1. Name

1.1 The name of the Society is “THE EDMONTON RUGBY UNION,” referred to as the ERU.

2. Objects and By-Laws

2.1 To administer, control, organize, encourage and promote all aspects of the game Rugby Football in Central and Northern Alberta at Mini, Junior and Senior levels for both males and females. 2.2 To develop programs that will improve the standard and quality of play, coaching and officiating of amateur rugby football for all age levels. 2.3 To plan, organize and coordinate the various matches, competitions, programs and activities among the member clubs and associated junior levels. 2.4 To encourage fair competition and arrange matches and tours for Representative sides and any other matches which the ERU may deem necessary. 2.5 To obtain income to cover all the annual costs of operating the various activities of the ERU. 2.6 To assist member clubs and recognized affiliates so far as possible in the obtaining of playing fields and facilities.

3. Affiliations

3.1 The ERU shall have power to belong to other societies or associations similar or beneficial to the ERU. The ERU may be a member of the Alberta Rugby Football Union and/or and Rugby .

4. Membership

4.1 Classification of Memberships: The ERU may admit to membership, subject to the following, Persons, associations or organizations including Union Clubs, Associated Members, Honorary Life Members, Affiliated Universities, Colleges or Schools. 4.2 A Member Club: Membership is open to any amateur rugby club or similar organization provided that: (1) A Senior Team regularly plays matches and has done so for two or more complete seasons. A Senior Team shall be defined as a team which pays the appropriate dues to the ERU. (2) It is administered by a Committee appointed by its members at a duly convened Annual Meeting. (3) It conforms with the Laws of the game of Rugby Football as laid down by the International Board, the Canadian Rugby Union, the Alberta Rugby Union, and the Edmonton Rugby Union. (4) It has permanent mailing address being either its premises or a postal box number. (5) It pays any fee required by the ERU. (6) It makes application in writing to the ERU and is proposed and seconded by two member clubs, and is approved by a majority vote of approval at a general meeting. 4.3 An Affiliated Club (1) Membership is open to any Rugby Club which plays its home matches in an area within the jurisdiction of the ERU provided that: It complies with Clauses 4.2.2 to 4.2.6 inclusive and 4.5.1 (2) The affiliate member club pays any annual dues levied by the Board. An Affiliate Member Club shall have the privilege to relieve notice of and to attend all general meetings of the ERU but shall not have any voting rights. 4.4 A Referees Society Membership is open to any referees’ society in good standing provided that: It complies with Clauses 4.2.2 to 4.2.6 inclusive. 4.5 An Associate Member

(1) Membership is open to any organization interested in the game provided that: The associate members pay any annual dues levied by the Board. An Associate Member shall have the privilege to receive notice of and to attend all general meetings of the ERU but shall not have any voting rights. 4.6 An Honorary Life Member (1) At any General Meeting the Board may propose to the membership that any individual, because of his interest, support and service to the game and the ERU, be elected an Honorary Life Member. If elected by a simple majority such as an Honorary Life Member shall have the rights of an Associate Member but shall pay no dues. (2) All Life Members currently recognized by the ERU shall have the same privileges and rights as the new Honorary Life Members recognized in 4.6.1. 4.7 An affiliated University, College or School (1) Any university, college, high school or junior high school in central and northern Alberta may become an affiliated provided that: (a) it has one or more rugby teams (b) it pays annual dues that may by approved by the ERU board (2) Such affiliated organizations shall have the same rights as an affiliated member as outlined under 4.3.(2)

5. Conditions for Membership in Good Standing

5.1 A member organization, union club, affiliated club or referees ‘society shall continue in membership and remain in good standing provided that: (a) It pays the annual dues fixed each year by the ERU and pays any monies owing to the ERU within a reasonable time after receipt of notice from the Treasurer. (b) It continues to be involved in rugby at any level: Mini, Youth, Junior, College, University, Senior, and Old Boys/Ladies. (c) It maintains a permanent mailing address and informs the ERU Secretary immediately of any change. 5.2 Persons, clubs, associations or organizations shall cease to be a member of the Union: (1) By delivering a resignation in writing to the Secretary, or by mailing or delivering it to the address of the ERU, or (2) On his/her death, or in the case of associations or organizations, on dissolution, or (3) On being expelled, or (4) On having been a member not in good standing for twenty four consecutive months.

6. Annual General Meeting

6.1 Time of Annual General Meeting The Annual General Meeting of the ERU shall be held each during the period from November 1st to December 15th 6.2 Notification All members of the ERU and all members of the Board shall be notified in writing by the Secretary at least 21 days in advance of the time, place and agenda of the Annual General Meeting. 6.3 Voting Rights (1) Persons entitled to make motions and to vote shall be: (a) one representative, to a maximum of five per club, for each member club, based on the number of teams in good standing during the previous season. (b) one representative of each member referees society N.B. (Non-Board) Motions will be circulated, in writing, no later than 14 days prior to a special or annual general meeting to each member organization. Floor motions will be allowed if cosigned by 4 club presidents or their designates.

