Brunei Darussalam SABER Country Report STUDENT ASSESSMENT 2013 Key Policy Areas for Student Assessment Status 1. Classroom Assessment In Brunei, several formal, system-level documents provide guidelines for classroom assessment. In addition, there are system-level mechanisms to ensure that teachers develop the necessary skills and expertise in classroom assessment. These mechanisms include pre- and in-service teacher training programs and regular opportunities for teachers to participate in conferences and workshops. Teachers also gain experience through being involved in developing and scoring questions for large- scale assessments and examinations. Varied mechanisms are used to monitor and ensure the quality of classroom assessment. For example, at the secondary school level, a standardization process ensures that students are graded according to specified rubrics. Classroom assessment information is required to be disseminated to all key stakeholders, including school district and Ministry of Education officials, parents, and students. 2. Examinations The Brunei Cambridge General Certificate of Education (BC GCE) Examinations have been administered to students in years 12 and 13 since 1975. The purposes of these examinations, which cover more than 15 subject areas, include student certification for school cycle completion, student selection to higher education institutions, and the promotion of competition among schools. Funding for the examinations covers all core activities, including examination design, test administration, data analysis, and data reporting. Brunei offers some opportunities to prepare individuals to work on the examinations, such as funding to attend international programs or workshops on educational measurement and evaluation. However, there are no local courses or workshops that provide classroom teachers with up-to-date guidance and training on the examinations. -

Despite the many May - June 2020 benefits of internationalisation to students, host universities and host countries, challenges remain. While the internationalisation process has become the norm in the education sector, its outcomes and impacts are complex to measure as they manifest in a myriad of ways. One can argue that higher education has become part of globalisation and thus should no longer be strictly viewed from a national context. But the success of progress made in internationalisation depends on higher education institutions (HEIs)’ strategic goals and priorities operating within specific contexts and environments, and their rationales for internationalisation. Technology has not been adequately addressed in the literature as a rationale for internationalisation and no studies have looked into the internationalisation process and policy in Brunei context. This paper examines the motivations behind Universiti Brunei Darussalam (UBD)’s internationalisation goals, and the ways UBD aligns their internationalisation strategies with the country’s planned vision (Wawasan 2035). Secondary sources of data and semi-structured interviews were employed to achieve the objectives of the study. Results showed that the growing needs for new and improved IT infrastructure, collaborative high impact research thrusts, and internationalisation of the curriculum, to name a few, have posed new thoughts and challenges to the landscape of Brunei’s higher education. -

As such, how children are conceptualized, educated, protected and interacted with differs from society to society, given the values inherent in each social construction. Culture, history and geography all influence the daily lives of children, and the inherent protections that children are offered in each society. This paper examines child protection provisions embedded in Brunei Darussalam by critically reviewing the sparse literature available. While much academic work has been done on Brunei Darussalam’s political system and unique ideology, little has been written on the children of Brunei. Specifically, the focus taken is on the protections offered by the Bruneian legal and education systems, family and cultural institutions, and on Brunei’s international commitments to ensuring child wellbeing. Keywords: Brunei Darussalam, child, childhood, Islam, shariah law Negara Brunei Darussalam is an Islamic sultanate with a particular vision for its people and children. Yet little academic work has focused on children in Brunei. The United Nations Convention on the Rights of the Child (UNCRC) is central to the way children are viewed worldwide. It reflects an awareness that children are not just passive recipients of adult culture in need of protection and provision, but also beings in their own right who participate and interact with the world (Alderson 2012a, 2012b, 2010). -

The Ministry of Education in Brunei introduced a 21st century education system (codenamed SPN21) in 2007 and one of the initiatives brought by SPN21 was the implementation of School Based Assessment for Learning (SBAfL). Prior to SBAfL, assessment in primary government schools was highly examination oriented, which placed a great emphasis on ‘assessment of learning’ rather than ‘assessment for learning’. The current study sought to explore teachers’ experiences in implementing SBAfL in government primary schools in Brunei. A qualitative approach to research using phenomenographic methodology was applied to provide in-depth insights into the ways in which these teachers applied assessment for learning in their lessons, having been teaching for many years in an education system that was highly examination oriented. -

Psychological Studies and Human Development Academic Group,Universiti Brunei Darussalam * E-mail of the corresponding author: [email protected] Abstract The study into “The Perception of Teachers and Adult Students on Religious Classes for Adults (RCA) in Negara Brunei Darussalam” aims at finding out the extent of teachers’ and students’ insights on the establishment of the class -RCA itself, its curriculum, the teaching and learning approach. This study has yielded many promising research findings that can help clarify the significance of the RCA in providing the society with invaluable opportunities as well as a place for them to gain religious knowledge. Both teachers and students in the study believe that it would be more effective for the RCA to be promulgated to the society by means of the mass media. Moreover, the study shows that the majority of the respondents (especially the students) agree that the subjects, the curriculum and the textbooks, which are currently taught and used by the teachers, are pertinent to the respondents’ basic needs. Further, both students and teachers in the study also believe that the primary focus of the teaching and learning process in the RCA is on the understanding and mastery of fundamental religious matters. The respondents in this study comprise of 26 teachers from Brunei and Muara, Tutong and Belait Districts, and 140 adult students from Brunei and Muara District. -
