competitions.

Under Rule 6.7.3, when a Club’s higher-grade team has a fixtured ‘Bye’ or ‘Forfeit’ and three (3) or more higher- grade players are selected to play in a lower grade, no more than two (2) of them are permitted to return to the higher grade after playing one match in the lower grade. The remaining players may be promoted after having played at least two matches in the lower grade.

In addition to above, Finals Eligibility criteria applies to all players participating in finals as per Rule 6.8 which states a player must play in at least 3 matches in the grade for which they are playing in the final, or at least 3 matches for a lower grade.

Both club captains in all matches are required to submit a Captain’s Report no later than 5.00pm following the conclusion of the match. Captain’s Reports can be uploaded in MyCricket in Teams section under Matches tab > Enter Captain’s Report.

All clubs are required to use MyCricket LiveScore system for live electronic scoring in all A Grade matches. Clubs are also highly encouraged to use live-scoring or electronic scoring via MyCricket LiveScore app for all matches in other senior & junior grades for their convenience.

In case live/electronic scoring isn’t utilised, all match scores & results must be uploaded in MyCricket no later than 7pm the day of the match.

Match Results can be uploaded in MyCricket in Teams section under Matches tab > Enter Match Results.

Player Scores can be uploaded in MyCricket in Teams section under Matches tab > Enter Player Scores.

The Female Premier Club Grants for 2020-21 season have been divided into 2 parts with submission times brought forward to assist clubs in cash-flow for the season. ➢ Part 1 is due at 5:00 PM on Friday, 4th December 2020. ➢ Part 2 is due at 5:00 PM on Friday, 26th February 2021. All information around the detailed criteria, breakdown and any supporting documentations can be found on the WA Premier Cricket website here. Assessment of all submissions along with issuance of Purchase Orders will be made as soon as possible after the due dates. Please allow up to 30 days after invoice submission for the payment to be processed.

Players are only eligible to play in A & B Grade if they are 16 years old as at 31 August immediately preceding the Season, as per clause 6.6.1 of the WAFCC General Rules. Approval will be considered for players 15 years of age as of 31 August 2020. In exceptional circumstances, players 14 years of age may be considered.

Players are only eligible to play in the Youth League Competition if they are 13 years old as at 31 August immediately preceding the Season, as per clause 6.4.1 of the Youth League General Rules. Dispensation can be sought for players aged 12 years old as of 31 August 2020. 17-year-old players will not be considered for dispensation.

The Premier Cricket Age Dispensation Request criteria can be found on Teams or upon request from the WACA Cricket Operations Unit.

A player serving a suspension or disqualification to play issued by the Competitions Manager, WAFCC, the Tribunal, or any other affiliated association of the WACA or Cricket Australia is automatically disqualified from participation in WAFCC competitions for the duration of that suspension or disqualification.

If the WAFCC is satisfied on complaint that a player has participated in a WAFCC match during their suspension or disqualification period, the club may be liable to a fine and/or loss of match points as per infringements schedule in WAFCC General Rules clause 4.15 or Youth League General Rules Clause 4.14.

For all Female Premier Cricket Competition matches, playing attire must be coloured playing kit. The colours must be the approved colours of that Club, in a uniform approved by the WAFCC/WACA prior to 31 August of that season. Rule 8 of the WAFCC General Rules dictates playing attire requirements (inc. sponsors logos) while Rule 8 of the Youth League General Rules also provides guidance on playing attire.

In all senior & junior competitions, all points gained from any match formats played in that grade shall be counted towards the ranking in the relevant grade.

To determine the ranking of teams otherwise on equal points, the Net Run Rate will be used.

The champion club is awarded to the club that best represents all aspects of the game of cricket based on performance both on and off the field. The award is given to the club that exhibits success in competition, administration and club development.

WAFCC and Youth League General Rules, Clause 4, details the Spirit of Cricket and Code of Conduct & Offences along with relevant penalties, Protests, Reporting and Tribunal procedures. WAFCC General Rules 4.5 and Youth League General Rules 4.4 also govern Use of Social Media.

Upon a breach of Code of Conduct, Umpires must notify the club, player or an official of any intention to lodge a code of conduct complaint within 60 minutes of the stumps being drawn on the day of the alleged offence.

The must then lodge a Code of Conduct Complaint with the WACA Cricket Operations Unit no later than 12 noon on the Monday following competition of the match. Failure to comply does not automatically invalidate the complaint.

The reported player/official’s complaint must be referred to the Disciplinary Committee, who shall determine the level of offence & offer a penalty or refer the matter to tribunal.

An Offer of Penalty detailing Statement of Findings or a Notice of Tribunal Attendance is communicated by the WACA Cricket Operations Unit to the relevant club no later than 5 PM on Monday following the conclusion of the match in which the offence has occurred.

A notification of Acceptance/Rejection of Offer of Penalty must be communicated by the club to the WAFCC/Cricket Operations Unit no later than 12 PM on Tuesday following the conclusion of the match in which the offence has occurred.

A signed of Acceptance of Offer of Penalty must be submitted as soon as feasible. A club official may sign the Offer of Penalty on a player’s behalf.

If the Offer of Penalty is rejected, A Statement of Defence must be submitted by the player/official via the club no later than 5 PM on Tuesday following the conclusion of the match in which the offence has occurred. This Statement of Defence shall be in response to the Statement of Findings and will be passed on to the independent Tribunal for final adjudication.

The WACUA appoints an Umpires Advocate every season that is available for consultation, advice, support and representation in all disciplinary matters & tribunal hearings. The umpires are encouraged to contact the Umpires Advocate should they wish to seek any support in code of conduct proceedings.

General Rules 5.7 refer to the Ground, Weather & Light procedures & partial cancellation of matches.

Extreme Weather Policy provides information around Heat, Lightning & Thunderstorm procedures.

Clubs must advise the Competitions Manager no later than 12 PM on the day prior to a competition fixture if there are significant problems being experienced in pitch & ground preparation due to inclement weather. Clubs are required to use covers for the entire area of all the turf pitches in their turf pitch block, including the ones not being prepared for use as per the covers directive issues by the Competition Manager. The clubs must also provide accessibility to covers for use prior to & during the match day(s).

All matches will proceed ahead with the clubs expected to host & players expected to show up to the matches unless the Competitions Manager has called off the round or a fixture on the day prior to the scheduled fixture. If there is no general cancellation, umpires must determine the fitness for play at all matches.

The Competitions Manager, in conjunction with the WAFCC, may call off all A and/or B grade fixtures in any grade up to 2 hours before the scheduled start of play if more than 50% of the grounds in that grade are unfit for play. The Competitions Manager may call off all fixtures in Female Premier Youth League Competition by 8pm the evening prior to a scheduled round of fixtures, if more than 50% of grounds are unfit for play.

All WA Premier Cricket umpires are required to be accredited through the Cricket Australia Umpires Accreditation Program with most umpires holding a Representative level accreditation. All umpires also are required to have a valid Working with Children Check to be able to officiate in any Premier Cricket matches.