(2) Voting by proxy is not permitted. Senior teams from the same club may appoint representatives to carry one vote each, providing the total number of votes does not exceed the number of votes outlined in 6.3.1 (a). (3) Each voting representative, before being entitled to vote shall present to the Secretary a written notice of his/her appointment from the member organization which he/she represents. (4) Any member of the Board shall be entitled to speak to but shall not be entitled to make motions or to vote, except: (a) in the case of the Chairman of the Meeting only as outlined in 6.4.3, or (b) a member of the Board who is a voting representative as described above in Clause 6.3.1. 6.4 Voting Procedures (1) Voting shall be by show of hands, unless a secret ballot is requested by any one voting representative. (2) All motions, unless otherwise required by the By-Laws, shall be decided by a simple majority. (3) In the case of an equality of votes the Chairman of the Meeting shall have the deciding vote. 6.5 Quorum and Procedure (1) The presence of voting representatives holding 51 per cent of the total number of authorized votes shall form a quorum. (2) Unless inconsistent with these By-Laws, procedure shall follow Roberts Rules of Order Newly Revised (1970). (3) The President of the ERU elected at the previous Annual General Meeting shall be the Chairman of the Meeting or in his/her absence a Vice President and in his/her absence a Chairman shall be elected at the Meeting.

7. Special General Meeting

7.1 Special General Meeting Requested by members The Secretary of the ERU shall convene a Special General Meeting if at any time he/she receives a requisition to that effect signed by not less than 30 percent of the voting membership. 7.2 Special General Meeting Requested by the Board The Board shall have the power at any time to convene a Special General Meeting for the transaction of such business as it considers necessary or expedient in the interests of the ERU’s proposals for revision of the objects and By-Laws. 7.3 Notification of the Special General Meeting All members of the ERU and all members of the Board shall be notified in writing at least 21 days in advance of the date, place and time of a Special General Meeting and of the business proposed to be transacted. 7.4 Voting rights, Procedures and a Quorum at any Special General Meeting shall be as described for an Annual General Meeting in Clauses 6.3, 6.4 and 6.5.

8. Appointment and Removal of Officers

8.1 Officers The ERU shall be directed by an Executive Board which shall consist of the following officers: (1) Officers elected at the Annual General Meeting (a) President (b) Vice President/Administration (c) Vice President/Rugby (d) Vice President/Ellerslie (e) Treasurer (f) Secretary

(g) Director Discipline All above positions are subject to re-election after two years. The President, Vice President/Administration, Vice President/Ellerslie, and Director Discipline will be elected in the even years. Vice President/Rugby, Treasurer, and Secretary will be elected in the odd years. (h) Three Directors at Large The three Directors at Large are one-year terms. (2) Officer – President of the Referees’ Society The Referees’ representative on the board will be the President or their designate. (3) Alberta Rugby Union Directors The President of the ERU or their designate shall be the Edmonton representative on the Rugby Alberta Board. (4) Other Officers (a) Immediate Past President (5) Individuals deemed necessary for the effective functioning of the Board to a maximum of three in instances where three Directors at Large are not elected. 8.2 Powers of the Board The Board shall administer and control all of the affairs of the ERU and shall have full power to take such action, including the investment of the ERU funds, as it shall consider necessary to achieve the objects of the ERU, subject to any limitations placed upon it by the membership at a General Meeting. Except with the written consent of 80 percent of the members entitled to vote on the issue, the Board of Directors shall not authorize the ERU to: (a) take or institute any proceedings for the winding up, reorganization or dissolution of the ERU; (b) amalgamate or merge with any person or organization; (c) increase or decrease the authorized or issued capital of the ERU or alter its capital structure in any way except as specifically required by this agreement; (d) enter into any financial commitment of any type whatsoever including, without limitation, any purchase, sale, lease, loan, borrowing or expenditure where such financial commitment, individually, is in excess of the sum of Twenty Five Thousand ($25, 000) Dollars; or (e) purchase, lease or otherwise 8.3 Vacancies on the Board Any vacancy occurring during the year on the Board, for any reason, may be filled by the Board appointing a replacement until the next Annual General Meeting. 8.4 Voting Rights at Board Meetings All the aforementioned Directors of the Board, except any paid employee and excluding those officers described in 8.1.5, shall be entitled to vote at any meeting of the Board. 8.5 Voting Procedures at Board Meetings (1) Voting shall be by a show of hands unless a secret ballot is requested by any one of the voting representative. (2) All motions, unless otherwise required in these By-Laws, shall be decided by a simple majority. (3) In the case of an equality of votes, the Chairman of the Meeting shall have the deciding vote. 8.6 Quorum and Procedure at Board Meetings (1) A quorum at all meetings of the Board shall be one-half of the voting Directors of the Board. (2) Unless inconsistent with these By-Laws, procedure at meetings shall follow Roberts Rules of Order Newly Revised (1970). 8.7 Nomination of Officers (1) Prior to Annual General Meeting each year the Board shall appoint a Committee to obtain nominations for positions that will be vacant. Nominations from the floor may also be accepted each year for the following officers: (a) President

(b) Vice President/Administration (c) Vice President/Rugby (d) Vice President/Ellerslie (e) Treasurer (f) Secretary (g) Director Discipline (h) Three Directors at Large (2) The Chief Electoral Officer appointed at the meeting shall conduct the elections at the Annual General Meeting and shall present the names of officers and directors nominated for election to the meeting. (3) Nominations may be accepted from the floor at the Annual General Meeting for any position provided: (a) the nomination is made by a voting member (b) the nominee, if present, indicates his/her willingness to stand for office (c) the nominee, if not present, has a voting member submit his/her written consent to the meeting. (4) The elections shall be decided by a simple majority and in case of an equality of votes the Chief Electoral Officer shall be entitled to and shall give a deciding vote. 8.8 8.9 Removal from Office The members may, by special resolution at either a General Meeting or a Special General Meeting, remove any officer or director before the expiration of his/her term of office and may elect a successor to complete the term of office.

9. Exercise of Borrowing Power

9.1 In order to carry out the purposes of the ERU the Executive Board may, on behalf of an in the name of the ERU, raise or secure the payment or repayment of money in such manner as they decide. 9.2 The members may by special resolution restrict the borrowing powers of the Executive Board as outlined in 8.2

10. Duties of the Board Officers

10.1 The duties of the officers and directors of the Board shall be defined in the ERU Policies and Procedures Manual.

11. Committees

11.1 The Board, or the President, may if they consider it necessary appoint standing or subcommittees to which may be delegated such specific objectives as they consider proper. 11.2 Such committees may: (1) be delegated specific powers by the Board or the President in order to obtain their objectives, such powers not to exceed those of the Board or the President. (2) be required to consider and make recommendations regarding their objectives to the Board or the President.

12. Discipline and Disputes

12.1 The Board shall have the power to discipline: (1) any member club team or club official (2) any player, referee, touch judge or spectator (3) any officer of the Board (4) any employee or individual member of the ERU (5) any member of a visiting club or team

For infringement of any ERU By-Law, Law of the Game or for any conduct or behavior which in the opinion of the Board is prejudicial to the interest of the ERU or the Game. 12.2 The Board may act as a discipline committee or the President may appoint and delegate a separate discipline committee composed of members of the Board and/or others to administer discipline. 12.3 The discipline committee shall have the power to: (1) determine its own procedure and what evidence it will hear with the exception of player discipline on the field, in which case the current ERU discipline procedure as outlined in the ERU Policies and Procedures Manual will apply. (2) call witnesses, hear representations, and may at its own discretion hear statements from any other person or persons relating to the incident in question. (3) proceed in the absence of the accused party if satisfied that such party has had sufficient notice of the time and place of the hearing (4) decide upon what action, if any, is to be taken. A decision of the majority of the committee shall be the decision of the committee 12.4 The Board may delegate its power of discipline for: (1) all matches and activities under its jurisdiction (2) all club and representative matches (3) all matches with visiting clubs or teams except the Board shall: Hear and rule on appeals against the disciplinary decisions of its own discipline committee. 12.5 Misconduct A person or party is subject to any one of the following: (1) An absolute discharge: wherein no further action is to be taken and the proceedings not referable in any subsequent hearing. (2) A conditional discharge: wherein no action is to be taken but the incident is recorded and may be taken into account in any subsequent proceedings. (3) Fine: wherein the accused party is required to pay a fine in money. (4) A period of suspension: wherein the accused party is prohibited from playing and/or taking part in the administration of the game of rugby for a specified period of time and may be required to comply with additional terms and conditions. (5) Expulsion: wherein the accused party is prohibited from playing and/or taking part in the administration of the game of rugby and is expelled from membership. 12.6 Appeals (1) The discipline committee may take disciplinary against any member club or individual member of such club for actions that are deemed detrimental to the sport of amateur rugby football. Any disciplinary action taken may be appealed to the full committee of the Edmonton Rugby Union, and if satisfaction is still not received, to the Board of Directors of the Alberta Rugby Union. 12.7 No club or player shall knowingly play in any match with any fixture with a club which has been formed by members of one suspended or expelled by the Board. 12.8 Expulsion A member may be expelled by a special resolution passed by three quarters of the voting members present at a Special General Meeting. 12.9 The discipline committee must examine any written discipline complaint brought to its attention within 14 days.

13. Termination Of Existence

13.1 In the event of the dissolution of the ERU, all assets, after the discharge of the liabilities and payment of all debts, any remaining money or assets of the ERU shall be distributed as follows: (a) If the game of amateur rugby football is being played in Edmonton or within 25 miles of the boundaries of Edmonton at the time of dissolution, liquidation or winding up, the assets of the ERU shall be distributed for the purpose of advancing the game of amateur rugby football;

(b) If amateur rugby football is no longer being played in Edmonton or within 25 of the boundaries of Edmonton a the time of dissolution, liquidation or winding up, the assets of the ERU shall be distributed or disposed of for the purposes of advancing amateur sport or to charitable organization or to other organizations, the objects of which are beneficial to the community.

14. Interpretation Of The Objects And By-Laws

14.1 Any difference of opinion which may arise as to the meaning of any part of the Objects or By-Laws shall be resolved by the Chairman at a General Meeting. Such resolution shall be deemed to be the meaning of that part of the Objects or By-Laws until such time as the majority of members voting at a General Meeting otherwise direct.

15. Amendment of The Objects and By-Laws

15.1 The Objects and By-Laws shall only be amended at the Annual General Meeting or at a Special Meeting called expressly for the purpose. 15.2 Suggested amendments must be proposed and seconded by two members and submitted in 28 days before the meeting at which the proposed amendment is to be presented. 15.3 Notice of the suggested amendments must be sent by the Secretary to all members and members of the Board with the notice of the General Meeting. 15.4 No motion proposing the amendment of these Objects or By-Laws shall be passed unless it receives the consent of two thirds majority of the votes at a General Meeting.

16. Remuneration

16.1 There shall be no remuneration of officers, directors or members.

17. Books and Records

17.1 The books and records of the Edmonton Rugby Union shall be audited annually. The selection of an auditor shall take place at the Annual General Meeting of the Edmonton Rugby Union. The books and records of the Edmonton Rugby Union may be inspected by any member of any member club at the Annual General Meeting or upon giving reasonable notice and arranging a time, satisfactory to the Treasurer. Each member of the Union committee shall at all times have access to such books and records.

18. Indemnity

18.1 Subject to the limitations contained in the Societies Act, the ERU shall indemnify a Board member or Officer, a former Board member or Officer, or a person who acts or acted at the ERU’s request as a Board member or Officer of a Society of which the ERU is or was a member or creditor, or a person who undertakes or has undertaken any liability on behalf of the ERU or any such Society, and his heirs and legal representatives, against all costs, charges and expenses, including an amount paid to settle an action or proceeding to which he is made a party by reason of being or having been a Board member or Officer of the Corporation, or undertaking or having undertaken any liability on behalf of the Corporation or any such body corporate, if; (a) he acted honestly and in good faith with a view to the best interests of the ERU; and (b) in the case of a criminal or administrative action or proceeding that is enforced by a monetary penalty, he had reasonable grounds for believing that his conduct was lawful.

19. Ellerslie Rugby Park

The Edmonton Rugby Union acknowledges that it hold title to 10950 Ellerslie Road, Edmonton (Plan 2146 T.R., Block 2, Lot 22) as trustee for the benefit of Ellerslie Rugby Park Incorporated only, and that the Edmonton Rugby Union will transfer title to the property for One ($1.00) Dollar to Ellerslie Rugby Park Incorporated forthwith upon written notice from Ellerslie Rugby Park Incorporated of its request for transfer of title. This Resolution is irrevocable. Nb: Transfer of title includes all encumbrances.

VP Ellerslie  See attached report  See attached report VP Rugby (Juniors)  Tamara Kulyk asked if there would be a junior meeting – Peter confirmed that an AJRA meeting will take place, as well as a junior directors meeting and planning meetings for 2017

 See attached report  Dave Logan asked Jo if there were any ideas of how to generate growth and interest in second division rugby. Jo stated that the ERU second division has been strong and Fort McMurray is going to have a team again in 2017.  Dave also noted the Rugby Alberta rules and regulations stating if you have a AC team, you must have a second division team – Jo stated forcing teams up or down may not help either, and teams are able to request dispensation.  Steve Saunders (Clan) asked how the ERU plans to support the clubs in fulfilling their fixtures when there is multiple teams playing VP Rugby (Seniors) on the same day. Jo said when completing the fixtures the ERU is trying not to spread teams across the province but does not know how else the league can help. The U21 division helped clubs and those players started playing second and third division. Steve mentioned the large breaks between games may also be a factor – which Jo said was due to July long weekend, Stampede 7’s and another event, but they will look at it next year.  Tamara Kulyk (Clan) asked about thoughts on a U21 Women’s league. Jo said it would be a goal for future but at this time women’s second division is struggling with numbers therefore may need some more time to grow prior to adding an additional league.

Director of  See attached report Discipline  See attached report  Tamara Kulyk (Clan) asked what we are doing about referee abuse, specifically from coaches. Ron noted that when reported, coaches are being suspended and encouraged everyone to take a zero tolerance policy on this type of behaviour, and ensure we support the decisions made on suspensions/warnings.  Carlos Valle (Clan) noted that although people (refs) make mistakes, there is a lack of consistency between refs and even within refs. Mick noted that is a good point and asked for an e-mail from clubs if they are noticing this. He also let the group know they are all invited to come to the referee development sessions where they train their members on calling things properly and consistently. ERURS  Sandy Nesbit (ARU) stated he went to the RC development meetings and that everyone in Canada is envious of the junior and referee situation in Alberta as we have 40% of the National Panel in Alberta. He reminded everyone that people make mistakes and referees cannot see everything, and the ERURS will continue to develop match officials.  Paul Cassidy (ERURS) stressed that if clubs have young junior players who want to ref, send them to Mick Graham.  Tamara Kulyk noted that a lot of the time we put out clinics which end up being cancelled due to lack of registration. She suggested coaching/educating for the one person that shows up vs. Cancelling. It is better to have one to two new referees than none. Peter noted that this is coming from World Rugby who require a certain amount of registrants. Terry Laniuk (ERURS) stated that as a union, we need to reach out more to recruit referees as well as treat the current referees with respect. He also encouraged people to attend in if they are interested and there is no course in Edmonton.

It has been as honour to serve as Edmonton Rugby Union President this past year. I would like to start by thanking fellow ERU board members for their hard work; the assistance they have provided me has been invaluable. To a person, their commitment to the success of rugby in Edmonton is inspiring. I would as well like to thank the clubs for their support and cooperation.

My first year on the board has been an exciting one full of successes and as well as a few challenges to keep everyone on their toes. Overall, 2017 was another successful year for rugby in Edmonton. My report is intended to provide a brief summary of this year. I have highlighted accomplishments as well challenges met during the year. Finally I will discuss what our focuses for the upcoming season will be.

2017 Successes:

Growth of the youth program in Edmonton: Our 2017 season saw one of the largest increases in youth membership (both urban and rural) that we have seen in years. This is a testament to the hard work of all the folks involved in our youth rugby program, including the clubs, the coaches, our board members and our youth coordinators. This is a great sign for the long term development of rugby in Edmonton

Success of our Gold youth representative program: This year, the Edmonton Gold program has seen an increase in participation on an representative level while displaying some great on field performances. The Gold program has come a long way in the past few years exemplified by results such as the Gold U21 showing against Wolfpack U19 and the dominance displayed against Calgary Maverick U21’s. Again, this is a testament to the commitment of the volunteers who run the program. I am personally very exciting to see the future of rugby in Edmonton coming through the system. We can certainly expect this to get even better.

Canada – Romania Event – June 17: Edmonton hosted the Canada versus Romania Senior Men’s game this past summer. It was truly the best rugby event I can recall being hosted in Edmonton and over 4000 happy rugby fans supporting both nations can attest to this fact. Big congratulations go out to our Past President Mike Brown and his team at MB Events, to Carmen and her staff at Ellerslie Rugby Park, and to Judy with the ERU who together made this event possible. It was truly a one-of-a-kind event that I was proud to be part of.

Finances: The Edmonton Rugby Union has had some challenges financially over the past few years. In 2015 and 2016 the ERU ran a deficit of $17k and $72k respectively. However, most of the extra spending in these years were to bring us level and meet with AGLC expectations on use of gaming proceeds in a particular time frame. In 2017, after initiating a number of measures to cut expenses we still budgeted for a $22.7k loss. If it were not for the proceeds the ERU received from the sale of field 4, we would be in serious trouble. I’m happy to announce we will only have an operating loss of $12.7K, as opposed to the projected 422.7K for 2017. More importantly, we are working diligently to come up with a more sustainable and predictable financial model so we can eliminate deficits going forward. I predict that the Edmonton rugby Union will not have an operating loss in 2018.

Canada Fundraiser Event: On June 14th the ERU hosted a fundraising dinner at the River Cree Resort and Casino to raise funds for the ERU, the ERP and . It was a first class event with great support from the local community. We raised roughly $30k that was split evenly between the three organizations. This was a much needed cash injection especially to the ERU and ERP. Thank you, to Roger Smith, Carmen with ERP, Judy from the ERU and Rugby Canada for their support.

2017 Challenges:

Player, Coach and Spectator abuse: We have seen an increase in abusive behavior at our fields over the past few years. This is not acceptable especially since most, but certainly not all, of the incidents of abuse have been directed towards referees. One of our biggest current concerns is that much of the abuse is happening at the youth level. This is clearly unacceptable. Earlier in the year, the ERU enacted a zero tolerance abuse policy that set a standard by which we would be dealing with such incidents. As the season progressed, it became apparent that this issue required more than just a zero tolerance policy. A holistic strategy was needed that had the garnered support of the ERU, the referee’s society, the member clubs, and the coaches. Each of these parties had a big part to play in successfully dealing with this issue. As such, the ERU struck a committee whose purpose was to provide recommendations to the ERU board on a plan of action to deal with this abuse. The committee is being led by Simon Healy, an ERU board member, with the participation of the clubs and the referees. I look forward to their recommendations that will be forthcoming and expect a reduction in such behaviour going forward.

Equitable Funding for Youth Rugby: In analysing the financial situation the ERU finds itself in, it is apparent that the cost to run our youth program is not in line with the revenues brought in for the program. There are a couple of important things to note. First, the ERU does not charge membership fees to our youth members as all fees for youth rugby are collected by the Alberta Junior Rugby Program (AJRA). The ERU currently relies solely on funding from the AJRA to help cover the costs the ERU incur running our youth programs. Second, the ERU has no formal funding arrangement with the AJRA when it comes to this funding. Repeated attempts have been made by the ERU over the past year to formalize an equitable funding agreement with the AJRA -- but to date there has been little headway made. In reviewing the AJRA’s 2016 fiscal reports (as presented at their AGM last year) the AJRA has run a surplus of roughly $45-50k per year over the past couple of years leading to a total of $260k in the bank. Given the fact that the ERU and CRU actually run the youth rugby programs in Alberta, it is clear that a serious inequity exists and must be corrected. This issue has been raised formally with the club Presidents and we are now working collectively from an Northern Alberta perspective to deal with this issue fairly and permanently.

Focus for the Upcoming Year:

Formal player, coach and spectator abuse policy: As discussed earlier, the ERU will be Introducing a formal referee and spectator abuse reduction program that is currently being developed by our sub- committee with full buy in from the member clubs.

Continue to improve finances: The ERU will continue to develop a more sustainable long term model financial model. We will be looking at a variety of things like sponsorship, grants, fundraising and increasing membership fees. We are discussing adding fees to our junior members and increasing senior team fees. The decision on adding and increasing fees will not be made until after the Rugby Alberta AGM and not without the feedback of the clubs.

Continue to improve cooperation at all levels of governance and enhance communication with our member clubs.

Work with Rugby Alberta to bring senior regional representative rugby back to Edmonton

I would like to remind ever member that the Rugby Alberta and Alberta Junior Rugby Association’s AGMs are being held in early December. It is important to the long term success of rugby in Edmonton that all the clubs participate. This is where our collective concerns are heard and where changes can be made. This is also your opportunity participate on these boards, including the Edmonton Rugby Union. If interested, you can be directly involved in improving the development of our sport.

Treasurer's Report

In the second year of my term as Treasurer, I worked with my Board colleagues to find ways to increase our revenue and cut expenses, without compromising our rugby programs. Despite a bingo income significantly below budget, our revenue took only a small hit versus budget - and held level with last year - thanks to the Canada team dinner and silent auction and our burgeoning junior program, which is represented in both the AJRA and Kinsmen revenue lines.

Coupled with this, our Senior and Junior Rugby VPs (Jo and Peter respectively - thank you!) worked hard to re-organize aspects of their programs and delivered some significant savings, whilst managing more games and teams.

This means that we were able to reduce our deficit to the lowest level since the 2013/14 season. It's going to be quite the challenge to maintain this; our programs are growing and costing more to run and revenue is harder to generate these days. I am, however, more than ready for this challenge and, if I am re-elected, I look forward to continuing to work with the Board on finding ways to financially support our programs.

2017 ERU, VP Administration report

In my first year in the position of VP Admin, I can truly say that it does take the contributions and teamwork of all members of the board for success within the Edmonton Rugby Union and its members. Evidence of this is in the many inquiry emails from parents of youth and potential senior players for where to register within the Edmonton city limits. As seen at our junior festivals this season, I feel that there will be continued growth of the youth programs for the coming 2018 season.

As part of my duties, I had the honor to work on the Hall of Fame and the individuals chosen to be added in 2017. This year, the ERU have inducted the following 7 individuals into the ERU Hall of Fame:

We hope to have their plaques on the wall soon at Ellerslie Rugby Park to recognize their contributions to the game of rugby here in Edmonton.

In the latter part of this year, I assisted in investigating other avenues of funding that the Edmonton Rugby Union could leverage for the coming year. With the current state of the economy in Alberta, the funding opportunities have changed in frequency and are becoming more stringent in their requirements. It is my hope that we will be successful in our grant applications to match the continued growth in 2018.

It was my pleasure this year to be involved in acknowledging the achievements of our members, both youth and senior players alike. There is such athletic talent and abilities along with the dedication of many volunteers amongst the ERU member clubs that I look forward to another year within my role on the board.

ERP Inc. hired the services of a consultant company (Sage and Summit) to work on some strategic planning and visioning. Sage & Summit met individually with all of the Shareholder clubs to get independent opinions on what the future of the ERP should look like. Sage & Summit also contacted the other clubs od the ERU by way of a survey as although they are not owners, they are stakeholders through the ERU and all opinions are valuable.

The ERP Inc. shareholders have created an interim steering committee comprised of volunteers from: o Leprechauns & Tigers: BILL WINTERTON o Clansmen: DAVE LOGAN o Druids: BARRY GIFFEN o Pirates: LEVI FOURNEL o NorWesters: ALASTAIR HANCOCK o ERU: DEVIN VANDENBERG o Graeme Dawes and Judy Seddon will stay on in an advisory capacity for up to one year.

The ERP Inc. AGM will be held on January 14, 2018 where a formal working Board of Directors will be elected. These are volunteer working positions to target such things as such as Finance, Marketing, Maintenance, etc. who are not already key volunteers on a Club’s own Board.

Some clubs grew in 2017 and some other clubs were struggling. I think the oil and gas industry is still affecting the outlying areas but hopefully that will turn around soon. The Riggers started a women’s team and the Fort McMurray Knights were back and were strong contenders at the City Final.

The U21 league continued with 4 clubs participating this year. I strongly believe this division is helping to transition some young players into the senior divisions and we need to get more clubs involved.

Our senior men’s and women’s leagues are struggling for numbers and clubs are having a difficult time fielding 2-3 teams on the same day. Scheduling the clubs to only play one team at home when one team is travelling is difficult and the committee does their best to accommodate everyone.

The Canadian Rugby Championship for senior men saw 10 players from the ERU represent the this season. Due to budget restraints, we held a week-long tournament in Calgary for all 4 teams. The Wolf Pack struggled in their first two games but beat the Rock for third place, BC Bears won the title over the Blues.

The senior women played as the Prairie Wolf Pack team with 11 players from the ERU. They did not have a great tournament and placed 4th out of 5 teams. The cost for representative rugby is a detriment to our sport and group fundraising must be started earlier in the season so that we get the best players out for the programs.

The national women’s 7’s team continues to play at the top level with our own as one of the leaders on the field. She has inspired young females to be strong, fit athletes and her attendance at the provincials to present the trophy to the U18 girls 7’s winner was a big honor for these young women. Jen is continuing with the team this winter on the World Rugby 7’s series. I am extremely proud of her accomplishments.

Chelsea Guthrie-Ross and Kristy Sargent represented Canada at the Women’s Rugby World Cup in Ireland this summer. The women played outstanding and although they came in 5th their only loss was to the champions - New Zealand. Kyle Gilmour is back with the National Senior Men’s Team and playing in the fall test series. I am proud of these players and admire the commitment and dedication it takes to be on a national team.

During last year's AGM it was identified that the primary role of the VP of junior rugby should be centered around the growth of enrollment in junior rugby. It was determined, that long term and sustainable increases of registration and club growth would be our largest concern facing our union. The role of the VP of junior rugby would be placing a major focus on not only an increase of registered players in the union, but also into increasing the number of clubs and club teams participating in the junior leagues this year. I have broken down my report into three areas of focus. Each that originated with a goal at the beginning of the year, has been enacted and reflected upon, and has a recommendation moving forward.

Focus #1

- Goal: To restructure the RDO program to involve measurable outcomes in order to assess its effectiveness and purpose moving forward. In years past, we have not had any method of assessing whether or not our RDO program is resulting in the transfer of youth from the school based RDO programs to registration with ERU clubs.

-Reflection: In order to begin assessing the validity of the program it was determined that a bonus for each new club team created by an RDO, would be implemented. The monthly pay of the RDO’s was reduced, and allocated to a yearend bonus for being able to start a new team within any club. This at very least would provide us with an understanding about whether or not the RDO program is capable of promoting growth for our union.

In addition RDOs were allocated to clubs with the smallest or without junior programs. This provided the greatest opportunity for the RDO program to influence the start of new teams and programs. The outcomes of this restructuring resulted in the addition of one new girls program, and a partial but unfortunately unsuccessful attempt of a new boys program.

-Moving Forward: The concept of the RDO program should be reviewed with the clubs in order to determine its structure, outcomes, and potential validity as an ERU funded program. While it has demonstrated that it has the potential to deliver new players to the union. It must be determined if there are methods in which the money allocated could better serve junior growth.

Focus #2

-Goal: To assist clubs who have previously not had junior programs begin programs in their region. While many of our clubs located within the city have stable junior programs. A number of our rural or outlying clubs have not traditionally had junior programs. It would be a focus to try and assist a number of our rural clubs in the implementation and development of youth programs in their region.

-Reflection: Meetings were held with a number of our rural and outlying clubs to discuss the parameters and requirements that normally come with launching a formal junior program. We tried to provide clarity and examples of successful rural launches within our union (Drayton Valley), and worked with these clubs, in regards to how we make things as accessible as possible for competition in the ERU.

It is through the efforts of the club junior directors and their club volunteers that we were able to bring 3 additional club junior programs into the ERU. Each of them fielding multiple teams, with 2 of them bringing youth to play at the majority of festivals. This was a significant achievement in terms of taking steps to long term sustainability and growth in our union.

-Moving Forward: This could be implemented to all of our clubs in due time. A follow up with the clubs yet to begin junior programs should happen this year. And it should be a goal of the ERU to continue adding more clubs into our Union. Clubs who are a great distance away from Edmonton should be worked with, to help develop a regional model for their youngest age groups and slowly integrate with the ERU competitions at the higher age grades.

Focus #3

-Goal: Increase the number of registered junior players through support programs. The Union operates programs that promote registration and transfer of athletes to club programs. The primary programs that lend to this are the Edmonton Gold Junior Program, and the Kinsmen Youth sessions. By their increased performance, attraction to club rugby will continue to rise.

-Reflection: This year there was a major increase in enrollment for our Junior Gold programs. The program has been attracting a significant number of athletes from high school programs, who are not yet affiliated with a club. In order to participate in competition with the Edmonton Gold, all athletes must be registered with a club. We are seeing an increased number of unaffiliated athletes joining the program and registering with a club to be insured, and then playing for that club during the summer. As the performance and exposure for the Edmonton gold continue to be as successful as they have been, we should see this trend continue.

The Kinsmen winter youth program has also seen an increase in enrollment. This program is an excellent opportunity for youth to be introduced to rugby at the younger age groups. With popularity of this program increasing we should also see a positive trend in the number of new youth club members.

-Moving Forward: The success of these programs is in large part due to the efforts of our two youth directors. These positions have proven incredibly valuable in the development of rugby for our union. The union has benefited greatly from these programs and from having them run so effectively. These director positions should be supported as much as possible as they are imperative to the continued growth of Junior rugby in the ERU

Final Review

At the beginning of the year we targeted a lofty goal of 20% growth for our junior enrollment. In large part to the efforts outlined above, especially those of the clubs. We achieved a growth of 39.4% for this year. Every age group saw an increase in stability, and almost every division increased in the number of teams competing.

The newest and largest issues facing the union and the continued growth of junior enrollment, is now providing the infrastructure surrounding our programs. With this immense growth there is now a equal increase in demand for referees, field space and organization. Many of these areas are going to require additional support in order to help our union grow and prosper. As I step away from this position this year, I sincerely hope that the future VP of junior rugby will find this a helpful overview of where the union is heading, and its needs to continue on that path. Jr. Development Coordinator 2017 Season Review (U5-U18)

Season review (U7-U15 boys & girls) - There was an increase of registration across all age grades in U5 - U18 - All the Saturday sessions ran smoothly! There was a large volume of athletes so scheduling was a bit hectic, but we managed to fit everyone in Saturday morning. - Started a new method of weekly declarations. Every Sunday a google form was sent out to the Junior Directors, they had to declare the number of teams & athletes for each age grade by Tuesday evening. The preliminary schedule was released Wednesday evening or Thursday morning and the final version was released Thursday evening.This helped identify which clubs to combine if a club was unable to field a team, as well as making scheduling easier. - Initially we started the U15 boys off with a 10s league, with the idea to grow the game - but after two weeks there was enough numbers and full 15s games were ran. - The U17 boys league remained the same this year, but had increased stability with no games defaulted between the 3 teams. The U18 boys league ran smoothly, adding an additional team over last year. The U18 girls had a much higher enrollment, generating multiple additional teams. - The Fall 7s league was successful again with both a U18 girls & U18 boys league. * See table below for more information regarding team declarations.

Kinsmen Sessions - Once again a very successful program - thank you to all who volunteered to run the entry table & coach! - 2017 Session Dates: February 16, 23, March 2, 19, 16, 23 & 30 - On average there was about 60-70 kids from U7-U13 attending each session. - 2018 Session Dates: February 8, 15, 22, March 1, 8, 15, & 22

Rugby Development Officer Program - This year was a bit more difficult for the RDO’s as we were limited to hiring three compared to previous years when we had four or five. Regardless, we were still successful with new “Try Rugby” events and visiting identified schools. - As always, the RDO’s were very helpful with running the Saturday sessions. As the league grows we will require club volunteers to help us as field marshals. - We are working with the Edmonton Junior High Schools to improve their flag . We had Rugby Alberta run a “Rookie Rugby” coach education seminar for Junior High teachers around the city. - We initiated “Try Rugby” events days to link schools and clubs together to promote registration. *See table below for more information regarding RDO sessions & events

Future Considerations - Continue the weekly google form for U5-U15 team declarations. - Continue with the 2018 indoor Kinsmen sessions. (Dates listed above) - Potentially run U13 & U15 games on Wednesdays, as U5-U11 numbers are increasing and we need more field space. - Run 15s games for U15 boys from the beginning of the season - this requires teams to be declared prior to the season beginning as we do not want to be scrambling last minute. - Update RDO & schools rugby program. Ideally we need 4 RDO’s: 1 leader to help with administrative tasks, and 3 to work directly with schools and clubs. - Work with club Youth Development Officers (YDO’s) and volunteers to find Field Marshals for our Junior festivals. - Continue to run “Try Rugby” events & Coach Development seminars. Potentially look for young officials development (to assist with U11 - U13 age grades!) - Potentially begin U18 girls season in last week of June. - Continue to run Fall 7s leagues. Potential to make it more competitive?

Closing Overall I am very happy with the 2017 season! It is exciting to see junior rugby growing so quickly in both schools and our clubs. ERU JR Rep Coordinator Report 2017

This year was a successful year for the Gold programs. Our numbers across the board were up and reached a bunch of new athletes who were new to joining the rep program and pathway.

- We had approximately 100 athletes in our academy during the winter at our sessions at Commonwealth - We took 4 teams (u16 boys and girls, u18 boys and girls) to for the 7s festival where we placed 2nd in U16s boys and girls - There were 11 (5 on the boys squad, 6 on the girls squad) athletes who were selected to Team Alberta squads for U18 National 7s tournament the same weekend. - We had over 300 players tryout for our summer Gold 15s programs which was amazing, the largest group was U18 girls. Some of our athletes that did not make our Gold team still had the opportunity to play at ARC with the Deep South team who were short players - We won U18 boys, U16 boys and U16 girls divisions at ARC this year. The U16 girls did not have a single point scored on them!! - The number of Gold players who moved on to make the Alberta squad are as follows  U16 Girls- 17 players  U16 Boys- 14 players  U18 Girls- 8 players  U18 Boys- 13 players - In the fall for the 7s we won U18 girls, U16 boys and U16 girls against the Mavericks who came up to Edmonton - Tryouts for our Vancouver squads for March have begun for 2018. - Academy will begin in January, information to be coming out shortly.

ERU Report – Member at Large – Simon Healy

Was requested to chair the sub-committee for the Junior Coordinator role in Q1 after which I was appointed by committee to backfill the member at large vacancy.

On behalf of the ERU, applied for the grant for setting up a screening program for coaches which was successful. ERU received $2000 for this program.

Chaired sub-committee on addressing referee abuse. This resulted in creating a plan to address abuse from all areas for the 2018 season.

I would like to thank Devin and the Board for allowing me to join of the ERU Board this year. It has been a pleasure to serve in this capacity.

2017 ERU AGM Remarks

Once again the ERURS presided over hundreds of games at all levels. As in past years, we continue to improve the quality of rugby in the ERU through training the members of our society. This can take the form of group information sessions, individual coaching and mentoring. It was a successful year for us because we didn’t lose money and we successfully recruited 3 very promising young referees.

Unfortunately, we also experienced some retention problems. As in past years, young referees have quit as a result of verbal abuse from coaches, players and spectators, particularly at the junior levels. I believe that a major contributing factor is that our more senior referees have become tolerant of this behavior and don’t sanction it as aggressively as they are empowered to do by the World Rugby Regulations and the Rugby Alberta Code of Conduct. This year the ERURS will be urging its senior, more thick-skinned referees to take a much harder line against abuse. This is being done for the sake of improving the culture of our sport and keeping new refs engaged and committed.

The ERU has formed a Task Force aimed at facilitating this culture change and will be coming out with some directives for all the teams and clubs.
